Abstract

Bali's economic development is focused on agriculture, tourism and industry as thefirst priority. While other part of the Indonesia economy were suffering severely due toeconomic down turn since the middle of 1997, Bali's economy seems less affected. Theperformance of Bali's economy was analyzed employing 1996 Social Accounting Matrix(SAM), constructed based on 55x55 accounts. It is assumed that this 1996 SAM couldrepresent the present situation of Bali's economy.The impact of increased allocation of expenditures for economic infrastructure,without increased in total government expenditure, on the performance of Bali’s economywas relatively low. While increased allocation of expenditure on social infrastructure orpublic services without increase in total government expenditure would deterioratesubstantially the performance of Bali’s economy.Maintaining the government expenditure for development as in 1996 levels, but anincrease in the expenditure of tourists or private investment, would enhanced the performanceof Bali’s economy. Even a decline in government expenditure could be compensated by anincrease in tourist expenditure or private investment, suggesting that government expenditurewas not the main sources of economic growth.However, an increase in tourist expenditure without effort to increase the governmentexpenditure would affect the income distribution among household group towards moreinequality. But, increase tourist expenditure as well as government expenditure wouldpromote better income distribution.

Abstract

Di Mancanegara, Bali terkenal karena seni budayanya. Namun yangbelum terkenal adalah produk-produk agribisnis khas Bali, seperti Salak Bali,Jeruk Bali, Sapi Bali, dan Kopi Bali.Walaupun kontribusi sektor pertanian terhadap Produk DomestikRegional Bruto Bali menurun dari 22,4 persen tahun 1994 menjadi 19,1 persentahun 1998, tetapi peranannya masih penting dalam memproduksi pangan bagipenduduk Bali yang terus meningkat, penyediaan bahan baku industri agribisnis(agroindustri), dan penghasil devisa dari ekspor berbagai produk agribisnis.Menyongsong era otonomi daerah tahun 2001, maka diperlukanpenyesuaian kebijakan pembangunan pertanian nasional. Termasuk didalamnya panajaman strategi pembangunan pertanian yang berorientasidiversifikasi regional untuk memenuhi permintaan pasar regional, nasional, danglobal.

Abstract

There are many problems on farm credit distribution, such as: absorptionlevel is low, credit arrears, and undicipline of personels. In anticipation, thescheme of the credit has been revised, to involve: credit interest, credit plafonds,bank as a channeling agent, village cooperative unit as an executing agent, andthe participation of NGOs.The aim of this research was to identify the perception of farmers aboutthe farm credit that has been revised. Porposive sampling method was used todetermine the location and samples. Survey method was employed in the datacollection, and data analysis used description method.The perception of the farmers was that: credit conditions are accepted, thecredit interest is low, plafonds of the credit is enough to cost the farming, andcredit realization is late. Based on these results, it is suggested that the creditpersonels increase their performance so that credit distribution will besuccessful.

Abstract

This research was carried out to study farmer’s income and profit gain fromfarm ordinary chili. The research is conducted at Perean Tengah village, Baturitidistrict, Tanbanan regency. Thirty farmers who done ordinary chili with monoculturesystem was taken randomly as samples.The result of the research show the average large farmbusiness was 0.14hectar with 1,670 kg products each farm (11,929 kg/hectar). While average revennewas Rp 13,999,610.00 each farm (Rp 99,997,214.00/hectar) with the chili price Rp8,383.00/kg. Meanwhile farmer expenditure for each farm was Rp 2,296,350.00 (Rp16,402,500.00/hectar), so farmer’s income and net profit were Rp 12,141,229.00 andRp 11,703,260.00 each farm respectively with Return-Cost-Ratio was 6.10, its meanthat the chili farmbusiness give much benefit to the farmers.

Abstract

During the first stage long-term development (PJP I), almost all of agricultureproducts increased. However, start the sixth five years development (Pelita VI),production of agriculture diminishing return or levelling off, even decrease likeproduction of rice. Beside that, the agriculture of development to face the manyproblems linkage with agriculture land, irrigation water, pest and plant disease,production factors, post harvest, agriculture institution, etc.Implemented the regional autonomy in 2001, so needed changing theagriculture development paradigm, which involve planning aspect, businessorientation, behavior orientation, approach, and farmer’s participation.Program of agriculture development forward five years (2000-2004) namely:(1) Program of national food security, and (2) program of agribusiness development.Both of this programs its essence are to increase the welfare of agriculturecommunity and to direct the vision of 21-decade agriculture i.e.: modern, strong,and efficient.

Abstract

People wherever they are living, are influenced by biotic and abiotic factors. Totalof living organisms from single cell organism such as bacteria to higher level organisms suchas various plants and animals is known as biological diversity or biodiversity. Biodiversitygives opportunities to people to develop their knowledge and technologies to utilizebiodiversity for their daily lives such as food, medicines, industrial goods and housing. Thus,many aspects of people lives are directly or indirectly influenced by biodiversity.

Abstract

Irrigation resource becomes more and more scarce. Apparently government hasn’tfund enough to finance operation and maintenance of irrigation system. Farmers are expectedto manage cost of operation and maintenance.The research is intended to show farmers’ response to water pricing and IPAIR thatinfluence the cropping pattern and income. Furthermore, Subak is expected to have capabilityto guarantee self financing, assignment and incentive system that are conform to theircapabilities.Data used in the research were obtained from a survey conducted at Subak Tegan inKapal, Badung District. The survey was done in three planting – July-October 1998;November 1998-February 1999; and March-Juny 1999. The cropping pattern in Subak Teganwas rice-rice-peanut and soybean. There were 56 farmers interviewed in the survey. The datawas analyzed by LINDO (Linear , Interactive and Discrete Optimizer).The results show that in condition of water price and IPAIR, maximum net income ofSubak Tegan decrease 0,26%-1,32% of first condition (non-water pricing and IPAIR). In thisresearch, Subak Tegan was assumed that it paid for IPAIR 100% (Rp 154.000,00/ha per yearand Rp 51.333,33/ha per planting season). The shadow price of water is zero. It means thatwater price belongs to be cheap. The price of rice and soybean (objective coefficient ranges)can rise, but peanut can’t. The product of rice and soybean (righthand side ranges) rise2.871,43 kg/ha for the first season, 2.873,21 kg/ha for the second and 1.028,22 kg/ha for thethird.The research concludes that the appropriate cropping pattern in Subak Tegan is ricerice-soybean. It is also recommended that the standard formulation of water pricing andIPAIR are very significant to create full autonomy of subak. They must conform to farmers’capability and irrigation system condition.

Abstract

Gender isn’t a difference of sex or god’s will, but is something that is oriented himand her by means of social and culture process in long term. The power of woman in tourismsector is very interesting to be solved. According to conventional, tourism sector is publicsector, that is a man area, but a woman area is domestic sector. Based on tourismdevelopment in Bali, there are many jobs opportunity that can be entered by womancommunity. In fact it will be affected by gender problem.Gender problem in this paper is studied based on research in two villages whichdifferent development tourism at Ubud, Gianyar, Bali. The result of the research shows thatthe woman worker in tourism sector are discriminated which is reflected by lower level wagethan man worker although they have same education and or same job position.
