Abstract

Nomads in West Sumatra have a very big share in the development of the village, one of which is Sulit Air, which has quite a several Nomads and has a nomadic organization called Sulit Air Sepakat (SAS) so that it becomes one of the overseas assisted villages that must collaborate with nomads in the social, cultural and economic fields. It turns out that the implementation of cooperation has not yet been realized. There are problems such as coordination between parties collaborating with local governments and commitments from collaborating parties the purpose of this research is to describe the implementation of cooperation between the Nagari government and migrants in the development of Nagari Sulit Air in Solok Regency. This research uses the descriptive qualitative method. Data collection techniques using interviews and documentation. The result shows that the implementation of the cooperation has not been implemented as a whole. In the initiation process, the collaboration has been carried out well, starting from the beginning of the collaboration to the actors involved and the relationships between actors. Areas of cooperation are also carried out well with the submission of work plans but the areas that are cooperated have not been developed. There is nobody for organizing cooperation that is authorized to carry out this cooperation. The responsibility of the cooperation parties is still high but the commitment between the parties is reduced, one of which is due to the difficulty in resolving land acquisition problems.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.

Abstract

Diskursus mengenai konsep penguatan pemerintah desa merupakan salah satu aspek yang sering terlupakan dalam rezim UU Desa. Padahal desa mengelola banyak sekali sumber keuangan yang membutuhkan kemampuan Sumber Daya Manusia yang mumpuni agar tujuan dan tuntutan UU Desa tercapai. Saat ini, pengelolaan keuangan desa diatur melalui Permendagri No. 20 Tahun 2018 disamping aturan lain yang dikeluarkan oleh Kementerian Desa dan PDTT dan Kementerian Keuangan. Kapasitas Pemerintah Desa Tua Pejat dinilai belum mumpuni untuk menjalankan kewenangan yang dimiliki sesuai UU Desa tersebut dalam mengelola sumber-sumber keuangan desa. Kegiatan pengabdian ini untuk meningkatkan pengetahuan dan kemampuan aparatur Pemerintah Desa Tua Pejat dalam pengelolaan keuangannya. Metode pelaksanaan pelatihan dalam pengabdian masyarakat ini ini mulai dari persiapan pelatihan, perencanaan, penganggaran, penatausahaan, dan pelaporan. Lemahnya kapasitas pemerintah desa berdampak pada kegagalan implementasi UU Desa sehingga bermuara pada buruknya pembangunan desa, sehingga kegiatan penting untuk dilaksanakan agar pengelolaan keuangan desa di Desa Tua Pejat akuntabel, partisipatif, serta dilakukan dengan tertib dan disiplin anggaran.

Abstract

The existence of the Nagari Government as the foremost government is expected to improve the welfare of the community. In 2016 the poverty rate in Solok Regency reached 10% of the total population of 363,684 people, where this poverty was caused by food poverty. Even though in 2017 the poverty rate decreased, poverty remains high. For this purpose, this community service activity aims to introduce innovative concepts in managing the nagari government so as to produce a module that can become a blueprint for a governance concept in the concept of smart villages. These two adjacent Nagari can support each other and become a pioneer for other nagari, especially the advanced nagari to rise at the Village level or Nagari with an independent village index. This activity cover several things, namely 1) Introduction of the concept of smart rural. 2) Identification of smart rural dimensions that have developed and need to be developed. The result of this activity was that in Nagari Selayo and Nagari Koto Baru, Kubung District is preparing to go to the smart village. There are still many steps that need to be done, especially related to the readiness of human resources and also Nagari Government institutions and also community participation. Because the key to the success of the realization of smart villages is the active involvement of all elements involved, with the support of qualified information technology (ICT).

Abstract

The issue of money in elections is a crucial issue, because the realization of elections with integrity is determined by transparency and accountability in election finances. Several studies have found that the elections that have been held in Indonesia have not implemented the principles of transparency and accountability optimally. This study aims to analyze the transparency of the 2019 Election budget accountability by the Ad Hoc EMB’s in Tanjung Jabung Barat Regency. This research is descriptive qualitative with a case study approach. To analyze the data, it is done using the concept of transparency proposed by Koppell (2005). The results of the study indicate that although the budget management activities by Ad Hoc EMB’s have been carried out openly, the information presented in the budget accountability report is not yet fully complete and accurate, so that the implementation of the principle of transparency has not run optimally. This is a consequence of the uneven competence of human resources due to the lack of training related to election finance management. For this reason, it is necessary to increase the competence of human resources through technical guidance or the like to the maximum.

Abstract

There is an increasing concentration of Public Administration scientists on measuring whether policy succeeds or fails. It is no longer clear how best to ensure that the policy process from formulation to policy implementation is the best and more effective way. Including in the Home Industry Food, Production Certificate Policy (SPP-IRT) is taken as a locus. Study of the Home Industry of Ground Coffee in Nagari Koto Tuo, Tanah Datar Regency. The policy on offering SPP-IRT has undergone several changes, but it will not be effective. It will fail to provide quality assurance and food safety.  the increase in IRTPs who have certificates does not increase. The research method used in this study uses a qualitative approach with a case study research design. The results showed that providing Food Home Industry Certification (IRTP) with the case in the provision of IRTP Coffee Powder certificates in Nagari Koto Tuo showed that the policy failures included tolerable policy criteria. Modest loss when it happens does not fundamentally hold back the goals the proponents want to achieve, and the minor opposition and criticism that occurs is almost non-existent in this SPP-IRT-related policy.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Pembangunan Pariwisata Berkelanjutan pada Kawasan Geopark Ngarai Sianok Maninjau di Kota Bukittinggi yang dilatar belakangi oleh Visi dan Misi Dinas Pariwisata Pemuda dan Olahraga Kota Bukittinggi untuk mewujudkan sektor  pariwisata bagi Pemerintah Kota Bukittinggi.Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, teknik pengumpulan data menggunakan wawancara dan dokumentasi. Untuk menguji keabsahan data yang didapat, maka dilakukan teknik triangulasi sumber. Penelitian ini menggunakan pendekatan pariwisata berkelanjutan oleh John Swarbrooke. Dengan menggunakan 3 (tiga) variabel yaitu: dimensi ekonomi, dimensi sosial budaya, dan dimensi lingkungan.Berdasarkan hasil penelitian maka dapat disimpulkan bahwa pembangunan pariwisata berkelanjutan di Kawasan Geopark Ngarai Sianok Di Kota Bukittinggi didorong oleh kemampuan untuk mendatangkan wisatawan yang datang memberikan dampak positif kepada sektor pariwisata Kota Bukittinggi. Hal ini dilihat dari peningkatan PAD Kota Bukittinggi dari sektor pariwisata yang meningkat setiap tahunnya. Dari dimensi lingkungan pembangunan yang ada tidak terpengaruh secara signifikan bagi ekosistem di Kawasan Geopark Ngarai Sianok  Maninjau. Saran yang diberikan oleh peneliti adalah melakukan pembinaan kepada masyarakat harus lebih aktif lagi, sehingga pelayanan kepada wisatawan menjadi lebih baik lagi. Juga pembangunan kedepannya diharapkan dapat mempertimbangkan aspek lingkungan demi menjaga ekosistem kawasan geopark ngarai sianok maninjau.Kata kunci: Pembangunan, Pariwisata Berkelanjutan, Geopark, Ngarai Sianok, Kota Bukittinggi

Abstract

This research aimed to finding out how government of Jambi city's implying the budget policy throughout the pandemic era by using qualitative method. The data of this research were collected through study of literature and documentations that are related to budget policy of Jambi city, as for the samples this research use purposive sampling that is determined by articles on the internet. The result shows that there are some updates of the policy made by Jambi city's government in 2019 to keep the econimc stable in the midle of the pandemic and one of those update is an improvement of coordination between regional and regency government to ensure that the internal control of regional revenue management runs effectively in order to prevent the occurrence of irregularities in the expenditure of funds. With the new policy government expecting there will be an increasement of regional taxes and levy revenue. Due to the pandemic that is happening now government has been suffering several economical issues such as an decreasement of regional income as the effect of the decline in the income of the citizen Jambi city. As the result of the fund reduction, deduction of funds on the levy results as much as more than the initial amount of the funds then followed by local taxes that is reducing by a third of the initial amount. The governance of Jambi city also had been done refocusing the budget allocation fund just like what the central government told to in order to support government programs in this pandemic era.

Abstract

Penelitian ini bertujuan untuk melihat bagaimana perkembangan medical tourism di Sumatera Barat dan bagaimana dampak medical tourism dalam perkembangan pariwisata di Sumatera Barat. Penelitian ini menggunakan metode kualitatif dengan metode Systematic Literature Review yang merupakan kumpulan artikel dan jurnal dari berbagai sumber referensi. Hasil penelitian ini menemukan bahwa Sumatera Barat merupakan daerah yang memiliki potensi besar dalam mengembangkan wisata medis, karena memiliki daya tarik wisata alam dan budaya yang baik. Namun, pelayanan wisata medis masih terbatas pada daerah tertentu seperti kota Bukittinggi dan kota Padang. dan masih banyak masyarakat yang melakukan perjalanan wisata medis ke negara tetangga karena kurangnya kepercayaan masyarakat terhadap fasilitas kesehatan di Indonesia

Abstract

Solok Regency is one of the regencies that occupy the highest prevalence of stunting in West Sumatra Province, with a total of 41.47% with details child's height of 15.77% concise and 25.70% short. The various negative impacts of stunting will be challenging to handle amid the current Covid-19 pandemic due to the increasing economic burden on families and poverty rates. It directly affects the increasing number of malnutrition children receive. A malnourished child gradually fails to achieve a standard and healthy height according to age. Stunting has an impact on reducing the IQ of children in Indonesia by 10 to 15 points. There needs to be a substantial effort to provide strategy in the context of stunting prevention so that the program of integrated community service post is directed measurably. These strategies are expected to generate a definite commitment from every policymaker to push down the stunting problem. The steps in this community engagement were problem identification, introducing innovation and best practices, and making an action plan. The recommended substantial efforts were massive media campaigns, increasing responsible personnel competence, and changing the Local Government Budget Planning pattern.
