Abstract

This research aims to analyze maritime diplomacy of India in Southeast Asia from 2014 to 2017. This research utilizes the concept of maritime diplomacy by Christian Le Mière. Christian Le Mière that classified maritime diplomacy into three categories which are co-operative maritime diplomac, indicated by humanitarian assistance/disaster relief, goodwill visit, training, and joint exercise and Joint Maritime Security Operations; persuasive maritime diplomacy and coercive maritime diplomacy. This research utilizes qualitative research using secondary data analysis from library research. Maritime diplomacy is chosen because there are increasing activity in the India’s maritime security and trading aspect in the period of 2014-2017. This study found that maritime diplomacy conducted by India fulfilled four indicators of co-operative maritime diplomacy, namely: humanitarian assessment/disaster relief, goodwill visit, training, and joint exercise and Joint Maritime Security Operations with the Indian Navy as the main actor in maritime diplomacy to achieve Indian security interests and trade.

Abstract

Community service on the decision-making process in foreign policy aims to improve awareness of high school students in Padang on the importance of foreign policy. Foreign policy is often identified with complexity and far from public sphere. The community service team expects this activity could help high school students understand the decision making process in foreign policy. The community service is conducted with lecture and role-play method of formulating foreign policy. The approach used in this program is Graham Allison’s concept regarding process of foreign policy- making. This activity is designed in several stages. In the initial stages, the team prepares working plans. The second stage is socialization and the last stage is program implementation. It can be concluded that this community service has increased the student’s understanding in regards to the importance of foreign policy. Result of this activity indicates that students’ knowledge on foreign policy is improving. This is calculated based on several indicators i.e understanding on the role of actors in formulating foreign policy, factors affecting foreign policy and impact on the state’s strategy to pursue its national interest.

Abstract

Tourism is one of the important sectors in the economic development of a country. This is evidenced by the revenue contribution of state revenues generated from the tourism sector. Indonesia under the leadership of President Joko Widodo Focused on the development of maritime shaft which one of the main concern is tourism. In the context of tourism, Indonesia has a fairly high appeal at the local and international level. Southeast Asia region incorporated in ASEAN is a good market for Indonesia in attracting the attention of ASEAN people to come and travel in Indonesia. Through joint strategy in regional tourism development, Indonesia is trying to implement ASEAN tourism policy known as ASEAN Tourism Strategic Plan (2011-2015) in domestic context through Indonesian tourism policy. This paper will focus on how the implementation of the ASEAN Tourism Strategic Plan 2011-2015 in the Indonesian Tourism Policy in the Reign of President Joko Widodo. Key words: Tourism, connectivity, policy, government, ASEAN

Abstract

Establishment of ASEAN in the period 1967 to 2010, ASEAN as a regional organization undergone many changes, both in terms of the dynamics of the issues faced up to the stage of organizational structure. Globalization of trade liberalization resulting in movement of goods and services become limited. This encourages the re-realization of the ASEAN countries in order to restructure and integrate their economies in order to maintain their competitiveness, which in turn make ASEAN a more in-depth integration by establishing the ASEAN Economic Community (AEC) by 2015. Economic integration is expected to be used as a means to revitalize the economy of ASEAN. With the implementation of economic integration, it is hoped will be a driver of growth is faster than all the countries in ASEAN. Therefore, the connectivity becomes very important for ASEAN countries as one of the conditions necessary for ASEAN integration process that evolved into the ASEAN Community, and also ensure the centrality of ASEAN as a regional architecture that evolves dynamically. Connectivity plan for the year 2015 according to the plan will involve the physical connectivity, institutional connectivity, and connectivity of the individual.

Abstract

Tourism in the ASEAN context is considered substantial in supporting the economic growth acceleration in each ASEAN country. Therefore, ASEAN has formed a joint strategy to support tourism development in each ASEAN member country through the formation of the ATSP (ASEAN Tourism Strategic Plan). Indonesia is one of the ASEAN member countries also has focus on the tourism sector. One of the provinces with good tourism opportunities in Indonesia is West Sumatra. This study will analyze how West Sumatra maximizes tourism potential through the implementation of ATSP. The method chosen to explain and analyze the problem in this research is a qualitative method with a descriptive-analytic type of research. Through a qualitative approach allows researchers to be able to produce a detailed description of the policies taken by the Government of West Sumatra within the framework of the ATSP for regional tourism development. The findings of this study indicate that the government of West Sumatra has not yet maximized the potential of the region in the tourism sector and has not implemented ATSP thoroughly.

Abstract

This research attempts to describe the role of UNICEF in preventing cases of trafficking of girls in India through the Country Program Action Plan (CPAP) 2013-2017. This is important because of the patriarchal culture in the social fabric of Indian society and the high level of poverty, which drives the trafficking of girls. Besides, this program is also the result of the collaboration between the Indian government and UNICEF in preventing the trafficking of girls in India. This study uses the concept of norm diffusion to answer research questions. A qualitative method with a descriptive-analytical approach applied in this research method. This research shows UNICEF's role in India as a forum to transmit the idea of ​​child protection to Indians, as well as to socialize the beliefs and norms of protecting girls to the Indian government so that rules and policies are in line with the ideas and norms.

Abstract

Indonesia adalah negara maritim terbesar di dunia. Hampir 2/3 dari total wilayah adalah laut. Kondisi ini harus dapat dimanfaatkan dalam pengembangan kapasitas Indonesia baik dalam tatanan regional maupun internasional dalam semua aspek yang menekankan pada kondisi geografis Indonesia. Pariwisata adalah salah satu sektor penting pemerintah Indonesia di bawah kepemimpinan Presiden Joko Widodo - Jusuf Kalla. Melalui NAWACITA, Pemerintah memasukkan pariwisata sebagai salah satu sektor yang digunakan dalam pengembangan kapasitas Indonesia. Wisata bahari telah menjadi salah satu elemen  dalam kerangka kebijakan pengembangan pariwisata dalam konteks NAWACITA. Artikel ini akan melihat bagaimana implementasi Rencana Strategis Pariwisata ASEAN (ATSP) dalam Kebijakan Indonesia terkait pariwisata bahari . Penelitian ini menggunakan pendekatan implementasi kerangka kebijakan regional yang kemudian diturunkan dalam bentuk kebijakan negara. Temuan yang dicapai dalam artikel ini menunjukkan bahwa indonesia masih belum memaksimalkan wisata bahari yang berpotensi besar dalam sektor pariwisata indonesia dengan berangkat dari temuan terkait kebijakan yang dilakukan dalam pengimplementasian ATSP terkait wisata bahari.

Abstract

The study of International Relations claims that the main agenda of learning is to create world peace, but classical IR classes talk more about narratives about war. The initiation of this community service activity departed from a critique of classical IR studies, which believed that if we want peace, we must learn about peace, not war. Conflict is something natural and unavoidable. Likewise, students managing their organizations face various conflicts. Conflicts cause students to trap in physical feuds, such as brawls and beatings of students or verbally slandering or cursing. When conflicts resolve with violence, students managing their organizations have not applied the values ​​and practices of non-violence. Understanding and managing conflict are vital for students not to become destructive. This activity targets students who are part of student organizations in the city of Padang. Activities using various methods, including material presentations, interactive discussions, and student case analysis presentations. The participants conducted an evaluation pre-test and post-test to assess the activity's effectiveness. There was a change in students' perspective and knowledge of conflict and conflicting styles at the end of the activity.

Abstract

Russia launched a Special Military Operation (SMO) against Ukraine on February 24, 2022. The operation was based on Volodymyr Zelensky's planned membership of Ukraine to NATO in 2021. Vladimir Putin perceived the plan as a threat to Russia's core strategic interest in its national security. This decision has in fact put Russia on various international sanctions and condemnation. This study aims to explain the policy-making process that Vladimir Putin went through as president of Russia in that policy. The process will be analyzed using polyheuristic theory, which in its analysis is divided into two stages, namely the cognitive stage and the rational choice stage. This research is categorized as qualitative research with a descriptive analysis approach, utilizing secondary data. At the cognitive stage, there were three alternative options Putin had: the imposition of economic sanctions, continuing negotiations with the US, NATO, and Ukraine, and launching the military operation. Putin then decided to launch the military operation because it was considered rational to the interests of his domestic political dimension. This is aligned with the lexicographic decision rule identified at the rational choice stage, that Putin in deciding the SMO tends to ignore profits on other dimensions, such as the economy. Putin's preferred advantage corresponds to the support of the public and Russian elites, which is obtained by strengthening Russia's negotiating position against the United States, Ukraine, and NATO, and Russia's position as a great power.
