Abstract

Family planning instructors are vital in implementing the toddler family development program considering their function. This article aims: i) Analyze the performance of family planning instructors in the implementation of the toddler family development program/bina keluarga balita (BKB); ii) Analyse the factors supporting and inhibiting the effectiveness of the performance of family planning instructors in the community. This research used quantitative methods through survey instruments with a population of all family planning instructors which implementing toddler family development program. The pandemic situation has made the data collection process carried out by online questionnaires with Google Forms application. In order to obtain the required data, data collection was carried out through a questionnaire with a sample of 84 respondents. Data analysis was performed through descriptive statistical analysis using MS.Excel and SPSS. The data analysis concluded that the performance of family planning instructors in managing the program is in the good category. In the process approach, effectiveness is shown from the fulfillment of these performance variables in the implementation of the program, so that by looking at the categories in the cumulative analysis that are in the good category.

Abstract

Kegiatan PKM ini ditujukan untuk peningkatan pemahaman dan pengetahuan Aparat Desa dan pengelola BUMDes Sungai Langka, Gedong Tataan, Pesawaran dalam proses perencaaan strategis dalam rangka mengembangkan unit usaha BUMDes. Sasaran kegiatan ini adalah perwakilan pengelola BUMDes dan Aparat Desa dan Aparat Dusun. Secara kuantitatif kegiatan ini mampu meningkatkan pemahaman dan pengetahuan yang diukur melalui pre dan post test, yaitu peningkatan pengetahuan sebesar 13,42 poin.  Secara kualitatif, dalam praktek peserta kegiatan belum mampu meningkatkan kemampuan peserta dalam merumuskan dokumen formulasi strategi bagi BUMDes di desa terebut. Berdasarkan hasil evaluasi pada sesi akhir (post test) masih ada beberapa peserta (baik pengelola BUMDes maupun aparat Desa) yang masih sulit membedakan antara telaah lingkungan internal dan eksternal. Untuk itu, pada masa mendatang diperlukan pelatihan dan pendampingan secara komprehensif langkah-langkah formulasi strategi ini terutama untuk mengembangkan unit usaha baru atau mengevaluasi unit usaha lama namun tidak mengalami kemajuan (stagnasi).

Abstract

The problem of public services capacity, such as budget, infrastructure, and social capital in regions, is a threat to the social conditions of the community if serious efforts are not anticipated by the local government. Therefore, it needs an alternative model as an option to address the problem of capacity. This study seeks to illustrate the efforts of new autonomous local governments in building public service capacity in new autonomous regions to identify the dynamics of sustainable public service capacity building in new autonomous regions and to design a model of the sustainable public service capacity building to strengthen the autonomous region. This model tries to achieve an intergenerational aspect of development. The research method used in this study is a qualitative approach that combines secondary data and primary data. Data were collected from three local governments with best practices in public service capacity management. The data were analyzed using an interactive model. The research showed that when the program capacity is well designed, it will produce good program sustainability capabilities as well, otherwise if the program capacity faces many obstacles and it will produce poor sustainability capabilities. The strengthening of innovative programs in the public service sector needs to adopt the role model of public sector innovation initiative. The model emphasizes the importance of identifying the role of innovation that is designed in a program to the real problems faced so that later public confidence about the urgency of innovation can be achieved.

Abstract

The government uses the participation approach in the efforts to overcome the socio-economic problem capacity within the community since it was able to increase community empowerment indirectly, even though to the probability of fake participation in the program implementation still exist. The purpose of this research is to find out the participation form that raised by the government programs, by looking at the community behaviour factors that determine the success of participation and a behaviour-based model of community participation to overcome the participation problem. The research type is descriptive with a qualitative approach through the application of several methods of data collection, in-depth interviews, secondary data studies and observations. The informants of this study were 20 people from local government, program implementers and target groups. The analysis data is using the qualitative technique. The results identified the typology of participation that emerged in the management of community participation programs in Lampung Province in the area of non-participation, delegation of authority and partnerships. The conditions of participation that occur driven by community behaviour factors. Consist of three factors, namely: 1) Trust or opportunity to participate; 2) Ability to participate, and 3) Willingness to participate in each activity determined by the presence or absence of the interests concerned. In the end, a behaviour-based participation management model built by adopting the concept of community engagement and personal engagement.

Abstract

Permasalahan prioritas dalam pengelolaan website pemerintah desa adalah aspek mutu pengelolaanlayanan dan pemanfaatannya sebagai media promosi pariwisata. Secara lebih spesifik kondisi tersebutterkait dengan dua aspek sebagai berikut; (1). Sumber daya manusia, khususnya dalam hal kapasitasdan kualitas aparatur desa serta pengelola website pemerintah desa, dan (2). Kelembagaan, khususnyadalam ketersediaan pedoman kerja dan perangkat evaluasi pengelolaan website pemerintah desa. Tujuandari kegiatan ini adalah (1). Peningkatan keterampilan SDM dalam pengelolaan website desa dan, (2).Peningkatan kuantitas dan kualitas pedoman kerja dan evaluasi pengelolaan website desa. Metodepelaksanaan yang dilakukan menggunakan prinsip bahwa setiap inovasi yang diterima oleh Mitra (1)dan Mitra (2) sebaiknya melalui proses, mendengar, mengetahui, mencoba, mengevaluasi, menerima,meyakini, dan melaksanakan. Pada akhirnya diperoleh kesimpulan bahwa telah dipahaminya konseppengelolaan Website desa, proses dan mekanisme pengelolaan pengelolaan Website desa serta pentingnyaperan aktif aparatur desa dalam pengelolaan Pengelolaan Website desa oleh para aparatur Desa di DesaBernung dan Desa Sumber Jaya Kabupaten Pesawaran. Abstract

Tujuan pengabdian ini adalah memberikan pendidikan wawasan kebangsaan dan demokrasi bagi pelajar dan mahasiswa di Kota Bandar Lampung. Karena seperti kita ketahui bahwa hasil dari survey Badan Nasional Penanggulangan Terorisme (BNPT) di Tahun 2017 menempatkan provinsi Lampung dalam provinsi dengan tingkat radikalisme tertinggi. Kemudian hasil penelitian FKPT (Forum Kordinasi Penanggulangan Terorisme) Provinsi Lampung Bandar Lampung merupakan yang masuk dalam daerah rawan radikalisme. Berdasarkan hasil penelitian BNPT dan FKPT Provinsi Lampung maka sasaran pendidikan wawasan kebangsaan dan demokrasi ini adalah generasi muda yang terdiri dari pelajar sekolah menengah atas dan mahasiswa yang ada di Kota Bandar Lampung. Dan bertujuan agar dapat memberikan kesadaran berbangsa dan bernegara serta nilai-nilai demokrasi sehingga bisa mencegah pemahaman radikalisme dan memiliki tingkat melek politik yang demokratis.Pengabdian dilakukan dalam bentuk penjajagan pengetahuan dan pemahaman peserta dengan menggunakan evaluasi awal melalui pre test. Cara ini digunakan untuk mengetahui tingkat pengetahuan dan pemahaman peserta pendidikan wawasan kebangsaan dan demorasi mengenai Pancasila, UUD 1945, Negara Kesatuan Republik Indonesia, dan Bhineka Tunggal Ika serta Sistem Politik Indonesia. Evaluasi akhir  melalui post test dan diskusi atas masalah-masalah yang belum dipahami berkaitan dengan materi yang disampaikan. Diharapkan dengan Pendidikan Wawasan Kebangsaan dan Demokrasi ini mampu meningkatkan rasa nasionalisme, toleransi dan melek politik.

Abstract

Kegiatan ini bertujuan: (1). Meningkatkan optimalisasi perencanaan dan pengembangan objek wisata di desa Sungai Langka, (2). Meningkatkan kemampuan kelompok desa sadar wisata mengemas atau memberikan identitas khusus bersifat lokal kepada objek wisata itu, (3). Mengoptimalkan partisipasi dari kelompok pemuda di desa dalam mengelola objek wisata tersebut. Kegiatan ini dilaksanakan di balai desa Sungai Langka melibatkan kelompok mitra dan pemerintah desa, kegiatan dilaksanakan dengan metode workshop, pelatihan dan tanya jawab, juga dilakukan praktik identifikasi brand value yang sesuai dengan potensi desa. Berdasarkan kegiatan yang dilakukan, maka diperoleh hasil sebagai berikut: (1). Telah terwujudnya konsistensi peserta dalam melaksanakan langkah penyusunan brand wisata desa. (2). Meningkatnya nilai rerata kuisioner sebesar 26%. Kesimpulan dari kegiatan ini: Telah meningkatknya pengetahuan dan keterampilan SDM Pokdarwis dan pemuda desa dalam menyusun brand value wisata desa berbasis kearifan lokal.

Abstract

VILLAGE WEBSITE AS INNOVATION MEDIA IN BERNUNG VILLAGE, PESAWARAN REGENCY, PROVINCE OF LAMPUNG. The urgent problem in the management of the village government website in Pesawaran Regency, Lampung Province is the quality aspect of service management and its use as a tourism promotion media. More specifically, these conditions are related to two aspects as follows; (1). Human resources, especially in terms of the capacity and quality of village officials and village government website managers, and (2). Institutional, especially in the availability of work guidelines and evaluation tools for village government website management. The method of implementation is carried out using the principle that every innovation received by partners should go through a process, listening, knowing, trying, evaluating, accepting, believing, and implementing. So that every process goes well, the delivery of innovations to Partners is carried out through the stages of explanation, discussion, practice and mentoring. At the end of the activity, it was concluded that the concept of village website management was understood, the process and mechanism of village website management as well as the importance of the active role of the village apparatus in the management of village website management by the village apparatus in Desa Bernung, Pesawaran Regency. Based on this it can be concluded if there has been increased knowledge and understanding of the Village Apparatus in terms of managing the village Website as a village innovation media.

Abstract

INCREASING THE CAPACITY OF VILLAGE COMMUNITIES ON PLASTIC WASTE MANAGEMENT IN THE TOURISM VILLAGE OF SUAK, SIDOMULYO DISTRICT, SOUTH LAMPUNG REGENCY. Based on the situation analysis, the partners identified problems as follows: (1). The problem of plastic waste is still relatively high, so plastic waste management activities are needed to reduce negative impacts, (2). The condition of the community's knowledge capacity as the manager of village tourism in managing plastic waste has not been well identified, (3). The role of village tourism management groups in managing plastic waste is not yet fully optimal. Training and outreach are solutions provided to the target group, in this case the village community group in Suak Village. In the training, knowledge and ways to identify types of plastic waste are provided, select and identify potential plastic waste into various processed products. In practice, several methods are used, namely: (1) lectures, and (2) questions and answers to further improve the training participants' understanding of the material presented. From the activities that have been carried out, the following conclusions are drawn: (1). In the aspect of training implementation achievement, it is known that the training process is in a good category where the target number of training participants is achieved, the training objectives achieved, the material targets that have been planned and the participants' ability to master the material is in the good category, (2). In terms of changes in the knowledge of the imaginary group, it is known that there has been a change in the degree of an average of 20.5%, where the three indicators used have also increased in the range of 15.4% to 23.1%.

Abstract

The General Elections Supervisory (BAWASLU) plays a role in supervising the implementation of elections in accordance with the laws and regulations in order to realize people's sovereignty as well as the application of democratic principles or values ​​for the realization of the ideals of a democratic Indonesian society. This research is a qualitative descriptive study which choose the BAWASLU Office of South Lampung Regency as a research location. The focus of the research is the strategy of strengthening human resource capacity by using a strategic management process. The purpose of the research is to find out how the strategy is to increase the human resource capacity of the elections Bawaslu of South Lampung Regency. The results of the study indicate that the strategy carried out by the Bawaslu of South Lampung Regency has been running in accordance with the strategic planning made. Based on the SWOT analysis, which produces quadrant I, which supports an aggressive strategy, it shows that the Bawaslu of South Lampung Regency has great strengths and opportunities in favorable situations so that they can take advantage of existing opportunities and minimize weaknesses and threats around them.
