This article discusses the analysis of the leadership role of the principal of the 14 Rantau Utara State Elementary School, Rantau Utara District, Labuhan Batu Regency. This type of research is a type of field research (field research) with a qualitative approach. The sources of data for this research are the principal, school teachers in their respective fields, school operators, representatives of several parents. Data collection methods used are observation, interviews and documentation. Then the presentation of the data goes through four stages, namely: data reduction, analyzing data, compiling data and drawing conclusions. The results of this study indicate that, the principal's leadership on school management in terms of the principal's leadership has been fairly effective, in addition to placing himself as a headmaster leader as well as a role model who always provides motivation, direction and advice to students. subordinates both to teachers and staff as well as to their students. Principals in elementary schools maintain order and school discipline, and strive for the progress of the school. In the management of facilities and infrastructure, it is still considered inadequate or not enough because the principal is constrained by funds so that he has not been able to cover the shortcomings in the school, but the principal is still trying to cooperate with the government in the progress and development of the school and can meet the needs of the school. especially in learning.

This article discusses about the relationship of clan/ethnicity in choosing. Ethnic problems / clan similarities are a problem that’s often debated in Indonesia "do people choose based on ethnicity / clan similarity?". These are the questions that we often face. Because most people in Indonesia choose based on one tribe / one clan with the prospective leader. The type of research used in this study is a type of qualitative research that seeks to understand and interpret the meaning of an event. The data used in this study are data derived from library studies and also data from the field obtained by distributing questionnaires or questionnaires to voters in Balige District. From these results, most of the voters in the District of Balige chose the pairs of candidates who were one clan and a kinship with them. This is evident from the results of the voting in this area, where the couple Kasmin Simanjuntak / Liberty Pasaribu were the winners. From the data obtained by the author, the majority of those who chose this pair were subjected to the factors of clan / ethnicity and kinship factors.

The purpose of this article is to analyze the low level of political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election and what are the factors behind the low political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election. This research method is descriptive qualitative, by presenting the facts found comprehensively through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and drawing conclusions. The results of the study showed that there were still many KPMs with disabilities who did not participate in the election, only 5 KPMs with disabilities took part in the 2019 legislative elections out of 13 KPMs with disabilities who met the requirements. The factor that causes it is minimal accessibility from both the organizers and the family, including not being registered in the DPT (permanent voter list) because it is not listed in the KK.

The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.

This paper aims to find out the process of politicizing religion carried out by the winning team for the Eramas candidate pair in the 2018 North Sumatra election campaign. The problem in this study aims at the purpose of this research is to see the process of politicizing religion and what patterns are contained in the politicization of religion during the 2018 North Sumatra election campaign. This research uses descriptive and qualitative methods, which focus on focusing on actual and reliable phenomena during the research period. The findings of this study are, the process of politicizing religion carried out by the Eramas winning team by approaching various Islamic religious leaders, carrying out major activities such as remembrance akbar in the Benteng Medan field by inviting famous clerics, running a mobile car program to clean mosques, to politicizing religion. in the Eramas Campaign which was proven by the use of the issue of "not electing infidel leaders" and carrying out the morning congregational movement in the mosque related to Muslims. This study aims to analyze the process of politicizing religion carried out by the winning team for the Eramas pair in the 2018 North Sumatra election campaign, both in the form of politicizing their religion and the responses of related parties in responding to the politicization of religious candidates.

Patient satisfaction is a level of patient feeling that arises as a result of the performance of health services obtained after the patient compares it with what is expected. The patient of Zubir Mahmud Hospital complains of difficulties in getting a room for his family who will perform the operation even though he already has a BPJS Health card besides that the patient is disappointed with the handling and services of Zubir Mahmud Hospital, so that it can cause a bad image of the hospital in the eyes of the patient. This type of research is a survey explanatory with a cross sectional approach. The population in this study were all patients who had used the services of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency in 2020, as many as 43,216 patients. The research sample consisted of 100 people. The data collection technique uses the documentation method, the interview method and the questionnaire method. The data analysis technique used the chi square test and multiple logistic regression tests at the 95% confidence level. The results showed that there was a significant effect between facilities (p = 0.000) and image (p = 0.001) on patient satisfaction. Facility factor with Exp value (B) of 14.489 is the most dominant factor affecting patient satisfaction of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency To the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency is expected to increase the number of specialist medical services so that it can reduce cases of patient referrals to other districts so as to create a good image in the eyes of the community.

This study aims to determine and analyze the professionalism of employees and their obstacles in the service of taxpayers at the Office of the Regional Tax and Retribution Management Agency of North Sumatra Province UPT PPD Sidikalang. In order to answer and find solutions to problems, this research will use qualitative research methods. With this qualitative approach, the researcher went directly to the field to examine the object of his study and held direct interaction with the community aimed at obtaining in-depth information about the Analysis of Employee Professionalism in Licensing Services at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang. The results of the study found that employees at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang were still less professional in taxpayer services so they were less supportive of community activities. Factors constraining the professionalism of employees at the agency are employees at the agency doing more dominant work because they want to get a big income, taking the opportunity to commit violations if there is a possibility that their superiors don't know it, employees are not fully aware that the image of the agency is attached to each and most of the employees are not aware of it. willing to listen to public complaints outside of working hours, even though during working hours the employee also seems to be always busy so there is very little opportunity for the community to submit their complaints.

Digitalization is an important need, during the pandemic there is an increase in consumer demand for e-commerce, digital literacy, and delivery requests. This is felt in the Micro, Small and Medium Enterprises of food and beverages through the increasing demand for take away, delivery, and e-commerce sales. The understanding of Micro, Small and Medium Enterprises actors on technology, limited online marketing, production processes, and online market access are still considered not optimal enough. On the other hand, consumers feel insecure in conducting digital transactions. The production sector must foster awareness and build a framework of thinking on business strategies in e-commerce, namely producing competitive products, targeted promotions and creativity in product delivery, while management must provide knowledge of e-commerce law. , regarding trademark protection, electronic payments, obligations and responsibilities of e-commerce actors. The conclusion that the authors get is that the evaluation of the strategy of the Micro, Small and Medium Enterprises of the Indonesian Indigenous Entrepreneurs Association in e-commerce is that there is no proper e-commerce business strategy for Micro, Small, and Medium Enterprises which results in problems or obstacles in supporting business digitization. Bureaucratic Reform in public services aims to improve the quality of public services in accordance with the needs and expectations of the community. The purpose of this study is to analyze how the process of implementing bureaucratic reform in improving the quality of public services and how to achieve bureaucratic reform in improving the quality of public services at the Investment and One-Stop Integrated Service Service (DPM-PTSP) of Karo Regency. This research uses qualitative research methods with a descriptive approach, and primary data collection techniques (observations, interviews) and secondary data (documentation studies). Based on the results of the study, it can be concluded, after the bureaucratic reforms were implemented, the aspects that support public services at DPM-PTSP experienced changes and improvements in both organizational structure, human resources, simplification of deregulation, the use of technology that makes it easier to issue permits, and even business actors have been able to issue permits independently without face-to-face with DPM-PTSP officers. The implementation of bureaucratic reforms has increased the quality of public services and supports the acceleration of business in Karo Regency.
