Abstract

This study examines the practice of responsive and gender-friendly policies to encourage women's career prospects in the bureaucratic structure to improve the performance of local government agencies of the Malang City Government. The theoretical approach used is Glass Ceiling, to explain the strategic position of women, especially related to the barrier factor of women in achieving the highest position in an organization. The purpose of this study was to analyze the effect of the relationship between the glass ceiling on women's career development in bureaucracy. This study uses a quantitative approach, namely explanatory research to answer the questions in this study with quantitative and qualitative analysis. The sample in this study was all of the Government agencies in Malang City which amounted to 43 units with 126 respondents. The quantitative analysis used was Partial Least Square (PLS) -SEM. The results of this study indicate that there is an influence between the Glass Ceiling on women's career development and the performance of local government agencies in Malang City Government.

Abstract

This study aims to determine the performance of service quality from students' perceptions of study programs in tertiary institutions using Gap analysis with measurement instruments using Higher Education Performance (HedPerf) modified into 5 (five) factor/dimension structures. The method used in this study is a quantitative method with a descriptive approach, sampling using the Probability Sampling technique in Proportioned Stratified Random Sampling. Data analysis uses the Importance Performance Competitor Analysis (IPCA) method which is a form of analysis that answers criticism of the IPA analysis, especially regarding competitor factors. Where data samples are taken from study programs which are the focus of research and from study programs that become competitors. The results obtained from this study indicate that 10 service items require immediate action to improve the quality of service performance. Especially from the variable reputation that has a dominant position to be immediately reformed.

Abstract

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Abstract

Tourism development on the island of Bawean requires collaboration from all parties who have interests (stakeholders). Stakeholders consist of the government, the community, the private sector, academia and the mass media. This collaboration is very important because each stakeholder actor has different capabilities and limitations. The government has a role as a regulator, the private sector and the community as implementers, while academics and the media are supporting actors. The research aims to find out how the collaboration carried out by these stakeholders includes the important role of each stakeholder actor. And what kind of collaboration is done between these actors. In addition, it is also explored more deeply about the conditions of tourism development on the island of Bawean in order to know the steps that can be suggested and the collaboration model built and implemented by a group of stakeholders. It is hoped that this research will be able to produce concepts that can be offered to stakeholders, especially the government so that they can actually be implemented. This research is a qualitative research with a case study approach. The focus in this research is first, the role of stakeholders which includes identification of stakeholders and categorization of stakeholders. Second, stakeholder collaboration which includes the relationship between stakeholders and forms of stakeholder collaboration. The research location is located on Bawean Island with the research sites being the Gresik Regency Tourism and Culture Office and the Bawean Island UPT. Data collection techniques are interviews, observation and documentation. The results of this research are expected to reveal a lot and identify stakeholders and collaboration models that can be implemented and developed.

Abstract

The regulatory mandate states that the implementation of SPAM in the regions is prioritized for BUMD as the SPAM manager. If SPAM services are not reached by BUMD, then the implementation of SPAM remains the responsibility of the Central Government or Regional Governments may form a Technical Implementation Unit or Service Technical Implementation Unit to serve areas or areas that have not been reached by these services but can also be implemented by Community Groups and Business Entities to meet their own needs. The purpose of this paper is to analyze how the implementation of SPAM in NTT Province with the perspective of Good Corporate Governance. The research method used is literature review by utilizing relevant journals, books, media also laws and regulations. The results of this study indicate that the implementation of SPAM 2020 is mostly carried out by PDAM (15 districts/cities from 22 districts/cities in NTT), the remaining 7 districts are still in the form of UPTD BLUD and UPTD. Institutions are important to ensure that drinking water services to the community can be served properly, and ensure the functioning of SPAM, both funded by the APBN and APBD.

Abstract

The Halal Industry is the fastest growing industry in the global economy with a large annual growth rate. This segment of Halal Tourism is very promising before 2020 even predicted will be higher by the time. However, the sustainability of Halal Tourism has to be questioned since the pandemic hit the world which creates many conditions of uncertainty. This study aims to investigate sustainable halal tourism in the post pandemic era. The methodology that is using here is literature review technique. The results of this study are expected to be able to contribute some facts for the currently situation and the upcoming situation after pandemic.

Abstract

Pemerataan perkembangan pembangunan sebagai upaya merealisasikan amanah pembukaan UU 1945 dalam konteks pembangunan nasional. Indikator suksesnya pembangunan didasari model perkembangan pembangunan untuk mengatasi permasalahan yang terjadi pada kesenjangan sosial akibat pengembangan pembangunan yang tidak tepat sasaran. Penelitian ini memberikan titik fokus sebagai bentuk alternatif dari paradigma terhadap model-model pembangunan didaerah sebagai bentuk kontribusi pembangunan nasional. Peneliti melakukan eksplorasi terhadap model-model pembangunan pada teori-teori terdahulu dengan pendekatan studi kepustakaan yang relevan mengunakan teknik analisis data yaitu analisis kepustakaan. Hasil penelitian menunjukan bahwasanya ada 4 (empat) fokus alternatif sebagai konstribusi pembangunan nasional pada pengembangan model pembangunan. Pertama, model pembangunan nasional berorientasi pertumbuhan yang mengarah kepada peningkatan perekonomian masyarakat melalui pengembangan sumber daya manusia. Kedua, model pembangunan kebutuhan dasar yang berfokus kepada kebutuhan pokok sehari-hari masyarakat sebagai bentuk pengetasan kemiskinan serta karakteristik yang harus diterapkan dalam model pembangunan kebutuhan dasar. Ketiga model pembangunan berbasis masyakarat yang artinya pengawasan oleh masyarakat serta proses pembangunan dikehidupan masyarakat yang ada dilingkungannya yang mana setiap individu manusia dan kelompok harus meningkatkan kualitas dalam proses pembangunan.  Model terakhir, atau keempat yaitu model pembangunan kedaerahan yang bertujuan untuk merealisasikan program bersifat otonomi daerah yang berkaitan dengan hak serta kewenangan daerah sesuai kebutuhannya. Kata Kunci : Paradigma, Pembangunan Nasional, Model Pembangunan, Indonesia

Abstract

This study aims to determine the effect of entrepreneurial orientation and knowledge sharing on innovation and business performance on creative industry-based SMEs in Malang City. Entrepreneurial orientation is very important because the creative industry currently has an important role in building the economy. The type of research used is explanatory research using hypothesis testing and quantitative approaches. The number of samples in this study amounted to 57 respondents who were creative industry-based SMEs in Malang City. The research uses descriptive statistics and path analysis. The results of the study show that there is a significant influence between entrepreneurial orientation and knowledge sharing on business performance with innovation capability as a mediating variable.

Abstract

Puerulus or lobster seed (Panulirus homarus) often found in Banyuwangi teritory, in line with government regulations that prohibit to export lobster seeds, Lobster seed trading with seed size segmentation can be an alternative to improve the economy of people who are running the Covid19 pandemic. Seed size segmentation is needed because lobster cultivation as a consumption measure takes a long time. One of the efforts made in its cultivation in order to obtain growth rate and survival rate is Recirculation Aquaculture System (RAS). The aim of this activity is to produce “cricket” size seeds raised by RAS. Cultivation activities was carried out 2 months with different types of feed.  Parameters measured every two weeks are growth and survival rate. Water quality measured every day were temperature, DO, pH and salinity, while ammonia, nitrite, and nitrate were measured every two weeks. The results obtained was 100% survival rate.

Abstract

East Java is one of the regions that have the highest population maladministration reports in Indonesia. In 2017-2018, the Indonesian Ombudsman Representative Office in East Java experienced an increase in maladministration reports. This case caused many complaints from the public regarding the slow progress of population administration and led to internal and external conflicts of employees. This study aims to describe the function and role of the Indonesian Ombudsman Representative of East Java, the report completion process, and the strategy to overcome maladministration reports. This study employs a qualitative case study approach and is supported by the analysis using Atlas.ti software. Data collection is conducted through interviews, observation, and documentation. The findings reveal the role and function of the Indonesian Ombudsman Representative in East Java in terms of their effort to eradicate maladministration. Conflict management using progressive and participative methods (PROPARTIVE) is carried out for the completion of maladministration reports. PROPARTIVE methods explore the objectives of the reporter as a family to be open and mediate all parties to find solutions. The obstacles experienced by the Ombudsman in eradicating maladministration are the limited number of employees, the disobedience of the compliance with competencies, and the uncooperative reports between the reporter and the reported parties. Meanwhile, the supporting factors are the strategic location of the Indonesian Ombudsman Representative Office in East Java, the cooperation between employees and institutions, and the support of the Ombudsman website to facilitate the management of reports
