Abstract

Abstract: The purpose of this research is to find out and analyze like where the role of the village chief in improving quality of service while it examines the factors restricting in improvingt he service quality of the community in the village of Sumberbrantas, Kecamatan Bumiaji, Batu city, by law Number 32 Year 2004 about regional autonomy and Government Regulation Number 72 Year 2005 about the village. This type of research is classed as a descriptive qualitative. With this approach the researcher dug information naturally about the role of the village chief in the village. The main data sources in doing in this research is to observe the actions or words of the respondents, a key foundation of the sample in this research. A technique in digging data is through observation, interviews, and documentation. The results of the three principal elements which include the construction of community service to the community, and the development of the community shows that the village chief Sumberbrantas has managed to build up a community communication so that it can participate actively in the improvement of service quality in his village, though realized by the Government of the village that there are factors that inhibit and pushing in an effort to improve the quality of service. Keywords: Excellent Service, The Head Of The Village, The Quality Of Service Abstrak: Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana peran kepala desa dalam meningkatkan kualitas pelayanan sekaligus mengkaji faktor-faktor penghambat dalam meningkatkan kualitas pelayanan masyarakat di Desa Sumberbrantas, Kecamatan Bumiaji, Kota Batu, berdasarkan Undang-undang Nomor 32 Tahun 2004 tentang otonomi daerah dan Berdasarkan Peraturan Pemerintah Nomor 72 Tahun 2005 tentang desa. Jenis penelitian digolongkan sebagai deskriptif kualitatif. Dengan pendekatan ini peneliti menggali informasi secara alamiah tentang peranan kepala desa di desa tersebut. Sumber data utama yang di lakukan dalam penelitian ini adalah mengamati tindakan maupun kata-kata para responden, kunci yang dijadikan sampel dalam penelitian ini. Teknik dalam menggali data adalah melalui pengamatan, wawancara, dan dokumentasi. Hasil penelitian dari tiga unsur pokok yang meliputi pembinaan kepada masyarakat, pelayanan masyarakat dan pengembangan pada masyarakat  menunjukkan bahwa Kepala Desa Sumberbrantas telah berhasil membangun komunikasi masyarakat sehingga dapat berpartisipasi aktif dalam peningkatan kualitas pelayanan di desanya, meskipun disadari oleh pemerintah desa bahwa ada faktor yang menghambat dan mendorong dalam upaya peningkatan kualitas pelayanan tersebut. Kata kunci : Pelayanan Prima, Kepala Desa, Kualitas Pelayanan

Abstract

Abstract: General election is monumental for a political party. To fight and reach political goals on the 2015 Malang regional head election, strategies are absolutely prepared by the political parties. First-time voter is a unique phenomenon to be studied due to their supports to the democracy itself. However, the reality was the first-time voters viewed that using their voting right is not important. Some of the first-time voters believed that it is not their time to think about politics complexly. The other first-time voters were apathetic because of their hedonic behavior. This research sought to analyze the political parties’ strategy and communication pattern and the first-time voters’ participation in a normal and natural situation. Key Words: political party; communication strategy; regional head election Abstrak: Pemilu merupakan hal penting bagi partai politik. Untuk bertarung pada Pemilihan Kepala Daerah Kabupaten Malang 2015, strategi mutlak dipersiapkan oleh partai politik demi terwujudnya tujuan politik. Pemilih pemula menjadi fenomena yang sangat menarik untuk dikaji karena kontribusinya yang sangat besar terhadap demokrasi itu sendiri. Namun realita yang ada, pemilih pemula masih menganggap bahwa menggunakan hak pilih bukanlah hal yang penting. Sebagian pemilih pemula beranggapan bahwa belum saatnya berpikir rumit tentang politik. Sebagian lagi justru bersikap apatis tentang politik karena perilaku yang cenderung hedonis. Penelitian ini berusaha menelaah strategi dan pola komunikasi partai politik dan partisipasi pemilih pemula dalam suasana yang berlangsung secara wajar dan alamiah. Abstract

Excellent service of health sector in Indonesia is very different from the developed countries, especially Singapore and Malaysia. The two countries are more focused on measuring health status over time. Singapore's health in particular is not a static concept and in practice, people in developed countries pay more attention to health changes over time and life expectancy, so the approach to Quality Adjusted Life Year (QALY) to be the focus of the quality of health outcomes. This study aims to describe the factors that encourage patients Indonesia went to Singapore, Singapore's health-care reform at home and take a lesson from hospitals that provide excellent service to the two countries to Indonesia.

Abstract

Abstract: The purposes of this research were (1) to understand the role of Institute for Public Policy Studies on combating corruption in Batu City; and (2) to understand and analyse the obstructing factor of the Institute for Public Policy Studies role on. The analysis of this research showed that the role of Institute for Public Policy Studies through lobbying and negotiating advocate gave great contribution to the law enforcement on combating corruption in Batu City. The other role of Institute for Public Policy Studies through reactive advocate was demonstration by pushing the law enforcement. The intern obstructing factors of the role of Institute for Public Policy Studies were self- help funding and limited members. The extern obstructing factors were unresponsive police, limited information and personal intimidation. Key words: NGOs; public policy; corruption Abstrak: Penelitian ini bertujuan untuk (1) Mengetahui peran Lembaga Kajian Kebijakan Publik dalam pemberantasan tindak pidana korupsi di Kota Batu; dan (2) Mengetahui dan menganalisis faktor penghambat peran Lembaga Kajian Kebijakan Publik dalam pemberantasan tindak pidana korupsi di Kota Batu. Hasil penelitian menunjukkan pencapaian dari peran LK2P dalam pemberantasan korupsi melalui kegiatan advokasi lobi dan negosiasi telah memberi kontribusi yang cukup besar terhadap penegakan hukum. Peran LK2P selanjutnya melalui kegiatan advokasi reaktif, diantaranya adalah demonstrasi dengan penekanan kepada penegakan hukum. Faktor yang menghambat peran LK2P apabila dilihat dari faktor internal adalah pendanaan yang masih bersifat swadaya dan keterbatasan kuantitas anggota. Faktor eksternalnya adalah kurangnya respon dari pihak kepolisian, terbatasnya akses informasi dan adanya intimidasi dari oknum. Kata Kunci: lembaga swadaya masyarakat; kebijakan publik; korupsi

Abstract

First time voter is one of the important factors that cannot be ignored by political party in gain votes in the upcoming 2014 election. Estimated that there are about 22 million voters who will have the right to vote for the first time in the 2014 elections[5]. Characteristics of first time voters, who “still fragilea” or not independent in the decision to choose independently, become a space that must be touched by the political parties, which is suspected through money politics approach. Money politics although relatively hard to find evidence of cheating, but there is and can be traced through the testimony of the receiver[5]. Strategy to increase political awareness and consciousness reject money politics first voters in elections and the 2014 presidential election, it is the primary and principal purpose of this study. This study use qualitative methods, with phenomenological perspective. The way to collecting data is by using interviews, and determination of informants using purposive sampling technique and subsequent snowball sampling. Data analysis performed by multilevel methods, namely: Group analysis of the content of the interview, group theme analysis, group case analysis, and groups supporting data. Analysis of the results of studies is using theoretical approaches Miles & Huberman. For the validity of the data, this study is using triangulation and peer debriefin. The result of the studi are; intensive socializations to high school are required because most of the voters are still in school, and we need to provide politic corner to make the voters easier in getting the election information.

Abstract

Elections are a means to make the transfer of power and the power of competition. As a democratic mechanism to make the turn leaders, representatives of the people who will sit in the Legislature and the Executive shall be carried out in direct, general, free, and confidential, and based on the spirit of honest and fair. The low public confidence in the political parties are a threat to the successful implementation of the party elections and political parties should find a solution to fix it. Researchers carried out by the Institute of the Centre for Strategic and International Studies (CSIS), the result is: Trust the people against political parties is currently very low. Only 22.4 percent of respondents believed that political parties have a good performance. The number of respondents reached 2,290 people with an estimated margin of error of about 2.1 percent and the 95 percent confidence level. So thus, the political trust of citizens in the Parliament, political parties, and the government is deficit.

Abstract

Abstract: Poverty is a scourge for human life, everything must be done immediately so that people can get out of the cycle of poverty. Various programs were also launched by the government to be able to help people who are exposed to financial powerlessness. The Family Hope Program is one of the efforts made by the government but the distribution of funds for the PKH program until now is still not right on target, this is because the Batu City government continues to use population census data that has not been updated or old data (Kompasiana). The proximity factor between Batu City Social Service officers and the community (still selective) is one of the reasons why PKH assistance has not been targeted. The purpose of this study was to find out how the Services at the Social Service in the distribution of PKH Funds were distributed, and to find out what the inhibiting and supporting factors were for the Services at the Social Service in the Disbursement of the Family Hope Program (PKH) Funds. There is a strong commitment between the Central Government and the Regional Government in the success of the Family Hope Program in order to break the chain of poverty in Batu City. Abstract

The development of tourism sector must be supported by a professional government servicing that has an impact on the increasing of local revenue, expanding employment, attracting investors, and a promotional event to introduce the cultural history of the region to the people outside Batu City. The qualitative design was carried out in this present study through a purposive sampling. Then, the data were called together using interviews and observations. The results revealed that providing opportunities for investors to contribute developing tourism sector was promptly done by government. Moreover, it was guided by the established service standards towards the needs of visitors. Another supporting factors were about the citizen participation, the affordable costs, and the complete tourism infrastructure that have been in accordance with the policy of government in Batu City.

Abstract

Acceleration in the implementation of development certainly requires a budget whose funding sources are always ready to work. This will directly affect social welfare, economy , as well as education for the people of Taman Kuncaran Village, Tirtoyudo District, Malang Regency. Focus research is Role Government Village in Village Fund Allocation as effort enhancement development. Results research shows that with the realization of the Village Fund Allocation (ADD); the structure of social, economic, and educational development can touch all levels of society, social and economic welfare, for the people of Taman Kuncaran Village, Tirtoyudo District, Malang Regency, it is increasingly real for the whole community, this can be seen from the existence of enhancement income per capita community , both from ari sector agriculture , industry , and services have been able to change civilization tour structure as well as the social strata of the local community.Keywords: Government Village; Village Fund Allocation’ Village DevelopmentPercepatan dalam pelaksanaan pembangunan tentunya membutuhkan anggaran yang sumber pendanaannya selalu siap bekerja. Hal ini secara langsung akan mempengaruhi kesejahteraan sosial, ekonomi, serta pendidikan bagi masyarakat Desa Taman Kuncaran, Kecamatan Tirtoyudo, Kabupaten Malang. Fokus penelitian adalah Peran Pemerintah Desa dalam Alokasi Dana Desa sebagai upaya peningkatan pembangunan. Abstract

Budget planning is a budgeting activity carried out by local governments in financing programs and activities for one fiscal year. In its implementation it is often not in accordance with the developments that have been planned so that it is necessary to make changes to the budget. This study aims to analyze changes in budget planning made by the Batu City local government in supporting infrastructure development financing during the Covid-19 pandemic. This study uses an exploratory qualitative approach. Data collection techniques using observation, interviews and documentation. Determination of informants using snowball sampling. Data analysis with reduction, presentation and conclusion. The validity of the data using triangulation techniques. The results of the study show that the budget planning that has been set has made changes to the budget due to the impact of the Covid-19 pandemic. This shows that the local government is quite good at managing regional finances. Realized regional infrastructure development can be seen from the absorption of infrastructure spending in 2020 (9.62%) in 2021 (35.50%). Supporting factors include the implementation of e-government which makes it easier for regional officials to coordinate and plan programs. The inhibiting factor is the impact of the pandemic so that infrastructure development is postponed, canceled or maintained.AbstrakPerencanaan anggaran merupakan kegiatan penganggaran yang dilakukan oleh pemerintah daerah dalam membiayai program dan kegiatan untuk satu tahun anggaran. Dalam pelaksanaanya sering tidak sesuai dengan perkembangan yang sudah direncanakan sehingga perlu dilakukan perubahan anggaran. Penelitian ini bertujuan untuk menganalisis perubahan perencanaan anggaran yang dilakukan oleh pemerintah daerah Kota Batu dalam menunjang pembiayaan pembangunan infrastruktur selama masa pandemi Covid-19. Penelitian ini menggunakan pendekatan kualitatif eksploratif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Penentuan informan menggunakan snowball sampling. Analisis data dengan reduksi, penyajian dan penarikan kesimpulan. Keabsahan data menggunakan triangulasi teknik. Hasil penelitian menunjukan bahwa perencanaan anggaran yang ditetapkan telah dilakukan perubahan anggaran yang disebabkan dampak pandemi Covid-19. Ini menunjukan bahwa pemerintah daerah sudah cukup baik dalam mengelola keuangan daerah. Pembangunan infrastruktur daerah yang terealisasi dapat dilihat dari serapan belanja infrastruktur tahun 2020 (9,62%) tahun 2021 (35,50%). Faktor yang mendukung diantaranya penerapan e-government yang memudahkan perangkat daerah dalam berkoordinasi dan merencanakan program. Faktor yang menghambat yakni dampak pandemi sehingga pembangunan infrastruktur ditunda, dibatalkan atau dipertahankan pelaksanaanya.
