Abstract

Kegiatan audit tidak terlepas dari masalah keperilakuan, seperti adanya kemungkinan seorang auditor melakukan penyimpangan perilaku (dysfunctional behavior) yang berdampak menurunkan kualitas audit. Penyimpangan perilaku ini disebut dengan perilaku audit disfungsional (dysfunctional audit behavior). perilaku penurunan kualitas audit adalah langkah-langkah yang di ambil oleh auditor pada saat melaksanakan program audit yang berakibat pada pengurangan efektivitas bukti-bukti audit yang seharusnya dikumpulkan Penelitian ini bertujuan untuk mengetahui tekanan anggaran waktu, locus of control, komitmen profesional dan perilaku penurunan kualitas audit. penelitian ini juga untuk mengetahui pengaruh tekanan anggaran waktu, locus of control, komitmen profesional baik secara parsial maupun simultan terhadap perilaku penurunan kualitas audit. Metode penelitian yang digunakan yaitu deskriptif verifikatif dengan teknik pengumpulan data melalui penyebaran kuesioner dengan jumlah sampel sebanyak 67 responden. Teknik pengolahan data yang digunakan dengan regresi linier berganda dan uji hipotesis secara parsial dan simultan. Hasil penelitian menunjukkan bahwa Tekanan Anggaran Waktu pada PT PLN Unit Distribusi Jabar dan Banten dapat dikatakan baik sedangkan Locus of control termasuk kategori cukup baik, begiru juga dengan Komitmen Profesional dan Perilaku Penurunan Kualitas Audit. Tekanan anggaran waktu berpengaruh terhadap perilaku penurunan kualitas audit. Locus of control berpengaruh terhadap perilaku penurunan kualitas audit. Komitmen profesional berpengaruh terhadap perilaku penurunan kualitas audit. Tekanan anggaran waktu, locus of control, dan komitmen profesional berpengaruh bersama-sama terhadap perilaku penurunan kualitas audit.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi yang diterapkan UPT PBB-P2 dan BPHTB Kota Sukabumi dalam meningkatkan penerimaan pajak daerah serta mendeskripsikan kekuatan, kelemahan, peluang dan ancaman bagi UPT PBB-P2 dan BPHTB Kota Sukabumi dalam meningkatkan penerimaan pajak daerah. Penelitian ini menggunakan tiga indikator, yaitu faktor internal yang terdiri dari kekuatan dan kelemahan; faktor eksternal terdiri dari peluang dan ancaman; strategi dalam meningkatkan penerimaan pajak daerah. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif terhadap satuan analisis yang terdiri dari pihak-pihak terkait dalam penerimaan pajak daerah (PBB-P2 dan BPHTB) yaitu UPT PBB-P2 dan BPHTB Kota Sukabumi, Kecamatan Warudoyong, Bank BJB Cabang Sukabumi, dan Wajib Pajak. . Berdasarkan hasil analisis dapat diketahui bahwa peningkatan penerimaan pajak daerah di Kota Sukabumi dipengaruhi oleh faktor internal (kekuatan dan kelemahan) dan faktor eksternal (peluang dan ancaman). Berdasarkan analisis SWOT, UPT PBB-P2 dan BPHTB Kota Sukabumi berada pada kuadran I yang memiliki alternatif strategi yang tepat yaitu dengan menggunakan strategi SO dalam rangka peningkatan penerimaan pajak daerah (PBB-P2 dan BPHTB) di Kota Sukabumi, seperti (1) Melakukan sistem pembayaran BPHTB secara online untuk memaksimalkan potensi; (2) Meningkatkan kerjasama dengan KPP Pratama, BPN Kota Sukabumi, Kantor Lelang Nasional, Notaris / Kantor Akta Tanah, Bank BJB Cabang Sukabumi, Bupati, Camat, dan Masyarakat (Wajib Pajak); (3) Optimalisasi penerimaan dengan Intentifikasi dan Perluasan yang terukur, sejalan dengan pertumbuhan ekonomi dalam rangka meningkatkan Pendapatan Asli Daerah dari sektor PBB-P2 dan BPHTB; (4) Meningkatkan kualitas Sumber Daya Manusia UPT PBB-P2 dan BPHTB Kota Sukabumi melalui pelatihan agar fungsi pelayanan senantiasa meningkat; dan (5) Meningkatkan pelayanan di setiap kabupaten dan kecamatan di Kota Sukabumi untuk memaksimalkan program PTSL.

Abstract

Program Kartu Identitas Anak diimplementasikan di Kota Sukabumi sejak Desember 2018. Selama Desember 2018 hingga 2020 terdapat 9.824 anak yang memiliki Kartu Identitas Anak dari 105.850 anak yang memiliki akta kelahiran. Terdapat kesenjangan jumlah yang besar antara anak yang mempunyai Kartu Identitas Anak dan akta kelahiran. Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi menyadari bahwa implementasi program Kartu Identitas Anak belum memenuhi target. Tujuan penelitian ini adalah untuk menganalisis efektivitas implementasi program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi. Efektivitas program diukur berdasarkan tiga dimensi, yaitu pencapaian tujuan, integritas dan adaptasi. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pendekatan deskriptif. Penarikan sampel menggunakan simple random sampling yang melibatkan 100 responden dari berbagai karakteristik yang berbeda. Pengumpulan data menggunakan kuesioner/angket, observasi dan studi kepustakaan. Hasil penelitian menunjukkan bahwa efektivitas implementasi program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi telah mencapai tingkat skala yang cukup efektif. Hal ini dapat disimpulkan bahwa implementasi program Kartu Identitas Anak di Dinas Kependudukan dan Pencatatan Sipil Kota Sukabumi telah berjalan dengan efektif.

Abstract

ABSTRACTResearch on Employee Attendance Information System Applications (SIAP) on this discipline is motivated by1) low level of employee discipline relating to attendance and punctuality at work, 2) easy application to be manipulated by employees, 3) frequent system disturbances (errors) in the application when used by employees, which have an impact on the ineffectiveness of the SIAP system. Research analysis using Information Systems theory from Davis and Discipline Theory from Singodimedjo.The method used is quantitative with associative models. Respondents were civil servants in the Regional Secretariat of Sukabumi, totaling 160 people. 61 samples were taken using proportionate stratified random sampling technique. The results of data analysis showed a correlation coefficient of 0.918. The coefficient of determination is 84.3%. For this reason, researchers suggest that the local government of Sukabumi City improve the accuracy of the SIAP attendance system by adding a face camera system.Keywords: SIAP Application, Face Camera, Discipline, Information System

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan retribusi pelayanan pemakaman dan pengabuan mayat di Kota Sukabumi yang diatur dalam Peraturan Daerah Kota Sukabumi Nomor 5 Tahun 2012. Peneliti menggunakan teori Edward III yang memiliki 4 dimensi. Dalam pelaksanaan kebijakan tersebut ditemukan berbagai permasalahan, yaitu kurangnya proses sosialisasi kepada masyarakat, sumber daya yang belum memadai, adanya petugas yang memberlakukan tarif tidak sesuai dengan peraturan daerah, dan belum optimalnya SOP. Penelitian ini menggunakan metode kualitatif. Untuk menentukan informan, peneliti menggunakan teknik purposive sampling dengan jumlah 10 informan. Pengumpulan data dalam penelitian ini melalui observasi, wawancara, dokumentasi. Dalam menguji keabsahan data penelitian menggunakan teknik triangulasi. Hasil penelitian mengungkapkan bahwa implementasi kebijakan retribusi pelayanan pemakaman dan pengabuan mayat belum maksimal karena masih kurangya sosialisasi secara langsung kepada masyarakat, kurangnya sumber daya manusia dan belum memadainya fasilitas, adanya pemberlakuan tarif yang tidak sesuai dengan peraturan daerah, SOP yang belum berjalan secara optimal.

Abstract

Motor Pelayanan Keliling Saba Rahayat Desa (Mopeling Sarasa) is one of the efforts of the Sukabumi Regency Population and Civil Registration Service in providing optimal services to help the people of Sukabumi Regency to more easily have population administration documents such as Family Cards, e-KTP, Birth Certificates , death certificates, and so on.. However, there are still problems, namely the community still has to wait for the issuance of e-KTP which is not in accordance with the Mopeling Sarasa service announcement, namely "The service is completed on the spot, can be called and one day is completed ( On Site, On Call and One Day Service). In this study, researchers used data collection techniques, namely observation, questionnaires/questionnaires, and literature study. Data analysis techniques in quantitative research use statistics, namely validity test, reliability test, correlation coefficient, coefficient of determination, regression analysis, and t test. The results showed that there was a significant effect of service quality on user satisfaction of Mopeling Sarasa.

Abstract

ABSTRACT Minimum service standards (SPM) are provisions for public services to meet all citizens’ basic needs. Based on observations and interviews conducted with several informants in this study, it was stated that the implementation of health services at the Nagrak Health Center, Sukabumi Regency, had not achieved the fulfilment of targets by the provisions of the SPM, meaning that the Nagrak Health Center had not met the standards in its services. This study intends to evaluate the Minimum Service Standards policy at the Nagrak Health Center, Sukabumi Regency. The research method used by the researcher is qualitative. In the setting of the informants, the researcher used purposive sampling, which consisted of 9 informants. Data collection techniques in this study used observation, interviews, and documentation. Data analysis techniques that will be used in this research are data reduction, data presentation, conclusion drawing and verification. The results showed that the MSS policy was very appropriate by providing a good impact on the Nagrak Health Center, the community, and the relevant Government.

Abstract

The purpose of the study was to determine the process of implementing licensing and non-licensing housing development which was held to meet housing needs for low-income people. The method in this study uses a descriptive research method with a qualitative approach. Data collection techniques using interview techniques, observation, and documentation related to the research. The data analysis technique in this study was carried out qualitatively. This study uses five dimensions of policy implementation from Van Meter Van Horn. Based on the results of research that has been carried out by researchers regarding the Implementation of Licensing and Non-licensing Implementation Policies for housing development for low-income communities in Sukabumi City as a whole it has been going well and optimally, but there are some things that are still not going well. Social and economic conditions have a good effect on the community, especially people with low incomes, previously they did not have a home and now have a home. Another thing is the decrease in investors in investing in the Sukabumi City area caused by the global pandemic which has an impact on all aspects.

Abstract

Capacity is important to help government in facing COVID-19, because the government will be unable to absorb the COVID-19 problem when establishing strategy or policy if the capacity is lack. This study aims to measure how far local government capacity in tackling COVID-19, especially in Sukabumi City which is still facing the problem of COVID-19 cases. There are 8 criteria to measure local government capacity according to UNDP, namely: 1. Strategic Positioning, 2. Responsiveness, 3. Effective, 4. Efficient, 5. Sustainability, 6. Leadership, 7. Gender, 8. Coordination. The qualitative method with the case study approach was used in this research. The results showed that the capacity of local government has a significant impact, especially in tackling COVID-19. The capacity of Sukabumi City’s local bodies showed a good role with an improvement in reducing COVID-19 cases and has a strong coordination both with all element in Sukabumi City and with the central government, even though in some period has a significant case increased. However, several point must be fixed and improve related to the capacity of local government in tackling COVID-19 in Sukabumi City: (1) improve the quality of human resources, especially the health workers and secondly, (2) increase the community participation in order to compliance with all government policies, and (3) ensure the effectiveness and the efficiency of the COVID-19 programs and policies.

Abstract

This research is motivated by a problem phenomenon, namely illegal climbers who enter the Gunung Gede Pangrango National Park area without a permit to enter the conservation area (SIMAKSI). In this study using a qualitative research methodology. Data collection techniques used in this study were observation and field studies, interviews, literature studies and qualitative and audio and visual documents. In this study, researchers used triangulation to validate the data, namely source triangulation and technical triangulation. The data analysis used is data reduction, data presentation and drawing conclusions. Based on the results of this study, it shows that the National Park Center has conducted socialization related to the application of the Online Conservation Area Entry Permit (SIMAKSI) policy in the Gunung Gede Pangrango National Park area, so that climbers and the public already know about the application of the Conservation Area Entry Permit (SIMAKSI) policy.
