Abstract

The purpose of this research was to determine Kebonpedes District government's strategy in improving the quality of public services through service innovation programs. This study uses a qualitative phenomenological approach with data collection techniques of observation, interviews and documentation. Data analysis was performed by data reduction, data presentation, and conclusion/verification. The results of this study were measured by strategy indicators by Quinn (2003) showing that the Kebonpedes District Government in improving the quality of public services begins with setting steps to achieve goals based on the formulation of important issues of regional development problems and the urgency of problems that exist in district scope. Then in implementation of services, it is arranged in a directed manner in standard operating procedures designed by Kebonpedes District Government so that the public can understand the workflow of services. The program implemented by Kebonpedes District Government was created by taking into account development priorities and running a service innovation program designed to suit public needs to support an increase in the quality of public services through the Bajak Deh Ah and Layani Aja programs.

Abstract

The approach method of this study is a qualitative approach with a descriptiveimethod. Collecting data through iobservation, xinterviews, and documentation. Validation of information data that has been collected by testing credibility through triangulation (technique, source and time) and analysis with reduction techniques, data presentation and drawing conclusions. The informants in this study amounted to 6 people, namely: 1 Village Head of Pasir Datar Indah, 1 Secretary of Pasir Datar Indah Village, 1 Head of Planning for Pasir Datar Indah Village, 1 Head of Welfare Head of Pasir Datar Indah Village, 2 residents of PasiriDatariIndah Village who were included in the target. Cash Intensive Program. Based on the results of research that has been carried out regarding the Movement of Leaders in the Cash-Intensive Program in Pasir Datari Indah Village, CaringiniDistrict, Sukabumi Regency, using indicators of the mentoring process, giving instructions, and instructions, overall it has gone quite well. The mobilization process has been carried out quite well. The leadership movement in the Cash-Intensive Program in PasiriiDatar IndahiiVillage, Caringin..District, SukabumixRegency can be said to have been quite successful, but in practice it has not run optimally. But still, there needs to be optimization on socialization, as well as good communication with the community in order to improve the principles of self-help and participatory.

Abstract

This study aims to determine and analyze the effect of job satisfaction (X1) on organizational commitment (Z) and teacher performance (Y) at the Darud Da' Wah Wal-Irsyad Education Foundation, Batulicin District, Tanah Bumbu Regency. This research used a questionnaire with 85 teachers at the Darud Da'wah Wal-Irsyad Education Foundation, Batulicin District, Tanah Bumbu Regency. Samples were determined using the saturated sampling technique, where all of the population was used as research samples. The data were analyzed using the partial least square (PLS) method in three stages: evaluation of the outer model, inner model, and hypothesis testing, hypothesis testing using the t-statistical test. The results showed that there was a significant effect between job satisfaction and teacher organizational commitment, there was a significant effect between job satisfaction on teacher performance, there was a significant effect between organizational commitment on teacher performance, there was a mediating effect of organizational commitment through job satisfaction on teacher performance at the Darud Da'wah Wal-Irsyad Education Foundation, Batulicin District, Tanah Bumbu Regency.

Abstract

The title of this study is "Implementation of the Policy for Parking Service Charges on the Side of Public Roads in the City of Sukabumi". The purpose of this study is regarding parking services on public roads. This research found several problems, namely the ticket was not realized when collecting parking fees and the lack of Human Resources (HR) in supervising parking attendants. The method used in this research is using qualitative research with data collection techniques using observation, interview and documentation techniques. In determining the informants in this study using the Snowball Sampling technique. The theory applied in this research is the policy implementation theory of Donald S.Van Meter and Carl E.Van Horn which is influenced by 6 dimensions. The results of implementing this policy conclude that the Implementation of Policy on Regional Regulation Number 16 of 2011 Regarding Parking Service Fees on the Side of Public Roads in the City of Sukabumi, that there are policies that have not obtained optimal results in line with the goals and objectives that have been set. If you look at the number of tickets that were not given and the lack of supervision.

Abstract

Public transportation is a means provided for the community to facilitate their daily activities, including city transportation (angkot). In providing good service and easing the burden on the community, the Sukabumi City government issued a policy of abolishing route permit fees for city transportation. The purpose of this study is to find out how the implementation of route permit retribution tariff policies for city transportation in the city of Sukabumi. The research method used in this research is a qualitative approach, the research is descriptive in nature. Data collection techniques used by researchers are observation, interviews and documentation. This study uses four variables of policy implementation from George Edward. From the results of the study that policy implementation has been going well when viewed from the disposition and structure of the bureaucracy. However, in terms of communication and human resources, it has been implemented but not optimal. This can hinder the success in implementing route permit recommendations at the Sukabumi City Transportation Service and needs to receive more important attention from the government for the future in implementing route permit policies.

Abstract

Regional Retribution is a regional levy as a payment for services or the granting of certain permits specifically provided and/or granted by the local government for the benefit of individuals or entities. This study aims to determine the effectiveness of the levy for receiving fish auctions at TPI Ciwaru in increasing local revenue (PAD) of Sukabumi Regency from the marine sector, and what are the obstacles that occur in the process. This research method uses a qualitative descriptive method and an analysis of the effectiveness measurement according to James L. Gibson. By collecting data using observation, interviews and documentation. The result of this study is that the acceptance of fish auction fees at TPI Ciwaru cannot be said to be effective. Revenue from fish auction fees at TPI Ciwaru has not been effective, as evidenced by the fish auction fees which are still low compared to the potential and large production value each year and never reach 1% according to the applicable local regulations.

Abstract

This study aims to determine the implementation of the minimum wage policy in Sukabumi Regency. This study uses qualitative research methods with a descriptive approach. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanism

Abstract

The Sukabumi Regency Population and Civil Registration Office is a government agency responsible for managing population records. To streamline the process of obtaining death certificates, this office has introduced a flagship initiative known as the One Day Service program, comprising three sections: the Occupational Identity Section, the Migratory Section, and the Birth and Death Section. Under this program, applicants can complete their death certificate applications within a single day, provided they meet the necessary requirements. Despite the local government's endeavors to implement the One Day Service program, preliminary observations suggest that population administration services still require up to three days to complete. The researchers have presented their findings in a tabular format. This study employs qualitative research methods to evaluate the implementation of the One Day Service program for death certificates at the Sukabumi Regency Population and Civil Registration Office. Data collection techniques encompass interviews, observations, and document analysis. The analysis of the data is qualitative in nature. The results reveal that the execution of the One Day Service program falls short of optimal due to inadequate infrastructure support for the program.

Abstract

Program Kartu Cerdas adalah program Pemerintah Kota Sukabumi yang bertujuan memberikan dana stimulan pendidikan berupa beasiswa kepada masyarakat Kota Sukabumi dari golongan ekonomi yang kurang mampu. Tujuan penelitian ini adalah Untuk mengetahui implementasi program kartu cerdas dan faktor yang mempengaruhi program kartu cerdas dalam upaya mengurangi siswa rawan putus sekolah pada jenjang sekolah dasar di Kota Sukabumi oleh Dinas Pendidikan dan Sekolah Dasar di Kota Sukabumi. Penelitian ini menggunakan metode kualitatif deskriptif dan menggunakan teori implementasi kebijakan publik menurut Donald van Metter dan Carl van Horn. Data diperoleh melalui observasi, wawancara, dan dokumentasi dengan pihak-pihak terkait dalam pelaksanaan program kartu cerdas. Prosedur pengujian keabsahan data dilakukan dengan triangulasi sumber. Hasil penelitian ini menunjukkan bahwa pada pengimplementasian kartu cerdas ini sudah sesuai dengan teori yang dikemukakan oleh Donald Van Metter dan Carl Varn Horn Berdasarkan 6 (enam) variabel yakni Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap atau Kecenderungan (Dispotition) Para Pelaksana, Komunikasi Antar-Organisasi dan Aktivitas Pelaksana, Lingkungan Ekonomi, Sosial dan Politik

Abstract

Non-Cash Food Assistance is a policy program created by the government with the aim of helping people meet their food needs. This study aims to determine the implementation of the Non-Cash Food Assistance program in Warudoyong District, Sukabumi City. In this study, researchers used qualitative research methods with a descriptive approach with informants consisting of 5 people who were determined by purposive sampling technique. The data collection techniques in this study used interview techniques, observation and documentation as well as the data validation process was carried out using technique and source triangulation. The results of this study indicate that the implementation of the BPNT program in Warudoyong District, Sukabumi City, is assessed from the four indicators of accuracy based on Richard Matland's theory that it has gone quite well, because the policy program has been able to help the community in accordance with program objectives, besides that in practice the implementing actors have carried out their duties and roles are in accordance with the BPNT General Guidelines, the policy target is that KPM has met the requirements and criteria for receiving non-cash assistance, then the relationship between policy implementers and the community is going well through outreach and education related to policy programs.
