Abstract

Updating the data of voters and the establishment of the voter list, which is part of the implementation phase general election until today is still a national political issue quite seriously. This study was conducted to analyze and reveal the causes of voter lists have not been as good management that is focused on the organization of legislative elections in the province of North Sulawesi. From this research it was found that the management of voter lists in the organization of legislative elections in North Sulawesi province in 2014 have not been going well since the function of planning, organizing, and monitoring have not been fully applied in the management of the voter list. By it necessary to make improvements in the management of voter lists in planning data collection, establishment Updating Voter Data Officer, the District Selection Committee and the Voting Committee, the operational budget adjustments in the data collection stage, maximizing the internal oversight functions. Abstract

Performance is the result of the quality and quantity of work accomplished by an employee in carrying out their duties in accordance with the responsibilities given to him. Performance is affected by factors such as ability and motivation. This study aims to determine the performance of civil servants in the Sario District Office of Manado City. The methodology used for this study is qualitative research methods. The data is collected through direct interviews and field observations. The results showed that the performance of civil servants in the Sario District Office of Manado City is not maximized. This is caused by various level of workability, there’s also lack of motivation, financial or non-financial one, given by the employer. Keywords : Performance, ability, motivation

Abstract

This study aims to determine the quality of civilian personnel resources of the State in the administrative services at the Village Office Pandu District of Bunaken, Manado. The method used is a qualitative research method. Research techniques using triangulation method. The results showed that the quality of Administrative Resources in the State civil administrative services at the Village Office Pandu still not been implemented properly. This is due to the work possessed knowledge has not kept pace with the skills and ability to perform their duties, due in part to the State Civil Apparatus has not mastered the technical and operational jobs, high discipline, loyalty to the job and work responsibilities. Abstract

This study aims to determine the health services in community health centers (Puskesmas). Through the results of the study found that the health care received by the community have followed the procedures of existing services, from the aspects of reliability, responsiveness, assurance, empathy and tangible. This is supported by officers who have a sense of caring for a patient, friendly so that patients feel more comfortable being in a neighborhood health centers. Keywords: Care, Health

Abstract

The purpose of this study is to assess and describe the behavior of government officials in the implementation of basic tasks and functions of the Secretariat of the Regional Development Agency of North Sulawesi Province. The method used is a qualitative research method. Data collected through direct interviews. The results showed: (1) The behavior of labor discipline an employee-owned Development Bureau Regional Secretariat of North Sulawesi province has not been fully realized well in the execution of duties; (2) Conduct employee morale Development Bureau Secretariat of North Sulawesi Province has not been fully optimized in the execution of duties; (3) Not yet fully optimal coordination of the behavior of employees in the execution of duties. Abstract

A lot of appreciations had been founded in 2014 president and vice-president election by the work of the general election committee in bitung city. However, inadequacy at the moment marked over the professional aspect and the way the election held with. The purpose of this research was then to analyze and identify the work of the general election committee correctly. This research took place at the general election committee at Bitung city with using qualitative design through data reduction, display data and verification technique. Interview, observation, as well as documentation were used to collect the data. Meanwhile, the instrument in this research was the researcher himself in order to support the data. This study uses a theoretical approach of Kumorotomo  is about the efficiency, effectiveness, fairness and responsiveness. Drawing on the results of this analysis, this research outlined that the work which had been done by the general election committee were not suitable due to languid regulation, human resource allocation, participation and consideration of the local people. Abstract

The work environment is divided into two, namely the internal environment and the external environment of the organization, where both can affect employee performance. Internal Environmental organizations often faced with a problem the mission, policies, organizational culture, information systems and individual differences of employees while the external environment, namely the labor force, legal regulation / legislation, society, technology, and economics. The purpose of this study is to analyze and explain the internal and external environment influence the organization of the performance of the staff of the Airport Authority Region VIII Manado.The method used is quantitative. The sampling technique used is the technique census. Samples taken amounted to 64 respondents. The analytical method used is multiple linear regression analysis. The hypothesis was tested by using statistical test F and test t statistic. From this study it can be concluded that there is a positive and significant effect either partially or simultaneously on the organization's internal and external environment on the performance of the staff of the Airport Authority Region VIII Manado. Suggestions in this research is necessary to improve the quality of existing services, and considering the work environment working conditions there, both from within and from outside so that the performance of employees may increase even more. Abstract

Communication holds a very important role in organization. The aim is to build the cooperation between humans who involve in organization and possess the effect in the process of achieving the organization goal. The aim of this research are to find and analyze the role of organizational communication in increasing the performance of the civil Servant in secretariat office of Sorong Regency. The method used in this research was qualitative, data were collected by observation participation, structured interview, and documentation. The result showed that the role of organization communication in increasing the performance of the civil Servant in secretariat office of Sorong Regency did not work effectively and efficiently. The role of leadership in organization still less, it can be seen from the minimum number of direct briefing from the leader toward the effective working mechanism. The role of the organization environment toward human resources in secretariat office of Sorong Regency related to position assignment in every post did not suit to the civil servant educational background. The civil servant performed uncaring service to the society. The motivation role in achieving the organization role is insufficient and the ignorance of the civil servant toward the job description. Abstract

AbstrakDana desa yang diberikan kepada Desa Watutumou Dua yang diterima oleh pemerintah desa dilakukan secara bertahap sesuai dengan peraturan yang berlaku, dan dilakukan sebanyak tiga tahap penyaluran yang dibagi dalam pos-pos pengeluaran yang terdiri dari pembangunan dan pemberdayaan masyarakat yang diatur dalam Peraturan Desa Watutumou Nomor 1 Tahun 2015. Tujuan dari penelitian ini adalah untuk mengetahui penggunaaan dana desa dalam peningkatan pembangunan, teknik analisa data yang digunakan pada penelitian ini adalah teknik analisa kualitatif yang dilakukan sepanjang penelitian berlangsung sejak pengumpulan data dimulai, analisis data dilangsungkan secara terus menerus hingga pembuatan laporan hasil penelitian. Berdasarkan hasil penelitian yang diperoleh bahwa pencapaian tujuan dana desa dalam peningkatan pembangunan di Desa Watutumou Dua sudah tercapai disebabkan pemerintah desa konsisten dalam musyawarah desa untuk pembangunan sehingga efektif dalam peningkatan pembangunan desa, pembangunan tepat sasaran mendapatkan respon yang baik dari masyarakat terhadap pemerintah yang dinilai efektif untuk membuat masyarakat desa sejahtera melalui dana desa untuk peningkatan pembangunan. Integrasi yang ada di Desa Watutumou Dua cukup baik karena pemerintah mampu bersosialisasi dan berkomunikasi dengan masyarakat desa sehingga mampu mengambil simpati dari masyarakat untuk berkerja sama dan memberikan informasi terbaru tentang peningkatan pembangunan di Desa Watutumou Dua melalui dana desa.Kata Kunci: Efektivitas, Penggunaan Dana Desa, Pembangunan.

Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui Peranan Dinas Perhubungan dalam hal pengelolaan Retribusi Parkir di Tepi Jalan Umum yang ada di Kota Manado, dalam penelitian ini memiliki 19 orang informan dari berbagai profesi di sekitar Dinas Perhubungan Kota Manado yang ada di Tepi Jalan Umum. Pengumpulan data dalam hal ini adalah metode deskriptif kualitatif, data primer di peroleh melalui wawancara langsung melalui informan dan data sekunder diperoleh dari instansi yang tekait yaitu dinas perhubungan Kota Manado. Berdasarkan analisas data yang di lakukan bahwa peranan Dinas Perhubungan dalam pengelolaan retribusi parkir di tepi jalan umum yang di kelolah oleh UPT PerparkiranDinas Perhubungan belum optimal. Karena dalam pengelolaan retribusi parkir realisasi pertahunnya tidak sebanding dengan pendapatan seharinya, pendapatan asli daerah dari perparkiran yang seharusnya bisa lebih tinggi jika dilihat dari kendaraan roda dua dan roda empat yang parkir di tepi jalan umum. Retribusi dapat di katakana optimal apabila setiap tahunnya target terealisasi tapi pada kenyataannya retribusi parkir dari tahun 2013 sampai dengan 2016 tidak terealisasi.Kata Kunci : Perencanaan, Pengorganisasian, penggerakan, Pengawasan
