Abstract

The authority of the police in law enforcement in Indonesia originates from Law Number 2 of 2002 concerning the Indonesian National Police. According to this law, the primary duties of the police are to maintain public security and order, enforce the law, and provide protection, guidance, and service to the community. The police are also granted the authority as investigators, which involves the process of identifying the perpetrators who violate the rights of suspects. The police are also tasked with the prevention and eradication of narcotics, as stated in Article 81 of Law Number 35 of 2009 concerning Narcotics. Additionally, the police have a duty to Hak Asasi Manusia (HAM). The authority of the police in law enforcement in Indonesia is part of a legal system that influences the fairness and orderliness of society. However, as mentioned in the work of R. Abdussalam, there are instances where the police take actions that do not align with the guidelines set by the law, which can violate other human rights.

Abstract

The National Police of the Republic of Indonesia (Polri) is an institution that plays a crucial role in maintaining public security and order. The recruitment and selection process in the police force is a very critical initial stage to ensure that only qualified candidates are accepted. The recruitment process includes announcements, registration, administrative selection, physical selection, written tests, psychological tests, interviews, and medical examinations. Psychological tests are important to assess the emotional stability and character of the candidates. The "Good Cop and Bad Cop" interrogation technique is often used in investigations. The career path in Polri is divided into Tamtama, Bintara, and Perwira, with each level having specific promotion criteria. The stringent recruitment and selection process ensures that only qualified individuals are accepted as members of Polri. A structured career path helps in the professional development of members and builds public trust in Polri. Transparency and accountability in this process are essential to prevent nepotism and corruption.

Abstract

Effective handling of social conflicts requires a holistic and humanist approach, especially from law enforcement agencies such as the National Police. The reorientation of the National Police's role in handling social conflicts emphasizes fair, transparent and accountable law enforcement. This research highlights the importance of the National Police adopting preventive and proactive strategies to detect and prevent conflict early through partnerships with the community and related organizations. A humanist law enforcement approach that respects human rights is also a main focus, with the aim of not only overcoming conflict but also providing long-term solutions. Apart from that, increasing the capacity and competence of Polri personnel through continuous training is very necessary so that they are better prepared and professional in dealing with conflict situations. Strong collaboration between government agencies and non-government institutions as well as the use of advanced information technology were also identified as key factors in increasing the effectiveness of handling social conflicts by the National Police. With the right reorientation, the National Police can play a more effective role in maintaining security, public order, and supporting the creation of peace and social justice in Indonesia. Reorientation of the role of POLRI must be carried out immediately in resolving conflicts.
