Abstract

Izin usaha terutama di wilayah kawasan industri menjadi kewajiban bagi setiap pengusaha yang memiliki asset di kawasan tersebut. Maka fokus penelitian ini pada implementasi pelayanan perizinan berusaha terintegrasi secara elektronik terhadap percepatan perijinan usaha di Kabupaten Bekasi tahun 2018. Berdasarkan hasil identifikasi yang didapatkan oleh peneliti, OSS merupakan kebijakan baru pemerintah yang memanfaatkan teknologi internet. DPM-PTSP Kabupaten Bekasi menjadi pilot project pemerintah dalam menerapkan Online Single Submission (OSS). Maka diperlukan kajian mendalam bagaimana DPM-PTSP Kabupaten Bekasi akan menjalankan Online Single Submission (OSS) tersebut. Metode penelelitian yang dipilih adalah pendekatan kualitatif deskriptif. Penelitian ini menggunakan teori Edward III yang mengukur variable keberhasilan implementasi kebijakan dengan 4 hal yakni komunikasi, sumber daya, disposisi, dan struktur birokrasi. Berdasarkan hasil penelitian, pelayanan perizinan berusaha terintegrasi secara elektronik terhadap percepatan perijinan berusaha di Kabupaten Bekasi sudah baik, namun memang upaya-upaya tersebut belum berjalan dengan optimal, hambatan-hambatan masih sering dihadapi oleh DPM-PTSP terutama soal sarana penunjang.

Abstract

Tulisan ini membahas mengenai problematika antara Haluan Negara dan Garis-garis Besar Haluan Negara (GBHN), yang sekaligus menjelaskan perbedaan antara UUD 1945 sebelum dan setelah amandemen. Perkembangan realitas perpolitikan dan demokrasi di Indonesia di era reformasi, dengan dipilihnya Pemilihan Presiden secara langsung telah mengakhiri Pemilihan Presiden melalui MPR, sekaligus memberikan kesempatan visi-misi Presiden saat kampanye sebagai acuan dalam menjalankan roda pemerintahan, perubahan konstitusi ini juga memiliki semangat demokrasi konstitusional di Indonesia. Setelah Amandemen UUD 1945 telah menempatkan prinsip supremasi konstitusi menggantikan supremasi parlemen. Tetapi polemik yang hadir di tengah masyarakat, mengenai ketiadaan Haluan Negara bahwa rencana pembangunan negara yang dianggap tidak konsisten dan berkesinambungan sebab hanya berdasarkan visi-misi calon presiden saat kampanye. Sedangkan keinginan menghadirkan kembali GBHN karena menganggap bahwa dengan adanya GBHN maka pembangunan strategis negara tidak lagi ditentukan oleh selera dan kepentingan rezim itu sendiri.

Abstract

The Faculty of Social and Political Science is the oldest faculty at Mulawarman University which is the first university as well as the highest number of students in Kalimantan. Then to maintain its existence, the Faculty of Social and Political Science of Mulawarman University needs to emphasize its superiority in the context of increasing competitiveness against the Faculty of Social and Political Science in other tertiery institutions. Therefore, management of the study program needs to be led by keaders who have the appropriate leadership style for institutional development. Transformational leadership patterns refer to it with a number of characteristics: charismatic, can affect idealism, inspirational and able to encourage the intellectuality of organizational members. The object of this survey is the four Coordinators in the Study Program with the highest number of students in the Faculty of Social and Political Science of Mulawarman University, with respondents from the academic community which include lecturers, education staff and students. The survey results show that the current Study Program Coordinator of the Study of Government and the Public Administration has the ame weakness in the ability of individual consideration. However, they experienced a better increase in their ability to provide intellectual stimulation compared to the previous Study Program Coordinator as seen from the increase in academic and non-academic achievement. Other findings from this survey are that currently the Study Program Coordinator of the International Relations actually has a weak ability to have an ideal influence and the Coordinator of Communication Studies has actually decreased the ability to provide intellectual stimulation compared to the leadership of the previous Coordinator, so that the Communication Studies Study Program requires efforts to increase innovation more focused on the implementation of scientific activities and the production of academic works better.

Abstract

This research explained about open data implementation in Jakarta Provincial Government which is analyzed through a dynamic governance perspective. Open data is a part of government information disclosure to encourage the transparency, accountability, public participation, and also to make a policy right on the target. Jakarta Provincial Government as The Capital City of Indonesia has been implemented of open data through Data Jakarta Portal. The presence of valid and accurate data, it will certainly encourage regional development and produce policies that are right on the target. In practice, government has to be more dynamic and adaptive towards the global changing, so the government can be well prepared. The results of this study indicate that collaboration between Bappeda and Diskominfotik which is reviewed from the perspective of thinking again is not optimal. The conditions of coordination between the two institutions are still weak and the communication that exists between them is less effective. Whereas from the perspective of thinking across, Jakarta Provincial Government runs the process of thinking across by inviting open data experts from partner institutions to add capabilities, both conceptual, managerial, technical, and social capabilities. However, strengthening organizational capacity is not optimal because there is still bureaucratic fragmentation which is an obstacle. Furthermore, in the aspect of thinking ahead, even though Open Data has been included in the RPJMD, it has not specifically explained the direction and future of Open Data in Jakarta Provincial Government. Therefore it is necessary to explain explicitly and imperatively about the development of Data Jakarta Portal for the future.

Abstract

In July 2004, the Seoul Metropolitan Government introduced a wide range of reforms to its public transport system: The most significant change Seoul considered while restructuring the bus system in 2004 was the implementation of a joint public management system. The partnership that formed between the Seoul government and private bus companies resulted in many benefits for everyone involved. The implementation of transportation reform helped Seoul establish a human-oriented transportation system as shown in the modal split of its public transport reaching 64.3% (2010), stepping up the city’s transportation and global competitiveness. Inspired by the success story of the bus reform policy in Seoul, Jakarta Capital Government initiated the bus reform in 2017. The implementation of the policy is challenging, the progress is very slow and the actors are blaming each other in causing the slowness. However, an early evaluation of the current progress of the bus reform policy in Jakarta is satisfying both users and operators. This paper will describe the public transport reforms in Seoul using a qualitative case study method, assess their impacts on Public Transport services based on the guidebook in evaluating the public transportation by Litman (2010), indicate the key success of the reform by deepening observations and to what extent Jakarta can adopt it. The research will also examine the bus reform policy in Jakarta using the stages of the policymaking process. The writer expected a result of finding significant steps of Seoul experience in public transport reform, describe the current policy in Jakarta’s bus reform and construct a package policy recommendation for DKI Jakarta’s government in public transport reform to optimize the impact of the policy.

Abstract

Penelitian ini menganalisa penyediaan pelayanan transportasi public yang ramah untuk penyandang disabilitas di DKI Jakarta. Diketahui bersama Kota Jakarta adalah ibu kota negara yang maju setra modern sehingga sudah selayaknya menyediakan transportasi public yang ramah bagi penyandang disabilitas. Sebgaimana diketahui bahwa penydang dsiabilitas adalah masyarakat yang memiliki keterbatasan secara fisik sehingga harus ada model transportasi khusus. Hal tersebut juga sudah terjamin dalam Undang-undang Nomor 08 Tahun 2016 tentang penyandang disabilitas atas hak dan kedudukan sebagai warga negara. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan dipadukan dengan teori Pelayanan Publik inklusif, teori aksesibilitas ramah disabilitas. Hasil penelitian menunjukkan bahwa saat ini Pemerintah DKI Jakarta Badan Usaha Milik Daerah PT TransJakarta telah menyediakan model transportasi yang ramah untuk penyandang disabilitas berupa minibus. Model Transportasi tersebut dapat diakses oleh seluruh penduduk DKI Jakarta yang mengalami disabilitas. Selain mudah diakses transpotasi ini juga tidak dipungut biaya alias gratis. Transportasi tersebut bisa dipesan melalui telepon seluler biasa atau aplikasi melalui smartphone. Adanya inovasi pelayanan transportasi public ramah penyandang disabilitas di DKI Jakarta ini diharapkan menjadi role model untuk daerah-daerah lainya dalam pemenuhan kebutuhan fasilitas public untuk para penyandang disabilitas.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana Netralitas Aparatur Sipil Negara dalam Pemilihan Umum Tahun 2019 Di Provinsi Banten serta untuk mengetahui apa saja yang menjadi faktor pendukung dan faktor penghambatnya. Metode penelitian yang digunakan dalam penelitian adalah metode deskriptif kualitatif dengan menggunakan teknik Purposive Sampling kemudian teknik pengumpulan data dengan cara wawancara dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa netralitas Aparatur Sipil Negara dalam Pemilihan Umum Tahun 2019 Di Provinsi Banten belum berjalan dengan baik, karena masih adanya Aparatur Sipil Negara di Pemerintah Provinsi Banten yang tidak netral dengan mendukung salah satu calon Dewan Perwakilan Daerah dan salah satu calon Presiden/Wakil Presiden. Faktor penghambat netralitas Aparatur Sipil Negara dalam Pemilihan Umum Tahun 2019 Di Provinsi Banten disebabkan oleh pola pikir Aparatur Sipil Negara yang belum terbentuk, adanya hubungan kekerabatan dan sanksi yang masih lemah. Oleh karena itu, Pemerintah Provinsi Banten perlu untuk meningkatkan pengawasan, pembinaan dan memberikan sanksi yang tegas terhadap Aparatur Sipil Negara yang tidak netral dalam Pemilihan Umum Tahun 2019.

Abstract

Tahapan penting proses kebijakan publik adalah implementasi kebijakan yang akan menetukan suatu proses, dimana tujuan dan dampak kebijakan akan dihasilkan. Beberapa faktor yang penting bagi keberhasilan implementasi yaitu komunikasi, sumberdaya, disposisi serta struktur birokrasi. Tujuan dari penelitian ini adalah untuk mengetahui besarnya pengaruh komunikasi, sumberdaya, disposisi, dan struktur birokrasi baik secara mandiri maupun bersama sama terhadap keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap. Metode penelitian yang digunakan bersifat analisis kuantitatif, data yang diperoleh berdasarkan jawaban kuesioner dianalisis dengan statistik regresi regresi linier berganda. Hasil penelitian menunjukkan bahwa secara mandiri hanya variable Komunikasi (X1) dan Struktur Birokrasi (X4) yang mampu berpengaruh signifikan terhadap implementasi program P2K2. Namun secara bersama-sama Komunikasi (X1), Sumberdaya (X2), Disposisi (X3) dan Struktur Birokrasi (X4) mampu mempengaruhi keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap sebesar 76,5%, sedangkan 23,5 % dipengaruhi oleh variabel lain yang belum kami teliti.

Abstract

Village development socially changes social values by discovering the value of technological development in the village of community development that leads to the development of new villages. This of course requires a partnership with the community component. This research aims to explain the relationship between the Village Head, Village Consultative Body and customary institutions in the development of the Village. This research is a field research, namely research on incentives about the background of the present situation and the interaction between social, individuals, groups, institutions and communities in the development of the Village. The study was conducted in Kayeli Subdistrict, Buru Regency. Data in this study were obtained from primary data sources and secondary data, with data collection techniques used through observation, interviews, questionnaires and literature/purposive sampling. The results of the study show the partnership relationship between village heads, village consultative institutions and traditional institutions in Kayeli village demonstrating effectiveness in communication.

Abstract

On May 2019 the Government of Indonesia imposed an internet censorship following Jakarta riot in response to general elections result. The government restricted some of the largest social media platforms which impacted almost all social media users across the country. The government believed that the policy was necessary to block the circulation of provocative contents which presumably escalate the riot. On the other hand, without valid justification, internet censorship is considered as human right violation. This paper aims to discuss the debate on whether the internet censorship policy on May 2019 was necessary and justified to impose. By employing qualitative approach through interviews with the government representatives, social media experts, and analysts, as well as utilizing resourceful data from Drone Emprit Academy (DEA), this paper presents the analysis of policy making process behind the implementation of internet censorship policy on May 2019 and brief evaluation on its effectiveness and consequences. The findings reveal that internet censorship policy on May 2019 was legally defective and improperly formulated. Even though it was effective to block the hoax circulation and prevented riot’s escalation, the policy was not supposed to impose at the first place due to lack of justification to derogate the internet freedom as part of human right. In the future, more specific regulations are needed as guideline for the government not to take sporadic internet censorship.
