Abstract

This research aims to obtain an overview of the Remuneration Factor in Supporting the Effectiveness of Police Performance Gorontalo Police District Office. The researcher applied qualitative approach while data collection techniques were conducted through interviews to a number of informants, observations and secondary data documentation. By the three indicators of effectiveness of police performance (target achievement, integrity and adaptation) there are some problems encountered. In target achievement indicator, there are some obstacles that obstruct the police performance effectiveness. Whereas the integration indicator showed that the ability of organizations to provide information on Remuneration to members of the National Police has not been effective, as seen from the human resources, there are still those who do not understand about Remuneration and the availability of inadequate infrastructure in the process of conducting socialization. The adaptation indicators showed that the procurement and labor process measurement benchmarks in supporting the performance of Police members have not been effective. It can be seen from the lack of personnel needed in serving the community to support the effectiveness of the police members in Gorontalo Police district office.

Abstract

Tulisan ini membahas kebijakan sistem zonasi yang menuai banyak polemik di tengah masyarakat. Kebijakan sistem zonasi merupakan aturan pemerintah terkait proses penerimaan siswa baru dengan mempertimbangkan jarak tempuh antara domisili rumah siswa dengan sekolah. Tujuan pemerintah menerapkan kebijakan ini untuk mengatasi masalah kesenjangan mutu pendidikan. Hasil penelitian mengungkap bahwa kebijakan sistem zonasi gagal mengatasi masalah kesenjangan mutu pendidikan karena kegagapan pemerintah dalam mendefinisikan akar permasalahan. Kebijakan sistem zonasi hanya mengotak-atik distribusi siswa bukan mengatasi fasilitas sekolah dan kualitas guru yang masih menjadi permasalahan dalam dunia pendidikan. Pemerintah seharusnya menjadikan kebijakan zonasi sebagai kebijakan dihilir bukan dihulu. Karena itu, perlu dilakukan redefinisi masalah sebagai alternatif kebajikan. Dimana kesenjangan fasilitas pendidikan dan distribusi guru yang belum merata harus menjadi prioritas utama pemerintah.

Abstract

One of the problems that become a threat to food security in Indonesia is agricultural degeneration. Recently, to perceive the food security issues is how collaborative governance works and how many actors engage to create food security. the problematic issue is the function of agricultural land occurs in the form of changes in the use of agricultural land into commercial lands such as housing, industrial areas, business, and trade centers. This research tries to elaborate on farming in Banten-Indonesia. Jawara Farm is one of the agriculture business models in Banten who drove by young people of Banten. This model business very interesting for alternatives in regeneration and business model in farming especially in Banten. Using qualitative methods and Collaborative governance approach, this research looking forward to the model of young farmers in Banten as a model in collaborative governance. This research found several challenges about the collaboration model between the young farmers, the government, and the private sector.

Abstract

To strengthen social security for people with social welfare issues, the Sleman Regency government has implemented a Social Security Net (JSP) policy. Nevertheless, its management often poses obstacles and challenges in line with the implementation. This article aims to examine the implementation of the Social Safety Net (JPS) policy in Sleman regency, as a cash assistance program that has a significant influence on the basic needs of people's lives in the health, education and social sectors. Furthermore, this research method uses a qualitative approach with data collection techniques through in-depth interviews and performance reports. The results of this study are the Sleman Regency government through the Department of Social Service as an extension of the government sector that manages the JPS program still has a lack of personnel resources to handle the verification process and data validity of the JPS recipient. Nevertheless, the JPS program has a strong network of actors to work with the Regional Development Planning Agency, the Regional Finance and Assets Agency, the Department of Health, and social workers at the sub-district and village levels. However, a critical review of this implementation is that there is no solution to the problems of life for the people who receive funding from JPS. Programs provided by the government seem to be able to prevent and deal with risks from social shocks and vulnerabilities, but there is no government effort to design the program, which provides change for people who have social vulnerabilities. In this context, it certainly gives them life dependence because this program is only as unplanned social assistance in the form of money given to them.

Abstract

Sejak pertama kali diperkenalkan secara luas pada 2015, momentum pilkada serentak di Indonesia kerap diwarnai oleh keikutsertaan kandidat problematik berlatarbelakang kasus korupsi. Masalah semacam ini akan sangat mempengaruhi kualitas kebijakan yang dihasilkan sehingga dalam banyak hal fenomena keterpilihan ulang (re-elected) kandidat problematik jelas mencerminkan kemerosotan demokratisasi di tingkat lokal. Dalam artikel ini kami menjelaskan faktor penting mengapa kandidat problematik tetap memperoleh kesempatan maju dalam pilkada yang, pada gilirannya, membelenggu keinginan publik untuk memperoleh kepemimpinan politik lokal yang berintegritas, berkompetensi dan berkomitmen terhadap pemberantasan korupsi. Menggunakan metode penelitian deskriptif-kualitatif dengan perspektif teori kandidasi partai politik, artikel ini menyoroti kasus kemunculan kandidat problematik pada pengalaman pilkada serentak 2015–2018 dimana sebagian diantaranya bahkan berhasil memperoleh kemenangan. Artikel ini dibuka dengan membahas celah hukum dalam undang-undang Pilkada yang memungkinkan pencalonan kembali kandidat problematik. Partai politik memanfaatkan absennya ketentuan pencabutan hak politik bagi mantan terpidana dalam undang-undang Pilkada sebagai celah hukum untuk meningkatkan peluang kandidat problematik ketika melangkah maju sebagai calon kepala daerah. Kondisi tersebut didukung dengan faktor relasi kuasa kandidasi oleh partai politik yang masih dijalankan secara pragmatis. Peran partai dalam menyediakan legitimasi pencalonan lebih banyak disandarkan pada pertimbangan yang elitis dan transaksional yang, pada akhirnya, berkontribusi menghasilkan kandidat problematik sebagai bursa calon dalam pemilihan.

Abstract

Terdapat dua alternatif bagi pemerintah daerah jika ingin memenuhi kebutuhan barang dan jasa daerahnya, yaitu dengan membuat sendiri atau dengan membeli. Selain mengadakan barang dan jasa tersebut secara mandiri, pemerintah daerah juga bisa mendapatkannya dari sektor swasta. Pilihan yang kedua menjadi pilihan yang sering diambil oleh pemerintah daerah karena berbagai sebab, seperti contohnya pengaturan selisih harga, yang berpotensi berkembang menjadi tindak pidana korupsi. Belum lagi kemungkinan penyalahgunaan kewenangan pejabat daerah untuk memberikan penawaran pengadaan kepada pihak-pihak tertentu. Pengadaan barang dan jasa adalah bidang yang paling rawan korupsi karena berurusan dengan jumlah uang yang sangat besar. Korupsi jenis ini membuka pintu bagi korupsi jenis-jenis lainnya dan membuat proses pengadaan barang dan jasa di pemerintah daerah menjadi tidak efisien. Untuk itu, tulisan ini berusaha untuk mengevaluasi pelaksanaan pengadaan barang dan jasa di pemerintahan daerah, memetakan persoalan dalam pelaksanaan pengadaan barang dan jasa di pemerintahan daerah, serta memahami pola, arah, dan metode tindak pidana korupsi yang terjadi di pemerintahan daerah. Hasil penelitian ini menunjukkan bahwa korupsi mengakibatkan kerugian pada pemerintah daerah dan ketimpangan dalam distribusi kekuasaan dan kekayaan di daerah. Penulis melakukan proses studi pustaka dengan mengumpulkan data-data primer melalui bahan-bahan tulisan dalam berbagai bentuk.
