Abstract

Pandemi Covid-19 masuk Indonesia pada bulan Maret Tahun 2020 yang membuat Pemerintah mengeluarkan kebijakan mengenai PSBB yang tertuang dalam Peraturan Pemerintah Republik Indonesia Nomor 21 Tahun 2020. Sebagaimana diatur dalam Undang-Undang Nomor 6 Tahun 2018 tentang Kekarantinaan Kesehatan. Pembatasan Sosial Berskala Besar salah satunya meliputi peliburan sekolah. Institut Pemerintahan Dalam Negeri di Jatinangor merupakan salah satu perguruan tinggi yang mengalami dampak pandemi covid-19. Selain penghentian proses belajar mengajar, fasilitas yang disediakan pun dihentikan yang salah satunya adalah perpustakaan. Fenomena yang terjadi dalam penerapan Pembatasan Sosial Berskala Besar dalam upaya meminimalisir dampak pandemi Covid-19 di lingkungan perpustakaan Institut Permerintahan Dalam Negeri Jatinangor adalah terjadinya penurunan jumlah kunjungan yang sangat jauh dari tahun sebelumnya yaitu sebesar 62,82% dari tahun 2020 sebanyak 21.204 dan sebanyak 7.883 pada tahun 2019. Tujuan dalam peneilitian ini adalah membandingkan pelayanan perpustakaan Institut Pemerintahan Dalam Negeri Jatinangor sebelum dan sesudah penerapan PSBB semasa pandemi Covid-19 dan upaya dalam memaksimalkan pelayanan selama pandemi Covid-19. Metode yang dilakukan dalam penelitian ini adalah metode deskripkif yang memaparkan mengenai pelayanan yang diterapkan oleh perpustakaan Institut Pemerintahan Dalam Negeri di Jatinangor. selama masa pandemi Covid-19 di Indonesia. Dalam hal ini upaya utama yang dilakukan pustakawan beserta staff pelayanan perpustakaan Insitut Pemerintahan Dalam Negeri adalah mengarahkan pemustaka agar dapat memanfaatkan fasilitas digital library di Perpustakaan Nasional Indonesia. Selanjutkan pustawakan perpustakaan Insitut Pemerintahan Dalam Negeri Jatinangor sedang mengupayakan dapat melayani secara maksimal melalui digital library dengan menambah koleksi e-book sesuai dengan kebutuhan fisik buku yang telah dimiliki perpustakaan. Hal ini diyakini dapat memaksimalkan upaya dalam melayani pemustaka selama proses tatap muka dibatasi bahkan dihentikan.

Abstract

The occurrence of the Covid-19 pandemic in Indonesia in early 2020 has made many changes to the order of social life, including library activities in universities. Libraries universities experience a very significant decrease in the number of visits due to social restrictions which result in mandatory lecture activities being carried out online and are prohibited from carrying out activities on campus that cause crowds, therefore the role of libraries in serving student information needs must of course adjust to current conditions. The purpose of this study was to determine the skills librarians must have in providing online reference services. The method used in this research is descriptive method with a literature study approach. Data were obtained from observations by observing librarian information-seeking behavior patterns in providing online reference services, meanwhile, literature studies were carried out by analyzing references related to information literacy, reference services, librarian expertise related to information technology and communication methods. The literature results are then analyzed and interpreted in the form of results and discussion. The result of this research is that the library uses social media to provide online reference services. There are three skills that librarians must have in providing online reference services including: 1) expertise in promoting services, 2) expertise in communicating on social media and, 3) expertise in literacy.

Abstract

During COVID-19 pandemic situation, a lot of library services, especially higher education libraries, are demanded to be still running despite the physical limitation. Media transfer of the said services require a lot of adaptation, and a lot of instruction needs to be handed to the students whose information seeking pattern are changed to be fully digital and online. Because of that, information literacy classes are needed to train them to face those issues. The increasing demand for information literacy classes has led to innovations in asynchronous information literacy classes where participants get information literacy materials and practices that aim to help write final assignments independently without much help from librarians, so more students can be aided compared to face to face virtual classes. These new methods of information literacy by the library need to be tested and evaluated to get the data of whether it can run properly and effectively. This study aims to measure how effective the asynchronous information literacy class that are run by the library of Universitas Pelita Harapan with the Moodle platform according to the student user base, in terms of materials, class processes and systems, and teaching media. Evaluation questionnaires totaling 33 questions on a Likert scale were distributed to participants near the end of the class. The results showed that the asynchronous information literacy class was adequate, the participants could understand and follow the class well, with several points that needed improvement, such as places for discussion and questions, alternative media, and some technical matters on the Moodle site that hindered learning.

Abstract

Perpustakan harus mampu beradaptasi dan melakukan inovasi untuk mengurangi resiko penyebaran dan penularan Covid-19 di lingkungan perpustakaan. Selama masa pandemi Covid-19, perpustakaan proklamator Bung Karno membuka layanan onsite terbatas dengan menerapkan protokol kesehatan dan membuat inovasi layanan online sebagai pencegahan penyebaran Covid-19. Inovasi layanan perpustakaan ini bertujuan untuk meminimalisir kontak langsung antara pemustaka dengan petugas perpustakaan. Adapun inovasi layanan online perpustakaan proklamator Bung Karno tersebut adalah pemesanan buku dengan menggunakan aplikasi WhatsApp yaitu Anda Pesan Kami Siapkan (SOLASI) dan peminjaman buku secara online yaitu Sistem Layanan Online Anda Pesan Kami Antarkan (SILAKAN). Kelebihan dari inovasi layanan ini adalah pemustaka bisa memesan dan meminjam buku dari rumah, dan buku akan diantar ke rumah pemustaka. Dengan inovasi layanan ini, koleksi bahan pustaka Perpustakaan Proklamator Bung Karno bisa dimanfaatkan oleh pemustaka secara optimal dan aman sesuai protokol kesehatan sehingga perpustakaan tidak menjadi klaster baru penularan dan penyebaran covid-19. Kebijakan layanan SOLASI dan SILAKAN memberikan hasil yang cukup signifikan dalam memenuhi kebutuhan informasi pemustaka. Hal ini menunjukkan bahwa kebijakan peminjaman koleksi secara online dalam masa pandemi Convid-19 di atensi secara baik oleh pemustaka. Abstract

Libraries as one of the public information services must also implement health protocols during the Covid-19 pandemic. Libraries limit their services by various rules. Based on a circular letter, the Minister of Education and Culture of the Republic of Indonesia has issued a circular regarding Online Learning and Working from Home in the Context of Preventing the Spread of Corona Virus Disease (COVID-19), and strengthened by a Circular Letter from the Governor of Lampung regarding the Implementation of Controlling the Impact of Corona Virus Disease 2019 ( COVID-19) In Religious, Economic, and Cultural Activities in Lampung Province, the Indonesian Technocrat University Library (UTI) in Bandar Lampung implemented several service policies during the Covid-19 pandemic, including restrictions on direct face-to-face services by only opening online services. , always apply the 3M (Washing hands, Wearing masks and Maintaining Distance) and free online libraries. The study used a literature study type of research method. The approach used in this study is a qualitative-inductive approach, where this approach uses a qualitative method that focuses on literature review. Of the 3 variables, 21 indicators and 100 samples produced quite good results, including reading material variables with an average number of 4.38 out of 8 questions, the second with infrastructure variables with an average number of 4.38 out of 7 questions and three with HR competency variables with the average score is 4.41 out of 6 questions. With a total average of three variables totaling 4.39 with 21 questions. In conclusion, the Indonesian Technocrat University community does not find it difficult to access digital collections or enjoy the services the library provides during a pandemic, a possible reference source that can be accessed when undergoing online lectures from home. Digital information is one of the most possible alternatives to overcome the problem of miscommunication between librarians and users. The digital promotional information model is needed by transferring promotional information materials using digital technology, and utilizing social media, such as Youtube, Whatsapp, websites and Facebook as media for publication and promotion.

Abstract

This article discusses the potential, challenges and opportunities of regional-owned library in increasing citizen literacy during the Covid-19 pandemic. In order to study this issue, literacy and public service theories are used. The main data in this study is secondary data consisting of scientific references, regulations, government documents and statistical references. Limited observations of regional library facilities are used as primary data in this study. The data analysis is conducted qualitatively with an effort to describe and explore the object under study as a whole. This study concludes that regional libraries have an important function in improving the basic literacy competences of Papuans. The Covid-19 pandemic services continue to run in accordance with standard health protocols and e-pusda services continue to run with a limited internet connection. The potential to increase citizen literacy through library functions during the pandemic is still high by integrating education, activism and library services and striving to make regional libraries as hybrid and digital libraries that allow broad access for Papuans even though the majority of them live in geographic areas isolated.

Abstract

Writing this paper aims to determine how the role of the help desk in supporting services in the new normal era. The USK library's UPT help desk is provided through two models, namely manual-based and on-line. In this study the authors only focused on the performance of the helpdesk services manually in managing and serving the borrowing process that must be done through the booking book application first. Data collection techniques are carried out through observation, interviews, and documentation. The results of the research will be displayed in table form by calculating the number of bookers and the number of collections borrowed. The new normal era USK library UPT help desk manual is assigned to handle especially requests for book collections for borrowing through the booking book application. This research proves that the role of the help desk is very necessary, especially in the new normal era because visitors are not allowed to enter freely and in a crowd.

Abstract

Libraries as public information institutions are very important. A library material in a library must be processed first to facilitate the information retrieval system. One of the management of library materials, which is the focus of this research is the cataloging process, especially the cataloging carried out by the Cimahi City Public Library. This is of course done to review more deeply the steps or procedures carried out by the Cimahi City Public Library in cataloging. This study uses a qualitative descriptive research method so that the steps in data collection carried out by the author are by conducting observations, interviews, and documentation. Samples or informants were taken from the librarian of the Cimahi City Public Library itself. The results showed that the cataloging process at the Cimahi City Public Library was by the standards and was carried out very well. So that the information retrieval system in the library is very easy to do.

Abstract

An analysis was conducted on the Webinars in the Field of Library , Docmentation and Information in Indonesia during March – December 2020. The data sources was taken from the website http: www.youtube.com, which carried out through keyword searches; webinars and information; as well as webinars and documentation. The data were analyzed using a frequency distribution, and the results of the analysis showed that 121 webinar has been held, with 248 speakers, consisting of 55.24% male and 44.76 % female. Resources persons cae from 8 groups of agencies, namely the National Library (72;40.22%), professional librarian association (64;35.75%), local government/ district/city library services (16;8.93%), research institute (12;6,70%), universities (9; 5,02%), ministries (3;1.67%), Indonesian Reading Ambassador (2;1.10%), and mass media (1;0.55%). It is known 13 cities were the reources person work are from Java (7 cities), Sumatera (2 cities), Bali (1 cities), Madura (1 city), Sulawesi ( 2 cities). The topics discussed were known to be as many as 132 types, with the most topics being information literacy (31.06%). The conclusion of the study is that during the Covid 19 pandemic, knowledge sharing in the field of Library, Documentation and Information was carried out with the most resource persons from the National Library, and the city of DKI Jakarta which is the most work place, male resources persons are more than women and the most discussed topic is information literacy. Thus it was during a pandemic, librarian activities continued as usual. ABSTRAK Dilakukan analisis terhadap Webinar Bidang Perpustakaan, Dokumentasi, dan Informasi di Indonesia selama Maret – Desember 2020. Sumber data diambil dari situs http: www.youtube.com yang dilakukan melalui penelusuran dengan kata kunci : webinar dan perpustakaan; webinar dan informasi; serta webinar dan dokumentasi. Data dianalisis menggunakan distribusi frekuensi, dan hasil analisis menunjukkan bahwa telah diselenggarakan sebanyak 121 kali webinar, dengan jumlah pembicara 248 orang, terdiri atas 55,24% laki-laki dan 44,76% perempuan. Nara sumber berasal dari 8 kelompok instansi yaitu Perpustakaan Nasional (72;40,22%), asosiasi profesi kepustakawanan (64; 35,75%), pemerintah daerah/dinas perpustakaan kabupaten/kota (16;8,93%), lembaga penelitian (12;6,70),perguruan tinggi (9; 5,02%), kementerian (3;1,67%), duta baca Indonesia (2;1,10%) dan media massa (1;0,55%). Kota tempat bekerja nara sumber diketahui sebanyak 13 kota berasal dari Pulau Jawa (7 kota), Sumatera (2 kota), Bali (1 kota), Madura (1 kota) Sulawesi (2 kota). Topik yang dibahas diketahui sejumlah 132 jenis, dengan topik terbanyak adalah tentang literasi informasi (31,06%). Kesimpulan penelitian adalah bahwa selama pandemi Covid 19, telah dilakukan sharing ilmu pengetahuan di bidang Perpustakaan, Dokumentasi dan Informasi dengan nara sumber terbanyak berasal dari Perpustakaan Nasional, dan kota DKI Jakarta, merupakan tempat bekerja terbanyak, nara sumber laki-laki lebih banyak dibandingkan perempuan, dan topik paling banyak dibahas adalah tentang literasi informasi. Dengan demikian dapat dikatakan walaupun berada pada masa pandemi, namun kegiatan kepustakawanan tetap berjalan seperti biasa.

Abstract

availability of librarians should be considered considering the high workload, required a number of qualified and competent librarians. This study uses a descriptive method with a qualitative approach by conducting literature reviews and interviews with loci at the National Library of the Republic of Indonesia. The purpose of the study was to find out how the process of placing employees in the media transfer unit is, by adjusting the workload analysis (position requirements) and placements that take into account the knowledge, abilities, and attitudes needed. Another goal is to identify what media transferors need to increase their competence when they are promoted to librarian in the future. The results of this study indicate that the process of placing employees in the media transfer unit is in accordance with the job analysis and workload analysis in the unit, where the media transferor has fulfilled the job requirements such as education, rank, knowledge, abilities, and attitudes. In addition, the competence of the media transferor is deemed sufficient to meet the needs, but his competence needs to be further improved when he becomes a librarian in the media transfer unit later. As for what media transferrs need to improve their competence as librarians, they include technical guidance/training for advanced librarians, socialization of librarian activities, benchmarking of work operational standards in the international arena.
