Abstract

Therefore, the authors are interested in conducting research that aims to find out and analyze the implementation and policy constraints of the Minister of Home Affairs Regulation no. 7 of 2019 concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service. The research approach used in this study is a qualitative approach, namely problem solving procedures investigated by describing the current state of the subject/object of research based on visible facts. The results of the study found that the application of online population administration services at the Deli Serdang Regency Population and Civil Registration Service had been carried out in accordance with the Minister of Home Affairs Regulation Number 7 of 2019 so that population administration documents could be served. This can be seen from communication, socialization of resources, disposition and bureaucratic structure. The obstacles faced by agencies in implementing online population administration services according to the Minister of Home Affairs Regulation Number 7 of 2019 are: information systems that are densely used/accessible so that they are constrained in speed of service, lack of funds to be able to improve existing facilities and infrastructure, and lack of employee desire. to improve the quality of public services.

Abstract

This BLT-DD policy was made by Taba Air Pauh Village based on a village meeting organized by the village government, the Village Consultative Body, and several village community leaders taking into account the pandemic conditions which impacted the decline in village community income. The purpose of this study is to describe the process of implementing the BLT-DD Policy as an economic solution for the Taba Air Pauh village community in the post-Covid-19 pandemic and explain what strategies are taken by the Taba Air Pauh Village Government in the process of implementing the Village Fund Direct Cash Assistance Policy (BLT). -DD) Taba Air Pauh, Tebat Karai District, Kepahiang Regency. The research method used is qualitative with a descriptive approach. The results of this study include 1. The BLT-DD policy is fully supported by all levels of government; 2. BLT-DD is direct cash assistance from the Village Fund sourced from the State Revenue and Expenditure Budget (APBN); 3. BLT-DD recipients are non-beneficiaries of Social Service assistance, Micro, middle-class Enterprises, and other assistance that are not from BLT-DD; 4. There are still BLT-DD recipients who are not yet on target; and 5. There was a crowd of villagers receiving BLT-DD at the Kepahiang branch of the National Bank of Indonesia (BNI).

Abstract

This study aims to determine and analyze the professionalism of employees and their obstacles in the service of taxpayers at the Office of the Regional Tax and Retribution Management Agency of North Sumatra Province UPT PPD Sidikalang. In order to answer and find solutions to problems, this research will use qualitative research methods. With this qualitative approach, the researcher went directly to the field to examine the object of his study and held direct interaction with the community aimed at obtaining in-depth information about the Analysis of Employee Professionalism in Licensing Services at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang. The results of the study found that employees at the Office of the Regional Tax and Levy Management Agency of North Sumatra Province UPT PPD Sidikalang were still less professional in taxpayer services so they were less supportive of community activities. Factors constraining the professionalism of employees at the agency are employees at the agency doing more dominant work because they want to get a big income, taking the opportunity to commit violations if there is a possibility that their superiors don't know it, employees are not fully aware that the image of the agency is attached to each and most of the employees are not aware of it. willing to listen to public complaints outside of working hours, even though during working hours the employee also seems to be always busy so there is very little opportunity for the community to submit their complaints.

Abstract

This study aims to determine what steps aretaken by the Independent Election Commission (KIP) of Pidie Regency in increasing the level of marginal voter participation.  And want to know what strategy the Independent Election Commission (KIP) of Pidie Regency has done in increasing the level of marginal voter participation.  The research method used in this study is a qualitative research method with a descriptive approach.  The theory used in this research is political participation theory, election theory and strategy theory.  Where from the results of his research, it was obtained that the low level of marginal voter participation was caused by several factors, including (1) apathy, (2) lack of understanding and education on elections (3) candidates who were carried out were not in line with expectations (4) there was a promise  politics that are not fulfilled (5) prioritize daily needs, (6) there is no change and improvement in every election implementation.  Actors that can increase voter participation are community leaders, religious leaders or elders in the gampong area.  And the strategy taken by the Independent Election Commission (KIP) of Pidie Regency in increasing the participation rate of marginal voters is to increase socialization activities to the maximum and massively by involving democratic volunteers.

Abstract

Digitalization is an important need, during the pandemic there is an increase in consumer demand for e-commerce, digital literacy, and delivery requests. This is felt in the Micro, Small and Medium Enterprises of food and beverages through the increasing demand for take away, delivery, and e-commerce sales. The understanding of Micro, Small and Medium Enterprises actors on technology, limited online marketing, production processes, and online market access are still considered not optimal enough. On the other hand, consumers feel insecure in conducting digital transactions. The production sector must foster awareness and build a framework of thinking on business strategies in e-commerce, namely producing competitive products, targeted promotions and creativity in product delivery, while management must provide knowledge of e-commerce law. , regarding trademark protection, electronic payments, obligations and responsibilities of e-commerce actors. The conclusion that the authors get is that the evaluation of the strategy of the Micro, Small and Medium Enterprises of the Indonesian Indigenous Entrepreneurs Association in e-commerce is that there is no proper e-commerce business strategy for Micro, Small, and Medium Enterprises which results in problems or obstacles in supporting business digitization. Abstract

This research was conducted by the author entitled "Implementation of Smart Economy in Empowering Small and Medium Industries of Kediri City Towards Smart City". The purpose of this study is to analyze how the implementation of a smart city in empowering small and medium industries in the city of Kediri towards a smart city. This is done because the City of Kediri has potential in the industrial sector, as well as many other potentials such as tourism, and typical Kediri products such as tofu and woven fabrics. The author uses a policy implementation model that can affect the success of implementation according to Van Metter and Van Horn. The type of research used is descriptive research with a qualitative approach. The results of this study, the government of the City of Kediri has implemented the smart economy in empowering small and medium industries, it is well seen that there are many business actors who are on-boarding in digital marketing, and there are many programs, trainings, and workshops conducted by the government of the City of Kediri to the public. businessmen. This study concludes that the implementation of the smart economy in empowering small and medium industries has been going well, but there are still obstacles, one of which is the limited budget, because the focus of the budget is on health issues.

Abstract

The purpose of this study is to describe the institutions of Village-Owned Enterprises in South Buton Regency. This research is important to do because there are several problems including the application of rules and management of Village-Owned Enterprises that are not appropriate and lack of internal control. The research design used was qualitative with a descriptive approach. Data were collected using observation techniques, interviews and also through document review. The data were analyzed using an interactive model. The results of this study reveal that the implementation of village-owned enterprises in South Buton Regency is limited with various problems. From the regulatory aspect, it has been based on rules such as village regulations, management decrees and AD/ART, but there are some villages that are constrained by legalization due to internal problems. Meanwhile, from the normative aspect, the evaluation form and the accountability model for the management of Village-Owned Enterprises have not been carried out properly because there are still unaccountable management reports. However, there are several efforts by the Village Community Empowerment Service (DPMD) along with Community Empowerment Experts to help overcome finding solutions. As a result, one of the villages, namely Lampanairi village, succeeded in encouraging the role of its Village-Owned Enterprises and became a driving force for the community's economy and was part of 125 villages that received the title of Brilliant Village in the category of economic business development village in the midst of the Covid 19 pandemic.

Abstract

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Abstract

So the formulation of the problem is how is the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency along with strategies to improve the performance of these public services? And what are the obstacles to the performance of public services at the Lima Puluh Subdistrict Office of Batu Bara Regency? This type of research uses a descriptive qualitative approach. With data collection techniques in the form of interviews, documentation, and observation. The results of the study refer to the theory of Agus Dwiyanto (1995:45) namely output, efficiency, and effectiveness. So the output of service facilities at the Lima Puluh Subdistrict Office of Batu Bara Regency in terms of facilities and infrastructure to the community is not good enough. As well as the output in terms of services for managing business permits and building permits to the community has also not gone well. In terms of efficient service, the time for processing business permits and building permits has not been fully implemented to the community. This is because it is not in accordance with the Standard Operating Procedure (SOP). In terms of the effectiveness of the service of business licenses and building permits carried out at the Lima Puluh Subdistrict Office of Batu Bara Regency related to service terms and procedures, it can be said that it has not been effective.

Abstract

The formulation of the problem in this study is How is the service quality of the Office of Investment and One Stop Integrated Services in Batu Bara Regency in managing permits to the community?. And What are the obstacles for the Batu Bara Regency Investment and One Stop Service Office in obtaining permits to the public? The method used in this study is a qualitative research, with data collection instruments are interviews, documentation, and observation. While the data analysis used descriptive analysis. The results showed that the quality of public services at the Investment and One Stop Service Office of Batu Bara Regency refers to the theory of Parasuraman, Zeithaml, and Berry (Parasuraman, 1988), namely: public services that are in poor or unsatisfactory. In terms of reliability, the Office of Investment and One Stop Integrated Services of Batu Bara Regency is not yet classified as good. In providing service, the time is quite long. The technical team is not in place because the technical team also holds other positions. However, the physical evidence (tangibles), reliability (reability), responsiveness (responsiveness), assurance (assurance) and empathy can be said to be good. The service barrier at the Investment and One Stop Service Office of Batu Bara Regency is technological failure. Not all permits can be accessed by the public. Like building permits. In practice, it has not been implemented optimally. And limited resources. This is because the technical team is not in place, and concurrently with other positions, and is in their respective offices.
