Abstract

The purpose of this study was to analyze the effectiveness of the performance and constraints of the Civil Service Police Unit in controlling Street Vendors in Peureulak Market, East Aceh Regency. This study used descriptive qualitative method. The sample in this study amounted to 8 people. Data collection is obtained from interviews, documentation and observation. The results showed that the performance of the Civil Service Police Unit in controlling street vendors in the Peureulak Market in East Aceh Regency was through policing and socialization. Control is carried out in collaboration with various Local Government agencies ranging from the Office, Assets, to the Regent. The socialization was carried out as a Satpol PP function in addition to its main task of controlling, so that Satpol PP members had to be able to communicate well with street vendors. The municipal police conduct curbing if the street vendors do not accept the relocation offer from the DPP. Constraints experienced are Personnel Deficiencies, Fleet Weaknesses, and lack of Public Awareness

Abstract

The purpose of this study is to describe the supporting and inhibiting factors in the implementation of the Madani Prosperous Rice Program in Pematang Pasir Subdistrict, Teluk Nibung Subdistrict, Tanjungbalai City. This research method uses qualitative research with a descriptive-analytical approach. The results showed that the limited time at the planning stage caused the implementation of Madani Prosperous Rice program to be "forced". These time limitations also influence the success of the implementation of each stage and the overall program. In targeting, mistargeting was encountered, although at a relatively low level. This is indicated by the existence of non-poor households who are recipients of Madani Prosperous Rice (leakage) and the existence of poor households that have not yet become recipients (undercoverage). For future management concepts, a household census is collected to collect household socio-economic data, including demographic structure and household characteristics, which are then used as basic information to conduct discriminant analysis to separate poor and non-poor populations. In addition it is necessary to conduct trials through small-scale pilot which need to be continuously evaluated, before the program is run nationally. It is recommended that the government design other programs that can empower the poor, so that they are not too dependent on government assistance programs.

Abstract

Management of collection and management of motorized vehicle taxation is carried out in one office involving several related elements in its management. Motor vehicle tax collection carried out in one office is known as SAMSAT (One Roof Single Administration System), in which there is cooperation between the Indonesian National Police (POLRI) which has the function and authority in the field of registration and identification of motorized vehicles, Local Government in this case the Regional Tax and Retribution Management Agency in the field of motor vehicle tax collection (BBN-KB), PT. Jasa Raharja (Persero) which is authorized in the field of delivery of Road Traffic Accident Donations (SWDKLLJ). The results of this study indicate that the implementation of a one-stop single administration system in managing motor vehicle tax at the SAMSAT office in Mandailing Natal Regency viewed from the aspect of organizational structure, resources, communication and disposition in general has been good. In order to create professional services and satisfy SAMSAT taxpayers, Mandailing Natal District needs to conduct regular / regular coordination meetings so that periodic evaluations can also be carried out to make improvements to services provided from time to time.

Abstract

Tujuan penelitian ini adalah   menganalisis reliabilitas dan responsivitas Badan Penanggulangan Bencana Daerah (BPBD) dalam penanggulangan bencana kebakaran di Kabupaten Aceh Singkil. Bentuk penelitian yang digunakan adalah penelitian kualitatif yang bersifat deskriptif. Berdasarkan hasil penelitian dan pembahasan disimpulkan realibilitas dan responsivitas BPBD Kabupaten Aceh Singkil dalam penanggulangan kebakaran belum baik. Beberapa hal yang disarankan antara lain melakukan pelatihan bagi pegawai honor, menambahkan jumlah posko pemadam kebakaran, menjalin kerjasama dengan instansi lain terkait ketersediaan air serta lebih memperhatikan dan menanggapi keluhan masyarakat. Kendala umum yang sering dialami BPBD Kabupaten Aceh Singkil pada saat terjadi kebakaran adalah kesulitan dalam upaya penanganannya di lapangan diantaranya keterbatasan jumlah air dan sumber air di lokasi kebakaran, tidak tersedianya fasilitas pemadaman kebakaran di lingkungan dan pada bangunan, serta respon dari unit pemadam kebakaran yang kadang terlambat tiba di lokasi dikarenakan jauhnya jarak tempuh dan kondisi lalu lintas.

Abstract

The research objectives to be achieved are as follows: To find out how the Implementation, factors, efforts and obstacles of Government Regulation Number 53 of 2010 Concerning Discipline of Civil Servants in the Department of Youth, Sports and Tourism of Tanjungbalai City. Implementation of Government Regulation Number 53 Year 2010 Concerning Discipline of Civil Servants in the Youth, Sports and Tourism Office of Tanjungbalai City has not been carried out properly because there are still some Civil Servants who are not fully aware of even often violating existing regulations, even though, the official has held a socialization about this Government Regulation, but they also said that this Government Regulation was very helpful in improving the effective and efficient performance of civil servants in the Department of Youth, Sports and Tourism of Tanjungbalai City. The firmness of the Head of Service is not yet maximal so that there are still several employees in the Department of Youth, Sports and Tourism of the City of Tanjungbalai who are still not efficient in completing the assigned tasks and responsibilities.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan keberadaan badan usaha milik desa di Desa Mungkur Kecamatan Siempat Rube Kabupaten Pakpak Bharat sebagai penguatan ekonomi desa. Hal ini dikarenakan badan usaha milik desa ini adalah salah satu lembaga yang bergerak dibidang sosial dan ekonomi begitu juga sebagai penyedia layanan terhadap masyarakat desa utamanya mengenai bidang usaha. Pembentukan BUMDes di Desa Mungkur ini mengacu pada Peraturan Desa Mungkur Nomor 6 Tahun 2018 Tentang Badan Usaha Milik Desa. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif, dengan fokus penelitian Keberadaan Badan Usaha Milik Desa dalam pemberdayaan masyarakat meliputi pembentukan badan usaha milik desa, mekanisme,  bentuk usaha dan pengembangannya dan permodalan, kontribusi keberadaan badan usaha milik desa dalam penguatan ekonomi desa meliputi sumber sumber dana untuk peningkatan pendapatan desa, pemenuhan kebutuhan masyarakat dan pembangunan desa secara mandiri, faktor penghambat dan pendukung keberadaan badan usaha milik desa sebagai penguatan ekonomi desa. Unit-unit usaha yang dilaksanakan oleh BUMDes Desa Mungkur adalah pngelolaan air bersih dan sewa-menyewa peralatan pesta.

Abstract

The purpose of this study is to analyze SIMPATIKA implementation in the payment of Madrasah Teacher professional allowances and what are the obstacles in the implementation of SIMPATIKA, using qualitative methods. The informants of this study were the Apparatus of the Ministry of Religion of the City of Binjai, IT and Madrasah Teachers. The results showed that the Implementation of Information Systems and Management of Educators and Education Personnel (SIMPATIKA) in Madrasah Teacher Professional Allowance Payments in the Binjai City Ministry of Religion Office had not run optimally, this can be seen from several dimensions below: When viewed from the communication dimension, Submission of information from SIMPATIKA implementation is not done thoroughly and information is only done through social media. If viewed from the dimension of human resources in the implementation of SIMPATIKA in the Ministry of Religion of the City of Binjai, in the process of forming a decision letter is still done manually so that employees require a long time to recap the data and inadequate non-human resources in this application system in implementation SIMPATIKA. And experiencing some obstacles in the implementation of SIMPATIKA, namely the lack of staff / employees in the implementation of SIMPATIKA, and inadequate management information system (SIM) in the SIMPATIKA time / Schedule update process and the need to increase socialization that is considered less comprehensive for all Madrasah Teachers in the Binjai City Ministry of Religion.

Abstract

The problem of this research is how to implement Government Regulation Number 46 Year 2011 on the appraisal of civil service performance especially at the Regional Office of Ministry of Law and Human Rights of North Sumatera. This research has been conducted since December 2018 until January 2019and has taken place at the Regional Office of Ministry of Law and Human Rights of North Sumatera. The Qualitative descriptive method is used in this research. Observation, interviewing and documentation are as data collection of this research. The main interviewees are the head of division of administration, the head of general department, the head of sub staffing department and ten (10) employees from each division to obtain detailed according to the need of the writer. The result of this research describes the implementation of the appraisal of civil service performance, based on government regulation Number 46 Year 2011at the Regional Office of Ministry of Law and Human Rights of North Sumatera has been implemented well.  The role of four (4) factors to successful policy implementation such as: 1. Communication, 2. Resources, 3. Disposition, 4. Structure of the bureaucracy can be fulfilled although it has not been perfect. The civil servants that become the policy target of the appraisal of civil service performance do not have any difficulties to obtain the information of the appraisal of civil service performance. The existing information has given the certainty to the civil servants of the describing the performance target of civil.

Abstract

Tujuan penelitian ini adalah membahas Implementasi Program Percepatan Sertipikasi BMN Berupa Tanah di Kantor Wilayah Direktorat Jenderal Kekayaan Negara Sumatera Utara. Analisis data menggunakan teknik analisa deskriptif, dimana data-data dalam bentuk kualitatif khususnya dari wawancara. Pengumpulan data dilakukan dengan wawancarai langsung, melalui informan kunci secara mendalam. Dari hasil penelitian menunjukkan bahwa pelaksanaan kebijakan program percepatan sertifikasi BMN berupa tanah di Kantor Wilayah DJKN Sumatera Utara, dilihat dari empat aspek yaitu komunikasi, sumber daya, disposisi atau tingkah laku dan struktur birokrasi. Dalam proses komunikasi yang disampaikan aparatur dan petugas di lapangan belum berjalan dengan baik, dikarenakan sosialisasi terkait aplikasi SIMANTAP (Sistem Informasi Manajemen Pendataan Tanah Pemerintah) masih kurang/jarang dilakukan. Sumber daya di bidang Pengelolaan Kekayaan Negara secara kualitatif baik namun secara kuantitatif masih kurang jumlahnya terutama jika dibandingkan dengan jumlah layanan yang harus diberikan kepada satuan kerja. Disposisi di Kantor Wilayah DJKN Sumatera Utara dilaksanakan sesuai tugas pokok dan fungsinya masing-masing. Struktur Birokrasi di Kantor Wilayah DJKN Sumatera Utara berjalan sesuai dengan bidangnya masing-masing. Maka implementasi kebijakan program percepatan sertipikasi BMN berupa tanah di Kantor Wilayah DJKN Sumatera Utara secara umum berjalan cukup berhasil.

Abstract

This study aims to analyze the Service Quality of Providing Compensation for Victims of Road Traffic Accidents at the Office of PT. Jasa Raharja (Persero) Gunungsitoli. This type of research is descriptive with a qualitative approach, with research informants as Head of Raharja Gunungsitoli Services, Raharja Gunungsitoli Public Relations, Police Resort Public Relations of Nias Resort and the community / victims / heirs of victims of traffic accidents. In this research, a data analysis technique is used, which is a qualitative descriptive method. The results of this study indicate that the quality of traffic accident insurance services at PT. Jasa Raharja Persero Gunungsitoli, which is seen from 6 (dimensions), namely Transparency, Accountability, Conditional, Participation, Equal Rights, and Balance of Rights and Obligations, in general has been running well in accordance with existing provisions and service standards. Of the six dimensions, there is only one dimension that is still considered to be unfavorable, namely equality of rights and obligations. This can be seen from the services provided by PT. Jasa Raharja (Persero) takes precedence over major accidents compared to those affected by individual accidents.
