Abstract

Community Polling Activities in 2019 focus on the theme of smart city. The purpose of this activity is to obtain studies and recommendations on the results of research and studies as material for policy making. The purpose of this activity is to find out people's perceptions about the application of smart city in Magelang Municipality. The method used in this activity is direct observation to the people of Magelang Municipality, namely through interviews and semi-open questionnaires, using google form as a means of collecting respondent data. The results of the poll showed that the majority of respondents thought that the problems in the Magelang Muncipality could be overcome by utilizing information technology applications. This shows that the use of the Internet of Things (IoT) is a must to help the application of smart city. There are several problems identified in Magelang Municipality, namely: Public Transportation; Parking; Information on City Government Events/Activities; Licensin/Legality; Urban planning; University Information; Cleanliness of Public Facilities; Tourism spot; Hotel/Lodging; City/Disaster Security; Health, Environmental Sanitation; and Human Resources (HR)/Job Vacancy Information. The main problem that is desired to be overcome is public transportation (99.78%). The conclusion from the implementation of this activity is that public services in the Magelang Municipality are complete and numerous, but they have not been able to provide maximum services because they have not been integrated between the Regional Device Organization, making coordination difficult, almost all problems in the Magelang Municipality are considered to be resolved with the help of IT. Recommendations that can be followed up by the Magelang Municipality Government are the socialization to the people of Magelang Municipality for the introduction and development of smart cities, making a big data development scheme, and the introduction of the "Magelang Cerdas" application to the community as well as an appeal to enter personal data in the application (for example mobile number and NIK) for the development of big data.

Abstract

The Local Cultural Analysis Activity of the Magelang Municipality (Focus on Cultural Heritage) intends to obtain a study of the potential and problems of cultural heritage based on public opinion, analyze, and recommend measures of protection. While the purpose of this activity is to get a picture of the potential of cultural heritage in the Magelang Municipality, explore perceptions / understandings of opinions from various parties, physically and accessories of buildings / areas according to the style at the time of his style, analyze potential opportunities and threats related preservation of cultural heritage, and provide alternative cultural heritage recommendations as a reference policy and necessary steps. The method used in this research is a quantitative. The quantitative approach is carried out through scoring on ancient or historic buildings. From this study ten buildings have been identified as Cultural Heritage, namely Dapur Umum Tulung, Tugu Jam Alun-alun, Mbah Dudo's Tomb, Van der Steur's Tomb, House of dr. Setyati Pranantyo, Lumpang Mantyasih Site, Badaan Area, Poncol Area, Gunung Tidar Tombs, and Japanese Bunkers. Recommendations from this study include namely aspects of protection (rescue, security, maintenance, restoration).

Abstract

Sister city is a formal understanding agreement made between two cities, which have something in common, which is set forth in a memorandum of understanding, to establish cooperation in various fields. Judging from past history, demographic conditions, social culture, and economic performance, Magelang Municipality and Breda Municipality have many similarities, namely as a City of Military Education, City of Students and Culture, City of Industry and City of Services. This similarity raises the potential for cooperation in the sister city program with the main objective of sustainable development of human, economic, socio-cultural and environmental resources. To achieve these objectives, there are 5 (five) priority programs proposed, namely urban planning, management and construction, vocational education in tourism, water and renewable energy engineering, promotion of cities and regions, and military education cooperation. Some strategic steps, starting from planning and implementation, and the control mechanism and sister city scheme are proposed in this paper as consideration for Magelang Municipality in implementing the program.

Abstract

The higher the level of competitiveness of an area, the higher the level of community welfare. Each region has a different response in mitigating the impact of globalization at this time. The readiness of regions in responding to global challenges will greatly determine the bargaining position of each region in the arena of increasingly fierce global competition. Therefore, writing this article aims to analyze the Regional Competitiveness Index (IDSD) of Magelang Municipality in 2020 as a form of mitigating the impact of globalization. The method developed in writing this article is a descriptive qualitative index value that has been measured by the Ministry of Research and Technology / National Agency for Research and Technology. The findings of this study indicate that the enabling environment is the strongest aspect and the market aspect is the weakest. Furthermore, the results of the mapping of the regional competitiveness index and analysis of its results can be used as a reference in making regional development policies.

Abstract

In accordance with the mandate of Law No.6 of 2014, the formation of Village-Owned Enterprises (BUMDES) is intended to encourage or accommodate all activities to increase community income, both those that develop according to local customs and culture, as well as economic activities that are submitted to be managed by the community. through Government and Local Government programs or projects. As a village business, the establishment of BUMDES is expected to be able to utilize all the potential of the village community in terms of the economy, natural resources and human resources. The establishment of BUMDES in villages is able to absorb village workers, open up productive economic business opportunities, build business networks, improve the welfare of rural communities, and contribute to Village Original Income (PADes). BUMDES is one of the important economic forces owned by the village in the midst of the entry of various national and international business forces. Even during the Covid-19 pandemic, BUMDES became one of the institutions in the village that played an important role in supporting the sustainability of the village economy. BUMDES is expected to become a "populist economic base" and strengthen village government finances through productive economic business activities in rural communities and contribute to village economic empowerment.

Abstract

Research has been proven in developed countries that play an important role in regional development, so that in Indonesia is needed useful research. During the research in Indonesia, including in Magelang Municipality was carried out. This study aim to know the right strategi for the increasing the effect of monitoring and evaluation from the study program in Balitbang on Magelang Municipality. Population is are research conducted in the Magelang Municipality in 2017-2019 with a sample of research in Magelang Municipality in 2019. The process of analysis focused on strengths, opportunities, obtacles, and challenges faced in the process of monitoring and evaluating research and research effectiveness in Magelang Municipality. The results showed that the research conducted in Magelang Municipality still had obstacles, it is disobedience to the rules that had been applied in the evaluation monitoring process, so that commitment from relevant stakeholders was needed.

Abstract

This study has several objectives, one of which is to analyze the results of the Employment Development Index in the area of Central Java Province. It also wants to provide an overview of the current labor conditions in Central Java as a reference for the determination of policies that will be applied next time. The method used in this research process is a descriptive qualitative analysis method, namely by analyzing the workforce based on the main employment and status of the main job; level of education; level of productivity; etc. Based on the results of the research, the proposed program plan is about increasing the welfare of the community which will ultimately be in line with the increase in the Employment Development Index.

Abstract

This study aims to analyze the implementation of Basic Competency Selection (SKD) in the recruitment of Prospective Civil Servants (CPNS) in 2019 with the Computer Assisted Test (CAT) system in the Magelang City Civil Service Education and Training Agency in 2020. This study is included in the type of qualitative research with descriptive methods in which descriptive research describes the object under study based on existing facts. Data sources from this research are primary data and secondary data. The results showed that the implementation of the Basic Competency Selection (SKD) for the Formation of Civil Servants in 2019 at the Magelang City Employment Education and Training Agency in 2020 went smoothly in accordance with the provisions.

Abstract

Corona Virus Disease (Covid-19) which is designated as a National Non-Natural Disaster, has various consequences in its handling. This article aims to discuss two things. First, why did local government not follow up on policies to handle Covis-19 with local regulation as legacy of regional policies. Second, how is the role of local legal products as Social Engineering. With statute approaches and conceptual approaches as the instrument of the analysis, this article argues that local legal products based on regulations or provisions are crucial in the effort to legalize local government policies in handling Covid-19. The public participation in policy formation also essential to reduce the conflicts if interest and be implementative.

Abstract

The issuance of Law Number 11 of 2020 concerning Job Creation has broad implications in various fields/fields, one of which is in the field of determining Regional Spatial Plans in Regencies/Cities. The a quo Law centralizes the policy on the Determination of Regional Spatial Plans in Regencies/Cities. This article addresses three main issues. First, how is the authority of the Regional Government in making arrangements related to the Regency/City Regional Spatial Planning. Second, why centralization is carried out in the determination of Regency/City Regional Spatial Plans. Third, how is the existence of DPRD in implementing the legislative function in determining the Regency/City Spatial Planning. The provisions contained in Law Number 11 of 2020 have an impact on the legislative function of the DPRD which is experiencing degradation. This article uses a normative research method with a conceptual approach and a statutory approach. With the existence of this work copyright law, the regulatory authority has become centralized, although the regions are still given several roles and authorities.
