Abstract

Covid 19 Pandemic has changed the new practice of civil servants’ work system. It changed the work system from work from office to work from home, direct supervision to indirect supervision. This situation provokes further question of how the civil servants maintain their work performance and discipline. The objective of the study is to describe the practice of work performance and discipline during the implementation of work from home policy. For that purpose, we carried out a qualitative descriptive study and gathering the data by conducting interview, survey and observation. The findings showed that work discipline during the implementation of work from home policy were not optimally practiced, meanwhile the work performances were quiet good. In addition, this study indicated that the civil servants performances were more optimal during working from office. Thus we conclude that monitoring and evaluation are needed to enhance the work performance and discipline of civil servants in this situation.

Abstract

The development of toll road and airport transportation infrastructure is considered to have a strategic role in efforts to improve the local economy. The Magelang Municipality area is a strategic place in the construction of the Bawen-Yogyakarta toll road infrastructure and the construction of the Yogyakarta International Airport (YIA). The construction of a toll road with a toll exit located in the city of Magelang and the presence of an airport whose area is adjacent to Magelang Municipality opens up opportunities for the people of Magelang Municipality to get direct and indirect impacts that can improve welfare. This study aims to analyze the strategy of the Magelang Municipality government in dealing with the infrastructure development of the Bawen-Yogyakarta toll road and Yogyakarta International Airport (YIA) so that it can have an impact on improving the welfare of the people of Magelang Municipality. This study resulted in recommendations, namely: the need for a grand design of exit toll development that accommodates the interests of the community, initiation of the Community-Based Economic Development (CBED) program to empower the community by forming several cluster centers or MSME villages, as well as increasing the role of ABGC (Academic, Business-Governmental). – community).

Abstract

Currently the condition of Magelang Muncipality is said to be a "waste emergency" considering the rate of waste production (waste volume) which continues to increase every year is inversely proportional to the rate of waste reduction programs and the decreasing capacity of TPSA. At the upstream level, various waste reduction program efforts have been carried out by the Magelang Municipality Government, including the Waste Bank program, Organic Village, Reduce, Reuse and Recycle Waste Disposal Sites (TPS3R), and Integrated Waste Processing Sites (TPST) which have been carried out since 2012 was only able to reduce waste generation by 9.3% of the total waste generated. The main problem of waste management in Magelang Municipality lies in limited land. Therefore, it is necessary to study the efforts that will be developed as far as possible that do not require a large area of ​​land but can produce optimal waste management. In addition, these efforts involve various parties, especially those that focus on community empowerment. This research uses desk research method. The results of the study explain that waste management is not only the duty and responsibility of the Regional Government but also the duty and responsibility of the community. The role of various parties, including local governments, stakeholders, and most importantly the community, is the largest producer of waste. Hereinafter known as community-based waste management or Community Based Solid Waste Management (CBSMW). CBSMW is a waste management system that is planned, compiled, operated, managed, and owned by the community. The goal is to create community independence in maintaining environmental cleanliness through environmentally friendly waste management. The principles of CBSMW are community participation, independence, efficiency, environmental protection, and integration.

Abstract

The purpose of the preparation of this policy text is to identify the factors that cause the 2015-2018 period of 2015-2018 less than optimal performance of the Magelang City of a Million Flowers (MKSB) program. MKSB is a slogan that supports the branding of Magelang City. This program has been implemented for two periods, namely the period 2012-2015 and the period 2015-2018. Evaluation results from various sources indicate that the quality of human resources for implementing the MKSB program and community participation in supporting the program is still low. After conducting a study, it was shown that the 2 obstacles were caused, among others, by the low participation of the community to support the program, so that the community might not feel they belonged to this program which had an effect on low awareness. Therefore, solutions are offered through more targeted community empowerment, the formation of industrial clusters, and the formation of flower clusters.

Abstract

This research aims to determine the causes of jobless growth in Magelang Municipality in 2016 and provide solutions if the same problem occurs in the future. This research was conducted in an exploratory manner using qualitative analysis techniques. The data needed in this study were obtained from the results of FGDs with related agencies in Magelang Municipality and from the results of literature searches on the internet. The results showed that jobless growth in Magelang Municipality tends to be caused by economic growth in Magelang Municipality which is biased towards certain sectors. Investment spending made in certain sectors has not been able to provide a multiplier effect to create new jobs, as well as increase output and income in other business fields in Magelang Municipality. The solution to the problem of jobless growth, for example, the Magelang Municipality Government and stakeholders need to develop a city business development plan that is complementary between business fields.

Abstract

Identifying leading sectors is important, especially in determining future economic development strategies. Therefore, this study was conducted in order to improve the economic competitiveness of Magelang City as the vision that stated in RPJPD Magelang City 2005-2025 with redaction “Magelang as a service city that cultured, advanced and competitive in civil society”. The methods used is a combined analyst of static and dynamic Location Quotient (LQ), Shift-share, Growth Ratio Model (MRP), Overlay, and Klasssen Typology. The results showed that 4 (four) sectors are classified into advanced and rapidly growing sectors: electricity, gas and water supply; transportation and warehousing; Mandatory government administration, defense, and compulsory social security; and Educational services. Economic development strategies to improve the economic competitiveness of Magelang city can bedone in short, medium, and long term.

Abstract

As a developing country, Indonesia has not been separated from the problem of poverty. Central Java is one of the provinces in Indonesia that has a high number of poor people in Indonesia. Even poverty in Central Java is still a strategic issue that cannot be completely resolved. This study was conducted with the aim of knowing the effect of the output of the agricultural sector, manufacturing industry, and the tourism sector on the number of poor people in Central Java in 2016-2020. This study uses secondary data using a panel regression model. The results of this study indicate that (1) the agricultural sector has a negative and significant effect on poverty in Central Java, (2) the manufacturing sector has an insignificant negative effect on poverty in Central Java, (3) the tourism sector has a negative and insignificant effect on poverty in Central Java, (4) the agricultural sector, the manufacturing sector, and the tourism sector together have a significant influence on poverty in Central Java in 2016-2020.

Abstract

The case of COVID-19 has spread among civil servants in Magelang City. The presence of comorbidities can aggravate the condition so that it can cause death. The social determinants and behavior of CERDIK are one of the factors that can prevent non-communicable or comorbid diseases. The purpose of this study was to see the relationship between social determinants and CERDIK behavior in civil servants on the incidence of comorbidities to handling the covid 19 pandemic in Magelang City. The research method used an explanatory mix method study with a sample of 287 civil servants. Samples were taken by accidental sampling method. Respondents who experienced Non-Communicable Diseases (NCD) were 20.9% with the most common type of NCD, that is hypertension at 7.32%. Respondents who do not have regular health checks, who have smoking behavior, do not consume vegetables and fruit, never do physical activity, lack rest and stress of having NCD. The most dominant variable influencing the incidence of NCD in respondents is the age variable. The existence of NCD and risk factors for NCD events can exacerbate the incidence of other diseases, including the presence of COVID-19 cases, so treatment for NCD is needed through Posbindu at the institutional level.

Abstract

City Park is a form of Urban Green Open Space (RTHKP), is a demand for each region in Indonesia to provide public green open space of 20% of the total area. Based on the Regulation of the Minister of Public Works Number 05/PRT/M/2021 concerning Guidelines for Provision and Utilization of Green Open Spaces in Urban Areas, it is stated that Green Open Spaces have Ecological, Socio-Cultural, Economic and Aesthetic functions. The problem at this time is that the use of parks is not optimal in accordance with their ideal functions so that it requires an initiation from the Government in order to maximize the use of this Public Open Space to improve the Quality of Life of the Community and the Welfare of the People in Urban Areas through increasing economic and socio-cultural functions in accordance with the Guidelines. Abstract

This research has to analyze the factors that affect the welfare of the people in the districts / cities of the Special Region of Yogyakarta (DIY) measured by using the Human Development Index (HDI). In this study, quantitative research methods were used using panel data regression analysis of the fixed effects model (FEM) with the Generalized Least Square (GLS) method. The results showed that the variables of income disparity and TPT (Open Unemployment Rate) did not significantly influence the welfare of the people in districts / cities of the Province of D.I. Yogyakarta. Non-food Expenditure Variables and Economic Growth have a significant effect on the welfare of the community in the district / city of Province D.I. Yogyakarta in 2015-2020.
