Abstract

The purpose of this research is: (1) find out and analyze the evaluation of Village Government cooperation and BPD in the village development planning process in the Pinolsian District, South Bolaang Mongondow Regency. (2) find out and analyze the factors that determine the cooperation between the Village Government and BPD in the village development planning process in the Pinolsian District, South Bolaang Mongondow Regency. This research is qualitative research with a qualitative descriptive case study approach to study, analyze, and decrypt. Research result: (1) Preparation and stipulation of Village RPJM (Reviving the Village Medium-Term Development Plan) of all villages in Pinolosian District on time; (2) The preparation and stipulation of the Village RKP 2019 for all villages in the Pinolosian District was not on time; (3) The preparation and stipulation of the Village APB 2019 for all villages in the Pinolosian District was not on time; (4) Agreement between the Village Government and the BPD regarding the 2019 Ranperdes Village APB for all villages in the Pinolosian District was not on time; (5) The Village APB 2019 determination for all villages in the Pinolosian District was not on time; There are 7 (seven) villages for which the village APB determination is not following Permendagri 20/2018; (7) The factors that determine the cooperation between the Village Government and the BPD in the village development planning process, namely: Policy, Budget, Human Resources, Facilities, and Infrastructure, and Communication.

Abstract

The present study aims to: (1) determine the evaluation of the implementation of the performance accountability system in the assembly of Pohuwato Regency. (2) Determine the supporting and inhibiting factors of the implementation of the performance accountability system in the assembly of Pohuwato Regency. This study used a qualitative descriptive approach through observation, in-depth interviews and documentation in collecting the data. Moreover, the data analysis technique was carried out through three stages namely data reduction, data presentation, and conclusion. As the results, the current study shows that: 1) the evaluation of the implementation of the performance accountability system in the assembly of Pohuwato Regency has not been going well. It can be seen from three aspects. First, planning.The formulation does not involve the sections and sub-sections. Each stage is not accompanied by supporting documents and is not published on the official website. Second, the process of monitoring and observing which is the implementation of its main tasks and functions has not been implemented optimally, therefore, the agreed performance targets have not been used to measure the success of achieving performance. Third, evaluation indicating that the performance indicators that do not fully meet the SMART criteria, weak monitoring, and no action plan document, no SOP work mechanism and data improvement. 2). in implementing the performance accountability system in the assembly of Pohuwato Regency, there are 2 supporting factors, namely infrastructure and budget. However, there are three inhibiting factors, namely leadership, where the low and middle managers tend to ignore the aspects of administrative responsibility. In addition, the leading Managers also lack focus and consistency in monitoring the implementation of the performance accountability system. In relation to human resources, most of the quality and understanding of civil servants on their main duties and functions are still low and they are not responsible for the assigned task. Management Control Methods and Policies have not been implemented a hierarchical system or procedure. There is no SOP including performance data management, so in general, the work system has not been distributed properly and evenly.

Abstract

The current study aims: 1) to evaluate the competence of civil servants in the Regional Secretariat of Pohuwato Regency; 2) to find out the efforts made by the Regional Secretariat of Pohuwato Regency in increasing the competence of civil servants. This research is a qualitative research with a descriptive-explanatory case study approach, which is to examine, analyze and describe. The results of the study: 1) the competence of civil servants in the Regional Secretariat of Pohuwato Regency is not sufficient, especially the knowledge of civil servants at the staff level. This can be seen from the aspect of knowledge of the dimensions of education, experience and interest in the main tasks and functions, which are still low, the skills in the dimensions of skills, personality and training are still very low with the percentage of skills only around 70%, mastery and use of technology in implementing their main tasks and functions during the Covid-19 pandemic. Attitude aspects, civil servants' discipline is still low, lack of responsibility for the main duties and functions, tolerance in carrying out tasks is still low and civil servants' lack of confidence in carrying out their duties; 2) efforts to improve the competence of civil servants at the Regional Secretariat of Pohuwato Regency by implementing Civil Service administration planning and developing the quality of civil servants, managing information systems on line with BKN, the Pavilion System. civil servants' performance accountability and supervision in the form of application of rewards and punishments through TPP and imposing sanctions according to the level of errors committed by civil servants

Abstract

This study aims to: 1) Know and analyze the teacher performance appraisal system in improving teacher performance in Limboto District;2) Knowing and analyzing the factors that determine the success of the teacher performance appraisal system in improving teacher performance in Limboto District. The method used in this research is descriptive qualitative method. The research subjects were junior high school teachers in Limboto District, Gorontalo District. This research technique is observation, interview and documentation, namely primary data (data directly obtained from the source, through interviews) and secondary data (data obtained indirectly from the source, through documents or written notes). The data analysis technique used in this study was the interactive analysis model from Milles and Huberman. The data validity test includes credibility, transferability, dependability, and confirmability tests. The conclusion of this research is that the Teacher Performance Assessment System used will be very practical if it is supported by the internet network. As for schools that are not connected to the network, they can carry out input in areas that have a network. In addition, this application is very easy to use, the use process is light because there are not many features and is very simple to use, so that it can improve the performance of teachers in Limboto District.

Abstract

This research was conducted with the aim of: 1) knowing and analyzing the strategy for improving the quality of services at Otanaha Hospital; 2) to identify and analyze the factors that determine the strategy for improving the quality of services at the Otanaha Hospital. This study uses a descriptive qualitative approach with data collection techniques through observation and interviews and documentation. 9 informants included: KTU representing Directors, Doctors and Nurses, who are at the Otanaha Regional General Hospital, this research was conducted from June to July 2020. The results showed that: 1) the strategy to improve the quality of services at Otanaha Hospital only applies two strategies, namely the organizational strategy and the program strategy that emphasizes the vision aspects of the hospital; 2) factors that determine the improvement of service quality at the Otanaha Regional Hospital include the lack of human resources in terms of quality and quantity, limited facilities and infrastructure that are not yet as planned. It is recommended: 1) the hospital continues to strive to develop human resources through training or technical guidance; 2) it is necessary to increase and develop facilities and infrastructure for the realization of the expected service quality.

Abstract

This study is carried out with the aim of analysing exploration and describing things related to rural funding policy in improving the implementation of rural infrastructure development. This study uses a descriptive type of qualitative approach. The focus of research is knowledge, skills, behavior. Research has shown that the evaluation of ADD policy in improving the implementation of SDM infrastructure development, accounting, and public participation are still not optimal in line with its definition. The impediment to ADD policy implementation is in terms of data accessibility, government rules, and communication and planning synchronisation. It is suggested that the village government should further optimise ADD policies to improve the quality of village sdm, energy operators, improve public certification, and accountability reports and access through any media. and the village government had to propose an increase in the ADD budget so that rural infrastructure could continue to play a role in improving public security.

Abstract

The purpose of this research is: 1) to find out and analyze the Evaluation of teacher’s pedagogical competence in improving education quality at the Education and Culture Office of Bolaang Mongondow Utara Regency; 2) to find out and analyze the factors that affect teacher’s pedagogical competence in improving education quality at the Education and Culture Office of Bolaang Mongondow Utara Regency. This research uses a descriptive approach through qualitative research methods. The results showed that: 1) teacher’s pedagogical competence in improving education quality at the Education and Culture Office of Bolaang Mongondow Utara Regency is good, however, several indicators need improvement; 2) the factors that influence the pedagogical competence of PAUD teachers are individual and environmental factors.

Abstract

Management capacity building requires an effective approach in improving Tourist management practices in the region. This research aims to explain the implementation of a top-down approach in the program for Tourist destination managers and the level of its effectiveness in Boalemo Regency. This research is conducted by using descriptive evaluative design trough qualitative and quantitative approaches. The results showed that the top-down approach provided a low level space of participation for participants because the program was designed, directed and controlled from top side. This approach has proven only effective in the process of program implementation, but less effective at the follow-up stage caused by relevance of material, participants, capacity and authority

Abstract

This research is descriptive quantitative and aims to determine and analyze (1) the influence of leadership style on job satisfaction of the State Civil Apparatus (ASN) at the Regional Secretariat of Gorontalo Regency; (2) The effect of work motivation on job satisfaction of State Civil Apparatus (ASN) at the Regional Secretariat of Gorontalo Regency; (3) The influence of leadership style, work motivation on job satisfaction of State Civil Apparatus (ASN) at the Regional Secretariat of Gorontalo Regency. provides opportunities for employees to advance, work motivation has an influence weak but positive on employee job satisfaction by 0.147 or 14.7 percent, due to lack of opportunities for advancement, low job performance, lack of responsibility; (3) Leadership style (X1) and work motivation (X2) simultaneously have a strong and positive influence on job satisfaction (Y). It is suggested that participative leadership style is needed effectively for its employees, considering that this variable has a strong influence on employee job satisfaction.
