Abstract

This article examines COVID-19 and the level of trust of the Indonesian people in the good governance of the Jokowi’s administration related to the government’s slow response at the start of this pandemic. Differences in statements from several government officials regarding the existence of COVID-19 had caused the level of public trust in Jokowi’s administration to decline. Jokowi’s programs covering maritime, infrastructure, bureaucracy, cooperation, were delayed due to COVID-19. This will be a problem for Indonesia if it is not supported by public trust. The author will analyze based on the concept of good governance and how the level of Indonesian public trust in the good governance of the Jokowi administration during COVID-19. The used research method is qualitative with secondary data sources from various literature regarding the good governance of Jokowi’s administration. This study also uses tracking media, which data is taken from the news websites and social media regarding the Indonesian public’s response to the good governance of Jokowi’s administration during the pandemic. From media tracking, the results can be seen how the level of public trust in Jokowi’s good governance before and after COVID-19.

Abstract

Pemerintah Indonesia menggunakan Rencana Kerja Pemerintah (RKP) sebagai acuan dalam proses  penyusunan program dan anggaran di Kementerian/Lembaga (K/L). RKP berupa Daftar Isian  Pelaksanaan Anggaran (DIPA) telah ditetapkan 1 (satu) tahun sebelum pelaksanaan tahun anggaran.  Hal ini menjadi persoalan ketika Pandemi COVID-19 terjadi ditengah tahun anggaran berjalan pada  tahun 2020 karena belum adanya alokasi program dan anggaran yang mendukung penanganan pandemi.  Untuk mengatasi masalah tersebut, pemerintah telah mengeluarkan peraturan yang memungkinkan K/L  untuk melakukan pergeseran anggaran antar fungsi dan/atau antar program. Pemerintah Indonesia  melalui Kemenristek/Badan Riset dan Inovasi Nasional (BRIN) menugaskan Badan Pengkajian dan  Penerapan Teknologi (BPPT) sebagai koordinator percepatan pengembangan produk dalam negeri  dalam penanganan pandemi. Dalam rangka menindaklanjuti penugasan tersebut, BPPT telah  melakukan realokasi perencanaan program dan anggaran tahun 2020 dan tahun 2021. Realokasi  program dan anggaran tersebut tidak hanya memungkinkan unit kerja untuk menyusun kegiatan baru  pada tahun anggaran berjalan tapi juga dapat mengakomodir pembentukan Task Force Research and  Innovation Technology COVID-19 (TFRIC-19) untuk mendukung penanggulangan pandemic dengan  produk inovasi. Dengan skema realokasi tersebut, banyak produk inovasi yang dihasilkan dalam waktu  singkat yaitu Ventilator ICU, supplement whole Beta, Rapid Diagnostic Test, Mobile Lab BSL-2,  mobile hand washer, dll. Produk-produk tersebut telah terbukti dimanfaatkan oleh masyarakat  Indonesia untuk memerangi penyebaran COVID-19 melalui 3T (testing, tracing dan treatment). The Government of Indonesia issues a government work plan (RKP) as a guideline for the ministries  and institutions (K/L) in carrying out the program and budget planning. The RKP has been designated  as a Budget Implementation Checklist 1 (one) year prior to the current fiscal year. However, the  government face the problem when the COVID-19 has become a pandemic in the middle of the current  fiscal year 2020 because there was no budget allocation to support pandemic handling and recovery.  To overcome this problem, the government has issued a regulation that allows K/L to carry out budget  shifts between functions and / or between programs. The Government of Indonesia through the Ministry  of Research and Technology / National Research and Innovation Agency (BRIN) has assigned the  Agency for the Assessment and Application of Technology (BPPT) as the coordinator the local products  development acceleration for handling the pandemic. In order to follow up this regulation, BPPT has  reallocated budget and work plan in fiscal year 2020 and 2021. The budget reallocation scenario has  allowed each research centres in BPPT not only to proposed and to created new projects in the current  fiscal year, but also was able to accommodate the establishment of the COVID-19 Task Force Research  and Innovation Technology program (TFRIC-19) to support Indonesia’s pandemic countermeasure by  innovation products. This reallocation scheme has produced a lot of innovative products successfully  in a short time, such as ICU Ventilator, whole Beta supplement, Rapid Diagnostic Test, Mobile Lab  BSL-2, mobile hand washer, etc. The innovation products have been utilized by the community to fight  the spread of COVID-19 through testing, tracing and treatment.

Abstract

Pajak sebagai sumber pendanaan bagi pembangunan tidak mudah untuk dikelola terutama di negara berkembang. Instumen kebijakan yang digulirkan untuk mendorong kepatuhan pajak terkendala masalah perilaku wajib pajak. Kompleksitas kepatuhan pajak dan dampak pandemi covid 19 mendorong perlunya kajian mendalam untuk memahami persoalan tersebut. Tujuan penelitian adalah menganalisis Kepatuhan Pajak Kendaraan Bermotor di Masa Pandemic akibat Covid 19. Metode mix metode dengan sekuensial design yang didukung studi kasus kolektif dengan pengambilan data melalui kuesioner dan wawancara, observsi dan dokumentasi. Analisis data menggunakan prosedur reduksi, display dan verifikasi. Untuk kuantitatif menggunakan univariate. Hasil penelitian menunjukan factor yang terkait dengan kepatuhan pajak dapat dijelaskan oleh niat, sikap, Norma subjektif dan kontrol perilaku. Struktur ekonomi turut mempengaruhi upaya menghindari pajak masyarakat pada kelompok yang diidentifikasi tidak patuh dalam membayar pajak. Pada kelompok yang patuh terhadap pajak, pandemi covid 19 tidak berpengaruh. Membayar pajak adalah perilaku prososial dan berdasarkan kesadaran terhadap pentingnya pajak bagi keadilan. Sikap (attitude), norma subjektif (subjective norm), kontrol perilaku yang dirasakan (perceived belief control) mempengaruhi niat dan kepatuhan pajak di tengah kondisi pandemic covid 19. Implikasi praktis yaitu perlunya beragam inovasi teknologi untuk mendorong sikap positif, mempermudah pembayaran pajak, maupun memperlaus informasi tentang manfaat serta meningkatkan kesadaran dan kepatuhan pajak

Abstract

ABSTRACT: Terrorism is one form of transnational crime and is very threatening tranquility and peace. In Indonesia, terrorism crimes often occur and consume victims that are not small in number from their own citizens or from foreign nationals. The purpose of the study "Overcoming Terrorism Threats at Air Base: Study of terrorism threat prevention cases at Halim Perdanakusuma Air Base" is to describe and analyze the handling of terrorism threats at the Base Air both in terms of policy and technical. The indicators used in this study are the ability of the Air Base and Halim Perdanakusuma Airport to be viewed from aspects of human resources, infrastructure, operations, supervision and equipment. The informants in this study were Air Base personnel, Angkasa Pura and officials in the Halim Perdanakusuma Air Base area. The research data is preceded by collecting secondary data and then followed by interviews and observation methods. Based on the results of the research carried out, it was obtained the results that counterterrorism at Halim Perdanakusuma Air Base was seen from the aspect of human resources, infrastructure, operations, supervision and equipment was still not optimal. So it needs a method that is solved in an innovative idea where it will indirectly provide input in improving terrorism threat control at Halim Perdanakusuma Air Base and Halim Perdanakusuma Airport.

Abstract

The COVID-19 pandemic has had both positive and negative impacts on various aspects of life, including the world of education. Social restrictions cause teaching and learning activities to be carried out from their respective workspaces, or what is known as online learning. This study identifies the changing readiness of students in higher education related to the adaptation of online learning activities. As the result of all the dimensions specified, only two dimensions are optimal, namely "adaptability" and "tolerance for ambiguity." Meanwhile, the dimensions of resourcefulness, optimism, confidence, adventurousness, and passion/drive are still not optimal. As the conclusion, that the change readiness in online learning still needs attention to be improved. Pandemi covid-19 telah menimbulkan dampak positif dan negatif pada berbagai aspek kehidupan, tak terkecuali pada dunia pendidikan. Pembatasan sosial menyebabkan aktivitas belajar mengajar harus dilaksanakan dari ruang kerja masing-masing, atau disebut dengan pembelajaran secara daring-dalam jaringan (online). Penelitian ini mengidentifikasi kesiapan berubah para mahasiswa di Perguruan Tinggi terkait dengan adaptasi aktivitas pembelajaran secara online. Hasilnya dari seluruh dimensi yang diidentifikasi, hanya dua dimensi yang optimal yaitu “adaptability” dan “tolerance for ambiguity”. Sedangkan dimensi resourcefulness, optimism, confidence, adventurousness, dan passion/drive masih belum optimal. Secara keseluruhan dapat dinyatakan bahwa tingkat kesiapan berubah dalam pembelajaran online masih perlu perhatian untuk ditingkatkan.

Abstract

The research goal is to investigate the evolution of watershed management research through an investigative scientific article published by Indonesian researchers in various journals and conferences indexed by Scopus. Scopus publication data was searched using the terms “watershed management" and "Indonesia," and the results were narrowed down by paper type, topic area, and affiliate country. Totally, 181 retrieved articles are then analysed with R Studio and Vos Viewer software for analysis related to bibliometric profile, authorship, co-occurrence, and collaboration. From 1982 to 2021, there was a rise in the number of publications with the topic of watershed management in Scopus indexed journals and proceeding articles. The productivity of publications is increasing. The IOP Conference on Earth and Environment has become the main reference for publications by scholars from Indonesia, with a total of 68 articles published. Bogor Agricultural University is the most productive institutional with 31 articles published. The most productive writers are Arifin (affiliated with University of Lampung) and Suryaatmojo (affiliated with Gadjah Mada University), both of whom had five articles published. Collaborations between authors and nations such as the United States, Canada, and Japan demonstrate the most prevalent research collaborations on relevant topics. In Indonesia, research on the theme of watershed management is still dominant in scientific perspectives such as the environment, forestry, flood control, disaster management, and climate change, so research in other perspectives of blended knowledge, such as public administration, is required for future research.

Abstract

Keberadaan partai politik termasuk di Indonesia merupakan sesuatu yang tidak dapat dipungkiri apalagi dalam sebuah tatanan masyarakat modern yang berstruktur kompleks, karena partai politik ini dianggap memiliki kemampuan untuk menyalurkan partisipasi politik masyarakat. Di Indonesia sendiri, terdapat banyak sekali partai politik yang salah satunya yaitu Partai Keadilan Sejahtera (PKS). Sejatinya partai politik termasuk Partai Keadilan Sejahtera (PKS) pasti mempunyai program-program untuk memperkuat peran dang fungsinya suatu parpol atau sebagai strategi dalam rekrutmen anggota. Di PKS sendiri terdapat berbagai program partai salah satunya yaitu program PKS Preneur, yang di mana merupakan program kerja yang dimaksudkan untuk memfasilitasi dan mewadahi potensi yang dimiliki semua kalangan dalam wujud pembekalan terkait entrepreneur dan sociopreneur. Tulisan ini bertujuan untuk menganalisis salahsatu Program Partai Keadilan Sejahtera (PKS) yaitu PKS Preneur dalam strategi rekrutmen anggota Partai Keadilan Sejahtera (PKS). Metode yang digunakan dalam penulisan ini adalah metode pendekatan deskriptif kualitatif. Penelitan yang dimaksudkan untuk membuat terkait analisis-analisis terhadap gambaran baik itu data, informasi, maupun kejadian secara sistematis dan akurat. Dengan demikian, penelitian ini yang berusaha menggambarkan terkait analisis efektivitas program PKS Preneur sebagai strategi rekrutmen anggota. Program kerja ini ditujukan untuk mengembangkan kemampuan pemuda dalam bidang kewirausahaan sehingga dapat bermanfaat bagi masyarakat secara luas. Selain PKS Preneur terdapat juga PKS Muda Preneur yang peran dan fungsinya juga mempunyai kesamaan, hanya yang membedakan dalam PKS Muda Preneur partisipasinya difokuskan untuk kalangan anak muda. Program PKS Preneur ini berdasar pada peminatan sehingga yang ikut serta juga orang-orang yang tertarik dengan bisnis dan selama ini program terus berjalan bahkan dengan membentuk komunitas entrepreneur dan sociopreneur. The existence of political parties, including in Indonesia, is something that cannot be denied, especially in a modern society with a complex structure, because these political parties are considered to have the ability to channel community political participation. In Indonesia itself, there are many political parties, one of which is the Prosperous Justice Party (PKS). In fact, political parties, including the Prosperous Justice Party (PKS), definitely have programs to strengthen the role and function of a political party or as a strategy for recruiting members. At PKS itself there are various party programs, one of which is the PKS Preneur program, which is a work program intended to facilitate and accommodate the potential of all groups in the form of training related to entrepreneurship and sociopreneurship. This article aims to analyze one of the Prosperous Justice Party (PKS) programs, namely PKS Preneur, in the recruitment strategy for Prosperous Justice Party (PKS) members. The method used in this writing is a qualitative descriptive approach. Research is intended to make related analyzes of descriptions of data, information and events in a systematic and accurate manner. Thus, this research seeks to describe an analysis of the effectiveness of the PKS Preneur program as a member recruitment strategy. This work program is aimed at developing youth abilities in the field of entrepreneurship so that they can benefit society at large. Apart from PKS Preneur, there is also PKS Muda Preneur whose roles and functions are also similar, the only difference is that in PKS Muda Preneur, participation is focused on young people. The PKS Preneur program is based on specialization so that those who take part are also people who are interested in business and so far the program continues to run, even by forming a community of entrepreneurs and sociopreneurs.

Abstract

Program sanitasi total berbasis masyarakat (STBM) didasarkan atas Peraturan Menteri Kesehatan No. 3 Tahun 2014 tentang Program Sanitasi Total Berbasis Masyarakat bertujuan untuk mendorong masyarakat secara mandiri menghentikan kebiasaan buang air besar di tempat terbuka. Walaupun kebijakan STBM diberlakukan sejak 2014, sanitasi buruk masih terjadi di beberapa kecamatan di Kota Bandung. Riset ini menganalisis pilar pertama STBM, yaitu stop buang air besar sembarangan (open defecation free),  utamanya terkait dengan upaya pemerintah dalam menanggulangi kebiasaan pembungan tinja ke sungai. Riset ini menggunakan teori implementasi kebijakan dari Thomas B Smith dalam proses implementasi kebijakan ada empat variabel yang perlu diperhatikan, yaitu; (1) Kebijakan yang di idealkan (idealized policy), (2) Kelompok Sasaran (target groups), (3) Organisasi Pelaksana (implementing organization), (4) Faktor-faktor lingkungan (enviromental factors). Pendekatan kualitatif dilakukan dalam  riset  ini melalui metode observasi, wawancara mendalam dan analisis dokumen. Teknik keabsahan dilakukan dengan triangulasi sumber informan yang didapatkan di lapangan. Hasil riset menunjukan bahwa pencapaian program sanitasi total berbasis masyarakat (STBM) pada pilar pertama stop buang air besar sembarangan (open defecation free)  belum sepenuhnya memperhatikan aspek-aspek implementasi kebijakan sebagaimana dikemukkan Thomas B Smith sehingga hasilnya belum optimal. Aspek yang berpengaruh dalam pencapaian program sanitasi total berbasis masyarakat yaitu (1) Partisifasi masyarakat, (2) Komitmen masyarakat, (3) Kondisi lingkungan, (4) Pemerintah, (5) Agen-agen yang terlibat dan (6) Peraturan lokal. Dengan demikian pencapaian program sanitasi total berbasis masyarakat akan berhasil apabila seluruh proses  implementasi dilajsanakan secara holistic, mulai tahap awal sampai verifikasi. Community-based total sanitation program  based on the Regulation of the Minister of Health No. 3 of 2014 concerning the community-based total sanitation Program aims to encourage people to independently stop defecating in the open. Although the CBTS policy has been in place since 2014, poor sanitation still occurs in several sub-districts in Bandung City. This research analyzes the first pillar of CBTS, namely open defecation free. Mainly related to the government's efforts to overcome the habit of dumping feces into rivers. This research uses the theory of policy implementation from Charles O. Jones which consists of discussing the implementation of the CBTS program from three aspects, namely (1) Organization, (2) Interpretation, and (3) Application. A qualitative approach is carried out in this research through the methods of observation, in-depth interviews and document analysis. The validity technique was carried out by triangulation of informant sources obtained in the field. The results of the research show that the achievement of the community-based total sanitation program (CBTS) in the first pillar of open defecation free has not fully paid attention to aspects of policy implementation as stated by O. Jones so that the results are not optimal. Aspects that influence the achievement of community-based total sanitation programs are (1) Community participation, (2) Community commitment, (3) Environmental conditions, (4) Government, (5) Agencies involved and (6) Local regulations. Thus, the achievement of a community-based total sanitation program will be successful if the entire implementation process is carried out holistically, from the initial stage to verification.

Abstract

Tenaga Pelopor Perdamaian merupakan relawan sosial masyarakat yang diberikan tugas untuk penanganan konflik sosial. Penelitian ini bertujuan untuk mengkaji bagaimana peran Tenaga Pelopor Perdamaian di wilayah Provinsi DKI Jakarta dalam penanganan konflik sosial yang meliputi pencegahan konflik sosial, pemenuhan kebutuhan dasar dan pemulihan pasca konflik sosial. Metode penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Data yang digunakan berupa data primer dan data sekunder. Teknik pengumpulan data dilakukan melalui teknik wawancara mendalam dan studi dokumentasi. Teknik pengolahan data dilakukan melalui tahapan reduksi data, display data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dalam tahap pencegahan konflik, tenaga Pelopor Perdamaian berperan dalam upaya peningkatan kapasitas kelembagaan dan sistem peringatan dini. Dalam pemenuhan kebutuhan dasar pelopor perdamaian berperan sebagai relawan yang memenuhi kebutuhan pangan, sandang dan pelayanan psikososial dalam kondisi kedaruratan bagi korban konflik sosial dan pengungsi. Sementara itu pada pemulihan pasca konflik, pelopor perdamaian berperan dalam upaya mengembalikan keadaan dan memperbaiki hubungan yang tidak harmonis dalam masyarakat akibat konflik melalui kegiatan rekonsiliasi, rehabilitasi dan rekonstruksi. Pelopor Perdamaian are community social volunteers who are assigned the task of handling social conflicts. This study aims to examine the role of Pelopor Perdamaian in the DKI Jakarta Province in handling social conflicts which include preventing social conflicts, fulfilling basic needs and post-social conflict recovery. The research method used in this research is descriptive qualitative. The data used in the form of primary data and secondary data. Data collection techniques were carried out through in-depth interviews and documentation studies. Data processing techniques are carried out through the stages of data reduction, data display and drawing conclusions. The results showed that in the conflict prevention stage, Pelopor Perdamaian played a role in efforts to increase institutional capacity and early warning systems. In fulfilling the basic needs of Pelopor Perdamaian, they act as volunteers who meet the needs of food, clothing and psychosocial services in emergency conditions for victims of social conflict and refugees. Meanwhile, in post-conflict recovery, Pelopor Perdamaian play a role in efforts to restore the situation and improve relations that are not harmonious in the community due to conflict through reconciliation, rehabilitation and reconstruction activities.

Abstract

Sistem pertahanan suatu negara mencerminkan kedaulatan dan kekuatan negara tersebut. Dengan beban berat yang dimiliki oleh Sistem Keamanan di Indonesia, Pengadaan Alat Utama Sistem Pertahanan (Alutsista) sudah selayaknya harus ditingkatkan. keseriusan pemerintah dalam pengadaan Alutsista tersebut juga harus diimplementasikan secara bijak dan tegas terutama dalam mencapai Minimum Essential Force (MEF) yang hingga sampai saat ini belum mencapai target standar 100 persen atau dengan kata lain masih berada di bawah target yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis terkait dengan bagaimana implementasi kebijakan pengadaan Alutsista dalam kerangka Minimum Essential Force atau MEF. Penelitian ini menggunakan metode kualitatif-deskriptif. hasil dari penelitian ini adalah meskipun sumber daya manusia yang dimiliki dalam industri pertahanan Indonesia saat ini masih dalam proses perkembangan untuk menjadi lebih baik lagi, sumber daya finansial merupakan faktor yang memiliki dampak yang besar dalam keberhasilan kebijakan pemenuhan MEF tersebut. Selain itu, payung hukum yang jelas yakni dalam Permenhan RI Nomor 17 Tahun 2014 mengenai Pelaksanaan Pengadaan Alat Utama Sistem Senjata di Lingkungan Kementerian Pertahanan dan Tentara Nasional menjelaskan alur komunikasi serta sikap dan kecenderungan dari para pelaksana kebijakan. A country's defense system reflects the country's sovereignty and strength. With the heavy burden that is owned by the Security System in Indonesia, it is appropriate that the Procurement of the Defense System Main Equipment (Alutsista) should be increased. the seriousness of the government in the procurement of defense equipment must also be implemented wisely and decisively, especially in achieving the Minimum Essential Force (MEF), which until now has not reached the 100 percent standard target in other words it is still below the set target. This study aims to analyze related to how the implementation of defense equipment procurement policies within the Minimum Essential Force or MEF framework. This study uses a qualitative-descriptive method. The results of this study are that although the human resources in the Indonesian defense industry are currently still in the process of developing to become even better, financial resources are a factor that has a major impact on the success of the MEF compliance policy. In addition, a clear legal umbrella, namely in the Minister of Defense of the Republic of Indonesia Number 17 of 2014 concerning the Implementation of the Procurement of Main Weapon System Equipment within the Ministry of Defense and the National Armed Forces, explains the flow of communication as well as the attitudes and tendencies of policy implementers.
