Abstract

This paper discusses the network management process (interaction, dynamic, strategy) of tourism policy in decentralised Indonesia. The study was conducted at Singkawang Municipality, West Kalimantan, Indonesia as a resource rich region in the border of Indonesia and Malaysia. In understanding the interaction, dynamic and strategy of the development in the tourism sector, it is important to identify the patterns of network management. This research primarily utilizedthe network management strategy of Kickert, Klijn and Koppenjan (1999) who put emphasize on the interactions between development policy actors. By using a qualitative approach, the research found that in the context of tourism development, the interaction and dynamic patterns among policy actors are developed through linear individual cooperation. Within this pattern, the interaction amongst policy actors tend to involve certain individuals who have authority in controlling resources regardless ofwhich organizations they belonged to. In fact, this pattern is strongly based on family relationships or friendships found in both public and private domains. The research concludes that the strategies used in developing the tourism sector in Singkawang municipality should be developed based on facilitating strategic interaction, preventing the exclusion of strategic ideas, introduction of new strategic ideas, and furthering strategic reflections.

Abstract

Changing of the village government being the Nagari government in West Sumatra has occurred since 2001.  Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society.  The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited.  An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.

Abstract

Open Data (OD) is data that is publicly available and free for anyone to use, reuse and redistribute. The Bandung City Government is the first municipality government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed and used-reused by the public for various purposes. The study conducted in the Bandung Municipality Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government. The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. The stuation raises different views on the selection and display of data published (information dissemination).

Abstract

This research explains the organizational network in Mamminasata urban area,  South Sulawesi Province, Indonesia. The area was formally managed by the Mamminasata Metropolitan Development Agency (BKSPMM) since its establishment. The research used descriptive research method with qualitative approach through interviews and observation on the parties involved in  managing the development of Maminasata urban area. Furthermore, the data: strengthened by secondary data review of previous research results. Analyses also  combined with  data from relevant agencies. The results indicate that there is a fragmented organization network in terms of cooperation, coordination and communication amongs involved local governments in the development Mamminasata urban area, We would argue that the tendencies of respected local governments to express their own interests occurred due to the absence of cooperation and coordination mechanisms. Furthermore, ineffective communication amongs local governments led to the inconsistency of local development planning documents.

Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.

Abstract

The transportation sector is one of the main contributors to the impact on environmental change due to its role in air pollution, greenhouse gases and CO2 emissions. Effective action is needed to limit the environmental impact of transportation activities. Jakarta is one of the most polluted cities in the world. The DKI Jakarta Provincial Government runs a Car Free Day (CFD) with the aim of reducing pollution and the use of public transportation. This study aims to determine the impact of CFD implementation and inter-organizational coordination that occurs in the implementation of CFD. The research method uses in-depth interviews with participants. The results show that CFD is not optimal in reducing air pollution, but it is very good for programs as a good health campaign tool, getting used to a healthy lifestyle and as a public space. However, the implementation must be improved starting from spatial planning and waste management. Meanwhile, coordination between organizations is still sectoral to achieve the goals of each SKPD

Abstract

The main problem faced by PDAM TKR Tangerang Regency is the low coverage of drinking water services for domestic customers or the community. Whereas services for non-domestic customers such as companies and apartments, Tangerang TKR PDAM is considered to have provided good and optimal services. The service provided by the Tangerang Regency TKR PDAM is done unevenly. This problem can be found in the difference in service quality between domestic and non-domestic consumers. This study focuses on the problem of less than optimal service to domestic customers by the Tangerang TKR PDAM. Public value theory by Mark Moore becomes the basic theory used to measure the success of a company in providing good and optimal service to the community. Company achievements are assessed in terms of service, results and trust. The strategy needed to realize this public value is the Strategy Master initiated by Higgins which includes corporate strategy, business strategy, functional strategy and enterprise strategy. This study recommends that to realize a good and optimal Public Value, Tangerang Regency TKR PDAM is deemed necessary to use the Strategy Master in its entirety and comprehensively in an effort to serve the community as domestic customers.DOI: https://doi.org/10.26905/pjiap.v4i1.2411

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis kapasitas kelembagaan lokal dalam pengelolaan air di Desa Srogol, Kecamatan Cigombong, Kabupaten Bogor dengan menggunakan lima dimensi kapasitas kelembagaan dari Willem (2004)   Penelitian menggunakan pendekatan deskriptif kualitatif dengan menggunakan teknik observasi, wawancara dan analisis  data sekunder dari instansi terkait. Hasil penelitian menunjukkan bahwa lima dimensi yang digunakan untuk melihat kapasitas kelembagaan, hanya satu dimensi yang berkontribusi terhadap peningkatan kapasitas kelembagaan yang ada, yaitu dimensi Norma Sosial, Nilai dan Praktik. Dan untuk empat dimensi lainnya yaitu, dimensi individu, dimensi organisasi, dimensi jaringan organisasi, dan dimensi tata kelola publik masih perlu ditingkatkan. Kapasitas kelembagaan Janggol dalam pengelolaan air memerlukan aturan yang mengatur kerjasama antar semua elemen desa yang memiliki keterkaitan dalam pengelolaan air. sehingga peran Pemerintah Desa sangat perlu untuk memberikan pelatihan dan pendidikan kepada Janggol.

Abstract

Provinsi Jawa Barat telah mengeluarkan Peraturan Gubernur Nomor 1 tentang Pedoman Teknis Pelaksanaan Pengarusutamaan Gender Di Lingkungan Pemerintah Provinsi Jawa Barat, tetapi terdapat kecenderungan Peraturan gubernur tersebut belum di implementasikan dengan baik terutama di dalam roda pemerintahan Jawa Barat, hal ini diperkuat dengan rendahnya jumlah pejabat structural eselon II perempuan Provinsi Jawa Barat. Sejalan dengan itu maka masalah yang diangkat dalam penelitian ini adalah bagaimana sebenarnya gambaran gender equality dalam promosi jabatan eselon II perempuan di Provinsi Jawa Barat, dengan tujuan tergambarnya kondisi gender equality dalam promosi jabatan eselon II perempuan di Provinsi Jawa Barat, apakah memang tercapai kesetaraan gender atau sebenarnya terjadi ketidaksetaraan gender. Hal ini dikaji dengan pendekatan kualitatif dengan desain penelitian yaitu fenomenologi dengan mengelaborasi teori sociopsychological yang dikemukakan oleh Newman (1993) dan dimensi gender equality yang dikemukakan oleh Riant Nugroho (2008:60) terhadap promosi jabatan. Hasil penelitian menunjukan bahwa masih terjadi ketidaksetaraan gender dalam promosi jabatan eselon II perempuan di Jawa Barat. Selain itu ketidaksetaraan gender ini di pengaruhi oleh dimensi gender equality dimana dari empat dimensi gender equality, dimensi akses, partisipasi dan control merupakan dimensi yang paling mempengaruhi dalam promosi jabatan eselon II perempuan di Jawa Barat. Hal ini disebabkan masih adanya pandangan negatif dari pimpinan terhadap perempuan yang menyebabkan para calon pejabat eselon II perempuan “minder” dan memutuskan tidak berpartisipasi dalam promosi jabatan, system pengambilan keputusan untuk pejabat yang tidak melibatkan kaum perempuan dan kecenderungan perempuan yang memilih keluarga dibandingkan karir.

Abstract

Artikel ini merupakan hasil riset pelaksanaan inovasi open data dalam layanan informasi publik pada Pemerintah Kota Bandung, sebagai satu-satunya kota percontohan Open Data di Indonesia. Manajemen inovasi ini dianalisis dengan menggunakan pendekatan Manajemen Perubahan model three steps Lewin yang dimodifikasi oleh Pugh dalam konteks pelayanan informasi. Riset ini bertujuan untuk menjawab pertanyaan mengapa pelaksanaan inovasi Open Data belum efektif di pemerintah Kota Bandung, dan untuk menemukan konsep baru bagi pengembangan manajemen perubahan dan inovasi, khususnya di sektor publik.Kata kunci: Open Data, Inovasi, Informasi Publik, Manajemen Perubahan
