Abstract

Karangasem regency, which had a population of 406,600 inhabitants in 2014, still has areas that are prone to water supply to meet the domestic and non-domestic needs. This is proved by the fact that some 16 villages are not served by PDAM network spreading across Selat, Sidemen, Bebandem, Abang and Kubu districts. There is Undawatershed which still has the potential to be developed, in addition to the approximately 90 percent of the watershed area of Unda and springs that provide supply to the area contained in the administrative region of Karangasem regency. The availability of water, was analized using the water balance principle of NRECA and F.J Mock methods as the most appropriate model to the location of study. Synthetic discharge data of the analysis results are used as data in the analysis of mainstay discharge so the potential for surface water that can still be used are known and developed in the Undawatershed. In order to harness the potential of the surface water in the watershed of Unda, the simulation of water allocation of Undawatershed. Based on the results of rainfall data of 2003 to 2014 coupled with the supply of water springs discharge, the average discharge potential of Undawatershed for Q80 is 11.54 m3/sec and for Q90 is 8.97 m3/sec. To plan the utilization and development of surface water potential of Undawatershed, from some of the scenarios that have been made it is known that the potential available in the watershed of Unda can be utilized to meet the domestic and non-domestic water needs of community in five (5) districts suffered from water crisis in Karangasem regency including Selat, Sidemen, Bebandem, Abang and Kubu districts. Abstract

Concrete itself is quite popular in terms of usage in the field of construction (bridges, buildings, and dams). In large projects and unconditioned special (extreme) as the long-span bridge construction in the middle of the sea, pier construction, buildings and retaining walls high sea waves need to use high-quality concrete. To be able to make high strength concrete required fas value (water-cement ratio) is low, ranging from 0.20 to 0.30 (ACI, 1998). In high quality concrete workmanship in the field, to facilitate construction of concrete because considering using a little water, then a superplasticizer admixture materials needed to facilitate mixing concrete. This study was conducted to determine the performance of each in terms of value Slump superplasticizer, concrete compressive strength and split tensile strength of concrete. Calculation of SNI 03-6468-2000 material refers to the weight ratio of cement: fine aggregate: coarse aggregate of 1.00: 1.67: 2.15 with water cement factor of 0.317. Used to test a cylindrical specimen with a diameter of 150mm and height of 300mm which for the life of the test was made three (3) pieces of the specimen. Preparation and treatment of test specimens performed by standard procedures. The results showed that the use of superplasticizer type Napthalene Formaldehyde Sulphonate deliver results better compressive strength than the type superplasticizer Aqueous Solution Of Modified Polycarboxylate Copolymers is equal to 7.70%, but when viewed in terms of tensile strength and slump value (kelecakan) type superplasticizer Aqueous Solution Of Modified Polycarboxylate Copolymers provide better value Napthalene Formaldehyde Sulphonate when compared with that of 4.04% for split tensile strength and 22.22% for the slump value.

Abstract

THE SUCCESS FACTORS AFFECTING PARTICIPATION AND VALUE OF SUPPLIERS OF ELECTRONIC EQUIPMENT (E-PROCUREMENT) CONSTRUCTION SERVICES IN REGENCY OF KLUNGKUNG ABSTRACT The advantages of e-procurement are ensuring transparency, document security, minimizing printing costs, saving time and money. But over time, in Klungkung District, there are obstacles in the implementation of this e-procurement system, the deadline for short document uploads, the existence of perceived burdensome requirements, and unpreparedness of human resources. These constraints affecting the providers and users of services in implementing this system affect the decline in participation of electronic auction participants in Klungkung Regency. The purpose of this research is to know what factors influence the participation and value of electronic bidding auction of construction service work in Klungkung Regency. The research was conducted in Klungkung Regency. Contractor who became the object of research is a member of Bali Province GAPENSI. Data collection techniques were conducted by questionnaire method. The number of samples was 87 people determined by the slovin method. The analysis used is factor analysis. The factor of contractor support is the dominant factor that influences the participation of electronic construction auction participants in Klungkung Regency with eigen value of 11,467 and total variance of 22,934. The factor of return on investment is the dominant factor affecting the offer value and the electronic auction of construction service in Klungkung Regency with eigenvalue of 11,491 and the total variance is 22,097.

Abstract

Abstract: Problems in construction projects caused by the extension of working time and an increase in labor costs. A limited ability of project management contribute to the decline in the quality of project work. The quality of project manager has an important role to smooth a construction project. Dedication in this profession requires project managers to carry out the work going according to plan. Analyzing the quality of the project manager for the implementation of construction projectsis one wayto measure the quality of a project. It needs  a right measurements way to providean accurate assessment of qualified and reliable project managers. This study aimed to obtain and analyze the factors that affect the quality of the project manager and its to construction projects.This used a sample of 45 respondents from several construction projects in the area of Badung and Denpasar during the period 2007-2012. The method used in this study is the method of multiple linear regression analysis by testing for the F-test and t-test. The results found 8 dominant factor that has a value eigen values??> 1. Sequentially, the factors that have been named are experience 41.63%,  education 9.278%, knowledge 7.240%, ability 5.088%, character 4.047%, network 3.843%, relationship communication 3.550%, confidence 3.357%. Influence the quality of the project manager on the performance fee of 51.9%, against 43.1% for quality performance, on-time performance, with a value of 57.9%. The results of this study prove that the powerful influence between the quality of the construction project manager to the implementation of construction projects.

Abstract

EFFECT OF COMBINED AXIAL AND BENDING LOADS AND VARYING SHAPES AND SIZES OF OPENING ON STRESS CONCENTRATION IN STEEL BEAM WITH WEB OPENINGABSTRACTResearch related to stress concentrations in perforated steel beams is usually carried out on simple beams without the influence of axial loads. In this study, modeling of 2-story steel frame structures was carried out to evaluate the effect of the combination of axial and flexural loads on the stress concentration around the opening in the steel beam. The observed opening includes square and circular opening, with and without reinforcement around the opening, with opening dimensions of 0.3 H, 0.5 H, and 0.7 H. H is the height of the beam. The types of reinforcement are All Around (AA), Long Horizontal (LH), and Doubler Plate (DP). The analysis results showed that 17% increase in beam axial force due to earthquake load, resulting in stress increase of 9% in square opening. The maximum stress around circular opening is smaller than that on the square one. The maximum stresses in the circular openings are 0.35 fy, 0.43 fy, and 0.69 fy for opening dimensions of 0.3 H, 0.5 H and 0.7 H, respectively. In the square opening, the maximum stress in 0.3 H opening is 0.57 fy, while for opening dimension of 0.5 H and 0.7 H the stresses exceeds the yield stress of the steel. Addition of AA and LH reinforcement in 0.5 H square opening, results in stresses lower than fy, whereas for the 0.7 H opening the reinforcement around the hole is ineffective.

Abstract

Although it has a large amount water resources but the agricultural land of Unda Irrigation Area still has water crisis. Many potential water of  Unda river waste into the sea that indicate the management of irrigation network is still less. The lack participation of stakeholders from the government and the public in this case Irrigation Area of Unda river seen from the number of the irrigation channels damage and existing buildings. The approach used in this research is explorative and descriptive approach. The collecting Data obtained by questionnaires and in-depth interviews with stakeholders were selected using purposive sampling method. Data were analyzed with descriptive qualitative Likert scale used to measure attitudes, opinions and perceptions of stakeholders in the securement and maintenance. The test results show the value of the adjusted R Square is 0.747. This mean that stakeholders have 74.7% effects, while 25.3% is influenced by other factors. Which is government contributes most, followed by Subak / P3A. It caused by the influence of the test simultaneously or partial value of Fcount > Ftable, so it can be concluded participation of stakeholders have a significant influence on this operation and maintenance of irrigation system in Unda Irrigation area in Klungkung district either simultaneously or partially. This means increased participation of stakeholders simultaneously and partially will improve the operation and maintenance of irrigation networks. From this research can be given some suggestions. In order for the participation of stakeholders can be improved, the other stakeholders instead of government sector and Subak / P3A which is not included in the study need to observe. To increase the participation of Subak / P3A in the operation and maintenance of irrigation networks needs to be disseminated about the importance of stakeholder participation by the government so that the participation of Subak / P3A can be maximized.

Abstract

ABSTRAK Tren pertumbuhan nilai aset properti milik negara terus bertambah. Sebagian aset tersebut berpotensi untuk diinvestasikan terutama aset properti yang berstatus idle. Salah satu portofolio yang dapat dimanfaatkan adalah properti komersil. Agar aset idle dapat dimanfaatkan, harus dilakukan analisa peruntukan lahan terlebih dahulu. Dalam analisa peruntukan lahan, hal yang membedakan antara penelitian ini dengan penelitian sebelumnya adalah penggunaan kriteria untuk penilaian aspek lokasi. Dalam penelitian ini, kriteria yang digunakan memiliki persyaratan yang spesifik bagi setiap properti. Sedangkan kriteria yang digunakan dalam penelitian sebelumnya tidak dikhususkan serta dibedakan sesuai jenis propertinya. Tujuan penelitian ini adalah menyusun model untuk melakukan pemilihan jenis properti yang sesuai pada aset negara berdasarkan aspek lokasi. Model dikembangkan menggunakan pendekatan multikriteria. Bobot kriteria ditentukan menggunakan metode Analitycal Hierarchy Process (AHP). Sedangkan penentuan parameter kriteria lokasi sebagai persyaratan kriteria lokasi dilakukan menggunakan metode Fuzzy Sets. Adapun metode skoring digunakan untuk menentukan properti prioritas. Pengujian model dilakukan terhadap 5 (lima) aset negara yang terletak di DKI Jakarta. Hasil pengujian menunjukkan bahwa model mampu melakukan pemilihan bisnis properti yang sesuai pada aset negara. Properti yang terpilih juga tidak melanggar zonasi peruntukan kawasan. Pengujian model juga menunjukkan bagaimana pemilihan bisnis properti diselesaikan secara sederhana dan mudah. Sehingga diharapkan model dapat membantu para pihak yang terlibat dalam tahapan awal pengembangan properti untuk memilih bisnis properti yang layak.

Abstract

Facilities in an airport requires maintenance activity in order to achieve excellent quality level and able to support activities at the airport to avoid negative impacts, which is the declining quality of the facility that can lead to lower levels of the productivity carried out in an airport. Maintenance facilities at Bali's Ngurah Rai airport need the maintenance costs planning. To get proper maintenance actions,  the maintenance costs early stages of planning phase needs to develop a model of facility maintenance costs that can provide the maintenance costs estimates quickly and accurately. To produce a maintenance costs model we should identify the maintenance activities that exist at Ngurah Rai airport. Maintenance costs data used is within the last 5 years (2007-2011). Using the Cost Significant Model methode and the linear regression equation it showed that several of the facility maintenace significantly affect the facility maintenance costs in the Ngurah Rai Airport which is the cost of passenger terminal building maintenance (X6), the cost of runway maintenance (X1), the cost of taxiway maintenance (X2), the cost of air conditioning installation maintenance (X14), the cost of road maintenance (X4), the cost of vehicle parking maintenance (X5), and the cost of navigation and communication equipment maintenance (X10). There is 3  linear regression equation model which is 1) Y = 11873745878,77 + 0,993 X1 + 0,826 X2 + 0,334 X4 + 1,181 X6, 2) Y = -698840481,94 + 1,327 X1 + 1,716 X2 + 5,516 X5+ 3,060 X14, and 3) Y = 82110363478,07 + 1,013 X1 - 17,223X5 + 22,406 X10 - 12,035 X14. After doing the Cost Model Factor (CMF) test to the three linear regression equation, the most accurate equation is linear regression equation Y = 82110363478,07 + 1,013 X1 - 17,223X5 + 22,406 X10 - 12,035 X14 that has the average ratio 0.006% of the actual cost, so it is the best facility maintenance cost model at Bali's Ngurah Rai Airport.

Abstract

One of asphalt mixture being developed is Cold Bituminous Emulsion Mixtures (CBEMs) that its performances need to be improved. Within this experiment it is done by adding epoxy. The objective of this study was to analyze the characteristic of CBEMs with and without epoxy. Epoxy variation was 1%, 3%, and 6% by weight of residual bitumen. The epoxy was mix with hardener in ratio 1:3, then mixed with bituminous emulsion. Epoxy was added into the Optimum Residual Bitumen Content (ORBC) of 7,5%. The aggregate was dampened with water first then mixed with emulsion that had been added with epoxy, then compacted. It was found that CBEMs added with 1% and 3% epoxy met the specifications, however CBEMs with 6% of epoxy did not, because the porosity was 17,83% (spec.5%-10%). The soaked stability of the mixture without and with epoxy 3% was 1177,02 kg and 1416,47 kg. Addition of 3% epoxy increase soaked stability up to 20%. In stiffness, creep, and fatigue tests, CBEMs without epoxy compared by CBEMs with 3% of epoxy, respectively gave result: stiffness 1854 MPa: 959 MPa (-48,27%); strain at 106 loads repetition (Nf) was 78,09 µ?: 93,22 µ? (+19,38%); Nf at strain 100 µ? was 358.897 times: 539.585 times (+50,35%); creep slope was 23,752: 39,939 (sample was collapsed before 3600 loads repetition). However, epoxy caused the mix stiffer hence increase the porosity of the mixture to 20%. It is suggested to reduce the hardener content of the epoxy, to manitain workability and reduce porosity. Abstract

Abstract :When undertaking construction projects, the smoothflow of materials to the project site must be maintained.Waiting for material, which frequently happens, will have a big impact, especially for large-scale projects that use a lot of labor. If the arrival of the materials is not in accordance with the schedule of material procurement planning, the workers will have nothing to do and the project cost will blow out and there will be delays in project completion time. This research investigates the factors which influence the lead time of construction material procurement in the Badung Regency. Data was obtained by distributing a questionnaire to 50 respondents. A research sample was obtained by purposive sampling aimed at the experts who work on building projects in the Badung regency. Before being used as a research instrument, the questionnaire was tested for the validity of data by using the Pearson Product-Moment correlation and its reliability was tested using the Cronbach alpha method. Processing and data analysis was conducted by Factor Analysis. The research results show there are twenty four variables identified that influence the lead time of construction material procurement on building projects in the Badung regency. All variables can be grouped into seven factors (Factor I, II, III, IV, V, VI, VII). The most dominant factor reviewed based on the percent of variance is Factor I which is formed by six variables being the material production process at the suppliers, the relationships between contractors and suppliers, a lack of material stock at the suppliers, the availability of material transportation, access to the project, and extreme topography.
