Abstract

The problem in bureaucracy like bigness and inefficiency with huge organizational structure by large number ofemployees caused high expenditures. Moratorium on civil service recruitment policy that aims to suppress the growthpercentage of employees as well as pressing the personnel expenditure. Local Government Response for moratoriumon civil service recruitment policy, in this study was measured by parameters, 1). personnel expenditure budget; 2)Estimated Receipts civil servants;and 3) Workload. A high percentage of personnel expenditure is influenced by thenumber of civil servants, the number of certified teachers. To suppress the percentage by responses with completlymoratorium 1) The aspect of personnel arrangements. The existence of the moratorium, push Bantul Municipality tooptimize existing human resources. Implementation through the map position, and workload analysis, and 2) theaspect of institutional arrangements .Bantul Municipality Response in this aspect by preparation of a grand design inthe form of streamlining the organizational structure. B) based on the finding, the specific result showed the model ofinstitutional arrangement is implemented the business process models. This model emphasizes the effectiveness andefficiency of organizational processes. This model have the organizational structure with the same organizationalstructure in any organization. the difference is in the core output.

Abstract

CSR merupakan kegiatan perusahaan dalam mengelola proses bisnis untuk menghasilkan dampak positif pada masyarakat, ekonomi dan lingkungan. Keterlibatan perusahaan dalam melakukan kegiatan CSR merupakan tuntutan dalam tanggung jawab atas dampak kerugian yang dialami masyarakat khususnya pada kerusakan lingkungan. Tulisan ini menempatkan bagaimana suatu kegiatan CSR yang dilakukan suatu perusahaan dapat mengurangi dampak kerusakan lingkungan, metodologi dalam penelitian ini menggunakan deskriftif kualitatif. Dalam penelitian  ini melibatkan  tiga desa antara lain Desa Padang Loang, Seppang dan  Desa Bijawang dan  sebanyak 45 informan antara pemerintah, tokoh masyarakat dan massyarakat. Dari hasil penelitian secara umum bahwa perusahaan PT. Agung Perdana tidak pernah melakukan kegiatan CSR, yang mereka lakukan hanya memikirkan keuntungan pada perusahaan serta banyak impack negatif yang mereka berikan kepada masyarakat terutama pada kerusakan lingkungan, hanya ada satu indikator yang memberikan nilai positif pada perusahaan  yaitu dalam  peningkatan ekonomi, sebagian masyarakat setempat diberikan lapangan pekerjaan sebagai buruh lepas. Faktor yang menjadi tidak adanya suatu kegiatan CSR yang dilakukan oleh perusahaan adalah kurangnya pemahaman perusahaan tenatang  CSR, serta tidak adanya pengawasan dan langkah kebijakan yang diambil oleh pemerintah untuk memberikan tuntutan pada perusahaan agar mau melakukan kegiatan CSR,  terhadap dampak yang ditimbulkan oleh perusahaan. Dari pemaknaan hasil penelitian, apakah perusahaan mampu menanggulangi dan mengurangi kerusakan lingkungan yang telah terjadi pada wilayah tersebut, ini menjadi suatu tantangan bagi pemerintah dan stacholder dalam permasalahan CSR.

Abstract

This research aimed to know how mitigasi non-structural Tempe lake overflow flood disaster through ordering roomand to express cooperations inter-government regency in mitigasi non-structural Tempe lake overflow flood disasterthrough ordering room. This research is descriptive qualitative research with triangulation method data collection. Itso happens data analysis method used namely descriptive qualitative data analysis method. Result research indicatethat mitigasi non-structural effort Tempe lake overflow flood disaster through ordering room has look in some articlein lay-out plan regional policy area in Sidenreng Rappang, Soppeng and Wajo regency although inside regulation thatis same still found articles that are potentially detain that effort. Besides, this research found that do not have cooperationamong each one government regency in mitigasi non-structural through ordering room.

Abstract

Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan (PNPM-MP) merupakan program yang fokus dan intensif untuk mengatasi persoalan kemiskinan dan ketertinggalan masyarakat. Berkaitan dengan hal ini perlu untuk dilakukan analisis mengenai efektivitas program PNPM-MP. Tujuan penelitian ini adalah; (1). Untuk mengetahui efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Pada Kecamatan Bunyu Kabupaten Bulungan tahun 2010, (2). Untuk mengetahui faktor-faktor yang mempengaruhi efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Di Kecamatan Bunyu. Penelitian ini dilakukan dengan pendekatan penelitian kualitatif. Lokasi penelitian ini yaitu di Kecamatan Bunyu Kabupaten Bulungan. Pengumpulan data penelitian dilakukan melalui wawancara dan dokumentasi. Teknik analisis data dilakukan melalui teknik analisis deskriptif kualitatif dengan proses pengumpulan, reduksi, penyajian dan verifikasi data.Hasil dari penelitian yang dilakukan tentang efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Dikecamatan Bunyu Kabupaten Bulungan menunjukkan bahwa telah bisa dikatakan efektif, meskipun masih banyak kekurangan dalam pelaksanaannya. Kekurangan tersebut yaitu pada faktor tenaga kerja, dimana jumlah tenaga kerja tidak full mengisi formasi yang ada, selain itu formasi yang ada tidak diisi oleh tenaga spesialis yang sesuai dengan bidangnya. Kaitannya dengan formasi yang tidak terisi semua, maka berimbas kepada tumpang tindihnya kewenangan. Selain faktor tersebut diatas, faktor waktu pelaksanaan juga menjadi kendala. Dimana waktu pelaksanaan kegiatan tidak sesuai dengan aturan dan standar yang harus dipenuhi sehingga berimbas kepada seluruh rangkaian jadwal kegiatan yang harus dilaksanakan.Selain faktor penghambat diatas, tentunya terdapat juga faktor pendukung sehingga pelaksanaan program dapat berjalan. Faktor pendukung yang dimaksud adalah informasi dan fasilitas yang diberikan. Informasi yang dimaksud adalah berupa peraturan, edaran, petunjuk operasional dan penguatan kapasitas bagi fasilitator pendamping.

Abstract

The purpose of this research to answer the reason why the Indigenous resistance are still continue against the TNDB’spolicy and TNDB’s r esponse as government representative to the Indigenous. With study case and ethnographyapproaches, this kind of  research is a descriptive-qualitative research. The primer data are used through interviewand observation; the secondary data are also used from primary documents and secondary documents. The circum-stance of  indigenous resistance is change from covered to open conflict because many intervention from the TNDBoffice. The effort resistance of  closed form which are opening land continuously, selling natural resources, terrainselling, chattering to everyone, also absent from TNDB’s department call. Even the effort resistance of open formblocking the TNDB’s officer to enter the place, open debating and discussing individual and collective and collectiveforce behavior. The finding of  this research shows the reason why the indigenous resistances are still continuing: 1).There is a disappointment in TNDB’s policy because it commits unilaterally from government, 2). The ruining ofindigenous law cause the function of  law itself doesn’t work anymore, 3). Cooperation and influence from outsider 4).Competitive natural resources management between indigenous with indigenous people, also indigenous with outsider5). The increase of  living cost make indigenous forces to take risks either in closed form or open form.

Abstract

Bondary not only separate territories that are owned by different communities or countries but also ensure the safetyand well-being balanced between each area concerned. Riau Islands Province is leading directly adjacent to neighboringcountries such as Malaysia, Singapore, the Philippines, and Thailand. Conditions islands region in Riau (RiauIslands) are very much separated by an ocean, the area is 252 601 km2 area consisting of 1,350 islands and 96%Ocean thus making control range of the government in development planning very difficult. This study will look at howthe government’s Agenda Setting in the border area development planning Riau Islands, which will discuss the issueand political currents flow in the policy agenda to the policies made by the government of Riau islands as borderregions.The method used in this study is qualitative. The study was conducted in Regional Development PlanningBoard (Bappeda) Riau Islands Province, the Regional Border Management Agency (BNPPD) Riau Islands Provinceand Commission III of the House of Representatives (DPRD) Riau Islands Province. Data collection techniques performedin this study were interviews, collecting data document written and unwritten, and non-participant observation.Results from this study is the first, the flow of matter to explain the issues and problems that occur on the borderof Riau Islands namely the problem of limited infrastructure such as facilities and infrastructure such as facilities andinfrastructure of housing, education, health, security, and also facilities and transport infrastructure, telecommunications,and Other causes of this region have low accessibility and isolated from the surrounding region. Secondly, theflow of Politics explains the policy process and then view and objectives to be achieved still has a perception about theconstruction of the border is still different, the level of public participation, NGOs, academics and NGOs are stillrelatively low, the handling is still partial, sectoral and yet integritasi, coordination has not gone good, both amongsectoral, national level and between the central government and local governments, commitment and developmentbudget in the border area is still relatively minimal. Third, Flow Policy describes several emerging priorities namely,development of processing industry, fishery and tourism in a sustainable manner in order to support the sector ofmaritime, increasing production and agricultural productivity, as well as self-reliance and food security community,Improved connectivity between regions and between the island and the means and basic infrastructure of society,Improving the quality of the environment and forestry, natural disaster mitigation and climate change, peningatanquality human resources and well-being equitable and civilized society, Improving the quality of public services andgood governance.

Abstract

National Health Insurance Program is held BPJS Health is an insurance program that helps communities in order toimprove community health status. BPJS Health is a legal entity formed to administer the health insurance program. Thus,this research is very important as the evaluation of health care programs implemented JKN BPJS in Sleman. This studyused mix-method research methods or a combination of qualitative research and quantitative. Thus, the method of datacollection using surveys and interviews, accompanied by direct observation in the field. The research location is in thedistrict of Sleman, precisely at the level of health facilities I. While the process of data analysis in this study begins with thisdata collection, mengkodefikasi the data, calculate the index, interpret the data, categorize data and linking the findings.Based on the results of the study, the authors found that peoples judgment JKN Program is organized by the Health BPJSin Sleman district on a service model gets pretty good value, and the quality of service also get pretty good value.Although there are some problems such as the lack of public knowledge at the service model, and problems in the workforce, but queried the whole program is going pretty well

Abstract

Public complaints service today’s has become part of  the efforts to improve public services in Indonesia. Government,both central and local levels is appropriate to give special attention to the improvement of  service quality of  publiccomplaints. The government’s attention can be achieved either by continuously innovate to create public complaintsservice that is not only easily accessible by the public, but  also can be received and responded  to effectively by localgovernment. Yogyakarta City’s Government innovates by providing the services of  public complaints were based oninformation technology and communication (e-government). Innovations made by the government of  Yogyakar ta isexpected to provide ease of  access for the public and can be input which should be followed up effectively by thegovernment of  the city of  Yogyakarta so as to create improved quality of  public services in general in the future.

Abstract

The regional administration is directed to accelerate the realization of public welfare through the improvement ofservice, empowerment, and community participation, as well as increased competitiveness of the region by observingthe principles of democracy, equality, justice, and the peculiarities of an area in the Unitary State of the Republic ofIndonesia. To the head area in demand to improve the quality and not merely rely on institutions and is supported byintellectual ability, sharpness of vision, and the ability of ethical and moral civilized. The issues raised in this study isAre there any significant effect of Transformational Leadership Regional Head Against Employee Performance in theRegional Secretariat of the Government of North Maluku province. This study aims to determine the significant influenceof regional leadership to employee performance in the Regional Secretariat of the Government of North Malukuprovince. In this study, the type of study is a survey research type. The method used is explanatory, as it explains thecausal relationship between the variables through hypothesis testing. This was done to demonstrate a wide range ofdata and theories that have been obtained to then be in the know the level of significance between the discussion ofissues were raised with the reality that has been found, the closer to the type of Quantitative Research. These resultsindicate that the Regional Head of Transformational Leadership, influence the variable (Y) Performance Officer at theSecretariat of the Regional Government of North Maluku province with the number of correlation of 0.25 in the lowcategory but has particularly certainty. This study uses the sample, based on the test of the hypothesis that thesample is proven to represent the population as a whole. In a matter of determination as well as the contribution ofvariable (X) of the variable (Y) is low at 6.25% above the value interpretation. From the test results, the reality in thefield, the hypothesis of this study is: “the influence of Transformational Leadership Regional Head on EmployeePerformance in the Regional Secretariat of the Government of North Maluku province.” Has been proven and testedempirically in the field can thus be said that the leadership Gebernur North Maluku, including the leadership styletrasformasional with low category.Recommendations from this study are: (1) In order to leadership which is run by thegovernor can be run with both the need for a courageous stand to think and act in accordance with the applicableprovisions, (2) be more active to transform attitudes in the form of policy making and policy should based on theability to mengaplikasinya, (3) To the employees to work in accordance with scientific qualification in order to improveperformance by improving the quality, quantity and integrity. In addition to realizing the public service is always openand not favoritism.

Abstract

When the Law No. 32 of 2004 on Regional Government was passed, which was originally centralized to decentralized, then wujudkannya regional autonomy. In addition to the inception of the autonomous regional government also established a special department to conduct government functions that are specific, D.I Yogyakarta one with Act No. 13 of 2012 on Privileges D.I Yogyakarta. Special Region of Yogyakarta has authority to maintain cultural values, the need for institutions that are able to maintain the cultural wisdom. This type of research is descriptive quantitative research. The type of data that are used are primary data and secondary data, with interview techniques and documentation. The analysis unit is composed of the  Department of Culture DIY, DIY DPRD Commission D and the palace DIY. Interactive analysis techniques using a model consisting of three things: data reduction, data presentation and conclusion. Based on the results of the study concluded that the regulatory pillar in this study was measured by an indicator of rules or laws relating to cultural values, sanctions and monitoring. Regulative as factors supporting the implementation of cultural values able to push all the elements in the institution and community groups in order to apply the values of the culture in daily life hari.Pilar normative in this study was measured by an evaluation and the obligations and responsibilities in the institutional Autonomy jawab.Evaluasi field Culture has been done by issuing a regulation on protecting the culture in DIY.
