Abstract

Bencana alam merupakan salah satu ancaman nyata bagi pertahanan dan keamanan Negara Kesatuan Republik Indonesia, sehingga perlu dipertimbangkan dalam segala aspek pembangunan fasilitas pertahanan negara. Penelitian ini bertujuan untuk menganalisis tentang sinkronisasi rencana umum tata ruang wilayah pertahanan dengan peta zona ruang rawan bencana di Kota Palu, Sigi, Donggala dalam rangka mendukung pertahanan dan keamanan negara. Penelitian ini merupakan penelitian kualitatif yang dilakukan melalui kegiatan observasi langsung dan wawancara terhadap beberapa narasumber terkait, serta studi pustaka terhadap dokumen pendukung yang relevan dengan fokus penelitian. Data yang diperoleh kemudian dianalisis menggunakan model analisis data kualitatif. Berdasarkan hasil analisis data, diperoleh hasil bahwa Peta Zona Ruang Rawan Bencana untuk wilayah Kota Palu dan sekitarnya telah di buat untuk di pedomani dalam pembangunan di wilayah tersebut. Pada peta tersebut, fasilitas militer termasuk dalam kelas resiko sangat tinggi, sehingga dalam pembuatan rencana tata ruang wilayah pertahanan di wilayah Palu, Sigi, dan Donggala, baik itu perbaikan fasilitas/pangkalan militer yang mengalami kerusakan akibat bencana gempa dan tsunami, maupun pembangunan fasilitas/pangkalan militer yang baru, harus didasarkan pada Peta Zona Ruang Rawan Bencana. Hal ini perlu dilaksanakan sebagai upaya sinkronisasi antara Peta Zona Ruang Rawan Bencana dengan Rencana Tata Ruang Wilayah Pertahanan di wilayah Palu, Sigi, dan Donggala agar kejadian kerusakan terhadap fasilitas militer strategis, seperti dermaga kapal selam dan kapal perang di Lanal Palu, akibat bencana gempa bumi dan tsunami tidak terulang kembali di masa depan. Peneliti merekomendasikan kepada pemerintah dan instansi terkait agar senantiasa meningkatkan sinergitas antara TNI dan pemerintah daerah, serta organisasi lainnya dalam proses penanggulangan bencana dan pembangunan kembali fasilitas yang rusak akibat bencana. Proses perencanaan dan pembangunan fasilitas/pangkalan militer tersebut juga harus di sinkronkan dengan peta ruang rawan bencana, sehingga dapat mencegah terganggunya kesiapan Alutsista dalam rangka Pertahanan Negara di masa depan.

Abstract

Radicalism has become a real threat faced by all countries in the world, including Indonesia. This condition occurs because radicalism is the origin ideology of terrorism which has been confirmed as an extraordinary crime for the world. So, the Indonesian government needs to pay special attention to counter the radicalism issue which is now growing rapidly in Indonesia. This article was written to analyze the Government, the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) roles in countering radicalism issues in Indonesia through good governance concept. This article is written based on the result of phenomenology research used literature study approach of various literature that is relevant to the research topic. Based on the study, the results show that the countering process of radicalism issues conducted by the government of the Republic of Indonesia has not been well managed, because there is no strong legal basis concerning radicalism in Indonesia. Additionally, the weak synergy between the TNI and the Polri, which is tasked to countering radicalism issues, is also become an obstacle for eradicate radicalism issues in Indonesia. Therefore, optimizing the role of the Government, TNI, and Polri are needed by prevention, mapping, detention, and contra radicalism actions. On the other hand, those three parties must strengthen their synergy and cooperative in performed their roles in maintaining public security and national security from the dangers of radicalism.

Abstract

The sea defense strategy, and concepts related to maritime strategy, relating to the overall strategy for achieving victory at sea. In securing the sea, the navy is very dependent on the main weapons system, especially warships. The Indonesian Navy in carrying out its duties rests on the strength of the IFWS (Integrated Fleet Weapons System): Warship, Aircraft, Marines, and Base. The four components of the IFWS are always maintained in combat readiness. One of the ship maintenance facilities in Surabaya that has the potential to be able to carry out maintenance of Navy ships is PT Pelindo Marine Service in Surabaya. This research uses descriptive qualitative approach. Logistics management theory and SWOT analysis are used by researchers as an analysis tool. The results of this study are the logistics management of PT PMS has ability to maintain Navy ships to support sea defense. Constraints faced by PT PMS include: (1) High sedimentation; (2) Inlet flow is crowded, narrow and shallow; and (4) Small dock capacity. The strategies developed by PT PMS to overcome obstacles in the maintenance of the navy’s ships: (1) Implement efficiency in HR, methods, budgets, and infrastructure to maximize profits; (2) Cooperation with similar companies; (3) Investing: dredging, increasing the capacity of the dockyard, and firefighting equipment, and damage control (controlling losses) so it does not get worse than expected.

Abstract

Introduction: Natural disasters is one of the real threats which cause the loss of life, property, and refugees. Background Problems: The role of the Indonesian National Armed Forces (TNI) in natural disaster management becomes an interesting thing to study when natural disasters occur in Indonesia. Novelty: This article reveals the analysis result of the implementation of TNI’s principles in disaster management, especially in the following regions: Palu, Sigi and Donggala (Pasigala), Central Sulawesi Province. Research Methods: The research was conducted using qualitative research methods. The collected data was analyzed using qualitative data analysis techniques. Finding/Results: Based on the results of the study, it was concluded that the role of TNI’s leadership style was very prominent to fill the vacancies of Regional Leaders in certain areas experiencing disaster. The support of TNI personnel in natural disaster management cannot be separated from the implementation of 11 TNI leadership principles, which consist of: Takwa, Ing Ngarsa Sung Tulada, Ing Madya Mangun Karsa, Tut Wuri Handayani, Waspada Purba Wisesa, Ambeg Parama Arta, Prasaja, Satya, Gemi Nastiti, Belaka, and Legawa. The application of these principles can be seen in emergency response situations, where TNI plays an important role, in which their instructions were conformed by the community. In disaster mitigations, they evacuated victims, rebuilt worship places, looked around for logistical sources for the community, were incharged for possible criminal actions, such as eradicated looting acts, arrested the perpetrators and handed them to the local Police. Thus, it can be said that the leadership of TNI has succeeded in handling natural disasters in Pasigala, Central Sulawesi. It can be then recommended that the Indonesian Government and stakeholders should improve the quality of training and education for leadership and disaster management by implementing the leadership principles of TNI, as well as synergizing with TNI in disaster management

Abstract

Konsep bela negara sebenarnya tidak hanya dimiliki oleh Indonesia. Negara lain menerapkan pertahanan negara dalam berbagai bentuk misalnya dinas militer, dinas sipil atau gabungan keduanya. Penelitian ini bertujuan untuk.menganalisis kegiatan pembinaan narapidana terhadap kesadaran bela negara di rumah tahanan kelas II B Cilodong Depok. Kesadaran bela negara terhadap para narapidana perlu ditumbuhkan melalui kegiatan pembinaan narapidana. Penelitian ini menggunakan metode field research atau penelitian lapangan yang merupakan penelitian kualitatif. Penelitian ini juga menggunakan metode wawancara sebagai teknik pengumpulan data. Penelitian dilakukan di Rumah Tahanan kelas II B Cilodong Depok. Hasil penelitian ini menunjukkan bahwa kegiatan pembinaan narapidana melalui kegiatan keagamaan dan kegiatan lainnya yang selama ini dilakukan hendaklah dimaknai sebagai upaya pemulihan kesadaran mental narapidana yang menumbuhkan kembali kesadaran bela negara dan cinta tanah air untuk kemudian siap kembali ke tengah-tengah masyarakat sebagai warga negara yang baik. Kegiatan pembinaan narapidana melalui kegiatan keagamaan dan kegiatan lainnya yang selama ini dilakukan hendaklah dimaknai sebagai upaya pemulihan kesadaran mental narapidana yang menumbuhkan kembali kesadaran bela negara dan cinta tanah air untuk kemudian siap kembali ke tengah-tengah masyarakat sebagai warga negara yang baik. Kegiatan pembinaan keagamaan juga memberikan kontribusi penuh dalam rangka meningkatkan kesadaran bela negara. Hal itu dikarenakan dengan munculnya kesadaran mental dalam diri narapidana maka secara tidak langsung akan memunculkan kesadaran untuk menjadi warga negara yang baik. Upaya untuk menjadi warga negara yang baik dan taat adalah salah satu bentuk kesadaran bela negara .

Abstract

Indonesia di tahun 2020-2035 diperkirakan berada dalam masa bonus demografi. Salah satunya yaitu dengan menanamkan jiwa kewirausahaan pada kaum milenial. Tujuan penelitian ini, untuk menganalisis dan memahami bagaimana pemberdayaan kaum milenial sebagai kader bela negara, dengan menggunakan konsep pemberdayaan. Metode penelitian adalah kualitatif deskriptif dengan menggunakan teknik penelitian studi literatur. Hasil penelitian ini mengungkapkan bahwa pemberdayaan kaum milenial sebagai kader bela negara adalah mewujudkan kemandirian secara ekonomi oleh kaum milenials Indonesia. Kemandirian ekonomi ini ditunjukkan dalam keikutsertaan kaum milenial dalam program Pendanaan Startup Inovasi Indonesia. Program ini merupakan program Pemerintah dari Kementerian Riset dan Teknologi/Badan Riset dan Inovasi Nasional yang ditujukan bagi pemuda usia produktif, yang mana pemuda usia produktif termasuk dalam generasi milenial, sebagai bagian dari pengembangan jiwa kewirausahaan. Adapun program yang diprioritaskan untuk mendapatkan Program Pendanaan Startup mampu mendorong peningkatan ekonomi suatu negara.

Abstract

Punik's war or war is a series of wars between Cartago and Rome which occurred between 264sm-146sm and is the largest war in the ancient world. In this modern era, we often find various literature that discusses the importance of controlling the sea to control the world. History also gives us a lesson in how a developed and strong maritime state will be destroyed and even disappear from history, due to reluctance to maintain that power. Based on the foregoing, this study discussed the destruction of maritime civilizations due to the Punik I war between Kartago and Rome (264 - 241 BC). This study uses a descriptive-explicant research approach with a qualitative approach. The research paradigm used is constructivist with researchers as the main research tool. This study uses content analysis techniques and literature research. The results of the study obtained this war had caused the two empires to run out of their wealth. The battles that occurred in the war Punik I became an important milestone that determined the results of the battle in Punik III War. The biggest maritime power in the world has turned down to be continental, while continental power has unfurled its screen to become a strong maritime country. For Indonesia, Punik's war gave Lessons Learned which is very valuable to be a reflection that as a maritime country, we need a visionary statesman to restore the glory of the archipelago.

Abstract

Some countries have proven to be advanced by managing their historical and cultural heritage and promoting it internationally. Japan and South Korea are living examples, who transform the war site not only into national defense heritage but also bring it to the international level.  The management of historical heritage is crucial to enhance people's awareness of the importance of national defense. However, many of Indonesia's historical relics are still neglected or poorly managed, even though many historical and cultural heritages have the potential to become tourist attractions. This article aims to discuss how to manage Indonesian historical and cultural heritage to enhance nationalism and patriotism. Proper management of historical and cultural heritage will increase the love of the motherland. The research method is done by a qualitative research method as well as literature studies. This study proves that the management of culture and historical heritage of Indonesia, especially those related to the national struggle, is still largely ignored. Moreover, Indonesia even lacks in managing its historical and cultural heritage. Therefore, Indonesia has to improve the management of its cultural and historical heritage so that it can be promoted to the global world as an object of tourism to increase the nationalism of the younger generation.

Abstract

Pluralism is an excellent wealth and social capital. On the other hand, pluralism has the potential for latent conflicts that can threaten security and peace in society. As one of the provinces in Indonesia that has a complex level of pluralism, Papua is inhabited by various indigenous Papuan tribes and tribes originating from outside the Papua Province. In this article, the researcher describes the communication strategy carried out by the Cenderawasih Military Command XVII and Jayapura X Lantamal. The two institutions which are the institutions of the Indonesian National Armed Forces (TNI) are responsible for creating a conducive situation in society. This research is a qualitative research. Data were collected by interview and literature study. The results of the study indicate that the application of intercultural communication strategies by the TNI as a form of its unity with the people, namely: smart-power, which consists of soft power is applied to non-armed parties, while hard power is applied to armed civilian groups. The strategy of intercultural communication is carried out with a religious, cultural, and equality approach. This research is expected to be an evaluation material for Kodam XVII Cendrawasih and Lantamal X Jayapura.

Abstract

The various wars that have been passed have had implications for the development of Japanese combat conditions. One of the wars that sparked the rise of Japanese combat technology was the Tsushima War of 1905, marked by the use of new weaponry such as torpedoes and telegraphs. Japan's victory in the Tsushima War has proven that Japan has advanced weapons technology and has proven to be able to compete with Russia. This study provides a very important lesson and can be a reflection for Indonesia in the development of a naval military force. By using historical methods and defense economic theory approaches, this study discusses efforts to increase the strength of the main weapon system of the Japanese special navy. The results of the study show that the efforts made by Japan put a lot of emphasis on the strategy of developing the defense industry. The rise of the defense industry has become an integral part of military power building. In that context, Japan does not only involve the military, but also develops human resource capacity and increases research in the field of technology. The existence of good cooperation between the government, industry players, and academia is also the main pillar in the effort to build a naval military force.
