Abstract

Abstract-In efforts to achieve the vision ofSemarang City as the trade and cultural services tothe public welfare, the government implementSapta program, one of which is Gerdu Kemplingprogram (Integrated Movement in Alleviation ofPoverty in Health, Economy, Education,Infrastructure, and Environment Sectors), aprogram that focuses on the areas of povertyreduction. Although it has been carefully designed,but nature doing so, the program still encountersmany obstacles and shortcomings. An example is inthe District of West Semarang. In 2007 WestSemarang district representing as the urbanpoverty since the West Semarang district has themost impoverished families among existingdistricts. However, the people in this region inaverage did not know very well about the programand the program is less known by the public atlarge, whereas they are the main target of theprogram that was launched in March 2011. Thisstudy aims to determine the implementation of theGerdu Kempling program in the District of WestSemarang as well as to determine the supportingand inhibiting factors in the implementation of theprogram.This study is an evaluative research, whichundergo assessment studies for the implementationof government policy, particularly on the GerduKempling program in West Semarang District inaccordance with the goals, objectives, and theimpact of items desired by using a qualitativeapproach. Sources of data are primary data thatdirectly obtained through field observations andinterviews with the Local Government (LG) ofSemarang and West Semarang District. After thedata reduction, the results of evaluative researchwill be presented analytically.The results showed: 1) Kempling GerduProgram still not fully known and understood bythe public as an object of policy, it is caused by thelack of systematic program, less the maximumgovernment in fostering citizens to develop theirbusiness, especially in the capital for the businesscommunity; 2) The supporting factors that supportthe implementation of programs is Gerdu Kemplingprogram are good coordination and synergybetween Semarang City Government bureaucratswith stakeholders, the funding and businessfacilities of the CSR program of the business world(banks, state / local enterprises and private), aswell as quite effective guidance on education andtraining of Semarang City Government to theprogram implementers. While the inhibiting factorsare: the lack of response from the community ofinmates, the lack of understanding to the GerduKempling program, the limited funding andfacilities budget of Semarang City Government aswell as from the stakeholders and the lack ofsocialization of the program in Semarang cityresidents.Keywords: Sapta program, Poverty AlleviationProgram, the City of Semarang, Gerdu Kempling

Abstract

Economic empowerment that involves the participation of society at large , makes a lot of SME ( Small Medium Enterprises ) that grow and evolve , becoming even safety valve for the nation's economic recovery . This is a popular economic sector entities as economic actors who have proven not only to survive , even say " savior " in times of crisis , because of its ability to provide a significant contribution to the GDP ( Gross Domestic Product ) and employment. The tendency of the ability of SMEs ( Small Medium Enterprises ) to contribute significantly to the economic development of the country , not only in Indonesia and developing countries , but also occurs in developed countries . For example Bantul , through cooperation with the private sector is able memandirikan Bantul through the development of SMEs ( Small and Medium Enterprises ) . Kasongan pottery craftsmen case is one example of an area that locality makers of pottery items as the subject of a wide range of economic empowerment as a basic policy concern for the Government of Bantul memandirikan pottery artisans and craftsmen with the basic spirit of eventual rate of growth industries including pottery be increased . Kasongan be a tourist village with pottery attraction . Abstract

Crisis communication is carried out to gain trust in the community and to assure the public that the crisis can be resolved immediately. Therefore, this study aims to find out about the implementation carried out by the Temanggung Regency Government using the theory of crisis and emergency risk communication, with five existing stages, namely, the pre-crisis phase, the beginning of the crisis, the crisis, resolution, and evaluation. Situational crisis communication theory is also used in this study to find out instructive information and adjustment information from the government. This study also aims to find out what media are used by the Temanggung Regency Government in communicating the COVID-19 crisis, the effectiveness of crisis communication, as well as the barriers and challenges of crisis communication. This study used a descriptive qualitative research approach with data collection techniques by interviewing Irham Syafii, Sri Endang, Agung Aristyo, and Djoko Prasetiyono brothers. In this study, the main findings were found, namely, all crisis communication activities were carried out with the preparation of the right materials and materials, then carried out with the correct implementation according to the rules, and evaluation of the progress of communication. It aims to make crisis communication run as expected.

Abstract

Partai Keadilan Sejahtera is one of political party which take part of political dynamics in Indonesia. One of political dynamics that occur is the winning of PKS’s cadre, he is Ahmad Heryawan who selected in Jawa Barat head election in 2013. The winning became interesting when Ahmad Heryawan can win the political struggle in the condition that PKS get corruption case which attack the internal party. Researcher try to elaborate many factor which influence Ahmad Heryawan winning within corruption case of beef imports. The purpose of research is to know many factor that influence Ahmad Heryawan winning in Jawa Barat head election in 2013. This research involve nine of informant who take part the process of Jawa Barat head election. The typical of this research is qualitative type with descriptive analysis model. The data retrieved by way of interview process and document from PKS and KPUD Jawa Barat. Based on research result, there are five factors that affect Ahmad Heryawan winning in Jawa Barat head election. The five factors are imaging factor of Ahmad Heryawan, Deddy Mizwar’s factor as mass getter, achievement factor of Ahmad Heryawan and incumbent position, the power of political party engine, and the winning team power.  Moreover, there are some supporting factors such us  chances of winning Ahmad Heryawan that greater than the nearest rival in the vote, Rieke Diah Pitaloka. This occurs because PDIP late in preparing cadres. From the overall factors, imaging factor is the most dominant.

Abstract

Kelurahan Siaga Bencana (KSB) merupakan sebuah kebijakan pnanggulangan bencana yang dilaksanakan dengan menerapkan konsep pemberdayaan masyarakat dan mulai dikembangkan sejak tahun 2011. Awal mula kebijakan ini diciptakan akibat keterbatasan pemerintah dalam melakukan penanggulangan bencana di daerah yang berlokasi jauh dari pusat pemerintahan. Oleh karena itu, kebijakan dengan pemberdayaan masyarakat ini diterapkan agar penaggulangan bencana dapat dilakukan secara efektif oleh masyarakat daerah setempat secara mandiri. Hingga tahun 2020, Kota Semarang telah memiliki 56 Kelurahan Siaga Bencana dengan berbagai macam karakteristik bencana yang berbeda-beda. Jumlah ini terus bertambah secara akumulatif sesuai dengan RPJMD Kota Semarang sejak tahun 2011. Kelurahan Mangkang Wetan adalah salah satu KSB dengan kerawanan bencana jenis banjir dengan frekuensi kejadian bencana yang tinggi diantara kelurahan lain dengan jenis kerawanan bencana yang sama. Letak Kelurahan Mangkang Wetan yang berada di hilir Daerah Aliran Sungai (DAS) beringin juga merupakan salah satu faktor pemicu tingginya frekuensi banjir di daerah ini. Penelitian ini akan menitikberatkan pada implementasi Kebijakan Kelurahan Siaga Bencana di Kelurahan Mangkang Wetan ditinjau dari perspektif pemangku kebijakan (stakeholders) dan perspektf masyarakat setempat.

Abstract

The Health Ministry in Semarang is health services levy exemption granted by the Government to the entire population of Semarang Regency that has Residents Sign Cards or a family card without exception. Health services levy exemption given is all there is in health services clinics in addition to hospitalization and health tests. The Health Ministry was held with the free highlights to the Ministry to the wider community in order to achieve optimal health degree movies, without neglecting the quality of service to individuals. The Ministry of health centers free start since 2008 and was held for almost 5 years of service free clinics has been going pretty well. In general there are no obstacles in the implementation of the health service means, obstacles that arise more comes from the State of the environment and the situation in each of the locations of clinics like each road conditions, weather conditions or outbreaks of disease.

Abstract

A long controversy about an ideal relationship which is required to be knitted between instrument of political infrastructure, interest group and political party in a statehood framework, has always been an actual topic. The purpose of this study to describe the general relationship between students as a interest group against the movement patterns of political parties - the regeneration system - as one element of a political infrastructure, in an effort to create a healthy political climate. For some people who support the need of a harmonious wickerwork between the two of those institution, the existence of the affiliation is actively necessity. However, Not a few among the other observers, have different opinion to respond this social phenomena. Two of the leading persons who are standing against the indication of affiliate relation which is built between the two of those institution, Julien Benda and Arief Budiman. Benda, this well-known French man assumes that ‘interest’ becomes a differentiator key of fundamental framework between the two of those institutions. As well as Benda said, Arif who is well-known in student movement over the era of 1996 reveals things in common. For Arif, the moral movement which is carried by interest group, such as student movement organization is required to be given a space when it is joggled with political movement, which becomes the main characteristic of political parties. After the long controvercy is taken place, the appearance of Kesatuan Aksi Mahasiswa Muslim Indonesia (KAMMI) and Partai Keadilan Sejahtera (PKS) in the same time and era, reformation era was not occurred without intentional element. Abstract

This study was conducted to explain how Partai Keadilan Sejahtera chance to win the 2014 legislative elections in the city of Semarang, both in the scale of the vote and of seats in Parliament in Semarang. The things will be the basis of the observations is the target of the vote and seats as well as a political marketing strategy ahead of the 2014 elections Partai Keadilan Sejahtera in Semarang, strengths and weaknesses of the Partai Keadilan Sejahtera party in Semarang city today, as well as the level of community support for Partai Keadilan Sejahtera Semarang.This study will use a mixed methods or qualitative-quantitative where researchers will use qualitative methods to collect the data written and spoken words of research subjects and informants. In addition, researchers using quantitative methods that manifested by the use of a questionnaire to measure the level of community support numerically.The results showed that the Partai Keadilan Sejahtera chair set acquisition with an estimated 8-12 vote totals for voice 80000-100000. Partai Keadilan Sejahtera try to focus on winning the election and local scale by using a personalized approach and promotion strategies of candidates through various media to attract the support of the community Semarang. They are quite benefited with the large popularity of competent candidates and candidate - though also have the problem of the threat and the level of materialism abstentions Semarang people. Primarily, they are optimistic to achieve the targets that they have created. However, their optimism does not correspond with the level of community support for Partai Keadilan Sejahtera Semarang. Because, the Semarang people are not too keen to choose Partai Keadilan Sejahtera due to various reasons such as more interested in choosing the other party and the notion that politics is full of corruption. Furthermore, this study only found Partai Keadilan Sejahtera loyalist sympathizers and minimal amounts.Keywords : Political Parties, legislative elections, political marketing.

Abstract

Menindaklanjuti Undang – Undang Nomor 36 Tahun 2009 pasal 115 tentang Kesehatan yang menetapkan mengenai Kebijakan Kawasan Tanpa Rokok (KTR), pemerintah Kota Semarang mengeluarkan Peraturan Daerah Nomor 3 Tahun 2013 tentang Kawasan Tanpa Rokok untuk mengubah perilaku merokok sembarangan di Kota Semarang. Tujuan dari penelitian ini untuk mengetahui bagaimana evaluasi Kebijakan Kawasan Tanpa Rokok di Dinas Kesehatan Kota Semarang serta untuk mengetahui mengenai faktor pendorong dan faktor penghambat penerapan Kebijakan Kawasan Tanpa Rokok di kantor Dinas Kesehatan Kota Semarang. Penelitian ini menggunakan metode kualitatif deskriptif. Data penelitian ini diperoleh dari hasil wawancara, data/arsip dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan kebijakan Kawasan Tanpa Rokok di Dinas Kesehatan Kota Semarang sudah cukup baik, kantor Dinas Kesehatan Kota Semarang sudah bebas asap rokok. Namun masih ada beberapa kekurangan. Sosialisasi oleh Dinas Kesehatan Kota Semarang tidak berkelanjutan, eksistensi papan pengumuman dan tanda larangan juga belum ada. Sehingga perlu dilakukan evaluasi mandiri oleh pengawas internal Dinas Kesehatan Kota Semarang.

Abstract

Implementasi kebijakan pengembangan Taman Nasional Way Kambas di Kabupaten Lampung Timur dalam komunikasi sudah dijalin sangat baik antara pemerintah pusat dengan instansi lainnya, sumber daya manusia yang ada bersikap jujur berkomitmen dan masih bersinergi dalam bekerja namun masih ditemukan sumber daya manusia yang memiliki kurang pengetahuan dalam pengembangan pariwisata dan tidak terdapat masalah anggaran. Seluruh pegawai baik Dinas Pariwata Kabupaten Lampung Timur, balai Taman Nasional Way Kambas, dan instansi terkait sudah bersikap jujur, berkomitmen, dan demokratis, dan dalam pengembangan kawasan pariwisata Taman Nasional Way Kambas tidak memiliki SOP mengenai kerja sama. Factor pendukung yang dihadapi adalah koordinasi yang baik antar intansi, adanya zona pemanfaatan yang dapat dimanfaat untuk pengembangan wisata, dan komitmen pegawai dalam mengembangkan objek wisata Taman Nasional Way Kambas. Sedangkan, faktor penghambat yang di hadapi antara lain kurangnya kualitas sumber daya atau pegawai, kurangnya bantuan dari pihak ketiga atau mitra swasta, dan kurangnya anggaran untuk merawat dan memelihara fasilitas yang ada
