Abstract

Abstract:The road is one of the main infrastructure connecting one region with other regions. Therefore the roads must be designed in accordance with the load of vehicles that passed the area. National road Banda Aceh Meulaboh had been - designed adjusted to able roughness thickness with a load of vehicles passing on the road so that the age of planned road can match the load of a vehicle that has been calculated based on daily traffic average (ADT). Problems that can be seen from the road – Banda Aceh Meulaboh (km. 69 s/d km. 150) is an excess charge caused trucking. The purpose of the research is to find out how big the power factor haywire vehicles caused by excess charge and how great the influence of overload against age plan roughness highway. This research was conducted directly in field by conducting a survey of heavy goods transport traffic with portable truck scales at KM 148. On the streets of Banda Aceh Meulaboh – total violation of JBI average 45,57% of total transport truck. The results showed that the value of the excess load conditions with the VDF is larger compared to the value of the normal load conditions i.e. VDF amounted to 219%. Based on analysis of CESA overload condition then occurs a decrease in age of 9 years while services based on the formula of equation of effective period of layan layan age pengurunan occurred of 10.77 the year from age 20-year plan. Based on the value of IRI then year 2024 required regular maintenance in the form handler program (overlay). The results of the redesign with the overload of thick results obtainable roughness AC-WC 4 cm, AC-BC 6 cm, Base Coarse 25 cm and Sub Base 32 cm..Keywords : Overloading, VDF, LHR, Design Life, IRI. Component Analysis MethodAbstrak:Jalan merupakan salah satu infrastruktur utama yang menghubungkan antara satu daerah dengan daerah lainnya. Oleh karena itu jalan harus didesain sesuai dengan beban kendaraan yang melintas pada daerah tersebut. Jalan Nasional Banda Aceh - Meulaboh didesain tebal perkerasan yang direncanakan disesuaikan dengan beban kendaraan yang melintas pada jalan tersebut agar umur jalan yang direncanakan dapat sesuai dengan beban kendaraan yang telah dihitung berdasarkan Lalu Lintas Harian Rata-rata (LHR). Permasalahan yang dapat dilihat dari Jalan Nasional Banda Aceh – Meulaboh (KM.69 s/d KM.150) adalah muatan berlebih yang disebabkan angkutan truk. Tujuan penelitian adalah ingin mengetahui seberapa besar faktor daya rusak kendaraan yang diakibatkan oleh muatan berlebih dan seberapa besar pengaruh dari beban berlebih terhadap umur rencana perkerasan jalan raya. Penelitian ini dilakukan secara langsung dilapangan dengan melakukan survei  berat lalu lintas angkutan barang dengan timbangan truk portable yang dilakukan pada KM 148. Pada Jalan Nasional Banda Aceh – Meulaboh jumlah total pelanggaran terhadap JBI rata-rata 45,57% dari jumlah total kendaraan angkutan truk. Hasil penelitian menunjukkan bahwa nilai VDF dengan kondisi beban berlebih lebih besar dibandingkan dengan nilai VDF kondisi beban normal yaitu sebesar 219%. Berdasarkan analisa CESA dengan kondisi beban berlebih maka terjadi penurunan umur layan sebesar 9 tahun sedangkan berdasarkan rumus persamaan efektif masa layan terjadi pengurunan umur layan sebesar 10,77 tahun dari umur rencana 20 tahun. Berdasarkan nilai IRI maka tahun 2024 diperlukan program penangan berupa pemeliharaan berkala (overlay). Hasil desain ulang dengan beban berlebih didapat hasil tebal perkerasan AC-WC 4 cm, AC-BC 6 cm, LPA 25 cm dan LPB 32 cm.Kata kunci : Beban Berlebih, VDF, LHR, Umur Rencana, IRI, Metode Analisa Komponen.

Abstract

The availability of means of public transport provide more options for travelers to choose the most suitable type for them to use. Mini bus is the type of means of public transport which is most often used in Meulaboh for long distance intercity traveling. Recently, there has been also available a new travel mode which applies the relatively expensive tariff system compared with the tariff of minibus. The problem then occurs when such travel mode has been largely chosen by the travelers. The travel permit held by this travel mode is only a transport business license for operation of tourism transport only. The purposes of this study were to investigate the characteristics of the travelers and to obtain a model of the travel model that could explain the probability of the travelers in selecting the type of means of public transport on Meulaboh – Banda Aceh route. To formulate the behavior of travelers in choosing the transport mode, the stated preference techniques in the  form of questionnaire was used. The results of the data were analysed by using multiple linear regression to obtain the utility equation which was then substitutedinto the function of the binomial logit. From the results of multiple linear regression analysis showed the equations with variables utility: the tariff rate difference (X1), the traveling time difference (X2), the waiting time difference (X3) which have significantly influenced the respondents in choosing transport mode. By using the average value of the existing condition of each variable X1, X2, X3, it was obtained that the value of choice probability of mini bus mode on Meulaboh – Banda Aceh route was 48%. In order to increase the choice probability of mini buse modes up to 80%, it canbe done by increasing the tariff difference to IDR.50,000,-. It means that the tariff of the mini bus mode should be cheaper IDR. 50,000,- or the rates of the new expensive tariff travel mode become more expensive of IDR. 50,000,-.

Abstract

Abstract: Meulaboh, the capital city of West Aceh District, was attacked by the earthquake and tsunami on December 26, 2004. Another earthquakes in 2010 and 2012 remind people to pay more attention on managing the evacuation. Lesson learned from those years, everyone was panic and tried to evacuate themselves by heading to a safe area. Consequently, the traffic was sprawled and  unmanageably leading to severe congestion. The most common evacuation routes used by the people are Jalan Sisingamangaraja, Jalan Generation and Jalan Kayee Puteh. According to the results, the existing evacuation routes were still in normal conditions and feasible as shown by the degree of saturation (DS) 0.75. In contrast to that, based on public perception, Jalan Singamangaraja was not feasible as shown by DS 0.75.Keywords : earthquake, tsunami, evacuation route, feasibility studyAbstrak: Kota Meulaboh merupakan Ibukota Kabupaten Aceh Barat yang terkena dampak gempa dan tsunami pada tanggal 26 Desember 2004. Gempa bumi di Tahun  2010 dan Tahun 2012 menjadi pengingat akan gempa bumi dan tsunami dahsyat yang terjadi tahun 2004. Dalam kejadian tersebut, masyarakat terlihat panik dalam melakukan evakuasi, sehingga pergerakan masyarakat menjadi tidak terkendali dan menimbulkan kemacetan parah.Kemacetan lalu lintas pada ruas jalan Sisingamangaraja yang merupakan jalur evakuasi juga terjadi, dimana masyarakat berusaha menyelamatkan diri dengan menuju ke daerah aman (gampong lapang).Analisis ketiga jalur evakuasi eksisting mengidentifikasikan bahwa Jalan Sisingamangaraja merupakan jalan yang paling banyak dipilih masyarakat sebagai jalur evakuasi, sedangkan Jalan Generasi dan Jalan Kaye Puteh merupakan jalur alternatif. Sesuai hasil perhitungan, kondisi eksisting ketiga jalur evakuasi tersebut masih dalam kondisi normal dan masih layak karena nilai derajat kejenuhan (DS) 0,75. Adapun hasil perhitungan berdasarkan persepsi masyarakat tentang pilihan arah evakuasi pada ketiga jalur tersebut, didapatkan Jalan Sisingamangaraja sudah tidak layak jika ditinjau dari nilai DS 0,75.Kata kunci : gempa bumi, tsunami, jalurevakuasi, analisis kelayakan

Abstract

Abstract: Indonesia is an area that has oil palm plantations are quite extensive.Aceh Barat is one of the districts in the Province of Aceh which is boastful of palm oil industry.  Palm oil production generates waste including palm kernel shells and palm pulp; which is used to fuel the furnace/boiler/steam boiler during the extraction process of Crude Palm Oil (CPO). Shells and pulps that has been burned at high temperature ranging between 500°C to 700°C will deform into clinker which is later known as Palm Oil Clinker (POC). This study aims to investigate the physical properties of the POC to use as substitutes of fine aggregate in asphalt concrete mixture. The study also inspects the Marshall characteristics and the performance characteristics of the mixture of Asphalt Concrete Wearing Course (AC-WC) constituted of partial replacement of its fine aggregate.Furnace crush will be crushed where the results of the collision must pass the filter 8 (2.36 mm) and retained on a sieve No. 200 in accordance with the specifications for fine aggregate issued by Department of Public Work 2010.Results of the study displays that there are characteristics value of the AC-WC mixture which compliant with the Specification for Asphalt Concrete Mix by Department of Public Work 2010. The highest stability value revealed at 100/0 percentage furnace crust and split variation of the AC-WC mixture; however, this variant bears the lowest flow value with the consequences that the asphalt concrete mix is potentially high in crack failure thus it is unacceptable to use. An array of tests revealed that the ideal value for optimum durability of asphalt concrete mixture is at ≥75%; therefore, the mixture of AC-WC with 75/25 of percentage furnace crush and split variation is recommended by the study.Keywords : Palm oil furnace crust, Marshall characteristics, Retona Blend 55Abstrak: Indonesia merupakan daerah yang memiliki areal perkebunan kelapa sawit yang cukup luas. Aceh Barat adalah salah satu kabupaten di Provinsi Aceh merupakan daerah penghasil minyak kelapa sawit dengan limbah diantaranya cangkang kelapa sawit dan serat buah kelapa sawit. Limbah ini digunakan sebagai bahan bakar tanur/boiler/ketel uap yang digunakan dalam proses ekstraksi buah kelapa sawit menjadi crude palm oil (CPO). Cangkang dan serat sawit yang telah digunakan sebagai bahan bakar dapur tungku tanur dengan pemanasan 500o – 700o nantinya akan menjadi limbah tanur berupa kerak tanur cangkang sawit. Penelitian ini bertujuan untuk mengetahui sifat-sifat fisis material alternatif, dan mengetahui karekteristik Marshall serta mengetahui kinerja Campuran aspal beton AC-WC (Asphalt Concrete-Wearing Course) dengan menggunakan material alternatif sebagai pengganti sebagian agregat halus.Kerak tanur akan ditumbuk dimana hasil tumbukan harus lolos saringan No.8 (2,36 mm) dan tertahan pada saringan No. 200 sesuai dengan spesifikasi untuk agregat halus yang dikeluarkan oleh Bina Marga. Dari Hasil penelitian yang telah dilakukan menunjukkan bahwa nilai karakteristik pada campuran AC-WC memenuhi persyaratan. Nilai stabilitas tertinggi padavariasi perbandingan persentase penggunaan kerak tanur dan batu pecah 100/0 pada campuran AC-WC, tetapi mempunyai nilai flow terendah sehingga campuran beton aspal mudah mengalami keretakan sehingga tidak layak digunakan. Nilai durabilitas untuk campuran aspal beton AC-WC masih memenuhi persyaratan ≥ 75% dan dapat dianjurkan untuk campuran beton aspal AC-WC dengan variasi perbandingan persentase penggunaan kerak tanur dan batu pecah75/25%, karena memiliki nilai durabilitas tertinggi.Kata kunci : Kerak Tanur Cangkang Sawit,Karakteristik Marshall, Retona Blend 55
