Abstract

This research is done for the purpose of explaining the effectiveness of village personnel in the village ofPakuure two Tenga district of South Minahasa Regency in the study of public administration. The studyuses qualitative approach methods. The subject of this study amounted to 10 of the one occupying theresearch site so researchers took the conclusion to give the Kuisoner to the 10 subjects. . Data collectionusing interviews, observations, behavioral studies (documentation), while the analytical techniques usedare qualitative data analysis interaction models Miles and Huberman and Sugiono. The results of thestudy showed (a) more productivity is realized in the implementation of non-physical development and lessattention to the empowerment and strengthening of economic potential of the village community. (b) Thecreativity of the village apparatus is formed in establishing a working relationship with the district anddistrict governments as well as in conjunction with religious leaders but lack creativity in presenting thegovernment program to Improving people's living standards. (c) The working intensity of the villageapparatus is manifested in the division of work and seeks to optimally serve the community. However, theintensity of work produced as a form of occupational effectiveness has not been followed by theinvolvement and support of the community.Keywords: effectiveness, work effectiveness, village apparatus

Abstract

Abstract: This study aims to determine the perception of students of Sam Ratulangi University on thepolicy of Single Tuition. This research was conducted by using qualitative descriptive method. The resultsshowed that: The perceptions formed from each individual student vary based on what is heard, seen, felt andunderstood about Single Tuition. The Single Tuition Policy at Unsrat is very helpful for people who haveeconomic problems to continue the lecture lecture, and easier to manage tuition expenses for students fromearly entry until graduation, and minimize the occurrence of corruption, collusion, and nepotism practice inHigher Education. Student perceptions about the application of Single Tuition at Sam Ratulangi University havenot been fully effective, where the implementation is still not in accordance with the regulation, because thereare still weaknesses in lecturing process, such as: Not exactly the tariff stipulation of Single Tuition charged byevery student because nepotism in the early negotiations to register lectures, inadequate facilities such as labsand classes that are not worth using, Budget for frequent late Lab fees resulting in late lab work in the course,and still found illegal levies in lectures that are detrimental to students. Efforts to be taken to overcome theproblems are found in the application of the Single Tuition policy at Sam Ratulangi University such as: Thelevel of supervision should be considered at the beginning of the negotiations conducted by the providers ofSingle Tuition, the validity of the student's economic date is correct, the Single Tuition Fund Management mustbe transparent, and the effect on the person who commits the violation must be considered and improved.Keywords: Perception, Single Money Policy

Abstract

Abstract: urban village head (Lurah) has the duty to execute the authority of the government that delegated bythe mayor to handle as a matter of regional autonomy, one of which is coordination. This research wasconducted with the aim of explaining the ability of urban village head on the coordination of development inKelurahan Banjer, Tikala Sub-district, Manado City. The research design used is qualitative. The researchfindings are the ability of the lurah to coordinate the development in Kelurahan Banjer, Tikala Sub-district,Manado City, in terms of technical capability in the administrative and technical processes work well verticallybut not horizontally. Humanity's ability is very prominent in the implementation of tasks, especially in guidingand directing the work of staff and to the community. Abstract

Abstract: The purpose of this study is to determine how the performance of PT PLN in the complaint/ complaintsin the city of sorong, west papua province.This research use method approach of descriptive –qualitative. based on the theoreatical study, the performanceview from the three dimensions of organizational performance the public service namely productivity,responsiveness and accountability. The research informansin the capture of elemen of the of the official/employeePLN the city of sorong as many as 4 people, and community customers of PLN as much as 4 people. Data collectionusing interview guidelines ,while the analysis technique used is the analysis of the interactive model of Miles andhubernann.Based on the results of data analysis on apple conclusion (1) the productivity has been quite good in view of theimplementation of the set, ability carry out the service, the level of achievement, the realization of the operatingbudget, the efficiency of use of facilities/ infrastructure work, and optimilisasi utilization of potensial HUMANresources officer. (2) responsiveness has been quite good in view of programs and actions to respond to customercomplaints, but still less good in view of speed and punctuality (3) accountability is good enough in view of theopenness of the give an answer to the community/ customer about the program as well as customer satisfaction.Starting from the results of the study then can in kemukan some advice : (1) team technical services in the needto consider in more into four tim/ group to four wilayah/ a different location. Abstract

The Hope Family Program is a program approved to develop a system of social protectionfor the poor in Indonesia. One final goal of PKH is to increase school enrollment rates for RTSM childrenspecifically at the elementary, middle and high school levels, and to reduce the number of underageworkers in Indonesia. PKH in this education sector asks RTSM motivation to be able to immediatelyaccept children to school and encourage them to fulfill commitments in the learning process, at least85% of effective days of schooling in one month during the teaching year. The purpose of this study is todescribe the implementation of the Family Hope Program in the education sector in the Molas Sub-District, Bunaken District, Manado City. This research uses descriptive-qualitative method, datacollection techniques carried out by interviews, documentation, and data collection with documents.Randall Ripley and Grace Franklin. This theory looks at the level of approval variable in the applicableregulations, the smooth variable performs the routine and the absence of discussion, the variablerealization of the performance and the desired change. The results of his research showed that theimplementation of PKH in Molas Sub-District, Bunaken District, Manado City was still in theimplementation stage. Dissemination and assistance have not been carried out in full, there have beendelays in disbursing PKH funds and the utilization of PKH funds in the education sector that are not welltargeted. Abstract

ABSTRACT :The role of the Regional Employment Board is not optimally manage personnelresources, it is necessary to improve the quality of personnel resources in improving the professionalperformance of the apparatus, especially for professional development related to management skills. Thepopulation in this study were all officers or employees in Sub Tobelo North Halmahera recorded the numberof officers or employees who have as many as 25 civil servants.The research method that I use in this study is a quantitative research methods. The methods andapproach used by the consideration that examined in this study is quite actual and factual and intends toexamine the relationship or influence between the variables.The results of product moment correlation analysis and simple regression, can be tested the hypothesisthat "Education and training influence on Organizational Performance Regional Employment Board ofNorth Halmahera District", the 1% significance level, indicating that education and training are veryinfluential on Organizational Performance, especially in the office of the Regional Employment BoardHalmahera north, the magnitude of these effects can be observed from the analysis of determination, wherethe coefficient of determination obtained for 0.894 which may be interpreted that the magnitude of theinfluence of education and training to organizational performance 89.4%. These results indicate that thevariation change of organizational performance by an average of 41.79, or 69.65% is determined by a variety89.4%, while theof factors change Education and Training of remaining 10.6% influenced. data analysisshowed that between education and training the performance of the organization has linkage relationshipsand influences that are contributive as well as the very real or significant.Keywords: education and training, organizational performance

Abstract

The work environment is one of the factors that affect the performance of employees. An employee whoworks a work surroundings that support that an employee to work optimally will produce a goodperformance. However, if instead when an employee is on a work environment that does not support suchas lack of facilities, unsafe workplaces, noisy and hot then it is certain performance results employees willbe low. This research method using quantitative research i.e. research which analysed the data instatistics with the aim to find out whether the work environment affects employee performance. Datacollection is done by way of spreading the now at 63 employees then the data processed using the SPSSversion application 22. Work environment positive and significant effect on performance clerk GirianSubdistrict. Which means that the better work environment physical and non physical then theperformance of employees. The work environment has a fairly strong correlation and significantly to thedevelopment of the performance of government employees Girian Subdistrict. Suggestions in this study isthe importance of improving the atmosphere of the working environment is good and conducive in raisingemployee productivity and expected the Government Town of Bitung can maintain and improve thephysical work environment and non-physical.Keywords: work environment, performance , Employees.

Accountability The implementation of public services is a government effort to fulfillthe basic needs and civil rights of every citizen of the goods, services and administrative servicesprovided by public service providers. The purpose of this study was to determine the accountabilityof the Government Public Service in the District Office of Tahuna. , Sangihe Islands Regency, thetheory used is Accountability and Public Service. The research method used is the skinativemethod which is trying to find answers to questions related to the accountability of public servicedelivery. Abstract

The purpose of this research is to know the public participation in thedevelopment in the village Kiama west district Melonguane archipelago district Talaud. Thisstudy using the approach deskriptif-kualitatif. The focus of the research is participation in thedecision-making process the development of the village, and in the implementation thedevelopment of the village, in evaluation of programs of development of the village, and theutilization of the development of the village. Informants peneltian is the head of the village,chairman of the BPD, chairman of the LPM, chairman of PKK courses village, public figuresor peoples, and community members of the village kiama west, entirely amounts to 10 people.Collecting data using the guidelines interview, while the technique used is the model interactiveof Miles and Hubermann. The results of research into : (1) Public participation in the thedecision-making process the development of the village still less, which is still a lot more carriedout by the people or religion, representatives organization or groups of people, while themembers of society has not been participating. (2) Public participation in the implementation orthe implementation of the construction of a pretty high, people are generally supporting theimplementation of the development of the village which has been set to give aid or donationslike the help of cash and the material and especially donations power. (3) communityparticipation in evaluating village development programs is still lacking, i.e. it is still mostlydone by community/religious leaders, while community members are still less participating.
