Abstract

Abstrak: Tujuan penelitian ini adalah untuk meningkatkan kemampuan pemecahan masalah matematis dan motivasi belajar siswa melalui penerapan model pembelajaran berbasis masalah. Penelitian ini menggunakan desain eksperimen pretest-posttest control group design. Sampel penelitian diambil dua kelas dengan teknik purposive sampling dan penentuan kelas eksperimen dan kelas kontrol dipilih secara random. Kelompok eksperimen diberi perlakuan model pembelajaran berbasis masalah dan siswa kelas kontrol diberi perlakuan dengan pembelajaran konvensional. Berdasarkan hasil analisis data diperoleh kesimpulan, yaitu : (1) kualitas peningkatan kemampuan pemecahan masalah matematis yang diajar dengan model pembelajaran berbasis masalah berada pada kategori sedang, sedangkan kualitas peningkatan kemampuan pemecahan masalah matematis yang diajar dengan pembelajaran konvensional berada pada kategori rendah, (2) kemampuan pemecahan masalah matematis dan motivasi belajar siswa yang diajar dengan model pembelajaran berbasis masalah memperoleh peningkatan yang lebih baik daripada siswa yang diajar dengan pembelajaran konvensional.Kata Kunci: Model Pembelajaran berbasis masalah, Kemampuan Pemecahan Masalah Matematis dan Motivasi Belajar.

Abstract

The Social Security National is a system of the implementation of the country andthe government to provide social protection, so that each of the population meet the basicneeds of the life, to the realization of social welfare for the entire population of Indonesia.The type of the social security encompasses health insurance, guarantee the accident, death,the old days, retirement. Implementation of the 5 (five) programs of social security in thesocial security system of national is expected to reach membership of the labor force arewidely an ongoing basis, so that the people can meet basic needs as well as a guarantee ofliving either working in the formal and informal. The program guarantees social employmentbe seen from 4 of the implementation according to Edward III that is communication,resources, disposisi, and the structure of bureaucracy.The research is using the method of approach to a qualitative descriptive through indepthinterviews to the 10 people was an informer. Observation and the additionaldocuments in the form of a list of guidelines for the interview, tape recorder, and the paper.The result showed that in general the implementation of the guarantee of employmentis not good.Keyword: Implementation of labor social security program

Abstract

ABSTRAK: The village is a social institution that was passed on from generation to generation by the people. the new order of government is concerned homogenize the internal order of the village is so diverse in this country. The government wants the village as an instrument of development of effective and efficient. With the Law No. 6 of 2014 on the village, the village returned as part of the right of people, so the presence of village autonomy, which the village organize independently of government. From this, the village was given the authority to regulate and manage their own household and are expected to manage the potential that exists in villages both in the field of human resources, and natural resources, to find out the surveillance society in the implementation of governmental tasks, the researchers malakukan direct research with the number of informants as many as 14 people.Supervision is very important in a government, to encourage and anticipate deviations will occur. In this study informant revealed that the villagers have not been up correcting the results of the work done by the village government, it is because the government never set up a room for deliberation, so that what is done by the village government in particular on the budget the village fund managed by the government does not know then how the budget has been realized by building rural infrastructure, and the rest of the village community fund budget management never know, because the government is not accountable for the village community. In other words, the government should better evaluate the performance and the need to implement corrective actions so that the results of the work in accordance with the plan.  Keywords: Society Oversight of Government Management In Village

Abstract

As a program of the government, Kartu Indonesia Sehat is a government aid for the poor / poor, hoping toimprove the welfare of the community. Healthy Indonesia Program is a priority program of the President ofthe Republic of Indonesia Ir. Joko Widodo designed specifically to help the poor in order to get free medicalassistance. This research uses qualitative approach method. The research informants were: one head ofBPJS office, two BPJS office staff, one Kopandakan II village head, and four healthy Indonesian cardusers. Data collection by observation (direct observation), interview, and documentation, while theanalytical technique used is interactive model analysis from Miles and Huberman. Based on the researchresults can be concluded: (1) implementation of healthy Indonesian card program less effective seen fromthe dimension of communication. Socialization on matters related to the KIS program is carried out by theimplementing program (BPJS) to the community through cooperation with the village government, so thatthe public lack understanding. (2) implementation of healthy Indonesian card program is less effective, seenfrom human resource dimension of KIS program implementer from BPJS and health facility inadequate inquantity. Financial resources for program implementation are provided as needed. (3) implementation ofhealthy Indonesian card program is less effective seen from within dimension of disposition. The dispositionor characteristic of the officer does not have a consistent and consistent attitude to implement a healthy andsuccessful Indonesian card program. (4) the implementation of healthy Indonesian card program is lesseffective than the bureaucratic / organizational structure seen from the mechanism and procedure ofprogram implementation (SOP) which determined the lack of person in handling the program. Duties andresponsibilities are clearly defined. As for the suggestion: (1) socialization of healthy Indonesian cards tothe village community needs to be continuously improved and intensified because many villagers do notunderstand clearly the healthy Indonesia card program. (2) the implementing resources of healthyIndonesian card program from BPJS should be increased so that more can reach to the villages. HR inhealth facilities (health workers) for KIS participant services should also be able to reach the village. (3) thedisposition (commitment and consistency) of health card program implementing officers still needs to beimproved to improve the successful implementation of the program in the future. Abstract

ABSTRACT: This study aims to a system or set of a value which has a symbol, value orientations, beliefs,knowledge and experience are internalized into the life of the mind. A set of values is actualized in attitudes,behaviors, and actions undertaken by every member of an organization / bureaucracy. Therefore, thebureaucratic culture will affect the effectiveness of the civil servants. In this regard, this research is intended todetermine / measure the extent of bureaucratic culture influence on the effectiveness of civil servants in theRegional Secretariat Sula Islands.This study uses quantitative methods. Respondents are as many as 35 employees were taken at randomfrom the 119 employees of the Regional Secretariat Sula Islands. Instruments and data collection techniquesused were questionnaires and aided by structured interview (interview quide). The analysis technique used totest the hypothesis is simple regression statistical analysis and simple correlation or koreasi product moment.Results and formulation: (1) variable regression coefficient toward bureaucratic culture of the effectiveness ofemployee is posifive and significant at the 0.01 level of significance or confidence level of 99%. (2) thecorrelation coefficient and the coefficient of determination variables bureaucratic culture of the effectiveness ofemployee is significant at a significance level of 0.01 ata 99% confidence levelBased on the results of that study concluded that the bureaucratic culture have a relationship and apositive and significant impact on the effectiveness of employees working in the Regional Secretariat SulaIslands. Thus the bureaucratic culture is one of the determinant factors / determinants of the level of employeeeffectiveness.Starting from these conclusions are advised let the cultural dimension "strong" organizations (such asinnovation and risk taking, attention to detail/details, results orientation/performance orientation inpeople/employees, team orientation, aggressiveness, stability, integrity, professionalism, and others) can berealized optimally on the bureaucracy in order to create or enhance the effectiveness of civil servants.Keywords: Bureaucratic Culture, Effectiveness.

Abstract

Abstract: The foreigh to enlarge a district as a movement to increase the ability of the district governmentto make a short control of the government and to increase the human prosperity. As a matter of fact thereare still found the people in the districk has unprosperty. Based on the fact, so this research has to intendto answer the question, “whether the enlarge of districk effective to the level of human prosperity”.The research used the quantitative method. This research is made based on five example areas in thedistrict Bunaken of Manado city, The research sampel is stated for one-hundred respondens which istaken twenty sampel of the respondens for dach area in the district randomly, to collect the data thequestioner methad is used and helping by the interview technique. The data analysis used statistic analysisregression linear and correlation product moment.Based the data analysis show that : The effectiveness coefficient regression of the foreigh to enlarge adistrict area concerning human properity is 0.779 scale for each unit, and Coefficient collation effect in theforeigh to enlarge a district area concerning human prosperity is 0,83, and the determination coefficient is0,69 or 69%. Based of the research, the conclusion is the foreigh to enlarge the district area has a positiveeffect and significant to improve the human prosperity.Based of the coclusion above, suggesting forresponsive of the government to running this program to create the human prosperity.Keywords : The foreigh to enlarge a district, prosperity.

Abstract

ABSTRACT Research is moving on from the early observations that the existence of symptomsdecrease acceptance of original income area (PAD) the effect on the low success ofthe Organization of the autonomous region, particularly in North Halmahera Regency. Thus, this research aims to know the ada-tidaknya the influence of Regional financial capability against the success of the Organization of the autonomous region of North Halmahera Regency. Methods of descriptive and quantitative approaches used to solve problems in this research. A simple random sample set as many as 60 employees at the same time as the respondent. Data collection is done with the interview techniques, observation and documentation in order to capture data and secondary data promer. To analyze the data applied statistical methods descriptive statistics and inferensial with the technique of percentage, simple linear regression and correlation. Research results show that the positive effect of the regional financial capabilities and significantly to the success of the Organization of the Autonomous Region of North Halmahera Regency with the degree of determination of 92.7%. However, the ability of the financial area of North Halmahera Regency still categorised "less" as seen from the ratio of independence, fiscal decentralization and index capabilities resulting in a routine yet optimal achievement of the success of the Organization of the autonomous region which was only categorised. Referring to the results of the findings in this research, then it is seen necessary to give some suggestions, as follows: (1) it is recommended that the regional Government of North Halmahera Regency dig resources potential, such as PAD tourism which has not been optimally managed, in addition to streamline receipt PAD resources.(2) the need to study more about the setting of the target PAD based on the real potential that is available.Keywords: financial capability areas, autonomous region

ABSTRACTIn accordance with the duties and functions BKKBN or Regional FamilyPlanning Agency has a strategic role in the development of social welfare . The role willbe realized as expected if the Family Planning Agency may formulate and implementprograms that are directly related to efforts to repair / improvement of social welfare inparticular the families of the target group . In connection with this, this peneleitianendak answer the question " how the role of Family Planning Agency in thedevelopment of social welfare in the South Minahasa district .What is meant by a role in the development of the social welfare are the thingsor the efforts that have been or are being carried out by the Family Planning in thedevelopment of social welfare / community in accordance with the scope of tasks andauthority. The role can be seen from the programs and activities that have been or arebeing implemented and the results achieved in the development of public welfare .This study used qualitative methods . Sources of data / informants drawn fromthe competent authorities Family Agency Planning South Minahasa District ( 5 people ), officers PPLKB / PLKB Subdistrict ( 4 ) people , and community family planningprograms target group ( 6 persons ) , so the total number of informants there are asmany as 15 people . Collecting data using interview techniques . While the analysis ofthe data using qualitative analysis techniques interactive model of Miles and Hubernan .The results showed : ( 1 ) Programmes Body Family Planning , Women'sEmpowerment and Child Protection South Minahasa regency set everything can be donequite effectively . Abstract

The Implementation of BUMDES program is the implementation of economic programs or activities that are managed directly by the village government and the community, whose purpose is to manage and develop the village’s potential. Community economic empowerment is an effort to prosper the community through the implementation of economic activities that can increase people’s income. Based on research, BUMDES Tonsewer Selatan, Tompaso Barat subdistrict has programs work already running well, although there are still programs that have not run smoothly and still have constraints, such as in the implementation of hollow brick business. This research is to measure how big the influence of BUMDES program implementation to economic empowerment of people in the Tonsewer Selatan Village, Tompaso Barat subdistrict, Minahasa district. By using method of quantitative research. Variabel in this study there are two that BUMDES program implementation (x) and economic empowerment of the community (y). Samples in this study totaling 75 consisting of 8 peoples manager BUMDES, 14 device village, 3 religious leaders, and 50 head of the family. Instruments in this study is likert scale and interview guides to get scores of BUMDES program implementation and economic empowerment of the community. Test used is a test the validity and reliability and technique is used technique simple linier regression analysis and analysis techniques product mement correlation.Keyword: Program Implementation, Economic Empowerment, Community

Abstract

The purpose of this research was to determine the relationship of incentives to the motivation of work of village government officials in Kauditan District, North Minahasa Regency. This study uses quantitative methods. The research respondents were 30 village government officials in the Kauditan District taken in four villages. The instruments and data collection techniques used were questionnaires and assisted with interview quides. The analysis technique used for hypothesis testing is simple statistical analysis of correlation or product moment choreography. Based on the results of the data analysis, it was concluded that the incentives correlated or correlated significantly with the work motivation of village government officials; it means that the level of motivation of the work of the village government apparatus is significantly dependent on the incentives obtained as village government officials; the higher / better and satisfying incentives obtained by village officials, the higher or higher the motivation of work in carrying out their duties as a tool of the village government. Based on the results of this study, it can be recommended that incentives for village government officials need to be increased by increasing the amount of Village Fund Allocation each year.
