JPPM: Journal of Public Policy and Management, particularly focuses on the main problems in the development of the sciences of public policies and administrations areas. It covers the administration development, the regional autonomy and bureaucracy, the state apparatus, the decentralisation, the economic and science development, the public management, the governance and its policy, and any social sciences that cover sciences of public health, fiscal politics, and regional planning.

Abstract

The purpose of this study was to find out the role of the government in empowering porang farmers in Sinjai Regency. This study used  a qualitative research method with a descriptive type of research. Data collection techniques were observation, interviews and documentation. The informants in this study consisted of 7 (seven) people who were determined by purposive sampling. The results of this study showed 4 (four) indicators of the role of the government of the Department of Horticulture and Plantation in Sinjai Regency, namely: 1) As a facilitator, the presence of the government in empowering porang farmers was very important because it could provide information to farmers about porang plants and the government also facilitating farmers 2) As an innovator, the government provided innovation to farmers about porang cultivation techniques and the government cooperated with banks and CV companies. Celebes 3) As a Modernizer, the Government led farmers towards modern life, namely the ability to master science and technology as well as the ability to process natural wealth 4) As a Pioneer, the Government became a role model for farmers, for example managing materials that used to only pollute the environment and could be processed and utilized by farmer.

Abstract

The purpose of this study was to determine the Management of Corporate Social Responsibility (CSR) Programs at PT. PLN (Persero) Main Unit for South Sulawesi Region, Makassar City. This study used a qualitative research and descriptive research type. Research informants amounted to 5 people. Data collection techniques used  observation, interviews, and documentation. The results showed that the Management of the Corporate Social Responsibility (CSR) Program of PT. PLN (Persero) Parent Unit for Sulselrabar Makassar City which started from: 1) Planning was categorized as having succeeded in managing CSR programs as evidenced by real programs that really help the community. 2) The organization of the PLN response was fast and involved directly. 3) Providing motivation was important in order to strengthen relationships and become a driver so that the target was achieved. 4) Supervision must be greatly improved to ensure that the ongoing program was in accordance with the plan and involved the community. 5) The community assessment feels cared  because it had been given assistance through the CSR program and was expected to continue.

Abstract

This study purposed to find out the strategy of the forestry service of shout Sulawesi Province in overcoming the conversation of forest land function in Gowa Regency and to find out what factors influence the conversion of land functions in Gowa Regency. This study used a qualitative research with a descriptive type. The number of informants in this study amounted to 6 people who were deternined positively. The results showed that the strategy of the south Sulawesi Provincial Forestry service in overcoming the conversion of forest land function in the Gowa Regency area was to set annual goals, a forest management plan was a plan that included all aspects of forest management in the long and short term. The factors that influenced the conversion of forest land in Gowa Regency were economic factors, educational factors, and domographic factors.

Abstract

This study purposed to find out the effectiveness of the employee shifting system in the new normal era at the Makassar Class I Correctional Center by using a qualitative type of phenomenological research. The informants consisted of 6 civil servants at the Makassar Class I Correctional Center. Research data obtained through observation, interviews, documentation and media review. Validation of data by triangulation of sources, techniques and time were  analyzed through data reduction techniques, data presentation and conclusions. The results showed that the implementation of the shifting work from home (WFH) and work from office (WFO) systems for employee performance had run  effectively, which could be seen in terms of the time or working hours of the employees, which continued the same as the usual day so that the work could be completed. on time, in terms of the goals or objectives of the shifting system so that employee performance could still run, whether it was carried out from home or the office and in terms of employee health which was more secure because they did their work while still adhering to strict health protocols so that the spread of Covid 19 could be minimized.

Abstract

This study aimed to explain the role of the government in developing technopark innovations in Bantaeng Regency. The identification process was carried out by documentation, interviews and direct observation through qualitative methods. The theory used by researcher in analyzing the government's role in developing technopark innovation was using the theory proposed by La Pas and Seo (2009) with data analysis techniques, namely data reduction, data presentation and conclusion making. The results of this study showed that the Government's Role in Developing Technopark Innovations in Bantaeng Regency which included 1) Needs and Solutions, 2) Production and Commercialization Development, 3) ICT Learning, 4) Market Creation and Regulation, was not yet optimal due to several related UPTDs. with the technopark not working properly as a result of the lack of human resources and the procurement of tools and materials that were not equivalent to the existing local government budget.

Abstract

This study purposed to describe and explain the influence of leadership on the discipline of employees of PT. PLN (Persero) Tello Makassar City Generation Control Implementation Unit (UPDK). This study used descriptive quantitative to describe and analyze the magnitude of the influence of the leadership variable on the employee discipline variable. The sample of this study was 59 employees who were selected using the saturated sampling technique method from 59 members of the population. The results of descriptive statistical analysis showed that the picture of leadership was 47.15%, which meant that the leadership of PT. PLN (Persero) Tello Generation Control Implementation Unit (UPDK) Makassar City was categorized as not good and the description of employee discipline was 41, 33% which meant employee discipline at PT. PLN (Persero) Tello Makassar City Generation Control Implementation Unit (UPDK) was categorized as not good below 50%. The results of hypothesis testing (t test) found the t value of 2,351 t table 2,008 or the value of sig 0,022 smaller than 0,005, this indicated that Ha was accepted, which meant that there was a significant and positive influence between leadership and employee discipline.

Abstract

This study aimed to find out the influence of the service quality variable on the restaurant taxpayer satisfaction variable at the Makassar City Regional Revenue Agency. This study used quantitative research methods. Data were analyzed using descriptive statistics with a simple linear regression formula. The data  was  explained in the form of tables, frequencies, images, and narration by using IBM SPSS Version 21. The results of this study at the Makassar City Regional Revenue Agency showed that the influence of service quality on taxpayer satisfaction was not significant. From the results of the analysis, it could be concluded that service quality had a strong influence on taxpayer satisfaction. This  seen from the results of the determination test, it was known that the R2 value was 0.065, which meant 6.5%. It indicated that service quality was influenced by employee performance and the rest was influenced by other variables. Values on service quality such as: efficiency, effectiveness, fairness, and responsiveness do not contribute to taxpayer satisfaction.

Abstract

This study aimed to find out the form of government and community cooperation in the development of Paria Village. The research method used a qualitative research method. Data collection techniques through observation, interviews, and documentation. Research informants were 10 people by using purposive sampling technique. The data validation technique used source, technique, and time triangulation. Data analysis techniques used data reduction techniques, data presentation, and conclusions making. The results of the study showed that the form of cooperation between the government and the community of Paria Village used spontaneous cooperation, during the implementation of community service; direct cooperation, the implementation of the seminar. The inhibiting factor was the government and the community were not able to apply traditional forms of cooperation due to the lack of awareness of the importance of traditional cooperation in village development and there were differences of opinion when the implementation of a cooperation was underway. Meanwhile, the supporting factors were the level of community and government participation in village development was very high, due to the level of concern between the community and the government towards the conditions and directions of future village development and the emergence of a sense of mutual support for each other, impartial and fair to all. an activity related to village development.

Abstract

This study purposed to analyze the relevance of patriarchal culture with government bureaucracy. This study used qualitative by using direct interviews with related informants and this study used descriptive qualitative, namely providing an overview based on phenomena and facts that occured. The results of this study showed  there was a relevance of patriarchal culture with the government bureaucracy at the Makassar City Transportation Service which in essence patriarchy meant that the highest power was in men. This was evident in the ideology based on the dominant temperament, which was male employees who occupied the most structural positions. But for patriarchal ideology based on sex roles and status, women were essentially also able to enter the world of bureaucracy. Women were no longer a domestic service or household work but also they were able to become women career to survive their live, and their political status could also complete with men according to their hierarchical structure and career path without distinguishing gender, race, and religion.

Abstract

Public service is a form of service provided by the government to the community. Because in essence the government has the obligation and responsibility to provide good public services and can satisfy all parties. However, there are still people who complain about the services provided by SAMSAT in Tana Toraja Regency. The purpose of this study is to determine the service quality of the SAMSAT office in Tana Toraja Regency based on tangible, reliability, responsiveness, assurance, and empathy dimensions. This study uses a quantitative method that is descriptive. The data collection method used in this research is using a questionnaire. The data analysis technique used descriptive data analysis with the sampling method using the incidental sampling technique, namely anyone who happened to meet the researcher. The number of samples taken in this study were 89 people. The results showed that the service quality of the SAMSAT office in Tana Toraja Regency was based on tangible dimensions (90.7%), reliability (86.2%), responsiveness (87.2%), assurance (88.5%), and empathy (84). , 2%) obtained from the responses of 89 respondents were in the good category with a percentage of 87.5%.
