Abstract

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Abstract

Indonesia sangat rentan terhadap dampak pemanasan global, perubahan iklim, dan kejadian bencana. Sebagai negara tropis, dikelilingi laut dan memiliki hutan untuk paru-paru dunia, Indonesia menjadi salah satu negara penghasil emisi Gas Rumah Kaca (GRK)  terbesar di dunia. Emisi GRK yang meningkat dapat menyebabkan suhu bumi semakin panas  sehingga menimbulkan pemanasan gobal,  perubahan iklim dan  kejadian bencana yang langsung terlihat, seperti tingginya permukaan laut, cuaca ekstrim, banjir, longsor, dan polutan udara yang meningkat.  Dalam mengkomunikasikan risiko bencana lingkungan, pemerintah dianggap paling tepat sebagai komunikator risiko.  Kementerian Lingkungan Hidup dan Kehutanan (KLHK), telah melakukan komunikasi risiko untuk menahan laju emisi GRK di Indonesia.  Penelitian bertujuan  mengeksplorasi proses komunikasi risiko yang dilakukan oleh pemerintah dalam melakukan penurunan emisi GRK di Indonesia.  Metode digunakan adalah studi pustaka dan telaah dokumen pemerintah terkait upaya komunikasi risiko dalam mengurangi GRK untuk menurunkan suhu bumi. Hasil penelitian menunjukkan bahwa komunikasi risiko pemerintah telah dilakukan melalui serangkaian program dan kebijakan di masing-masing lembaga terkait upaya penurunan emisi GRK, seperti Kementerian ESDM dan Kementerian Perindustrian, meski belum terintegrasi pesan risiko yang dibangun untuk meningkatkan pengetahuan dan pemahaman publik tentang emisi GRK dan dampak pemanasan gobal bagi bumi Indonesia. Pengembangan pesan risiko harus dilakukan untuk meningkatkan kualitas komunikasi risiko pemerintah.Kata Kunci : Komunikasi Risiko, Komunikasi Pemerintah, Emisi GRK, Pemanasan Global AbstractIndonesia is prone to the impact of global warming, climate change and disasters. As a tropical country surrounded by the sea and forests for the world's lungs, Indonesia is one of the world's largest emitters of Greenhouse Gases (GHGs).  Increased GHG emissions cause global temperatures to warm up, causing global warming, climate change, and catastrophic events that are immediately visible, such as high sea levels, extreme weather, floods, landslides, and increased air pollutants. In communicating the risk of environmental disasters, the government is considered the most appropriate as a risk communicator. The Ministry of Environment and Forestry (KLHK) has carried out risk communication to curb the rate of GHG emissions in Indonesia.  The research aims to explore the process of risk communication carried out by the government in reducing GHG emissions in Indonesia. The method used is a literature review and study of government documents related to risk communication efforts in reducing GHGs to reduce the earth's temperature. The results show that the government has communicated its risk communication through a series of programs and policies in each of the institutions related to GHG emission reduction efforts, such as the Ministry of Energy and Mineral Resources and the Ministry of Industry.  Despite the integrated communication system that has yet to develop risk messages to increase public knowledge, understanding of GHG emissions and global warming impact, the development of risk messages must be carried out to improve the quality of government communication in communicating the risk.Keywords : Risk Communication, Government Communication, GHG emission, Global Warming

Abstract

Salah satu problem politik di Indonesia sejak zaman Orde Lama hingga saat ini adalah problem relasi birokrasi dengan politik. Relasinya berjalan tidak proporsional. Birokrasi tak pernah diposisikan sebagai “abdi Negara” atau “abdi masyarakat”, tapi selalu menjadi “abdi penguasa” atau bahasa yang lebih halus menjadi “abdi kekuasaan”. Reformasi birokrasi sempat digaungkan di awal reformasi, namun seperti halnya nasib reformasi birokrasi yang selalu hadir di awal-awal rezim baru politik berkuasa, selalu lenyap ditelan bumi. Masalah utamanya, reformasi birokrasi tidak diikuti oleh reformasi kelembagaan lainnya yang ada keterkaitannya dengan reformasi birokrasi, seperti reformasi system politik. Kalau reformasi birokrasi mau berjalan dengan baik, maka harus diikuti pula dengan reformasi system politik yang senafas dengan semangat reformasi birokrasi. Kalau tidak maka reformasi birokrasi hanya akan diwacanakan tapi tak akan pernah terwujud.

Abstract

In the preamble to the Constitution of the Republic of Indonesia, it is stated that one of the objectives of the establishment of the Government of the State of Indonesia is to educate the life of the nation. Educating the nation's life through the education of people's sovereignty is one of the demands of a state of law. Realizing people's sovereignty in the Indonesian constitutional system is implemented through the branches of state power regulated in the Constitution of the Republic of Indonesia. The House Of Representatives (DPR), the Regional Representative Board (DPD), and the President hold the sovereign power of the people respectively. The DPR has the power to make laws. As a branch of state power that has the power to form laws, the DPR must pay attention to the sovereignty of the people which is reflected in the participation of the community or the public in forming laws and regulations, under any conditions, including during the Covid-19 pandemic. The involvement of public participation in legislation is intended so that the legislative products formed by the DPR are in accordance with the principles of people's sovereignty, aspirations and legal needs of the people and carry out the constitutional mandate, namely to educate the life of the nation. The implementation of public participation is not only carried out in the formation of laws and regulations, but also to the supervision of laws, as part of public political education efforts. Thus, one of the objectives of the formation of laws and regulations is to maintain the sovereignty of the people by educating the nation's life, even during the Covid 19 pandemic. This study aims to describe the implementation and objectives of public participation in the formation of legislation in the future. Covid-19 pandemic.

Abstract

This paper focuses on evaluating the Generasi Berencana (GenRe Ceria) program, particularly on access to reproductive health, which is carried out by the National Population and Family Planning Agency of DKI Jakarta Province, which targets girls as policy subjects. BKKBN data mentions 57,688,472 people in the adolescent age range, meaning that one out of every four people in Indonesia is a teenager. This considerable amount is a potential that requires a planned, systematic, and structured management to benefit the nation's development capital in the future. The Ceria genre began in 2015 and ended in 2020, with an approach to youth by developing the Youth/Student Information and Counseling Center (Pusat Informasi dan Konseling Remaja/Mahasiswa/PIK R/M) in schools. This paper aims to evaluate the Generation Planning program in DKI Jakarta using the CIPP Evaluation Model on PIK R/M in six schools in DKI Jakarta Barat, spearheading efforts to provide access to reproductive health services and information for adolescent girls. By using qualitative research methods, this paper argues that the Ceria Genre program runs optimally even though it tends to focus on teenagers in school, ignores teenagers who drop out of school, and the inability to understand the cultural situation of the community.

Abstract

Social assistance is one of the poverty reduction programs carried out by the South Tangerang City Government. Poverty is defined as a condition of the inability of income to meet basic needs so that it is not able to guarantee survival. South Tangerang City has received the spill over effect of various economic impacts. Persons with disabilities have a low level of welfare. The low welfare is partly because they have limited physical functions and often have negative emotional experiences due to their physical limitations. Limited physical functions make it difficult for persons with disabilities to access work because they are considered less productive. This has a negative impact on persons with disabilities such as losing their role, independence, status, and financial stability. The purpose of this study is to analyze the implementation of regional budget social assistance policies for disabilities in South Tangerang. And to find out the supporting factors and inhibiting factors. This research method uses a qualitative approach with descriptive methods. qualitative approach, using the Theory of Policy Implementation according to Edward III. The results of this study indicate that the implementation of the Regional Budget Social Assistance Policy for Disabilities in South Tangerang has not been going well, it is based on poor communication from the implementor to the community, in terms of both human and financial resources are still lacking. Likewise, the supporting facilities in implementing social assistance for disabilities. And most importantly.

Abstract

The purpose of this study is to see how the form of empowerment of school committees in improving the quality of education especially in elementary schools. The research method used is descriptive qualitative approach with data collection techniques namely observation, interviews, and documentation. Research findings The existence of a school committee is an important element in improving the quality of school education services, its existence with all the tasks and functions it has can play a role in realizing better quality education services. Efforts to empower school committees are carried out in various ways although they are still not ideal as stated in the regulations related to school committees. In principle, so far the participation of school committee members and the form of empowerment of school committees is still limited to routine meetings and the fulfillment of supporting facilities for student learning facilities that are done voluntarily by school committees. Based on this, the efforts to empower school committees have been made but are still limited to routine agendas that are not yet optimal as the actual duties and functions of school committees.

Abstract

The discussion in our study is about evaluating regional waste management policies and generation in South Tangerang City. In this policy, there are still many obstacles in the field, either performance or inadequate facilities. The achievement of policy objectives has not been optimal due to related parties to external factors, people who are less aware of waste management and the impact of waste hazards. This study aims to investigate the implementation of regional waste management and generation in South Tangerang City. The policy evaluation was analyzed from various aspects, namely: a) Effectiveness, policy evaluation is one of the important stages in the policy cycle. Policy evaluation is carried out after the public policy is implemented. This is to test the policies that have been made are successful or not. b) Efficiency, this is to show the best comparison between an activity and its results. This efficiency is a measure of success that is assessed in terms of human resources and costs to achieve the results of the policies implemented. c) Accuracy, to measure the extent to which a level of effectiveness satisfies a need, value, or opportunity to create a problem. d) Equity is a policy that is created and implemented which is oriented towards equity, meaning that it is a policy that is equitably distributed. e) Responsiveness, this criterion relates to how far a policy can satisfy the needs, preferences, or values ​​of certain groups. This criterion is very important because the analysis can satisfy other criteria. f) Accuracy, this criterion is closely related to rationality and substantive. Because the accuracy of the policy is not related to an individual criterion but two or more together. The method used in this study is a descriptive method with a qualitative approach. Waste management has been regulated, but its implementation has not run optimally. Waste management efforts in South Tangerang City are not enough just to rely on the establishment of Waste Banks and the involvement of the community to participate in managing and also sorting out biodegradable and non-biodegradable waste. In addition, the downstream waste problem will not be solved if the upstream does not implement the existing regulations. The government must conduct socialization to the community to sort organic and inorganic waste from home, sort waste from the generation and source areas, Temporary Disposal Sites (TPS) and Final Disposal Sites (TPA).

Abstract

Kepemimpinan perempuan di berbagai daerah telah memberikan warna berbeda. Kepemimpinan politik perempuan yang feminism memberikan sebuah pendekatan empati. Pendekatan ini membedakan dengan pendekatan kepemimpinan maskulin. Kepemimpinan politik yang feminis dan kebijakan pembangunan yang pro pada perempuan dianggap lebih dapat menyelesaikan persoalan yang mendasar di dalam masyarakat seperti isu kesehatan perempuan dan anak, pemberdayaan ekonomi perempuan, pendidikan bagi perempuan, maupun isu-isu kekerasan terhadap perempuan, isu-isu pro perempuan. Hal ini disebabkan karena perempuan tidak hanya merawat dirinya tetapi juga lingkungan sosialnya. Tujuan Penelitian ini adalah untuk mengidentifikasi tipe kepemimpinan Tri Rismaharini dan menganalisis gaya kepemimpinan Tri Rismaharini sebagai model birokrasi efektif. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif, dengan teori komunikasi politik dan kepemimpinan untuk menginterpretasi analisis data. Hasil penelitian mengungkapkan bahwa prestasi Tri Rismaharini selama memimpin Surabaya karena tipe kepemimpinannya yang  bureaucratic entrepreneur, demokratis, dan memiliki empati.
