Abstract

Ponorogo District mission carried out by the Departement of Public Works,Housing and Settlement Area one of them is to arrange a comfortable area for all,with the availability of adequate public space, environmentally friendly, as well asefforts to accelerate the reduction of inequality between rural and urban areas.One of which is done is by Rural Sistem Penyediaan Air Minum (SPAM)development activities. After the completion of the Rural SPAM developmentactivities, requires organization to manage the SPAM. SPAM managers isHimpunan Penduduk Pemakai Air Minum (HIPPAM) and Badan PengelolaSistem Penyediaan Air Minum dan Sanitasi (BP-SPAMS). To strengthen theorganizational capacity of The HIPPAM and BP-SPAMS, in 2018 formed AsosiasiPengelola Sistem Penyediaan Air Minum dan Sanitasi (SPAMS) Perdesaan“Sumber Bathoro Katong” Kabupaten Ponorogo for The 2018 – 2023. ThisAssociation is a government partner and other concerned parties related to thedelivery of community based drinking water and sanitation services in thePonorogo District. The Association aims to support increasing coverage ofdrinking water and sanitation services to 100%, increasing the capacity of villageleveldrinking water and sanitation managers and facilitating partnership activitieswith District Governments and Village Governments, the private sector(Corporate Social Responsibility / CSR) and other actors. Although TheAssociation has been formed for more than a year, and has a large task andfunction; but The Association's performance is not yet optimal. The performanceof The Asosiasi Pengelola Sistem Penyediaan Air Minum dan Sanitasi (SPAMS)Perdesaan “Sumber Bathoro Katong” Kabupaten Ponorogo in 2019 based onperformance indicators according to Robbins (2006: 260) is as follows.Association performance based on performance indicators in the form of quality,the quality is rather good. Based on performance indicators in the form ofquantity, the quantity is rather poor. Based on the performance indicators in theform of timeliness, the timeliness of The Association in completing the workincluding almost on time (rather good). Based on performance indicators in theform of effectiveness, the effectiveness is sufficient. Based on performanceindicators in the form of independence, the independence is sufficient.

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis implementasi kebijakan Peraturan Menteri Riset, Teknologi, dan Pendidikan Tinggi No. 14 Tahun 2019 dalam meningkatkan kinerja tenaga kependidikan. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan observasi. Teknik analisa data menggunakan analisa data kualitatif. Hasil penelitian menunjukkan bahwa komunikasi dalam pemberian tunjangan kinerja pegawai di ISI Surakarta sudah berjalan dengan baik, dimana sudah memiliki transformasi informasi yang jelas melalui sosialisasi kepada pelaksana dan tenaga kependidikan. Sumber daya manusia memiliki kualitas yang baik serta terpenuhinya dukungan sarana dan prasarana. Disposisi pihak-pihak dalam implementasi kebijakan memiliki pengetahuan dan pemahaman yang baik, yang menerima tugas dan tanggung jawab serta komitmen yang tinggi, jujur dan bertanggung jawab. Struktur birokrasi implementasi kebijakan sudah melakukan pembagian pekerjaan sesuai tugas pokok dan fungsinya, terjalin koordinasi antar pelaksana dengan baik hanya saja belum ada SOP dalam implementasi Permenristekdikti No. 14 Tahun 2019.

Abstract

The purpose of this research is to describe the innovation of the DistrictIntegrated Administrative Service (DIAS) in Sumberlawang District, SragenRegency. This type of research is a qualitative research with a case studyapproach. Data collection techniques used: in-depth interviews, documentationstudies, and observation. Data validation uses: trustworthiness, transferability,and certainty. The data analysis technique uses an interactive model. The resultsof the study concluded that: (1) DIAS is a service innovation, has characteristicssuch as: as new knowledge, new ways, has new objects, requires new technologysupport, and is a form of new invention in sub-district organizations in providingservices to the community; (2) Obstacles faced by Sumberlawang Sub-district,Sragen Regency in implementing DIAS innovation, among others: lack of skillsand number of sub-district HR personnel to serve the community, lack ofsocialization to the community, budget support that has not been maximized.However, all these shortcomings are still within reasonable limits so that theimplementation of the DIAS program can still be carried out; (3) The solutionstaken to anticipate the obstacles faced by Sumberlawang Sub-district, SragenRegency in implementing DIAS innovation, include: providing training foremployees on the use of DIAS applications, increasing socialization about DIASto the public, proposing additional budgets in the future, and making efficiencythe existing budget for purposes deemed urgent to implement the DIAS programin order to keep it running.Keywords: Innovation, DIAS

Abstract

Irrigation Operation and Maintenance cannot be separated from the activities ofproviding services in the field of agriculture through an irrigation network. Thepurpose of the study was to analyze the operation and maintenance of irrigationservices and to examine the efforts of the UPT SDA of the Public Works andSpatial Planning of Madiun Regency in the service of irrigation operations andmaintenance. Validation of data to ensure that between what is observed andresearched is appropriate and really exists and that the event actually happenedand can be trusted. The process of data analysis in this research by studying andreviewing all available data from various sources obtained from directobservation and interviews. The results showed that the irrigation serviceoperation and maintenance process was not optimal, due to the lack ofmaintenance of the irrigation network and the lack of operational andmaintenance personnel for the irrigation network, causing high maintenancecosts, slow irrigation water services to farmers, many damaged sluice gates andwidespread theft of water.Keywords: Maintenance Operations, Irrigation, Tangibles, Qualitative.

Abstract

The Covid-19 pandemic is a problem that highlights the attention of many peoplein various parts of the world. Since it was first noticed from patients infected withCovid-19 in Wuhan, Hubei Province, China on December 8, 2019, the virus hasnow spread to 216 countries. This pandemic has not only threatened humanhealth, but has also affected the world economic downturn. The most affectedsectors are aviation, transportation, hotels and restaurants. This uncertainsituation will further aggravate global financial stability. The Village Governmentis at the forefront of tackling this pandemic. This research uses descriptivequalitative research methods. In accordance with the formulation of the problemand the purpose of this research, the focus in tackling Covid-19 and to measurethe success of a policy implementation according to Edward III theory can bemeasured through four dimensions, namely: Communication, Resources,Disposition and Bureaucratic Structure.Keywords: Implementation, Countermeasures, Pandemic Covid-19

Abstract

The results of the study show the S-O Strategy, which is to develop and increasetourist attraction with various potentials, such as the typical socio-culturalconditions of the community. S-T strategy, by utilizing good information media toattract investors. This is done by providing accurate information about theleading potential of tourism. W-O strategy, namely with stable politicalconditions, it is hoped that the Culture and Tourism Office will be able to involvepower holders so that they are willing to provide assistance in improving humanresources both in quality and quantity. Abstract

Reyog Ponorogo is a legacy of works of art from the ancestors of the Indonesiannation that has survived centuries until now is still able to survive because ReyogPonorogo has a very important function and role in people's lives in Ponorogo.The purpose of this research is to describe the strategies and obstacles of theReyog Ponorogo Foundation in the continuity of the Reyog Ponorogo arts.The results of the research show that the S-O Strategy, namely the Art of ReyogPonorogo, is the final form of a long development process that containsphilosophical, religious and educational values that need to be preserved. The ST(Strenghts-Threats) Strategies for Reyog Development that have been collectedare: 1) Building a system of "inheritance" and regeneration of Konco ReyogPonorogo, 2) Organizing Routine Exercises and Performances, 3) MaintainingStandards, 4) Emphasizing Stories in Playing Reyog, 5) Building community andgovernment support, 6) Integrating Reyog in Ponorogo Culture and TourismPromotion. WT (Weaknesses-Threats) Strategy An original regional art that issecond to none in other regions and is now known by the wider community to theinternational scene. The WT (Weaknesses-Threats) strategy, Reyog which is themain attraction of Ponorogo Regency is preserved by holding reyog performancesevery full moon, reyog festival every year which is summarized in the grebeg suroevent and Ponorogo anniversary.Keyword : Reyog Ponorogo Foundation, Art of Reyog Ponorogo.

Abstract

The passport application process is easier, faster, with minimal data errors, andfriendly for the elderly and disabled at the Surakarta Immigration Office.However, in its implementation there are problems, including: 1) Not yet optimalinnovation of information technology-based public services. 2) Minimum numberof competent human resources in the field of information technology. 3) Thefacilities and infrastructure for supporting information technology-based servicesare not yet optimal. The purpose of this study was to analyze and determine thequality of passport services at the Class I Immigration Office at the SurakartaImmigration Checkpoint. This study uses a descriptive method with a qualitativeapproach. Research informants using purposive sampling technique. Datacollection techniques using interviews, and documentation. The data analysistechnique used is interactive analysis which consists of data reduction, datapresentation and conclusion drawing. The results showed that the service qualityof Surakarta immigration office employees from the dimension of tangibles hasnot fully provided satisfaction for community, including not optimal facilities andinfrastructure supporting information technology-based services and lack ofparking lots. From the dimension of reliability has not been seen well because ofthe minimum number of competent human resources in the field of InformationTechnology. In terms of responsiveness, has not shown optimal service quality.The dimension of assurance, shows the services that have been carried out inaccordance with the applicable provisions, but in terms of providing guarantees,the time for granting passports is sometimes not on time. From the dimension ofempathy shows a good quality of Service. In performing their duties, employeesserve well to passport applicants.Keywords: Tangibles, Reliability, Responsiveness, Assurance and Empathy

Abstract

Perusahaan Umum Daerah Air Minum Tirto Negoro is a Regional Owned Enterprise (BUMD) of the Sragen Regency Government which operates provide services for the provision and distribution of drinking water to the community. But at the age of 43 years, Perumda Sragen still has many problems faced in providing services.The purpose of this research is to find out how the service quality of Perumda Sragen. The researcher used a qualitative descriptive approach and purposive sampling technique. Data collection techniques through observation, interview and documentation.The problems that occurred in Perumda Sragen are the number of pipe leaks due to old age causing dirty and cloudy water; damaged water meters; small water discharge during Lebaran Day due to more usage than normal days; and less thorough PPOB (Payment Point Online Banking) payment counter which causes payment errors from customers.The result of this study indicates that the service from Perumda Sragen in terms of the availability of infrastructure and facilities, reliability, and guarantee are good, but only in terms of empathy is being a note to make improvements in providing services to the customers. Abstract

This study aims to describe the evaluation of the The Policy of Direct CashAssistance Village Funds for the Poor Affected by the Covid-19 Pandemic inKetonggo Village, Bungkal District, Ponorogo Regency in 2021 based on thepolicy evaluation criteria proposed by William N Dunn, namely effectiveness,efficiency, adequacy, equity, responsiveness and appropriateness.This study usesa qualitative research method with a descriptive approach. Sources of data usedare people/informants and documents. Selection of informants using purposivesampling technique. Data collection techniques used are in-depth interviews anddocumentation.The results of this study indicate that (1) The Policy of DirectCash Assistance Village Funds in Ketonggo Village has been effective (2) ThePolicy of Direct Cash Assistance Village Funds in Ketonggo Village is quiteefficient but not maximal. (3) The Policy of Direct Cash Assistance Village Fundsin Ketonggo Village is good enough to overcome economic problems for the pooraffected by COVID-19. (4) The Policy of Direct Cash Assistance Village Funds inKetonggo Village has been implemented fairly and distributed evenly. (5) ThePolicy of Direct Cash Assistance Village Funds in Ketonggo Village satisfiesgroups of poor people. (6) The Policy of Direct Cash Assistance Village Funds inKetonggo Village is seen from the policy target, this policy has been right ontarget.
