Abstract

Elections are also the will of the people or the desire of the people so that there is a change in the process of selecting leaders through elections with a better and open system both in the presidential and regional head elections. In every election, there will be novice voters who are taking part in the election for the first time or have their right to vote to participate in the implementation of elections, be it presidential elections or regional head elections. The target for this long-term service is the realization of democratic and political education so that political awareness is awakened and they have adequate knowledge so that they can think rationally in making decisions and using political rights consciously and rationally. This Service Program will have been carried out on October 1, 2021 in the form of indoor activities with the Socialization method. the socialization method provided is using a system of lecture methods, simulations, case studies, brainstorming, games, discussions and watching short films. The materials provided are as follows: (a) Democracy and challenges in the Millennial Era, (b) Development of Government Politics in Indonesia, (c) Elections, (d) Politics as a form of love for the homeland and (e) Follow-up plans.

Abstract

The aim of study is to describe effectiveness of the policy Makassar Mayor regarding the prevention of child violence based on community shelter. This research was conducted in Makassar City using descriptive qualitative approach The results of the research indicate that the implementation of the policy of the Makassar Mayor in preventing child violence based on community shelters is quite optimal. This is based on three indicators. First, the service for complaints about the fulfillment of children’s rights that has been operating 24 hours in P2TP2A and for 37 resident shelters. Second, massive socialization has been carried out in the community, in schools, and in community shelters through community involvement. Third, assistance is provided for both general public and victims, although it is limited due to budget constraints. In terms of effectiveness, it is already sufficient based on three indicators. First, the resource approach is still lacking because the community’s participation to get involved in community shelters is still low in which of the 153 who are formed, only 37 are active. In addition, limited facilities and operational budgets are still become constraints. Second, the process approaches run well involving community involvement in the establishment of shelter and socialization for violence prevention and assistance to victims of child violence. Third, the target approach of the community shelter has been appropriate by conducting socialization in their respective neighborhoods by involving local leaders. Penelitian ini bertujuan mendeskripsikan efektivitas kebijakan Walikota Makassar tentang pencegahan kekerasan anak berbasis shelter warga pencegahan kekerasan anak berbasis shelter warga. Penelitian ini dilaksanakan di kota Makassar. Penelitian ini menggunakan pendekatan kualitatif deskriptif.Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan Walikota Makassar dalam pencegahan kekerasan anak berbasis shelter warga sudah cukup optimal. Hal ini berdasarkan 3 indikator yakni pertama, pelayanan pengaduan pemenuhan hak anak sudah beroperasi 24 jam di P2TP2A dan untuk 37 shelter warga. Kedua, sosialisasi sudah massif dilakukan dimasyarakat maupun sekolah serta shelter warga melalui pelibatan masyarakat. Ketiga, pendampingan dilakukan baik kepada masyarakat umum maupun korban walaupun masih terbatas karena terkendala anggaran. Adapun dalam hal efektifitas sudah cukup optimal. Hal ini berdasarkan3 indikator yakni, pendekatan sumber daya masih kurang karena partisipasi masyarakat untuk terlibat shelter warga masih rendah yakni dari 154 yang dibentuk, hanya 37 yang aktif. Selain itu, ketebatasan fasilitas dan anggaran operasinal masih menjadi kendala. Kedua, pendekatan proses berjalan dengan baik mulai dari pelibatan masyarakat dalam pembentukan shelter, sosilasiasi pencegahan kekerasan maupun pendampingan korban kekerasan anak. Ketiga, pendekatan sasaran shelter warga sudha tepat dengan melakukan sosialisasi di lingkungan masing – masing dengan melibatkan stakeholder sekitar.

Abstract

Enrekang Regency's Baraka District is a sub-district classified as a natural tourism destination. The issue confronting the development of the Baraka District as a tourist destination is the inadequate management of tourism potential. As a result, the purpose of this research is to examine the role of the Enrekang Regency Youth and Sports Office in the development of tourism in the Baraka District. This research was conducted for three months at the Department of Youth, Sports, and Tourism in Enrekang Regency and Baraka District. Researchers' initial issue formulation analysis tool included three stages: data reduction, data presentation, data verification, and generating conclusions. SWOT analysis is the second analytical tool utilized by academics. According to the findings, the Youth, Sports, and Tourist Office played five roles in tourism development in Baraka District, Enrekang Regency: motivators, communicators, facilitators, mediators, and dynamists. The Youth, Sports, and Tourism Office's strategy in Tourism Development in Baraka District, Enrekang Regency through a SWOT analysis with a weighting score of 0-100 very poor, 100-200 less, 200-300 enough, 300-400 good, 400-500 very good indicating that in the Strength aspect, Baraka District has tourism potential that can be developed with a weighting score of 330. With a weighted score of 260, the government's tourism village development initiatives are a weakness with a weighting value of less than 300. Opportunities aspects to develop tourism potential are quite large by a weighting score of 330. And Threats with a weighted score of 270.

Abstract

The social capital in a general election is understudied compared to the economic capital. This study discusses the social capital of the Nasional Demokrat (Nasdem) party in the 2019 legislative election. Nasdem was in the top three rows of political party seats in the legislative election and won the most votes in the city of Makassar. This study used primary data collected from various related stakeholders: Nasdem’s agent/organizer, Nasdem's legislative candidate, community leader, general election commissioner, and residents/voters. Content analysis based on in-depth interviews found the significant relation of social capital with Nasdem's strategy in winning the 2019 legislative election in Makassar. Therefore, social capital could be a theoretical and practical discussion in a general election, especially for the political party. More specifically, social capital in Nasdem strategy refers to bonding and bridging social capital, which was in the form of disaster care programs, free ambulance, family and friendship relations, and sons of the regions discourse. The study contributes to evidence of social capital implementation to political party strategy for winning the general election.

Abstract

Badan Perencanaan Pembangunan Daerah (Bappeda) is a body that has an important task in regional development planning. Bappeda assists the Regional Head in determining policies in the field of regional development planning and assessing their implementation. This research aims to find out the role of the Regional Development Planning Agency in the development planning process in the Pasangkayu Regency area and also to find out the policy formulation process. This research uses a qualitative approach with a case study method, which is a method used to elaborate on and understand the meaning ascribed to social or humanitarian problems. The result of this research is that the Regional Development Planning Agency has an important role in carrying out the function of coordinating regional development planning with all agencies in the government in order to realize a new planning system that must be comprehensive. Factors supporting policy formulation include coordination, community participation, and government commitment. Meanwhile, the factors that hinder the policy formulation process include budget adjustment and readiness, too many proposals, and limited supporting documents.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab terjadinya Sertifikat ganda dan penyelesaian kasus Sertifikat ganda serta untuk mencapai tujuan tersebut, digunakan metode penelitian kualitatif dengan mengurai data secara deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, studi pustaka, dokumentasi dan arsip, serta observasi dengan menggunakan teknik analisis kualitatif. Hasil penelitian menunjukan: Pertama, faktor penyebab terjadinya Sertifikat ganda antara lain faktor teknis dalam artian sistem pemetaan, persoalan dokumentasi data tanah, tidak adanya data-data mengenai hak diatas tanah yang sudah lama berupa warkah tanah serta masyarakat atau pemilik tanah itu sendiri yang tidak memperhatikan tanah yang dimilikinya dan tidak dimanfaatkan dengan baik, tidak mengetahui akan lokasi tanah yang dimiliki, adanya itikad tidak baik dari masyarakat atau pemilik tanah itu sendiri, dan penyelesaian kasus Sertifikat ganda yang terdapat dua cara penyelesaian yaitu melalui proses mediasi dan melalui proses litigasi atau penyelesaian kasus di pengadilan.
