Abstract

Along with the importance of the rice industry in the agricultural sector and rural development in Indonesia, it arguably requires the understanding of whether rice farmers have been experiencing changes in their agricultural practices. Within the existing literature, it is commonly found that most farmers in developing countries are characterized as subsistence farmers. This paper aims to explore what factors affecting the degree of farmers’ subsistence in the Indonesian rice industry. To this end, this study employed regression analysis using data from the national agricultural survey in 2014. The empirical results find that both the characteristics of farm households and rice on-farm characteristics have statistically significant effects on the farmers’ decision whether to commercialize or become subsistence. In addition, the farm gate price is also found to have a statistically significant effect, but the effect is found to be relatively small. In general, this study suggests that subsistence farming in the Indonesian rice industry is still significant though many literatures have emphasized the existence of structural change in the agricultural system in Indonesia.

Abstract

Pada sektor pertanian, struktur biaya produksi dapat memengaruhi tingkat pendapatan petani serta daya saing industri di pasar dunia. Mengingat posisi beras sebagai komoditas pangan utama masyarakat Indonesia, maka pemerintah telah membuat program UPSUS PAJALE yang memberikan subsidi input seperti bibit, pupuk, dan alat pertanian. Penelitian ini bertujuan untuk mendeskripsikan kegiatan usahatani padi di Kabupaten Demak dan menganalisis struktur biaya produksi padi pada program UPSUS PAJALE di Kabupaten Demak. Penelitian dilakukan di lima kecamatan sentral produksi dengan melibatkan 100 petani. Hasil penelitian ini menunjukkan bahwa aktivitas usahatani padi sudah mulai menggunakan teknologi modern dan biaya yang mendominasi struktur biaya produksi padi adalah biaya lahan dan biaya tenaga kerja. Total biaya produksi padi pada penelitian ini mencapai Rp22.518.314,86 per hektar dengan persentase biaya tunai sebesar 72,17 persen dan biaya non tunai sebesar 27,83 persen.

Abstract

As a major share expenditure for the poor, rice is attributed as a strategic food commodity in the Indonesian economy. For many decades, the Indonesian rice market has been intervened by the price regulation. The Indonesian government had set two types of rice price policies of 2016 and 2017 with the argument of price stabilization during the last five years. This study aimed to investigate the effect of price policies of 2016 and 2017 on the domestic price dynamics in the Indonesian rice market. This study used daily price series taken from the Cipinang Wholesale Rice Market in Jakarta within the period of October 1st, 2014, until February 12th, 2018 covering 10 rice varieties. The role of price policy on the price dynamics was evaluated by using a multivariate error correction model (MVECM). The empirical findings confirmed that generally, these price policies had different effects on the price dynamics which proposed different reactions from the different rice varieties both in magnitude and signs. The variations were also found regarding the short-run and long-run behavior. Generally, the findings suggested a relatively small elasticity of the policy on the prices.

Abstract

Abstract: The success of land reform depends, among others, on complete and accurate data on land tenure. Such data are still lacking since land registration has not been completed yet, while the completed ones are difficult to access. Actually, agriculture census data contain some information concerning farm landholding, although the last concept refers to “effective landholding” rather than “formal landholding” (legal ownership) as frequently used in land reform program. Using literary study, this article aims to analyse the 2013 Agricultural Census with special focus on Blitar in East Java and Luwu Utara in South Sulawesi to represents two types of ecosystems in Geertz’s conception, namely “Inner Indonesia” and “Outer Indonesia” respectively. The analysis resulted in detailed descriptions on the distribution of farm households, farmland use, and inequality of landholding which can be traced until the village level. For preparing land reform, it is important to combine this information with existed data on land ownership and to use it as a basis for further field-based inventories on farmland holding, ownership, use and utilization. This article concludes that the benefit of agricultural census data should be optimized. Some policy recommendations are also provided, emphasizing the urgency for more contextual way to implement land reform. Keywords: Agricultural Census, Land Reform, Farm Household, Inequality of Landholding, Blitar, Luwu Utara   Intisari: Keberhasilan program land reform bergantung antara lain pada data penguasaan tanah yang lengkap dan akurat. Data semacam ini masih belum memadai karena pendaftaran tanah di seluruh Indonesia belum tuntas, sementara data yang sudah tersedia sulit diakses. Sebenarnya, Sensus Pertanian mengandung banyak informasi mengenai penguasaan lahan pertanian, sekalipun konsep “penguasaan” ini mengacu pada “penguasaan efektif” dan bukan “penguasaan formal” (alias kepemilikan legal) yang sering dimanfaatkan dalam program land reform. Menggunakan studi pustaka, artikel ini bertujuan untuk menganalisis data mentah Sensus Pertanian 2013 dengan fokus di Kabupaten Blitar, Jawa Timur dan Luwu Utara, Sulawesi Selatan. Dua kabupaten ini dipilih secara purposive untuk mewakili dua tipe ekosistem yang berbeda dalam konsepsi Geertz, yakni berturut-turut “Indonesia Dalam” dan “Indonesia Luar”. Hasil analisis menyajikan deskripsi detail mengenai sebaran rumah tangga petani, penggunaan lahan pertanian, dan ketimpangan penguasaan lahan yang bisa ditelusuri hingga ke level desa. Untuk perencanaan land reform, sangat penting untuk memadukan informasi ini dengan data kepemilikan tanah yang ada dan menjadikannya sebagai pijakan bagi inventarisasi Penguasaan, Pemilikan, Penggunaan dan Pemanfaatan Tanah di lapangan. Artikel ini menyimpulkan bahwa manfaat data Sensus Pertanian perlu lebih dioptimalkan. Beberapa rekomendasi kebijakan juga disajikan yang menekankan urgensi pelaksanaan land reform secara lebih kontekstual. Abstract

Measurement of public service satisfaction with government services serves as a valuable reflecting point for public officials to improve the public service quality. Pilgrimage to Mecca and Medina in Saudi Arabia is considered as a national duty and government responsibility in countries with a significant number of Muslim citizens. This article analyzes primary data from the 2019 national public service satisfaction survey on hajj-related services within Indonesian territory collected by the Ministry of Religious Affairs to examine variation across demographic backgrounds. 1,491 respondents participated in the survey representing individual appraisals toward various services during departure and returning phases. The main focus of investigation are the six selected service dimensions, namely, 1) Individual capability, 2) Ease of access to information, 3) Service procedures, 4) Speed of service, 5) Facilities and infrastructure, and 6) Cost-related perception. The results of regression analysis support diverse roles of demographic variables in explaining variance in public service satisfaction feedback. The empirical findings suggest that people with a higher-level education are more likely to experience less satisfaction. Meanwhile, females are likely to perceive higher satisfaction with the provided services than the males.

Abstract

This study aims to provide empirical evidence in the shallot production in Indonesia, what drives farmers to adopt chemical pesticide-free production as sustainable agricultural practices and its impacts on farmers’ income. By using national agricultural survey in 2014, this study employed logit regression and regression analysis to estimate the determinants and impacts of adoption of chemical pesticide-free farming practices among shallot farmers in Central Java. The results of a logit regression model showed that level of education, type of land ownership, participation in farmers group, source of fund, certified seed cost, and cost production were significantly associated with decisions to adopt chemical pesticide-free farming practices. The results of a regression model showed that farmers who adopted chemical pesticide-free farming practices had higher income. Aside the chemical pesticide-free adoption factor, the results showed that farmers’ income from shallot farming were influenced by level of education, harvested area, type of land ownership, cooperative membership, access to credit, access to extension services, and cost of certified seed. Future research may consider the different level of usage of non-chemical inputs among shallot farmers as the adoption is a process and dynamic, taking into account both other potential determinants of adoption and other potential factors affecting farm profitability, and focusing on shallot traders, wholesalers, retailers, and consumers. Abstract

Perangkat telekomunikasi di pasaran saat ini sudah banyak dalam bentuk portabel. Telah dilakukan analisa terdahulu bahwa keberadaan material dielektrik yang memiliki nilai permitivitas tinggi pada perangkat telekomunikasi dapat memperkecil dimensi dari alat tersebut. Salah satu perangkat yang telah direalisasikan menggunakan material dielektrik dengan dimensi lebih kecil yaitu antena mikrostrip. Kamuflase antena mikrostrip pada frekuensi GSM 900 MHz berbahan substrat akrilik merupakan perancangan antena mikrostrip untuk menghasilkan perangkat yang memiliki VSWR rendah mendekati 1 (satu) dan gain yang tinggi yaitu di atas 5 dBi dengan material dielektrik artifisial bersifat kamuflase. Antena dikamuflasekan dengan area di sekitar dan bisa ditempatkan dimana pun. Bahan akrilik dipilih karena bahan-bahan tersebut mudah diolah untuk sifat kamuflase yang mana bahan-bahan tersebut mudah menipu dikarenakan material yang sering ditemukan dan bukanlah material asing. Frekuensi kerja yang digunakan pada antena adalah frekuensi GSM 900 MHz danparameter yang diuji yaitu permitivitas bahan, gain antena, return loss, VSWR dan bandwidth. Teknik pencatuan antena yang digunakan adalah proximity coupling. Dari hasil simulasi dengan menggunakan CST Microwave Studio®, antena mikrostrip artifisial memiliki nilai return loss sebesar 12,389 dB, gain sebesar 5,284 dBi, VSWR sebesar 1.632, dan nilai bandwidth sebesar 5,42 MHz.

Abstract

Seaweed is an export product of aquaculture commodities that have high economic value. One of the areas with high seaweed production in Indonesia is Takalar Regency, South Sulawesi Province. The challenges faced in seaweed farming in South Sulawesi are productivity and price fluctuations. This indicates that there is a risk in cultivated seaweed farming. This study aimed to analyze production risk factors, price risk levels, and risk management for seaweed farming in Takalar Regency, South Sulawesi Province. This study uses primary data derived from 100 respondents who were selected randomly. Analysis of production risk factors using the Just and Pope models with the Cobb-Douglas production function and the level of price risk is carried out by measuring the coefficient of variation and the price floor. Meanwhile, risk management consists of preventive, mitigation, and risk-coping strategies. The results showed that the production risk factors that had a significant effect was labor and harvesting age and had the characteristic of inducing risk factors. The price risk farmers face in Takalar Regency is indicated by the coefficient variation value of 0,279, so the risk level faced is 27,9 percent per kg. Risk management is a preventive strategy by maximizing farming activities, and the quality of the inputs used before risks occur in production and prices.
