Abstract

Idealnya kegiatan sebuah lembaga kemahasiswaan, organisasi keagamaan mampu mentransformasikan nilai pada setiap kegiatanya. Kegiatan-kegiatan organisasi kampus tidak selamanya berjalan mulus, karena terjadi masalah pada aspek-aspek keorganisasian salah satunya adalah faktor kekurangan anggota. Penelitian ini bertujuan untuk mendeskripsikan aspek-aspek keorganisasian yang ada pada unit kegiatan mahasiswa bidang keagamaan Islam. Penelitian ini merupakan penelitian kualitatif, dimana analisis data yang digunakan adalah Constant Comparative yang berarti membandingkan data satu dengan data lainya, baik data yang didapat melalui metode Observasi, Wawancara ataupun Dokumentasi. Subjek penelitian ini memiliki 9 orang, dimana 5 subjek merupakan data utama, 2 mahasiswa lainya dari fungsionaris sebagai data pembanding, ditambah pembina FUMMI dan Pembantu Dekan Bidang Kemahasiswaan sebagai informan. Teknik keabsahan yang digunakan adalah teknik trianggulasi sumber data dan metode yang memakai teknik perpanjangan keikutsertaan. Hasil penelitian menunjukan bahwa Unit Kegiatan Mahasiswa Keagamaan Islam Fakultas Ilmu Pendidikan UNNES dapat dikatakan kurang aktif, intensitas komunikasi dan pemahaman mahasiswa terhadap FUMMI minim menimbulkan interpretasi mahasiswa yang beragam pada FUMMI sehingga berdampak pada kehadiran mahasiswa yang rendah, menyebabkan partisipasi mahasiswa untuk menjadi fungsionaris FUMMI rendah.Ideally the activities of an institution of Student Affairs, religious organization capable of transforming value on every their programe. Organization of campus activities is not always a smooth ride, because there was a problem on organizational aspects, one of which was a factor in the lack of members. This study aims to describe the organizational aspects of the religious student activity units of Islam. This research is qualitative research, which analyses the data used is the Comparative means Constant comparing data one with other data, whether the data were obtained through the method of observation, Interview and documentation. The subject of this research have 9 people, where the main subject is 5 data, 2 other students from functionaries as data comparison, plus the Builder FUMMI and Dean of Student Affairs as Areas informants. The validity of the technique used is the technique of triangular data sources and methods of engineering prolongation of participation. Research results show that Islamic religious Student activity units Faculty of education UNNES can be said to be less active, the intensity of the communication and the understanding of students of minimal student's interpretation raises FUMMI mixed on FUMMI so impact on the low student attendance, led to the participation of the students to be functionaries FUMMI low.

Abstract

Abstrak: Penelitian ini mendeskripsikan perencanaan program, pelaksanaan, dan kendala yang dihadapi dalam implementasi program di Balai Pelayanan Sosial Asuhan Anak Woro Wiloso Salatiga. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Subjek penelitian Kepala Balai Woro Wiloso, Kasi Bimbingan Sosial, Pembimbing Sosial, Kasubbag TU, dan 4 anak asuh. Keabsahan data yang digunakan adalah triangulasi teori, data dan metode. Teknik analisis data menggunakan tahap pengumpulan data, reduksi data, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan perencanaan program pendidikan formal, nonformal, dan informal adalah mengidentifikasi kebutuhan dengan mencari sasaran yaitu anak yatim, piatu, yatim piatu, dan anak terlantar yang kondisi ekonominya kurang mampu. Pelaksanaan programnya dengan memasukkan anak asuh ke sekolah-sekolah di lingkup Salatiga, memberi bimbingan agama dan sosial, memberikan keterampilan dan pelatihan seperti kursus menjahit, komputer, tambahan pelajaran/les, tari, dan kegiatan olah raga. Kendala yang dihadapi adalah pengaruh pola pikir dan kemampuan yang kurang berkembang bagi penerima manfaat akibat dari latar belakang kondisi ekonomi yang kurang mampu dari keluarganya, kadang ada anak yang masih bolos atau meninggalkan kelas tanpa izin, serta masih ada anak yang malas tidak mengikuti kegiatan. Abstract: This study aimed to describe the program planning, program implementation and obstacles encountered in the implementation of the program at the Center for Social Services Childcare Woro Wiloso Salatiga. This study used a qualitative approach. Techniques of data collection was done by interview, observation, and documentation. Head of research subjects Woro Wiloso, Head of Social Guidance, Social Counselor, TU Head, and four foster children. The validity of the data used is triangulasi theory, data, and methods. The data analysis technique is descriptive qualitative phase of data collection, data reduction, presentation, and drawing conclusions. The results showed the planning program of formal education, nonformal and informal is to identify the need to look for targets, namely orphans, orphans, orphans and neglected children who are less able economic conditions. Implementation of the program of formal education, nonformal and informal is to include foster children to schools that the scope of Salatiga, giving religious and social guidance, provide skills and training such as sewing, computers, additional lessons/tutoring, dance, and sports activities. Constraints faced is the influence idea and less developed ability for beneficiaries as a result of the background of the economic conditions that are less capable than his family, sometimes there are children who are truant or leaving class without permission, there are still children lazy who do not follow the activities.

Abstract

The purpose of this study describes the process and constraints and more value in the implementation of character education. This research method using a qualitative approach with a descriptive method, data collection technique is done by interview, observation, and documentation. The data validity technique uses source triangulation and method triangulation. Data analysis techniques use data collection, data reduction, data presentation, and conclusions. The results of the research show that there are three stages of the implementation process, which are adjusted to the needs, the implementation of the integrated implementation of subjects and extracurricular self-development activities and the evaluation is done when the learning takes place and the end of learning. The inhibiting factors include the absence of written planning in extracurricular, changing psychological conditions and non-reuse of citizens' behavior forms. Supporting factors include parental support and outside cooperation, its value is the change of behavior to be better.

Abstract

This study aims to find the relationship between government policies in education and education performance in Sinjai District. The research method used is quantitative research. The main data source comes from the publication of the Central Statistics Bureau (BPS) of Sinjai Regency and other publications related to writing. Analysis of the data used is quantitative descriptive. The results of the analysis show that government policies are very influential or have a positive relationship to improving educational performance. This study also shows that the performance of education in Sinjai District as seen from the Human Development Index (HDI) component in the last five years (2014-2018) has increased, although it is still slow. The still increase in HDI in Sinjai Regency requires the Regional Government to formulate various strategies, create programs and formulate policies that are truly able to accelerate the improvement of educational performance in the Sinjai Regency Keywords: Government Policy, Economy, Education Performance, HDI.

Abstract

Penelitian ini mengkaji revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi, dengan metode penelitian deskriptif kualitatif, dan desain penelitian evaluatif, analitik, eksploratif, eksplanatif dan komparative, serta teknik analisis kualitatif. Hasilnya, secara umum dan keseluruhan, ada 8 (delapan) dimensi pokok dan utama satu kesatuan kelompok peran strategis seorang Sekretaris Daerah dalam birokrasi pemerintahan yaitu: (1) Pemimpin (Leader) birokrasi dan ASN. (2) Manajer (Manager) birokrasi dan ASN, (3) Konseptor, konsultan, desainer, formulator kebijakan daerah, organisasi birokrasi dan ASN, (4) Administrator birokrasi, ASN dan pelayanan public, (5) Koordinator, komunikator, fasilitator, mediator, motivator, dinamisator, energisator organisasi birokrasi, ASN dan pelayanan public, (6) Supervisor, educator, trainer, learner, advocator, promotor dan empower organisasi birokrasi, ASN dan pelayanan public, (7) Implementor dan eksekutor kebijakan organisasi birokrasi, ASN dan pelayanan public, (8) Controller, monitor dan evaluator organisasi birokrasi, ASN dan pelayanan publik. Model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi adalah revitalisasi peran Sekda sebagai aktor Reinventer Government, Leader Manager birokrasi, Entrepreuner birokrasi, aktor New Public Management (NPM), aktor Strategi Banishing Bureucracy reformasi birokrasi, dan aktor reformasi birokrasi berbasis kearifan budaya lokal. Disarankan untuk mempertimbangkan penerapan model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi tersebut. This research explore revitalization a strategic role of Local Secretary owned Local Government to accelerate bureaucracy reformation, by use a qualitative descriptive as method, and an evaluative, analytic, explorative, explanative and comparative as investigation design, and a qualitative as analyses. Results, by all dan generally, there are eight main dimensions as unity at strategic role played by Local Government Secretary within government bureaucracy include: (1) Leader, (2) Manager, (3) Conseptor, consultant, designer and formulator for local policy and officer or employment, (4) Administrator for public service and employment, (5) Coordinator, communikator, facilitator, mediator, motivator, dynamisator, energizer, (6) Supervisor, educator, trainer, learner, advocator, promotor and empower for bureaucracy, public service and employment, (7) Implementor and executor, (8) Controller, monitor and evaluator. Revitalization model of strategic role of Local Government Secretrary to accelerate bureaucracy reformation are revitalization as Reinventer Government actor, Leader Manager, Entrepreuner, New Public Management (NPM) actor, Banishing Bureucracy Strategy actor, and actor bureaucracy reformation based local wisdom. Recommended to actualize those revitalization model as mentioned above in order to accelerate any strategic role of Local Government Secretary into bureaucracy reformation it.

Abstract

The consequence of the implementation of regional autonomy is that the regions must have their own abilities to implement government affairs and regional development. There is some research on the financial performance of the area but is still done in a partial autonomic region only. This research compares the financial performance between the autonomic regions of the expansion and the parent area. Based on this, study aims to compare the financial performance of the parent regency and the expanded district. In this study financial performance is measured based on Regional Financial Independence (KKD) rastio, Fiscal Decentralization Degree (DDF) ratio and the Regional Financial Effectiveness Ratio (EKD). Overall, secondary data are used, namely the realization of Regional Original Revenues (PAD), PAD targets, Balancing Funds, Loan Funds, and Regional Expenditures. To answer the research problem, the data is processed using ratio analysis. The results showed that the Regional Financial Performance measured by the ratio of KKD and DDF in the parent regency was still higher than the KKD and DDF in the expanded districts. Both the parent district and the expanded districts of KKD and DDF are included in the Instructive category. The role of the central government is still very dominant in regional financing. In general, the expanded district EKD ratio was very effective while the parent district EKD ratio was generally included in the quite effective category. The financial performance of the regional results is better than the parent region due to the existence of autonomous regions to promote maximum income sources.

Abstract

The purpose of this study was to determine the effect of provincial government sectoral spending on poverty in the era of fiscal decentralization in Indonesia. Meanwhile, the sectoral expenditure variables that are considered closely related to poverty are economic spending, housing and public facilities spending, health spending, education spending, and social protection spending according to provinces in Indonesia. The data in this study is panel data, namely cross-section of 33 provinces, and time series of 4 years, namely the period 2012 - 2015. After the Chow test and Hausman test, as well as the lagrange multiplier test, the analysis model in this study was determined to be the random effect model, which is a common analysis model in panel data analysis. This study concludes that partially negative economic spending on poverty, meaning that sector spending can reduce poverty in the era of fiscal decentralization in Indonesia. In this analysis, it was found that the ability of the independent variable in explaining the dependent variable was 0.190165 units or 19.02%, and the remaining 80.98% was explained by other variables not included in this study.

Abstract

The specific objectives of this research are; 1) To find out the development of production, working capital, labor, sales volume, wage level, selling price, material costs, and profits of brick industry business actors, 2) To determine the feasibility of brick business in Banda Aceh City, and 3) To analyze strategic flexibility in the development of the brick refinery business after the COVID-19 pandemic. Descriptive and quantitative analysis was used to analyze the data, with direct observation of a research object in order to determine the condition of the business location and the characteristics of the brick business in Banda Aceh City. In order to determine whether or not the business was feasible, the business was carried out using BCR analysis calculations. Based on the results of research and discussion, it can be concluded that the development of the brick refinery business is known. The results of data analysis regarding the amount of production, labor, working capital, sales volume, wages, selling prices, raw material costs, and business profits of the brick refinery have increased every year. In contrast, in 2020-2021 there will be a decline caused by declining demand and high raw materials for brick processing. The results of the calculation of business feasibility in terms of Capital and Revenue using the BCR formula show that the capital and revenue variables have a positive effect on the feasibility of the 2017 to 2019 Brick Refinery Business or in other words that the Brick Refinery Business does not lose. It was reversed in 2020-2021 where the brick business decreased in demand but the stock became large and no significant losses were found. However, the bricks business revenue has decreased. The brick refinery business seen from the marketing aspect experienced positive developments in 2017-2019, this can be seen from the number of requests that always increase every year. It is different in 2020-2021 where the development from the marketing aspect is low, due to the pandemic and reduced development in Banda Aceh City.

Abstract

The purpose of this research is Described: (1) management of TBM Pondok Maos Guyub, and (2) the impact of the TBM Pondok Maos Guyub Progress Towards Literacy community. This research uses qualitative approach method. The subject is the founder of TBM, TBM visitor Manager and several surrounding communities TBM. Engineering data collection done by observation, interviews, and documentation. Data analysis techniques include the collection of data, data presentation, data reduction and withdrawal of the conclusion. An examination of the validity of the data using triangulation of sources. The research results showed that: (1) process management of TBM Pondok Maos Guyub includes the planning, organizing, implementasion, coaching, assessment and development. (2) the impact of the management of TBM against perceived community literacy progress impact on academic skills, personal skills, and competence of the Polytechnic.

Abstract

Tujuan penelitian mendeskripsikan implementasi pendidikan karakter pada Homeschooling ANSA, nilai-nilai yang ditanamkan, faktor pendukung dan penghambat serta hasil dari pendidikan karakter. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subyek penelitian terdiri dari Kepala Sekolah, Tutor, Orang Tua Warga Belajar, dan Warga Belajar. Pengumpulan data menggunakan metode wawancara, observasi dan dokumentasi. Dalam memeriksa keabsahan data menggunakan triangulasi, baik sumber maupun metode. Teknik analisis data menggunakan model interaktif Miles Huberman dengan siklus mulai pengumpulan data, reduksi data, penyajian data, verfikasi dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa perencanaan pendidikan karakter telah termuat baik dalam rencana aktivitas tutorial (RAT) maupun satuan aktivitas tutorial (SAT) yang disusun oleh semua tutor. Pelaksanaan dilakukan dengan pembiasaan dan pemberian contoh oleh tutor dalam perilaku sehari-hari. Evaluasi dilaksanakan dengan observasi dan memberikan penilaian pada buku rapot. Nilai karakter  yang ditanamkan terutama adalah tanggung jawab dan kemandirian. Faktor pendukungnya adalah orang tua, tutor, teman sebaya, dan sarana prasarana. Sedangkan faktor penghambat adalah orang tua, teman sebaya, dan teknologi seperti gadget. Hasil pendidikan karakter menunjukkan hasil yang baik meskipun belum optimal. Warga belajar yang memiliki karakter yang kuat juga berpengaruh terhadap prestasi akademik di sekolah.
