Abstract

This study aims to determine the maturity level of knowledge sharing and recommendations to increase the maturity level in Telco organizations, especially in the territory area of PT ABC. This research uses KSM2 (Knowledge Sharing Maturity Model) to determine its maturity level into five stages, namely no KS level, project level, department level, organization level, and knowledge sharing at all levels. A mixed method was conducted in this study through literature review of papers and a survey of 100 respondents with 20 questions divided into three categories, Project level, Department level, and Organizational level. The result shows that the company in the territory area reaches an organizational level in the KSM2 model. The practice of knowledge sharing is good enough that takes place in the organization. but for feedback improvement, it has not been done well, there is no place to accommodate this yet. This research recommends some improvements to knowledge sharing in organizations. First, at the project level to improve proactive knowledge sharing with motivation. Second, at the department level to improve courage to express opinion in meetings. Third, at the organizational level must have routine knowledge sharing formally with a calendar of events. Besides the three points above, feedback and criticism to improve knowledge-sharing practice must be followed up to gain the next level in KS Maturity.

Abstract

According to Connolly's (2017) research, the context of nonprofit organizations exhibits variations when compared to commercial organizations or businesses, as supported by Zhang's (2010) study. Hence, it is imperative for both theoretical and empirical studies to contribute towards enhancing our comprehension of the strategy, implementation, and utilization of information systems in the specific context of nonprofit organizations. The investigation of information systems within the context of non-profit organizations offers a promising avenue for advancing the field of information systems research. This study focuses on the development of an information systems framework using the soft systems methodology, which has already been established. One opportunity for the advancement of information systems in non-profit organizations lies in the establishment of a comprehensive framework that facilitates adoption and is accompanied by robust data governance. This framework enables the analysis of data and the generation of valuable insights, thereby contributing to the development of information systems in the non-profit sector. The choice of data governance was informed by Zhang's (2010) research, which demonstrated that non-profit organizations face significant obstacles in the form of privacy and data security concerns. Furthermore, it is apparent that the preservation of data privacy plays a crucial role in the acceptance and utilization of information systems within non-profit entities. This research aims to contribute to the resolution of the issue by establishing a governance framework for information systems that effectively communicates to users the absence of data privacy risks associated with the systems employed by organizations. The objective of this study is to create a data governance model that will fill the research gap mentioned earlier and make a valuable contribution to the field of information systems research. The formation of the data governance model will involve the integration of soft systems methodology and the DAMA framework. The outcome of this study will be a data governance model specifically designed for a nationwide non-profit organization that utilizes microservices as its cutting-edge technology.

Abstract

Many problems in the IT sector are experienced by employees in carrying out daily government activities. The problems faced often disrupt government activities in providing services to the community. This study analyzes the IT problems that are often found in organizations and their impacts. As many as 43 people have participated in the survey to identify what problems are often experienced and the impact they have had. The survey started with 7 IT service groups and produced 37 IT problems. The result is an implementation of a knowledge-based system that can help employees in solving IT problems on their own in their work environment.

Abstract

The process of creating, sharing, discovering, and capturing knowledge becomes an intangible asset for an organization. As a valuable asset, Knowledge needs to be managed. There is a tool called Knowledge Management System (KMS). The latest technology and social or structural mechanisms are components to develop KMS. But developing an IT project has a high risk of failure, so it should be managed using a project management approach. A project is a temporary endeavor to make a product or service. It means that a project has a start and an end project phase. Some methodologies which exist do not offer complete stages of development KMS. They do not cover feasibility study activities, lack of clear specification, and lack of closing project phase. The study gap is expected to be loaded up and well explained in this paper through a systematic review of the published literature over the last six years using the Kitchenham method. The results show that most researchers used a predictive approach compared to an iterative, incremental, or adaptive development approach to build KMS. The main result of this study we found 36 processes in the developing KMS. The novelty of this research, we generated a table to map the processes into the model, method, artifact and presented it by group process based on the Project Management Body of Knowledge (PMBOK). The table can help the organization develop the KMS project to improve its effectiveness and competitiveness.

Abstract

The Work Unit for Procurement (UKPBJ) of the Indonesian Ministry of Education and Culture has developed a Procurement Information System in Schools (SIPLah) to create effectiveness, efficiency, transparency, and accountability of the procurement ecosystem in education units. 103,619 education units have used SIPLah, this achievement has not met the target of 220,283 schools in 2019 which has increased to 442,960 education units in 2020. The level of user acceptance has a significant influence on achieving the target number of users, but UKPBJ has never conducted research related to this factor. As a result, user acceptance has not become a reference in determining strategies in the socialization and development of SIPLah. This study aims to determine the factors that influence the adoption of SIPLah from the user's perspective in educational units using the Unified Model of E-Government Adoption (UMEGA). In this exploratory research, the perceived risk variable on UMEGA which in the hypothesis has a negative effect, be changed to perceived security so that it has a positive effect and is in line with other hypotheses. There were 150 valid respondents who were analyzed statistically using PLS-SEM with SmartPLS 3.0 software. The results of the study can be concluded that factors of performance expectancy, social influence, facilitating conditions, perceived security, and attitude are factors that must be considered by UKPBJ in determining strategies to socialize and develop SIPLah, because these factors have a significant positive impact on user intentions in education unit to adopt SIPLah.
