Abstract

The leader is a person who has the ability to influence individuals and groups to be able to work together toachieve predetermined goals. Leadership has an important role in the life of organizations and groups,namely to be able to move, empower, and direct resources effectively and efficiently towards the achievementof goals. The purpose of this study is to produce a picture of the magnitude of the influence of leadershipstyle on improving the economic development of rural communities in Koreng Village, Tareran District,South Minahasa Regency and to find out how the leadership style of village leaders can influence theincrease in economic development of rural communities in Koreng Village, Tareran District, SouthMinahasa Regency. The benefit of this research is that it can contribute useful knowledge and ideas andenrich knowledge and can be used as input for village governments to improve community economicdevelopment and evaluate knowledge. The results of this study indicate that the leadership style of the villagehead significantly influences the economic development of the community. And the village head in KorengVillage, Tareran Subdistrict, South Minahasa Regency, is more of a laisses faire leadership style In thistype of leadership the lessez faire the leader practically does not lead. He let his group and everyone do theirown way. In the sense that leaders who have the type of Leissez Faire only depend on their subordinateswithout joint decision making. Thus, to improve the economic development of the Koreng Village, TareranSubdistrict, South Minahasa Regency, it takes a leader who is able to serve and influence his community toinfluence, inspire, listen to community complaints and be able to provide motivation and set an example forhis community.Keywords: Leadership Style, Village Head, Increased Economic Development

Abstract

Abstract :The purpose of this study is to determine the role of medical personnel in providing health services to patientsparticipating in Universal Coverage program at Bahu Manado Health Center.This research uses qualitative research method. Informant research as much as 8 (eight) informant thatconsist of 1 head of health center, 1 Officer Administration, 3 doctors and 3 community of universalcoverage program participants. Data collection techniques used are Interview Techniques, ObservationTechniques / Observations, and Documentation Techniques. And Data Analysis Techniques used are DataReduction, Data Channel, and Withdrawal Conclusion.Based on research that can be drawn conclusion as follows: First, promotive service has been implementedby medical personnel with health education and health promotion provided directly and indirectly to thecommunity. Second, preventive services provided through immunization and fogging. Third, Curativeservice in the form of medication business for patient to reduce pain and or relieve pain suffered by patientwith expense borne by Manado city government for society of universal coverage participants. Fourth,rehabilitative services have also been provided although not as much as in hospitals, such as gymnastics torestore muscle function for newborn patients.Keywords: Role of Medical Personnel, Universal Coverage

Abstract

ABSTRACT : This research moved from the initial observation that the role of village heads in ruralcommunity development Wambo District of Gupura not going according to the expectations of society. Thus,this study aims to determine how the role of village heads in rural community development in the village ofthe District Wambo Gupura Lanny Jaya regency.By applying the methods of descriptive and qualitative approach, the informant taken as many as 10persons from the village officials and members of the BPD, then conducted in-depth interviews and theresults are analyzed by applying interactive techniques. The research results can be presented as follows: (1)That the general role of village heads in government affairs, development and community development inrural villages Wambo going pretty well, although not achieve optimal results. (2) That there are still someprograms / village development plans that can not be realized. This is due to the adequacy of the developmentbudget is still low, as well as bureaucratic obstacles, span of control and geographical conditions of ruralareas difficult to reach so ADD and Special Autonomy Fund p are experiencing delays.Advice can be given, among other things: to optimize the role of village heads in the implementationof rural development, it is suggested that local governments, especially Lanny Jaya regency governmentneeds to be allocated compensation in the form of performance benefits for the village chief achievers foreach month; and to ensure the realization of all the plans / programs of rural development, particularly inthe village of Wambo, it is recommended that in the preparation and adoption of program / villagedevelopment plans need to take into consideration the financial capacity of rural finance program / plan tobuild the village.Keywords: Role of the Village Head, Development of rural communities

Abstract

Abstract : Reward and punishment aims to increase employee motivation, so that employees will be maximized in work.This research aims to find out, how the application of reward and punishment system in the employment agency trainingand education in district Mamasa. This research uses qualitative method that is research type which is used to research oncondition where natural object is key instrument, data collecting technique is done by triangulation (combination), dataanalysis is inductive and qualitative research result more emphasize meaning from generalization. Informants in thisresearch amounted to 10 people, namely head employment agency 1 person, secretary 1 person, head of field 3 people andoffice employees 5 people. The results of this research can be seen that the rewards and punishment applied in theemployment agency personnel training and education in district Mamasa in terms of rewards in the form of incentivematerial and non-material incentive; and punishment in the form of preventive and repressive. It can be said that has notbeen applied maximally by the head of the employment agency and based on existing research can be seen that there arestill many complaints from the employees to the leadership regarding the implementation of rewards and punishment. Lackof firmness, improper rewarding, unfair and uneven punishment are factors that cause employees to complain against theleadership. Refers to some of the results of this research then as a suggestion in solving the problem in this research thatshould be more appropriate in giving awards to employees who achievement of performance, more firm in givingpunishment, both before the occurrence of violations and after the occurrence of violations and be fair and equitable ingiving punishment.Keywords : Reward, Punishment

Abstract: In the Manado Fiesta, policy seen and felt by local people through the five senses of sight, but not allpublic opinion says good or bad about Manado Fiesta Policy, because every individual has different perceptionsor views. Manado fiesta is a program of Manado City Tourism event that is the agenda of Wonderful Indonesiaactivities in 2017 Manado Fantastic Festival (MFF). Manado Fiesta is a tourism activity of Manado City thathas been launched in Ministry of Tourism of Republic of Indonesia. The purpose of this research is to knowhow Manado perception about Manado Fiesta Policy (Study in Several Subdistrict In Manado City). Thisresearch used descriptive method of qualitative approach by describing data obtained from research result aboutManado City people perception about Manado Fiesta policy (Study in Several Subdistrict In Manado City).Manado Fiesta is a tourism activity of Manado City which has been launched in Ministry of Tourism ofRepublic of Indonesia. The purpose of this study is to find out how the perception of Manado City people aboutManado Fiesta Policy (Study in Several Districts In Manado City).This research used descriptive method ofqualitative approach by describing data obtained from research result about Manado City people perceptionabout Manado Fiesta Policy (Study in Several Subdistrict In Manado City).The overall conclusion of ManadoCity Manpower's perception of Manado Fiesta Policy (Study in Several Sub-districts of Manado City) is quitegood because still new program implemented in Manado city has many flaws. Then some things that can besuggested is to Manado City Government need to strengthen the law of Manado Fiesta implementation bymaking and arranging about Manado Fiesta to officially become an annual event in Manado City. The needfor the government to be more leverage for the implementation of the next year to evaluate and overcome theproblems of past implementation, Improvement Management of the implementation including the location ofManado Fiesta implementation location of the need for supporting facilities for visitors to comfortably followManado Fiesta. Abstract

AbstrakPenelitian ini bertujuan menjelaskan mengenai Peranan hukum tua dalam keberhasilanpembangunan di desa kanonang dua . Penelitian ini menggunakan metode deskriptif pendekatankualitatif, dan teknik pengumpulan data yang dilakukan dengan observasi, teknik wawancara dandokumentasi. Jumlah Informan sebanyak 8 orang. Dalam penelitian ini menggunakan teoripembangunan desa di lihat dari segi pembangunan jalan, drainase, pembuatan gapura danpengeboran air, dan hal-hal lainnya yang berhubungan dengan pembangunan desa. Hasil penelitianmenunjukan bahwa pembangunan yang dilaksanakan oleh pemerintah desa sudah berjalan denganbaik dan telah memperoeh keberhasilan. Hal ini dapat di lihat dari perencanaan dan pelaksanaanpembangunan yang dibuat oleh pemeritah desa. Ada beberapa hal yang perlu di perhatikanpemerintah desa dalam penyelenggaraan urusan pemerintahan mengenai pembangunan desa denganmengajak masyarakat berpastisipasi aktif dalam pelaksanaan pembangunan. Agar pembangunan didesa kanonang dua meningkatkan dan dapat memperoleh hasil yang lebih baik, tentunya denganbersama-sama membangun dengan lewat perencanaan yang matang serta pelaksaan pembangunanyang baik sesuai dengan mekanisme dan prosedur yang berlaku sesuai dengan undang-undang desaKata Kunci: Hukum Tua, Pembangunan

Abstract

Abstract: This study aims to "Describe, interpret how the effort of empowering human resources inoptimizing the function of Village Owned Enterprises (BUMdes)".This research uses descriptive method of qualitative approach, and data collection technique used withobservation, interview technique and documentation. The number of informants in this study as many as 5people. In this study using the model of empowerment (strengthening) of human resources in theorganization BUMDes.The results of this study indicate that the first stage of desire in the empowerment model is running well.The desire in the empowerment effort (reinforcement) is currently only done by the village government thatis Sangadi to the board of BUMDes with this seen from the study activity of appeal outside the region. Stageof confidence in empowerment not yet run well. The trust given by the government and the community isvery full given to people who are appointed directly and specifically in the management and developmentactivities of BUMDes, but the trust through education and training which is the stage of empowerment(reinforcement) has not been made specifically to every board BUMDes. Stage of confidence inempowerment model still must be upgraded again, confidence every board of BUMDes only limited able tomanage but matter of creativity and innovation in management and development of BUMDes until now notyet created. The credibility stage in the empowerment model is not a problem in management anddevelopment and the board has been able to show their performance through BUMDes activities that arestill ongoing. At this stage, the responsibilities of the board should be improved in completing the tasks andresponsibilities that have been given, although the government often assists it, but the board is fullyresponsible in the management and development of BUMDes. Abstract

Abstract: Tourism is the pre-eminent sector of local government in supporting local revenue. However, in itsdevelopment is not followed by the development of the potential of the people around the tourism object. Thisresearch was conducted in Kanonang Village, West Kawangkoan Subdistrict, Minahasa District with the objectof research on empowering the village community in supporting tourism sector of Bukit Kasih. Using thequalitative research designs, it is found that the empowerment of Kanonang Empat community in supportingthe tourism sector of Bukit Kasih has not been seen from the effort to create an atmosphere or climate thatenables the development of community's potential or power, strengthen the potential or power of the communityand protect the community through communities are weak to prevent unbalanced competition.Keywords: Empowerment, Society, Tourism

ABSTRACT:This research intent to know organisational culture influence to commanding apparatusperformance.. culture organisationaling to constitute one system meaning with which followed bymembered one differentiates an organization with organisational other. Abstract

ABSTRACTThis research there are problems in implementing Good Governance at the village of Sea, have not gone wellaccording law No. 8 of 1999 on the implementation of good governance. The researchers used a qualitative researchmethod. The data was collected starting from the stage of observation, in-depth interviews and documentation. Onthe data collection was completed by using the guidelines of the interview, where there are 10 informantsinterviewed.After being interviewed, the researchers analyzed the results of interviews with several phases. The first of themwith the data collection was done through observation or interviews, then do record keeping and typing and editingas necessary, both the reduction i.e. elections against existing data, sharpen data analysis, summarize and discarddata that is not needed, the third provides data and simplifying data have been obtained in order to facilitate researchin the conclusion, the fourth withdrawal i.e., verify their conclusions with a review the records or data retrieved aswell as analyze causal including brainstorm with friends and supervising professors and take conclusion.The results showed that organizing Good Governance have not applied optimally as expected by law No. 8 in 1999and the theory of Inu Kencana, 1994.The conclusion that can be drawn through the results of this research is that found there are some principles of GoodGovernance that has not gone well. Of which public participation is still very lacking in the process management ofthe KTP & KK, law enforcement has been running fine but for the better should the existence of PERDES,transparency needs to be improved in terms of disclosure for financial management to the community. Responsifitasthe Government is still lacking in terms of service the rice still need for renewing the data community who deservethe rice, RKPdesa village and Profile updates need to be made in accordance with the year 2016, the lack of aGovernment response, information boards, still less to embrace the community in order to make KK and ID CARD.Consensus is already well underway, however, Equality with regard to note what's special in service of rice, theGovernment should give the rights of the underprivileged community, lest not right on target, effectiveness andefficiency can not be rated good because there are problems that have been described above so that the communitycan be felt yet. Accountability has been running good since the village was already running task for reporting to theDistrict about financial management and already inform the community about the program that will be implemented.With this research is expected to be the subject of study of the theory of society and contribute as well as input forthe Government in realizing Good Governance effectively and efficiently.Key Words: Good Governance
