Abstract

ABSTRACT :This study aims to identify and observe the performance of Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi province, in UPTD Weigh Pineleng in carrying out its duties and responsibilities. Based on Government Regulation No. 35 Year 2000 regarding Government Authority and Authority of the Provincial Government as Autonomous Region, the provincial government has the authority in the field of licensing and control overloading and orderly use of roads in the province, setting a maximum limit load, and to determine the location and management of Weigh Bridges. But in practice as well as the fact that there are showing problems - problems that arise, such as oversight of the leadership that is still not good, causing a lot going on extortion, then the problem of infrastructure to support the performance such as CCTV, computer administration, a printer, a patrol vehicle, then the problem of coordination and disciplinary problems.The research method used in this study is a qualitative method, the technique of primary and secondary data collection is done by library studies and field studies (interviews, documentary studies and observations). As for the informants of this study is the first person UPTD Head Weigh, 1 Head of Operations Section Weigh Wangurer and Pineleng, 4 service users (motorists), 6 Employees / Officers Operations Weigh Pineleng.The results showed that the performance Regional Technical Implementation Unit (UPTD) Weigh Department of Communication and Information Technology of North Sulawesi Province, in UPTD Weigh Pineleng measured from the concept by Gibson (1989) with the indicator, namely productivity, efficiency, Keadaptasian, Satisfaction and Development , In view of the aspect of Satisfaction, and Productivity Keadaptasian can say is not maximized. This occurs because the view-level results of work done UPTD program Weigh Pineleng still complaints from service users or motorists at Weigh Stations. Then, from the aspect of development and efficiency is still lack of training, supervision, and coordination and discipline as well as the infrastructure that still support.Referring to the discussion and conclusions above, it is suggested Leaders Weigh UPTD more firmly in control, coordination, and as well as disciplinary sanctions against employees in performing their duties and functions. Besides the need for provision of facilities and infrastructure to support the increase in UPTD Weigh administration Pineleng such as computers, printers, CCTV, patrol vehicles, and loading and unloading equipment.Keywords: Performance, UPTD Weigh

Abstract

Abstrack Leadership is a thing that should be owned by every leader of the organization. Aleader must be able to respond to changes that occur and lead their organizations. Women's leadershiphas always been a matter of interest to interest, especially with so many theories that clarify about theleadership of women. This is certainly not in spite of the complexity of the problems relating to womenthemselves. An overview of women's Leadership can be seen in the village of Tareran Sub-district WiauLapi South Minahasa Regency. Research methods used in this research is descriptive qualitativeresearch methods. The results of this research show that the woman had already been given the freedomto lead, but in some ways still felt lacking and could be a big problem, as the communication should stillbe increased because of the still existing of taste confidence from the community or Councilor to conveyan idea also input, further establishing communication with the opposite sex. In motivating this is morevisible to the village to the community are valued less. For referrals work, felt good already but stillneeds to be improved especially when communicating with the opposite sex. In innovation is still veryless because of big changes have not provided for the village. Then raise the degree in women wherestill has not appeared in the village see still lack women to want to appear although weaker with the oldlaw now is women can represent. In the old law still troubleshooting using the feelings so that anyproblems can be resolved only with deliberation. Based on the results of the above conclusions, theresearchers advise that women should maintain leadership values that either one of them buildcommunication without limits, more motivating ourselves, referral work is always based on rules,multiply the innovation that can build the village and help the community, provide training andsocialization are more specific and unequivocal stance regarding women and fair very expected that insolving and decision-making is done in a balanced way.Keywords: Leadership, Women, Participative, Democratis.

Abstract

ABSTRACK : To realize the goal of national development, the government is giving great attention tothe development in the countryside. To the need to increase the participation of rural communities, as aform of cooperation between the government and the community in building a region (especially ruralareas). By utilizing the Village Fund Allocation (ADD), the village could play a more active in mobilizingcommunity development. The issue is still low community participation in village activities financed fromthe Village Fund Allocation. This was due to the lack of socialization and communication of governmentand society. The purpose of this study is to provide an overview of community participation in themanagement of the Village Fund Allocation (ADD) in the village of East Lemoh District of EastTombariri. This study used a qualitative approach, with a view to obtaining an overview of communityparticipation in the management of the Village Fund Allocation. Data collection techniques in this studyby observation, interviews, and documentation. The Results showed that public participation in themanagement of the Village Fund Allocation is still not optimal because the public just so much involved inimplementation, lack of awareness about existing Village Fund Allocation. Public awareness is stilllacking to participate also caused because of lack of socialization of the government on the allocation ofvillage funds. Thefore the suggestion of this research, rural government should always socialize theVillage Fund Allocation Policy (ADD) to the public so that the public could understand the policy.Keywords: Public Participation, Management, Village Fund Allocation.

Abstract

Abstract: Implementation of Population Administration Information System is the implementationof a policy in a web-based system which is based procedures - the procedures and wear specialstandardization. In order to provide effective and efficient services, computerized services wasneeded. In support of the population administration to improve the quality of services performedeither by applying or using the information system of population administration. This study aimsto investigate the implementation of the information system of population administration in theDepartment of Population and Civil Registration Manado obstacles encountered along itsimplementation. The research method used was qualitative, where the technique used datacollection using interviews is to get the necessary information through oral communication directlywith the informant or informants. After interviews with 15 informants, further data collectiontechniques used were observation and documentation field. From the research that has been donein the Department of Population and Civil Registration Manado City can be seen that theimplementation of the Population Administration Information System (SIAK) has been going wellbut there are still obstacles and problems in the process.Keywords : Population Administration Information System Implementation (SIAK).

Abstract

The Secretariat of the Regional People's Legislative Assembly has a role in organizing secretarialadministration, administering financial administration, supporting the implementation of duties and functionsof the Regional People's Legislative Assembly, and providing and coordinating the necessary expertise of theRegional House of Representative in carrying out its functions as required. The success that is realized fromthe performance of the Secretariat of the Regional People's Legislative Assembly as a public organization willbe highly dependent on the existing staff within the organization. In reality the performance of employees willbe closely related to various things both originated from within the employee and who came from the internalorganization and environment where the organization is located. The purpose of this study to find out how theperformance of staff Secretariat of the Regional House of Representatives In Yahukimo District of PapuaProvince. The research method used in this research is qualitative method with descriptive analysis. Informantsin the study are people who can provide information about the situation and condition of the researchbackground. The research focus is seen from the indicators according to Dessler that is the quality of work, thequantity of work, the necessary supervision, the presence and the conversation. Data collection techniques usedare interview techniques, observation techniques / direct observation of the location of study, and literaturestudy. The results of the study show that the performance of the staff of the Secretariat of the Regional Houseof Representatives in Yahukimo Regency of Papua Province shows that leadership, discipline and resourcesare factors that hinder or support the performance of the Secretariat of the Regional House of Representatives.The unfavorable work strength in the archive management and the quantity of employee work has changed dueto the change of the working agenda of members of the Regional People's Legislative Assembly.Keywords : Performance, Secretariat, Regional People's Representative Assembly (DPRD)

Abstract

ABSTRACT : This study was motivated by the problems found in the office of Representatives Financialand Development Supervisory Agency Sulawesi province, namely in archival management activities notwell ordered. The constraints faced is the maintenance of records that there are still records that arestacked in nature resulting in the archive warehouse perishables and also difficult to be rediscovered whenneeded any time. This of course can hinder the work of the office. It is therefore necessary to have a goodarchival management and organized so as to make it easier for employees to find back the archive in a fasttime. Structuring the archive is one aspect that should be applied in the office to support the achievementof the objectives of productivity improvement and efficiency of office work. Thus communications officerjob will run more smoothly, so that the coordination and supervision easier. The purpose of this study wasto determine the archival management know is there any influence on the efficiency of employees workingin the Office of Finance and Development Supervisory Board of North Sulawesi Province. In this study,the method used is quantitative analysis method. While data analysis technique used is the technique ofcorrelation between variables to prove the influence of archival management towards employee workefficiency. Based on the results of research conducted and followed by analyzing the data obtained, thenthe result is that there is a very strong relationship between the management of archival against theworking efficiency of employees amounted to 0.943 and this means working hypothesis or alternativehypothesis is accepted, this means there are positive influence between management archival against theworking efficiency of employees with the level of influence of 88.90%. So the hypothesis that there is aninfluence on the efficiency of the management of archivesKeywords : Work Efficiency

Abstract

Abstract: This study aimed to: "analyze the impact of leadership effectiveness terhdap performance ofthe civil service in the Department of Population and Civil North Halmahera District". The relevantmethod used is descriptive and explanatory survey with quantitative approach. Semapel respondentspurposively set as many as 33 employees in the Department of Population and Civil Registration ofNorth Halmahera district. Data were collected through questionnaires by survey techniques and directobservation. Once the data is collected, then analyzed by using frequency tables analysis (percentage)and to test the hypothesis applied simple linear regression analysis and correlation of product moment.The result showed that (1) The effectiveness of leadership at the Department of Population andCivil Registration North Halmahera District, observed from the dimensions of leader-subordinaterelations, task structure and position power leader, is in the category were likely to be high.Dimensions of Leadership Effectiveness, partially highly significant and contributes greatly to theperformance of the civil service. (2) The performance of the civil service in the Department ofPopulation and Civil Registration Halmahera in middle category or medium tends to be high.Simultaneously (together) dimensions of leadership effectiveness and positive effect is very real andhad a contributive relation to the performance of the civil service, particularly in the Department ofPopulation and Civil Registration North Halmahera.Thus, we can conclude that the hypothesis proposed in this study can be tested empiricallyvalidity, as well as justifying the underlying theories. Referring to the findings in this study, it can besuggested that leaders at all levels in the Department of Population and Civil Registration NorthHalmahera further enhance the competence and ability of a leader to motivate employees to improvetheir performance in delivering to the public servant.Keywords: leadership effectiveness, the performance of the civil service.

Abstract

Southeast Minahasa Regency is the Effect of Motivation on Employee Performance is still notcontributed optimally. Factors that affect employee motivation, among others, job satisfactionand the amount recived by an employee kompensasi. To do a job, the employee should have ahigh performance. Therefore, it is necessary to effect a good motivation in order to improve theperformance of the employees.Motivation is the driving goal, the real goal being the main driving force for a person toattempt to obtain or achieve what he wanted either positive or negative. Performance is the resultof the quality and quantity of work achieved by a person in performing its functions inaccordance with the responsibilities given to the employees. The purpose of this study was todetermine the motivation is there any influence on the performance of employees at the DistrictOffice Ratahan Southeast Minahasa Regency.In this study, the method used is quantitative analysis method. While data analysistechnique used is the technique of correlation between variables to prove the effect of motivationon employee performance. Based on the results of research conducted and followed by analyzingthe data obtained, then the result is that there is a strong relationship between the effect ofmotivation on employee performance for 0.665%, this means working hypothesis acceptablealternative. The result were obtained coefficient determinant of the remaining 44.22%, 55.78%more influenced by other factors not included in this study.Keywords: Effect Of Motivation

Abstract

ABSTRACT : Rolling is an incarnation or manifestation of the dynamics of organizations that serve as one way to achieve organizational goals and implemented to reduce the tedium of the job, increase knowledge, skills and increase the motivation and morale, in addition to placing the appropriate officials with expertise in the field of duty each. Problems to be answered in this research is how Rolling officials can affect the quality of public services in the scope of government staffing minahasa south. This study uses quantitative methods. This study aims to measure the relationship Rolling Minahasa district officials in the south with indicators of work experience, knowledge and skills and employees. This research was conducted by taking 5 samples at several SKPD with sample set of  20 respondents. Gathering date using questionnaires and interviews aided engineering. Date analysis using linear regression analysis and correlation of product moment. Management of data analysis using manual calculation formulas based on statistical analysis of linear regression and correlation product moment. Based on the analysis of the data showed: (1) correlation coefficient Rolling Minahasa officials in the southern district of the quality of public services is positive in the amount of 0.239 scale. (2) The correlation coefficient Rolling officials on the quality of public services delivery regency minahasa south is 0.306 while the coefficient of determination is 0.093 .  results of these studies concluded that the influence of officials Rolling positive and significant impact on the quality of public services in the district minahasa south.
