Abstract

The leader is a person who has the ability to influence individuals and groups to be able to work together toachieve predetermined goals. Leadership has an important role in the life of organizations and groups,namely to be able to move, empower, and direct resources effectively and efficiently towards the achievementof goals. The purpose of this study is to produce a picture of the magnitude of the influence of leadershipstyle on improving the economic development of rural communities in Koreng Village, Tareran District,South Minahasa Regency and to find out how the leadership style of village leaders can influence theincrease in economic development of rural communities in Koreng Village, Tareran District, SouthMinahasa Regency. The benefit of this research is that it can contribute useful knowledge and ideas andenrich knowledge and can be used as input for village governments to improve community economicdevelopment and evaluate knowledge. The results of this study indicate that the leadership style of the villagehead significantly influences the economic development of the community. And the village head in KorengVillage, Tareran Subdistrict, South Minahasa Regency, is more of a laisses faire leadership style In thistype of leadership the lessez faire the leader practically does not lead. He let his group and everyone do theirown way. In the sense that leaders who have the type of Leissez Faire only depend on their subordinateswithout joint decision making. Thus, to improve the economic development of the Koreng Village, TareranSubdistrict, South Minahasa Regency, it takes a leader who is able to serve and influence his community toinfluence, inspire, listen to community complaints and be able to provide motivation and set an example forhis community.Keywords: Leadership Style, Village Head, Increased Economic Development

Abstract

This research is done for the purpose of explaining the effectiveness of village personnel in the village ofPakuure two Tenga district of South Minahasa Regency in the study of public administration. The studyuses qualitative approach methods. The subject of this study amounted to 10 of the one occupying theresearch site so researchers took the conclusion to give the Kuisoner to the 10 subjects. . Data collectionusing interviews, observations, behavioral studies (documentation), while the analytical techniques usedare qualitative data analysis interaction models Miles and Huberman and Sugiono. The results of thestudy showed (a) more productivity is realized in the implementation of non-physical development and lessattention to the empowerment and strengthening of economic potential of the village community. (b) Thecreativity of the village apparatus is formed in establishing a working relationship with the district anddistrict governments as well as in conjunction with religious leaders but lack creativity in presenting thegovernment program to Improving people's living standards. (c) The working intensity of the villageapparatus is manifested in the division of work and seeks to optimally serve the community. However, theintensity of work produced as a form of occupational effectiveness has not been followed by theinvolvement and support of the community.Keywords: effectiveness, work effectiveness, village apparatus

Abstract

AbstrackHandling Public complaints in need, because every complaint that is given very regure from certainsparties. Similarly in the hotel on in as a place to rest the hotel must be able to deal with any complaints andshould be able to handle it rather bay way of giving ecordingly capable of real action.The handling ofcomplaints from the users of hotel on in service has been running quite well. Although there are fewconstraints coming from the users but the hotel on in has been able to show the quality to give value morethan the community therefore. This study will answer the question, how the procedure of handling the userscommunity complaints service hotel on in guesthouse in Wonasa Tenga Karame Manado? In this researchis limited by some elements Grievance handling according to Garton (2005) that it. Commitment,Accessibility Responsive, Transparency and Responsible. The research user descriptive skin methodthrough interview of 10 informants and tracing of additorial documents in the from of a list of interviewguides recording and writing tools. The results of this study indicate that the handling of complaints publicservice hotel on in users are running pretty well.

Abstract

ABSTRACT : This study aims to explain the effectiveness of trade license business services at the One Stop Investment and One Step Service (DPMPTSP) at Manado City in order to improve public service to the public. The licensing service is implemented by DPMPTSP of Manado City based on Mayor Manado Regulation No. 4 year 2017 on licensing and non licensing in DPMPTSP Manado City. This research uses descriptive method of qualitative approach with data collection technique which is done by observation, interview, and documentation technique. Number of informants as many as 9 people. In this research, we use the effectiveness measurement in terms of process approach according to Lubis and Huseini, which in this approach include 5 indicators as follows: (i) service efficiency, (ii) service procedure, (iii) employee responsiveness, (iv) coordination between leader and subordinate, (v) infrastructure facilities. The result of the research shows that the trade license business serivice in DPMPTSP of Manado City has not been maximal or not yet effective, it can be seen on the settlement of inappropriate trade business license, inadequate work space infrastructure, lack of technical team resulting in more work load, injustice or still distinguish one another where employees are more concerned with the friendship in providing services.Key words: Effectiveness, Service, Trade License Business

Abstract

Karang Taruna is a youth organization in the village as a place to develop self potential in the field of social welfare business. As a youth organization, youth cadets are guided by basic guidelines where the management structure and tenure of each region from village to national level have been arranged. All of these are manifestations of organizational regeneration for the advancement and continuation of organizations and fostering youth members both in the present and in the future. Empowerment is to eliminate all unnecessary rules, procedures, orders, etc. which hinder the organization from achieving its objectives. The organization is a social unit established by humans in a relatively long period of time, consisting of a group of humans of at least two people, having coordinated, organized and structured activities, established to achieve certain goals of having an identity that distinguishes one entity from another . This study uses a type of qualitative research in which this research is descriptive, namely conducting in-depth interviews of primary data collection and secondary data collection, which then results of primary and secondary data is processed and data will be obtained. The results showed that creating an atmosphere or climate that enabled the potential of human resources to develop in the village of Matali, the potential that could be developed was from the youth of Matali Village, namely in terms of sports and also religious aspects where sports could provide opportunities for the Matali village youth to participate and excel in the sports arena as well as religious aspects can make the youth of Matali Village become more religious. Empowerment of cadets in Matali Village is overseen by the government and the community and also with the existence of youth clubs providing protection by involving or embracing young people or communities of Matali Village both from the middle to lower classes and above all embraced so as to contribute together and so that also not impressed this youth only in certain groups or upper class only. The potential and power possessed by the community of Matali Village is more specifically the Matali youth that can be channeled and can continue to be developed with the programs made by the youths of the Matali Village.Keywords: Empowerment, Organization, Youth Organization

Abstract

Abstract :This research moved from initial findings that the implementation of the program in the VillageSawang Bendar Raskin indicated less effective, less targeted and not just the right amount. Thus, thisstudy aims to determine how the Raskin program implementation and obstacles that reported in theprocess of implementation of the Raskin program.To answer the research problem, then applied descriptive method kualitastif. Data collected byobservation, interview and documentation, kemudiaan 10 (ten) the informant set of elements of theDistrict government Tahuna many as four people, four persons from the village government Sawangbendar and 2 persons from the RTS-PM. Interactive techniques used to analyze the data.Results of the study showed that: (1) Rice program impelemntasi Poor (Raskin) in Sub Sawangsubdistrict Bendar Tahuna, in general has done well and is quite effective, but there are two dimensions,namely resources and implementing organizational structure is not optimal achievable. (2) There areseveral factors inhibiting or obstacles in the implementation of Raskin, particularly in Sub SawangBendar, namely: (a). Weather constraints in the distribution of Raskin. (B). Liveliness personnel,executive personnel khususya distribution and (c). Delays in the disbursement of operational funds atdistrict level.Referring to some of the findings in this study, it is necessary to give some suggestions assolutions to problems in this study, as follows: (1) Internal coordination should be increased throughsurveillance team in charge at each level of the implementation team. Abstract

Abstract: this research was conducted by focusing the discussion on the issue of the implementation of goodgovernance in the process of Staffing of the Agency's employees in the rekruitment area of the city ofManado. This research aims to find out how the implementation of good governance in the process ofrekruitment of the civil State apparatus in manado City area staffing agency.The research was conducted using qualitative research methods to explore and build a preposition or explainthe meaning behind the reality of regional Staffing Agency in Manado city with number of respondents asmuch as 5 employees. The techniques used to conduct the data collection is the observation, interviews, anddocumentation. Technique of data analysis used in qualitative research is a model, Miles and Huberman.Based on research done then it is known that there is a good and clear communication regarding the processof Staffing of the Agency's employees in the rekruitment area of the city of Manado; the availability ofresources that support such as HUMAN RESOURCES and means as well as infrastructure in therekruitment employees; the level of honesty and commitment to employee-owned well enough; as well as thebureaucratic structure that is not such a convoluted process of rekruitment which made online to anticipategoing wild charges, already felt good. In terms of transparency and accountability in the process ofrekruitment has been very good but there are still some things that need to be enhanced to further improvethe quality of existing employees.Keywords: Implementation, Good Governance, Regional Staffing Agency

Abstract

Abstrac: Public participation in policy development in countries thatimplement democracy including in Indonesia is not new. Public participationis a process to provide technical opportunities and broader authority to thecommunity together to solve various problems. As a concept and practice ofdevelopment, the concept of participation recently discussed in the 1960swhen various international institutions promote participation in the practiceof planning, implementation, and evaluation of development.This research was conducted at 9 : 1 the village chief informant. 1sysop BPD, sysop LPM, 1 religious figures, and 5 members of the public. Thetechniques of data collection is done by way of interviews, observation anddocumentation. Abstract

The purpose of this study was to determine the performance of the Tolikara District Kembugovernment in the implementation of regional autonomy. This research uses a descriptive-qualitativeapproach. Based on the study of theory, performance is seen from three dimensions or indicators, namely:productivity (effectiveness and efficiency), responsibility, and accountability. Research informants werethe Camat, the District Secretary, 2 Section Heads, and 1 Implementing Staff, and 2 Village Heads. Thedata analysis technique used is an interactive model analysis of Miles and Hubernann. The resultsshowed: (1) The performance of the Kembu District government in the implementation of regionalautonomy affairs in terms of productivity indicators (effectiveness and efficiency) is quite good. (2) Theperformance of the Kembu District government in the implementation of regional autonomy matters seenfrom the indicators of responsiveness is also quite good. (3) The performance of the Kembu Districtgovernment in the implementation of regional autonomy matters seen from the accountability indicatorsis quite good. Based on these conclusions this study recommends Increase the number of employees, andimprove the quality of employee HR.Keywords: Performance, Regional Autonomy Affairs, District Government.
