JPPM: Journal of Public Policy and management, with registered number ISSN 2715-2952 (online) is a scientific multidisciplinary journal published by Master of Public Administration, Universitas Muhammadiyah Makassar It is in the national level that covers a lot of common problems or issues related to the public administration sciences. The aim of this journal publication is to disseminate the conceptual thoughts or ideas and research results that have been achieved in the area of public administrations and policies. JPPM: Journal of Public Policy and Management, particularly focuses on the main problems in the development of the sciences of public policies and administrations areas. It covers the administration development, the regional autonomy and bureaucracy, the state apparatus, the decentralisation, the economic and science development, the public management, the governance and its policy, and any social sciences that cover sciences of public health, fiscal politics, and regional planning.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan  Implementasi Sistem Cuti Menjelang Bebas Narapidana pada Rumah Tahanan Negara Kelas II B Kabupaten Barru, pendekatan  penelitian menggunakan deskriptif  Kualitatif. Teknik  pengumpulan data  melalui  observasi,wawancara ,dan dokumentasi, Informan dalam penelitian ini berjumlah  10 orang yang dipilih secara  purposive ,Teknik  analisis data  mengunakan model  interaktif miles .   “Hasil penelitian ini  menunjukan bahwa  Implementasi Sistem Cuti Menjelang Bebas Narapidana pada Rumah Tahanan Negara Kelas II B Kabupaten Barru .”Melalui 4 tahap yaitu : 1) Syarat Substan jangka waktu CMB  yaitu narapida yang telah telah memenuhi syarat  antara lain  Telah menjalani masa pidana sekurang –kurangnya 2/3 (dua pertiga).  2)  Syarat Administratif yaitu proses  pengumpulan berkas seperti  Fotocopy Kartu Keluarga WBP , Fotocopy Kartu Tanda Penduduk dan Kartu Keluarga Penjamin ,dan Materai Rp.6000” . 3) Proses kebijakan Pembinaan membimbing terpidana agar bertobat,mendidik supaya ia menjadi seorang anggota masyarakat sosialis Indonesia yang berguna.4). Tujuan kebijakan  yaitu menberikan pendidikan secara holistik yang menghubungkan dimensi moral dengan ranah sosial dalam kehidupan peserta didik sebagai fondasi bagi terbentuknya generasi yang berkualitas yang mampu hidup mandiri dan memiliki prinsip suatu kebenaran yang dapat dipertanggung jawabkan.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana transparansi pelayanan IMB pada dinas penanaman modal dan pelayanan terpadu satu pintu Kota Makassar. Jenis penelitian yang digunakan adalah survey dengan pendekatan kuantitatif. Populasi dalam penelitian ini adalah masyarakat yang melakukan pengurusan administrasi IMB. Penentuan sampel secara random sampling menggunakan tekhnik purposive sampling sehingga terpilih 30 orang responden. Data diperoleh melalui kuesioner, lembar observasi dan dokumentasi yang dianalisis secara statistic deskriptif dan inferensial. Hasil penelitian menunjukkan bahwa (1) Transparansi pelayanan IMB pada Dinas Penanaman  Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar berada pada kategori transparan dengan persentase 83,3 % baik dari segi prosedur dan pelayanan, waktu penyelenggaraan, dan biaya yang dikeluarkan dalam pelayanan (2) Kepuasan masyarakat terhadap pelayanan public pada Dinas Penanaman  Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar berada pada kategori puas dengan persentase 53,5 % baik dari segi prosedur dan pelayanan, waktu penyelenggaraan, dan biaya yang dikeluarkan dalam pelayanan.

Abstract

This research was conducted to analyze the openness of public information in the management of village funds in Gowa Regency. This research is a research with a qualitative approach. The villages that were the object of the research were Panaikang Village, Maccinibaji Village, North Bontobiraeng Village and Biringala Village. A total of seven principles of public information disclosure were used as research instruments. The informants in this study were the officials of the village head and the village secretary. The data collection technique is done by interview, observation and documentation. The data analysis technique was done by reducing the data, presenting the data and drawing conclusions. The data validity test in qualitative research includes test, credibility, transferability, dependability, and confirmability. The results showed that of the total 7 principles of public information disclosure, only 6 had been implemented properly and 1 principle still needed improvement and improvement in implementing it, as for the constraining factors, namely the quality of human resources that was less effective as an internal factor and information facilities and infrastructure that had not been implemented properly. online system as an external constraint.

Abstract

Disaster in Emergency Response in Bantaeng Regency with several factors affecting the implementation of policies, standards and policy objectives resources, characteristics of the implementing agencies, attitude and tendency of implementers (Disposition) , clarity of information on communication between organizations and implementing activities (inter-organizational communication and enforcement activities) and conditions of the economic, social and political environment (economic, social and political conditions). The method used in this research was descriptive qualitative using observation, interview, and documentation instruments. Then data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that; (1) Standard and policy objectives (standards and objectivity), the legal basis for its implementation is by the 1945 Constitution article 28 verse 1, which was then technically translated through the Decree of the Minister of Health of the Republic of Indonesia Number 462 of 2002 concerning Safe Community. This government policy is expected to be able to enhance public health status. (2) Resources,  in terms of the number and expertise of the human resources assigned to the BSB team, are sufficient. (3) The characteristics of the implementing agencies, District government support for this program is quite adequate both in terms of budget and needs. (4) The attitude and tendency of the implementers (Disposition), the understanding of policy implementers about the standards and objectives of this policy is well understood (5) Clarity of information communication between organizations and activities implementer (inter-organizational communication and enforcement activities) that in order to provide clarity of the information to the public, BSB officers involve community groups as information support media (6) Economic, social and political conditions. Strong support for the success of the Disaster Preparedness Brigade program lies in the social capital owned by  The Regent of Bantaeng,  Nurdin Abdullah as the initiator.

Abstract

Penelitian ini bertujuan untuk mengetauhui bagaimana Kinerja dan upaya meningkatkan kinerja pegawai dalam mendukung pelaksanaan tugas pokok badan pengelola keuagan dan asset daerah kabupaten jeneponto. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan istrumen observasi, wawancara, dan dokumentasi. Kemudian teknik analisa data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa; (1)  Kualitas kerja (2)  Kerjasama;  (3) Loyalitas.(4) Tanggung jawab  kemudian dalam upaya meningkatkan kinerja pegawai yaitu; 1). Kemampuan Kinerja Pegawai atas  Laporan Keuangan  (CaLK)  mengacu pada Standar, yaitu; mampu memahami Tujuan Sistem Akuntansi Pemerintah Daerah (2) Peningkatan Kompetensi Pegawai, yaitu; meningkatakan kompetensi pegawai yang dilakukan dapat memperdalam  dan memperluas  kemampuan kerja,  dan ,  SKPD  harus  memiliki SDM  yang  berkompeten, yang didukung dengan latar belakang pendidikan yang sesuai, sering mengikuti  pendidikan dan pelatihan serta mempunyai pengalaman di bagian keuangan. (3) Tunjangan Kesejahteraan Pegawai, yaitu; memberikan  tambahan penghasilan kepada pegawai negeri sipil daerah berdasarkan pertimbangan  yang obyektif  dengan  memperhatikan  kemampuan  keuangan  daerah  dan  memperoleh persetujuan  DPRD.

Abstract

This study aims to analyze to describe the implementation of farmer empowerment, capacity, government capacity in empowerment used in organic farmers and to describe knowledge, development, and empowerment of organic farmers. This research method is a qualitative approach by analyzing all data and information sourced from primary and secondary data with interview and observation techniques in the Biangloe Village, Pajukukang District, Bantaeng Regency, the Agriculture Service Food Security Service of Bantaeng Regency. The results showed that the support program for empowerment of groups of farmers / organic farmers had knowledge, skills in organic rice farming, the abilities that had been obtained had a positive impact on farmers, on the aspect of saving on organic fertilizer financing, improved rice production which was supported by the adoption of planting patterns, prices the promising organic rice, the health side is safer. Several policy aspects in the development of organic rice farming are referred to here. The first aspect; The sustainability of either the national standard or the standard operating language for organic procedures does not have legality, meaning that the government is still in the inland process for assistance that will be provided to organic farmers, both guidance and supervision as well as competent institutions that will be involved. The second aspect; Farmer group institutions have not contributed much in the planning process of organic rice farmer activities in villages and are more focused on inorganic agriculture, but on the other hand, the RPJMDes dominance has been included in the document even though the realization is still considered unsatisfactory for all parties. Prime program planning can still be improved, its coordination and scope can be expanded across SKPD networks across actors / agencies, planning program needs to support organic farming in villages and in general Bantaeng Regency.

Abstract

AbstrakPendayagunaan aparatur pemerintah diarahkan untuk menciptakan aparatur yang lebih efisien, efektif, bersih dan berwibawa serta mampu melaksanakan seluruh tugas umum pemerintahan dan pembangunan dengan sebaik-baiknya dengan dilandasi semangat dan sikap pengabdian pada masyarakat, bangsa dan negara. Dinas Pendapatan Daerah Provinsi Sulawesi Selatan masih sering terlihat adanya pegawai yang melaksanakan tugas kurang sesuai dengan standar kinerja yang diharapkan organisasi, baik terhadap penggunaan waktu kerja maupun terhadap prosedur-prosedur kerja yang ada, seperti datang terlambat dan pulang lebih cepat serta menyimpn dari prosedur-prosedur kerja yang ada. Data yang didapatkan di lapangan dianalisis secara deskriptif dan didukung oleh data kuantitatif, menggunakan nilai persentase dan analisis rata-rata. Hasil penelitian yaitu 1) Pengawasan preventif di Badan Pendapatan Daerah Provinsi Sulawesi Selatan dengan indicator pada disiplin kerja oleh pegawai, berjalan baik, yaitu umumnya menggunakan jam kerja sesuai ketentuan yang berlaku. Terdapat usaha-usaha yang cukup signifikan dari pegawai negeri untuk mentaati jam kerjanya; 2) Tindakan pengawasan represif, maka berbagai tindakan yang dilakukan untuk mendisiplinkan pegawai dalam mentaati prosedur dan mekanisme kerja adalah meminta pegawai yang bersangkutan untuk menghadap langsung ke atasan, dan memberikan teguran peringatan dan bilamana itu belum ditaati, maka dilimpahkan ke pejabat Pembina kepegawaian melalui identifikasi masalah pada Badan Pendapatan Daerah Provinsi Sulawesi Selatan untuk melakukan evaluasi laporan disiplin pegawai.

Abstract

Penelitian ini bertujuan untuk mengetahui proses collaborative governance dalam pengelolaan ruang terbuka hijau di Kabupaten Luwu Utara. Metode penelitian yang digunakan adalah metode kualitatif dengan tipe fenomenologi. Adapun sumber data dari penelitian ini yakni sumber dta primer yang diperoleh melalui interview dengan informan, sedangkan data sekunder diperoleh dari dokumen yang terkait dengan topic penelitian. Teknik penentuan informan menggunakan teknik purposive. Hasil penelitian menemukan bahwa faktor pendukung dalam proses kolaborasi yakni: (a) faktor struktur sosial, adanya hubungan saling percaya, saling menyadari akansetiap tugas dan fungsi masing-masing stakeholder dalam mengelola ruang terbuka, b) kepentingan pemerintah, bahwa pemerintah memiliki kepentingan dalam mengelola lingkungan hidup dengan menyediakan ruang terbuka hijau, yang kemudian kepentingan tersebut dijabarkan dalam kebijakan tentang pengelolaan ruang terbuka hijau diatur dalam UU Nomor 26 Tahun 2007 Tentang Penataan Ruang. Adapun fakto penghambat proses kolaborasi yakni faktor kultural, bahwa masyarakat disekitar ruang terbuka hijau memiliki kebiasaan atau budaya beternak, yang mana hewan ternak ini dibiarkan berkeliaran sehingga merusak fasilitas ruang terbuka hijau dan masyarakat pun masih memiliki kebiasaan yang menganggap bahwa pemerintah yang sepenuhnya yang bertanggung jawab terhadap ruang terbuka hijau sehingga peran dan partisipasi masyarakat masih rendah.

Abstract

The purpose of this study was to find out the role of the government in empowering porang farmers in Sinjai Regency. This study used  a qualitative research method with a descriptive type of research. Data collection techniques were observation, interviews and documentation. The informants in this study consisted of 7 (seven) people who were determined by purposive sampling. The results of this study showed 4 (four) indicators of the role of the government of the Department of Horticulture and Plantation in Sinjai Regency, namely: 1) As a facilitator, the presence of the government in empowering porang farmers was very important because it could provide information to farmers about porang plants and the government also facilitating farmers 2) As an innovator, the government provided innovation to farmers about porang cultivation techniques and the government cooperated with banks and CV companies. Celebes 3) As a Modernizer, the Government led farmers towards modern life, namely the ability to master science and technology as well as the ability to process natural wealth 4) As a Pioneer, the Government became a role model for farmers, for example managing materials that used to only pollute the environment and could be processed and utilized by farmer.

Abstract

The purpose of this study was to determine the Management of Corporate Social Responsibility (CSR) Programs at PT. PLN (Persero) Main Unit for South Sulawesi Region, Makassar City. This study used a qualitative research and descriptive research type. Research informants amounted to 5 people. Data collection techniques used  observation, interviews, and documentation. The results showed that the Management of the Corporate Social Responsibility (CSR) Program of PT. PLN (Persero) Parent Unit for Sulselrabar Makassar City which started from: 1) Planning was categorized as having succeeded in managing CSR programs as evidenced by real programs that really help the community. 2) The organization of the PLN response was fast and involved directly. 3) Providing motivation was important in order to strengthen relationships and become a driver so that the target was achieved. 4) Supervision must be greatly improved to ensure that the ongoing program was in accordance with the plan and involved the community. 5) The community assessment feels cared  because it had been given assistance through the CSR program and was expected to continue.
