Abstract

Serious efforts should be given to padi production enhancement continuously though government has executed various programs over time. These programs included SRI system technology innovation and policy reinforcement that could enhance padi productivity. This research focused to evaluate various policy alternatives by designing the model and executing policy simulation beforehand. The objectives of this research were to analyze the SRI-Non SRI padi production performance and farming revenue model and to analyze policy simulation implication that could enhance padi farming production and revenue. The research results showed that the accomplished model was feasible to execute analysis and forecasting. At seed utilization equation, the dummy coefficient signed negative and gave significant effect, it meant that SRI system used fewer seeds. The price of unorganic fertilizer gave significant effect to unorganic fertilizer and MOL utilization. The amount of livestock belonged to farmer affected compost utilization. At the equation of production, unorganic fertilizer gave no effect, the seeds had negative sign and gave significant effect, while MOL, compost, nonfamilial labour gave significant effect and SRI system production was greater than Non SRI showed by positive signed dummy coefficient. Policy simulation (1) the implications of unorganic fertilizer price increase of 30% were profit decreased production cost increased, production increased, unorganic fertilizer utilization decreased, MOL increased; (2) the implications of industry labor wage increase policy were profit decreased, production cost remained unchanged, production decreased, and nonfamilial labor employment decreased; (3) the effects of compost from livestock policy were profit increased, production cost increased, production increased, and compost utilization increased as well. This research encouraged farmers to own livestock to guarantee the availability of compost, gave serious efforts to farmers in order they would apply SRI system which proved could increase padi farming production and revenue and enhance farmers prosperity all at once.Keywords : Policy, Production, Revenue, System of Rice Intensification (SRI)

Ready of settled domestic product and have continuation expected can push the agricultural produce price stability so that impecunious society group and farmer can reach the food though its purchasing power relative lower. Abstract

Soybean commodity plays an important role in economy since most of the commodities (95%) are used for agro-industry and 96% of them is raw materials for tofu and tempe agro-industry. Domestic production has not been able to fulfill internal need of it, where 55% is still fulfilled by import. This research is intended to identify the competitiveness of on farm agribusiness of soybean by institutional input and policy simulation; the relation between upstream and downstream system activities of soybean agribusiness; model and strategy to eliminating soybean farmers’ powerlessnessThe research area was determined purposively in East Jawa Jember considering that Paleran Village was a village that had Prime Farm program and Curah Lele village was the centre village of soybean marked with Prime Farm program. Samples were taken by applying by simple random sampling.Analysis method by using competitive and comparative advantages (competitiveness) applied Policy Analysis Matrix (PAM), policy scenario, modeling and strategy to eliminating soybean farmers’ powerlessness by Force Field Analysis (FFA); the research results showed:1. Private profitability and social profitability of on-farm agribusiness of soybean in research area had efficiency and comparative and competitive advantages, meaning that on-farm agribusiness of soybean had competitiveness.2. Government policy toward output tradable provided negative effect on on-farm agribusiness of soybean indicated by NPCO value lower than one. Government policy toward input tradable gave positive effect on on-farm agribusiness of soybean performed by NPCI value lower than one. Collectively, government policy on input output tradable and input non tradable affected negatively on on-farm agribusiness of soybean shown by negative NPT and SRP values and PC value lower than one.3. The change of government policy toward import tariff of soybean and exchange rate of rupiah still remained giving positive effects on efficiency and competitiveness of soybean on-farm agribusiness, while the change of government policy on output tradable affected negatively on on-farm agribusiness of soybean. The change of government policy on input tradable still provided positive effects on on-farm agribusiness of soybean. The change of government in input output tradable and input non tradable remained negative, while the effect of the change of government policy on input and output tradable gave positive effects together on on-farm agribusiness.4. On-farm agribusiness of soybean under Prime Farm Program had stronger competitiveness compared to non-prime farm program though held in central area..5. In order to overcome powerlessness of soybean farmers, some efforts on the basis of FFA analysis from upstream to downstream sub-systems are necessarily undertaken, they are:a. Sub-system of up-stream agribusiness; (1) to intensify extension on the field of knowledge and technology; (2) the best quality seeds development and (3) improvement on distribution channel of production tools.b. Sub-system of on-farm agribusiness; organic fertilizer development and intensive supervision by related departments (Agriculture Department), especially on pest and disease control. c. Sub-system of down-stream agribusiness; it is necessary to establish farmer’s association, soybean industry and to develop modern processing technology such as ketchup and soybean milk.d. Sub-system of marketing is needed to organize market that is related to major agribusiness market.e. Sub-system of supporting services; it is important to develop market at village level, to establish agribusiness and to optimize extension personnel that all become strong requirements.Kata kunci: soybean agribusiness, policy

Abstract

The research concerning Robusta coffee policy has been carried out in Sidomulyo Village, Silo District, Jember Regency. The resylt of the research shows that : (1). The people’s coffee farming has competitive and comparative excellence; (2). The government’s policy to the tradable input has positive impact whereas to the non tradable input has negative impact; (3). The increasing of import tariff in 10 % and 15 % can cause the in creasing of domestic price of coffee, while the decreasing of import tariff in 5 % causes the decreasibg of domestic price of coffee, so this condition has negative impact for the people’s coffee farming and positive impact for coffee industries; (4). The higer the value of rupiahs (in 10 % ang 15 %) becomes the lower the price of tradable social input and tradable coffee output has, as a result the comparative excellence of poople coffee farming tends to be lower; (5). The lowers the value of rupiahs (in 5 %) becomes the higher the price of tradable social input and tradable coffee output has, as a result the comparative excellence of people’s coffee farming tends to be higher; (6). The plantation revitalization especially Robusta coffee farming and agribusness can be done by looking for special market, inventing new business, changing the rules by using information technology, and revitalizing agribusiness institution especially cooperation. So that is way the government has to decide a flexible policy of import tariff of coffee.Key words : Policy; Competitive; Revitalization.

Abstract

The objective of this reserach is to identify the model and strategy development of marine fishery agroindustry that consists of: fish drying, fish crackers, fish curing and also fishing business which are the upstream industry as an input producer for agroindustry of marine fishery. Through the Force Field Analysis the research using purposive technique (Nazir, 1999) was conducted in District of Tambakboyo, Tuban Regency. The conclusions of this research are: (1.) Development of marine fishery agroindustry is positive, where the driving factors are more dominant than the restraining factors. (2.) Activities and investments that can be done in the development of marine fishery agroindustry are cooperative network building of production equipment procurement and distribution, formation and development of agribussiness clinics, formation and development of Agribusiness Forum, formation and development of Agribusiness Clinics, formation and development of Agribusiness Sub-Terminal, repair of facilities and supporting infrastructure, and role support of goverment.Keywords: Agroindustry marine fishery, model and strategy, force field analysis

Abstract

Natural rubber is a estate commodity that give the second biggest devisen in Indonesia after palm oil and 85% of its exertion is done by small farmer. This research has aim to analyse production trend of rubber production and also to map base and non base region of rubber production then. It is continued by analysing region economic effect that happened in rubber exertion in the region to regional analysis and for national economic. This research shows that production trend of rubber in Indonesia tends to increase. Beside that, production based region is in Central Kalimantan, South Kalimantan, Jambi, West Kalimantan and South Sumatra. The exertion model is not concentrated in one region but there is none that specialize it self to rubber exertion. Analysis result shows that rubber commodity support plantation activity in Indonesia and also gives added value directly for the base region growth. To optimalize the growth and development needs to conduct development strategy that is integrated.Key words: Production trend, base and non base region

Abstract

The study conducted on 40 respondents who live in the vicinity of peatlands in limited production forest areas that were randomly selected from 9 villages that fall into 5 districts. The purpose of the study is to analyze the socio-economic conditions of society who live around peatlands limited production forest, describing the behavior of society in limited production forest, and identifies whether the socio-economic conditions affect the behavior of people in limited production forest. The study was designed to survey method, using a questionnaire to guide interviews with respondents. The results showed that the socio-economic conditions of society in limited production forest area is still relatively low in general source of livelihood is not fixed (the handyman, fishermen, farmers, firewood sellers, and so on), this is one that encourages people to use forests as Alternative increase family income. Behavior of communities around the limited production forest classified as positive, especially against the preservation of peatlands in limited production forest areas this is reflected by the observation in the field which show that most forest use as additional family pengahsilan limited to making materials for domestic industries (55%) , firewood (15%), and to farm is 30%. Basically as much as 90% of respondents stated concern for the preservation of peatlands in limited production forest.Key words: peatlands in the region HPT, perceptions, public behavior

Abstract

Corn is one of the strategic commodities, which has an economic value and a wide opportunity to develop. Because of its role as primary carbohydrate and protein sources after rice, and as a basic material for industry. Recent years, the need toward corn products continually increases, which is in a line with the more increasing population growth and corn consumption. East Java is one of the biggest corn belts in Indonesia. For corn yields, there is a yield discrepancy between corn yield rates produced by farmers and research Institute. One of the causes is the high price of fertilizer. The government policy that is to subsidize the fertilizer price will help corn products produced by the farmers. The goals of this study are to know the development of corn product contribution in East Java toward national corn products, to explore the influence of subsidized prices of TSP and Urea fertilizers to corn products in East Java and to find out the impacts of government policy, to subsidize the fertilizer prices, toward corn product contribution in East Java. This research uses secondary data taken from the year 1985-2006 by using two-stage least square method (2SLS) and trend method. The results of this study indicate that: (1) the development of corn product contribution in East Java toward national corn products tends to decrease; (2) the subsidized price of TSP fertilizer gives a negative influence to corn products while the subsidized price of Urea fertilizer gives a positive influence to corn products; (3) the impact of subsidized price of TSP fertilizer can decline the corn product contribution in East Java while the impact of subsidizes price of Urea fertilizer can increase corn product contribution in East Java.Key Word: ekonometric model, corn , subsidized prices

Abstract

In Banyumas Regency, parts of dry land owned by farmers are used for cultivating dry land rice, food crops, cassava, and cattle farm. Aims of the research were 1) to analyze variations of farmers’ house hold efforts, 2) to calculate amount of farmers’ house hold income of on farm, off farm, and non farm sectors, 3) to know the contribution of various income from off farm and non farm sectors to farmers’ house hold income, 4) to know factors affecting variation levels of farmers house hold efforts. The method of the research used was a survey using 75 respondents. Efforts conducted by the house hold members were varied, consisting of 1) animal husbandry efforts such as duck, chicken, and goat cattle; 2) attempts on services of building labour, carpenter, and mason; 3) business on major needs, carpenter workshop, coconut sugar craftsman; 4) village officers, and 5) civil servants. Income of the dry land rice farm provided the highest contribution to the house income of the on farm. Meanwhile the income of animal husbandry efforts gave the highest contribution to the house income of the off farm. The income obtained from by the farmers’ house hold from the business gave the highest contribution to the income of the farmers’ house hold of the non farm business. The non farm income had the highest contribution to the house hold income of the farmers.Key words: house hold income, effort variation, farmers’ income.

Abstract

Soybean is strategic commodities in Indonesia. Therefore, efforts to soybean sufficiently not only aim to fulfill food need, but also to support agroindustry and save foreign exchange with decrease dependence towards import foodstuff. But, potential big market and then bloom not yet can be maked use in an optimal with domestic product development such as technical problem, social, and economy. When does economy social condition condusif so technically has potential and opportunity good, because farmer decision participates in soybean product increase economy climate that beneficial and also according to social acceptable.The aims are (1) Analyze influential factor towards production usahatani soy bean at Wonokalang Village, Wonoayu District, Sidoarjo Regency. (2) Analyze competitive superiority usahatani soy bean at Wonokalang Village, Wonoayu District, Sidoarjo Regency. Population in this research is as much as 140 farmer respondents and sample as much as 30 soybean farmers uses method purposive random sampling with criteria faemwr who owner the tune status, penyakap and tenant. Analysis method that used to measures system competitive superiority soy bean farming Private Cost Ratio (PCR) and Cobb - Douglas. PCR and Cobb - Douglas can give analysis sketch enough comprehensive hit competitive superiority, towards every agriculture commodities that be more importanter to see is production commodities in country compete in global market.The result shows that factor - factors of production that is land, seed, chemistry fertilizer, organic fertilizer, insecticide and labour positive influential with variable influence level as a whole as big as 98,5% and 1,5% influenced by variable other not at pack into this discussion. Product value marginal (NPMXI/ Pxi) in soy bean farmingat Wonokalang Village, Wonoayu District, Sidoarjo Regency< 1 mean factors of production use not yet efficient economically that is vast tune, seed, chemistry fertilizer, organic fertilizer, insecticide and labour besides, got result that usahatani soy bean at Wonokalang Village, Wonoayu District, Sidoarjo Regency has competitive superiority, at show coefficient value privat cost ratio (pcr) that is 0,584.Keyword: Competitiveness, soybean and policy.
