Abstract

This research is intended to: (a) know the trend resulting cocoa production of East Java province, (b) know the competitiveness of cocoa production (c) determine the impact of government policies on cocoa production, and (d) determine the effect of changes in input pricing policies on the competitiveness of cocoa output in East Java. The location of the research at PT. Perkebunan Durjo, district of Jember. The methods of research used are descriptive and analytical methods. The data was obtained through secondary data and primary data. The methods of analysis used are the production trend analysis and policy analysis matrix (PAM). The results showed that: (1) the development of cocoa production in East Java in 2016 is estimated to have increased by 46.97% from the year 2010, (2) the production of cocoa in East Java has competitiveness shown by the value of comparative advantage and competitive advantage, DRC value = 0.6148, PCR value = 0.7976, (3) government policies have a negative impact on cocoa production in East Java. This is indicated by NPCI = 1.2100, NPCO = 0.9587 and EPC = 0.8934 (4) policy changes in tradable input rate increases will reduce the competitiveness; changing DRC to be 0.621 and PCR to be 0.814.Key Words: cocoa, competitiveness, the impact of government policy

Abstract

Robusta Coffee is one of mainstay commodity that have strategic support in national economic. Supporting of Robusta Coffee has been faded since 2000, especially after world’s coffee had been crisis cause of over production in the world. Currently, Indonesian coffee activities is getting some problem, such as volume and unstable value of national robusta coffee, compare than other coffee producer countries and also grade of Indonesian coffee is lower quality for export. Research methods were used descriptive and comparative. Analysis were used Revealed Comparative Advantages (RCA), Acceleration Ratio (AR) and Index of Trade Specialization (ISP) and Sensitivities. This research has aimed to know comparative advantages, export activities, position and competitiveness also robusta coffee sensitivities when world coffee price changing. The results of the research showed (1) Indonesia has robusta coffee comparative advantages. (2) Indonesia is able to achieve robusta coffee market during 2004 till 2006. (3) Indonesia has high competitiveness or domestic supply more bigger than domestic demand and Indonesia placed in maturity stage. (4) Rising of robusta coffee price from 5%, 10% and 20%, increasing comparative advantages, increasing export activities, and competitiveness of robusta coffee is constant. If robusta coffee price decrease from 5%, 10% and 20%, it will decrease comparative advantages and export activities also competitiveness of robusta coffee is stable.Keywords: Competitiveness, Comparative Advantages, Export Activities, Sensitivities

Abstract

Soybean commodity plays an important role in economy since most of the commodities (95%) are used for agro-industry and 96% of them is raw materials for tofu and tempe agro-industry. Domestic production has not been able to fulfill internal need of it, where 55% is still fulfilled by import. This research is intended to identify the competitiveness of on farm agribusiness of soybean by institutional input and policy simulation; the relation between upstream and downstream system activities of soybean agribusiness; model and strategy to eliminating soybean farmers’ powerlessnessThe research area was determined purposively in East Jawa Jember considering that Paleran Village was a village that had Prime Farm program and Curah Lele village was the centre village of soybean marked with Prime Farm program. Samples were taken by applying by simple random sampling.Analysis method by using competitive and comparative advantages (competitiveness) applied Policy Analysis Matrix (PAM), policy scenario, modeling and strategy to eliminating soybean farmers’ powerlessness by Force Field Analysis (FFA); the research results showed:1. Private profitability and social profitability of on-farm agribusiness of soybean in research area had efficiency and comparative and competitive advantages, meaning that on-farm agribusiness of soybean had competitiveness.2. Government policy toward output tradable provided negative effect on on-farm agribusiness of soybean indicated by NPCO value lower than one. Government policy toward input tradable gave positive effect on on-farm agribusiness of soybean performed by NPCI value lower than one. Collectively, government policy on input output tradable and input non tradable affected negatively on on-farm agribusiness of soybean shown by negative NPT and SRP values and PC value lower than one.3. The change of government policy toward import tariff of soybean and exchange rate of rupiah still remained giving positive effects on efficiency and competitiveness of soybean on-farm agribusiness, while the change of government policy on output tradable affected negatively on on-farm agribusiness of soybean. The change of government policy on input tradable still provided positive effects on on-farm agribusiness of soybean. The change of government in input output tradable and input non tradable remained negative, while the effect of the change of government policy on input and output tradable gave positive effects together on on-farm agribusiness.4. On-farm agribusiness of soybean under Prime Farm Program had stronger competitiveness compared to non-prime farm program though held in central area..5. In order to overcome powerlessness of soybean farmers, some efforts on the basis of FFA analysis from upstream to downstream sub-systems are necessarily undertaken, they are:a. Sub-system of up-stream agribusiness; (1) to intensify extension on the field of knowledge and technology; (2) the best quality seeds development and (3) improvement on distribution channel of production tools.b. Sub-system of on-farm agribusiness; organic fertilizer development and intensive supervision by related departments (Agriculture Department), especially on pest and disease control. c. Sub-system of down-stream agribusiness; it is necessary to establish farmer’s association, soybean industry and to develop modern processing technology such as ketchup and soybean milk.d. Sub-system of marketing is needed to organize market that is related to major agribusiness market.e. Sub-system of supporting services; it is important to develop market at village level, to establish agribusiness and to optimize extension personnel that all become strong requirements.Kata kunci: soybean agribusiness, policy

Abstract

The research concerning Robusta coffee policy has been carried out in Sidomulyo Village, Silo District, Jember Regency. The resylt of the research shows that : (1). The people’s coffee farming has competitive and comparative excellence; (2). The government’s policy to the tradable input has positive impact whereas to the non tradable input has negative impact; (3). The increasing of import tariff in 10 % and 15 % can cause the in creasing of domestic price of coffee, while the decreasing of import tariff in 5 % causes the decreasibg of domestic price of coffee, so this condition has negative impact for the people’s coffee farming and positive impact for coffee industries; (4). The higer the value of rupiahs (in 10 % ang 15 %) becomes the lower the price of tradable social input and tradable coffee output has, as a result the comparative excellence of poople coffee farming tends to be lower; (5). The lowers the value of rupiahs (in 5 %) becomes the higher the price of tradable social input and tradable coffee output has, as a result the comparative excellence of people’s coffee farming tends to be higher; (6). The plantation revitalization especially Robusta coffee farming and agribusness can be done by looking for special market, inventing new business, changing the rules by using information technology, and revitalizing agribusiness institution especially cooperation. So that is way the government has to decide a flexible policy of import tariff of coffee.Key words : Policy; Competitive; Revitalization.

Abstract

Natural rubber is a estate commodity that give the second biggest devisen in Indonesia after palm oil and 85% of its exertion is done by small farmer. This research has aim to analyse production trend of rubber production and also to map base and non base region of rubber production then. It is continued by analysing region economic effect that happened in rubber exertion in the region to regional analysis and for national economic. This research shows that production trend of rubber in Indonesia tends to increase. Beside that, production based region is in Central Kalimantan, South Kalimantan, Jambi, West Kalimantan and South Sumatra. The exertion model is not concentrated in one region but there is none that specialize it self to rubber exertion. Analysis result shows that rubber commodity support plantation activity in Indonesia and also gives added value directly for the base region growth. To optimalize the growth and development needs to conduct development strategy that is integrated.Key words: Production trend, base and non base region

Abstract

Agribusiness of NOTA and NO Traditional Tobacco has competitiveness (comparative and competitive advantage). Moreover, they are susceptible to changes in input and output prices which are indicated by the DRC and PCR coefficient close to 1. The NOTA tobacco is comparatively stronger than the traditional NO tobacco. This illustration has explained that the alternative cultivation technology of NOTA tobacco is better than the traditional NO. Input prices policy by government to NOTA and NO tobacco Traditional agribusiness provided for the development of agroindustry which has NPCI coefficient lower than one (1). It means that the government´s policies provide protection for production inputs. However, the policy is not balanced by a protective policy in output, so that the protective policy has not been very significant input for NOTA and NO Traditional tobacco producers. Overall, government policy is to develop Besuki Na-oogst tobacco both the NOTA and NO Traditional. It is not significant to farmers. It can be explained by the Effective Protection coefficient (EPC) and the Profitability Coefficient (PC) which is lower than one (<1), as well as negative Subsidy Ratio to Producers (SRP). Abstract

The complexity of Indonesia and international coffee market is an interesting phenomenon to be checked. Especially in diversity of commodity coffee market. Therefore, this research take the problems of keragaan coffee market and see the existence of change when the component change in variable of former of commodity market coffee domesticly and also international happened. Result of this research is that diversity Indonesia coffee market in econometrics model determined by interaction of linkage and the influence from coffee demand factor that influenced by the amount of the coffee produce, the coffee stock, amount of the Indonesia coffee import and the tapered down with the amount of the Indonesia coffee export. Coffee’s demand was influenced by the Indonesia coffee price, the amount of the world coffee import, earnings per capita of Indonesia and tea price. The applying of fertilize price policy have an effect on by simultan to keragaan the Indonesia coffee market especially at the variables of the coffee productivity, the coffee production, coffee supply, areal wide, the coffee price, the coffee demands, the export and import of Indonesia’s coffee. The best of policy alternatif is increasing of fertilize price equal to 10%. The increasing of smaller fertilize price will assist on coffee farming if it seen from traditional coffee farmer’s side. Abstract

Mount Baung Natural Park is one of the conservation areas in East Java, to reduce encroachment by the public, the government holds community empowerment. This study aims to determine: the motivation of people in the area of empowerment; Socio-economic factors that affect the motivation of people in the areas in implementing empowerment programs; Strategies undertaken to empower communities in the areas. The research method uses a descriptive and analytic. Descriptive data analysis tools uses Likert scale, multiple linear regression and analysis of FFA. The results shows that the motivation of people on community development programsis high while the motivation of people on elephant grass in the Mount Baung Natural Park is low, socio-economic factors that influence on the motivation of people in the areas in implementing empowerment programs are age (years) , revenue (Rp), and the number of dependents (soul). While the factors that do not affect significantly are the education (years) and land area (m2). Strategies that can be done is: rehabilitate some areas of Mount Baung Natural Park that has been already degraded with labor-intensive methods and design tour packages which are capable of absorbing the local community as labor (tour guide) for tourists and researchers. Abstract

Resources have an important role in livestock farming business, while the aspect of vulnerability can hamper the development of livestock farming business. The purpose of this study is to identify the resources of dairy cattle farming business and examine its effects on the aspects of vulnerability. The resources of this study consisted of economic resources, environmental resources, and social resources. The research was conducted in June-September 2019 at the Joint Business Group (KUB) of Tirtasari Kresna Gemilang which is located in Malang District, East Java Province. The 174 respondents are all dairy farmers who are the members of the group. The data collection methods used are Focus on Group Discussion (FGD), observation, and survey. The survey method was carried out through interviews and questionnaires. Data were analyzed using the Partial Least Square (PLS) method. The results showed that the vulnerability aspect of dairy cattle farming business was positively and significantly affected by economic and environmental resources (0,249 and 0,317, respectively). On the other hand, social resources had a negative influence, although it was not significant to the vulnerability aspect of dairy cattle farming business. The conclusion of the research shows that the aspect of the vulnerability of dairy cattle farming business is influenced by economic, environmental, and social resources by 29.5%.

Abstract

Penelitian ini bertujuan untuk mengetahui persediaan bahan baku usahatani jamur merang, tingkat pemesanan kembali bahan baku usahatani jamur merang dan nilai tambah usahatani jamur merang di Paguyuban Kaola Mandiri Kabupaten Jember. Lokasi penelitian ini ditentukan dengan purposive method, yaitu di Desa Rambipuji Kecamatan Rambipuji Kabupaten Jember. Metode penelitian yang digunakan yaitu metode deskriptif dan analitis. Metode pengambilan sampel yaitu menggunakan purposive sampling dengan sampel 16 orang. 15 orang di budidaya dan 1 orang sebagai pelaku pengolahan blanching. Teknik pengumpulan data yaitu primer dengan menggunakan kuisioner dan wawancara, sekunder yaitu BPS, Dinas Pertanian Kabupaten Jember, buku dan jurnal. Sedangkan analisis data yaitu Economic Order Quantity (EOQ), Reorder Point (ROP), dan nilai tambah hayami. Hasil penelitian menunjukkan persediaan bahan baku adalah ekonomis, hal ini ditunjukkan oleh kebutuhan bahan baku yang lebih kecil dari nilai EOQ. Tingkat pemesanan kembali jerami tidak ekonomis, sedangkan benih ekonomis, hal ini ditunjukkan oleh hasil ROP jerami lebih besar dari EOQ Jerami sedangkan benih Hasil ROP lebih kecil dari EOQ benih. Nilai tambah yang diperoleh menunjukkan nilai positif.This study aims to determine the raw material inventory of merang mushroom farming, the rate of re-ordering of raw material for mushroom farming and the added value of mushroom farming in Paguyuban Kaola mandiri Jember Regency. The location of this study was determined by purposive method, namely in Rambipuji Village, Rambipuji District, Jember Regency. The research method used is descriptive and analytical method. The sampling method is using purposive sampling with a sample of 16 people. 15 people involved in cultivation and another person in blanching processing. Data collection techniques are primary using questionnaires and interviews, secondary, namely BPS, Jember District Agricultural Service, books and journals. While data analysis is the Economic Order Quantity (EOQ), Reorder Point (ROP), and added value of Hayami. The results of the study show that raw material inventories are economical, this is indicated by the need for raw materials that are smaller than the EOQ value. The rate of re-ordering of straw is not economical, while the seeds are economical, this is indicated by the results of straw ROP greater than EOQ Straw while the seeds of ROP results are smaller than EOQ seeds. The added value obtained is positive.
