Abstract

Corn is one of the strategic commodities, which has an economic value and a wide opportunity to develop. Because of its role as primary carbohydrate and protein sources after rice, and as a basic material for industry. Recent years, the need toward corn products continually increases, which is in a line with the more increasing population growth and corn consumption. East Java is one of the biggest corn belts in Indonesia. For corn yields, there is a yield discrepancy between corn yield rates produced by farmers and research Institute. One of the causes is the high price of fertilizer. The government policy that is to subsidize the fertilizer price will help corn products produced by the farmers. The goals of this study are to know the development of corn product contribution in East Java toward national corn products, to explore the influence of subsidized prices of TSP and Urea fertilizers to corn products in East Java and to find out the impacts of government policy, to subsidize the fertilizer prices, toward corn product contribution in East Java. This research uses secondary data taken from the year 1985-2006 by using two-stage least square method (2SLS) and trend method. The results of this study indicate that: (1) the development of corn product contribution in East Java toward national corn products tends to decrease; (2) the subsidized price of TSP fertilizer gives a negative influence to corn products while the subsidized price of Urea fertilizer gives a positive influence to corn products; (3) the impact of subsidized price of TSP fertilizer can decline the corn product contribution in East Java while the impact of subsidizes price of Urea fertilizer can increase corn product contribution in East Java.Key Word: ekonometric model, corn , subsidized prices

Abstract

Penelitian ini bertujuan untuk mengetahui; (1) Karakteristik agroindustri kopi bubuk, (2) Nilai tambah agroindustri kopi bubuk, (3) Strategi pengembangan agroindustri kopi bubuk. Penentuan daerah digunakan purphosive method di Kabupaten Situbondo. Metode yang digunakan adalah metode diskriptif, analitis dan komparatif dengan menggunakan data primer dan sekunder. Penelitian ini menggunakan purposive sampling dengan 2 agroindustri yaitu Agroindustri kopi jahe “Mana Suka” dan Agroindustri kopi bubuk “UD. Gemini Lestari”. Analisis yang digunakan adalah analisis deskriptif, nilai tambah dan (Force Field Analysis). Hasil penelitian menunjukkan bahwa (1) Karakteristik agroindustri kopi bubuk di 2 agroindustri berbeda-beda karena didasari oleh skala industrinya. (2) Hasil analisis nilai tambah di 2 agroindustri kopi bubuk adalah bernilai positif, (3) Strategi pengembangan agroindustri kopi bubuk skala IRT difokuskan pada pemberian bantuan modal, peningkatan kualitas sumberdaya manusia dan kemitraan dengan pengusaha-pengusaha kopi yang lebih besar. Sedangkan Strategi pengembangan agroindustri kopi bubuk skala kecil difokuskan pada kemitraan usaha antara pelaku agroindustri dan kelompok tani serta pembentukan kelembagaan agroindustri.

Abstract

Secara geografis Desa Pangarengan berada di daerah pesisir pantai. Hal itu membuat Desa Pangarengan berpotensi untuk menjadi daerah penghasil garam. Penelitian ini bertujuan untuk mengetahui: (1) Bentuk saluran pemasaran garam rakyat (2) Struktur pasar garam rakyat (3) Perilaku pasar garam rakyat dan (4) Keragaan pasar garam rakyat di Desa Pangarengan Kecamatan Pangarengan Kabupaten Sampang. Metode penelitian yang digunakan adalah metode kualitatif dan kuantitatif. Metode pengambilan contoh menggunakan Multistage Sampling, dan Snow Ball Sampling. Data penelitian yang digunakan adalah data primer dan data sekunder yang dianalisis dengan menggunakan analisis deskriptif, analisis konsentrasi rasio, analisis integrasi pasar dan analisis marjin pemasaran. Hasil analisis menunjukkan bahwa: (1) Saluran pemasaran garam rakyat di Desa Pangarengan terdiri dari dua bentuk saluran pemasaran yaitu saluran pemasaran yang melalui tengkulak dan saluran pemasaran yang melalui pabrik pengolah garam (PT. Jaya Makmur Utama) di Desa Pangarengan; (2) Struktur pasar garam rakyat di Desa Pangarengan mengarah pada pasar persaingan tidak sempurna; (3) Tidak terjadi keterpaduan pasar secara vertikal antar lembaga pemasaran yang terlibat dalam pemasaran garam rakyat di Desa Pangarengan; (4) Distribusi marjin pemasaran dan share keuntungan yang paling besar dalam sistem pemasaran garam rakyat di Desa Pangarengan terletak di lembaga pemasaran pabrik.

Abstract

Kecamatan Puger merupakan wilayah yang memiliki produksi kerupuk tempe tertinggi di Kabupaten Jember. Kerupuk tempe berkembang di Kecamatan Puger karena usaha turun temurun sehingga muncul berbagai skala agoindustri yang tersebar ke beberapa desa. Kerupuk tempe diproduksi menggunakan teknologi tradisionalsehingga kapasitas produksinya terbatas dan keuntungan yang diterima produsen belum maksimal. Selain teknologi, kemampuan tenaga kerja juga berpengaruh terhadap keberhasilan usaha agroindustri. Adanya keterbatasan teknologi dan sumberdaya manusia yang digunakan, belum dapat dipastikan apakah agroindustri tersebut mampu memberikan nilai tambah yang nyata bagi pengusaha maupun tenaga kerja. Penelitian ini bertujuan untuk mengetahui nilai tambah kerupuk tempe yang diperoleh agroindustri pada berbagai skala usaha di Kecamatan Puger.  Metode dalam penelitian ini menggunakan metode analitik. Metode pengambilan contoh dalam penelitian ini adalah teknik purposive sampling. Analisis data yang digunakan dalam penelitian ini yaitu analisis nilai tambah menggunakan metode Hayami. Hasil analisis menunjukkan bahwa nilai tambah kerupuk tempe pada masing-masing skala usaha di Kecamatan Puger adalah positif dengan nilai tambah terbesar dimiliki oleh agroindustri skala menengah sebesar Rp 1.706,93 per kilogram bahan baku dikarenakan biaya penyusutannya terendah diantara skala agroindustri lainnya.

Abstract

Organic Rice Processing and Production Unit of Tani Mandiri I is downstream agroindustry that produces organic rice to support organic rice farming in Lombok Village, Kulon. The research objective was to find out: (1) the production system (2) the efficiency of rice production costs and (3) the value of the added grain. The method used is a descriptive and analytical method. The sampling method uses purposive sampling. Data collection uses observation, structured interviews, and documentation studies. The results showed that (1) the procurement of raw materials had fulfilled the quantity and continuity aspects but had not fulfilled the quality aspect, the type of production applied by the intermittent type with the layout based on the process flow, the rice production process was not in accordance with the SOP at the drying, grinding, and sorting. (2) The use of rice production costs has been efficient with an efficiency value of 1.20. (3) Value-added Processing of GKP into GKG and GKG into packaged rice is positive, with the added value of IDR  40.73 per kg GKP and Rp 770.42 per kg GKG.

Abstract

Organic farming systems are developed to produce healthy food and free from chemicals. PT. Sirtanio Organic Indonesia (PT. SOI) is a company producing organic red rice in Banyuwangi. PT. SOI was partnering with red rice farmers as a provider of raw materials needed. Partnerships with farmers are carried out with a contract system that applies to only one planting season. The employment contract makes the number of farmers who partnered every planting season to be different. The research purpose was to identify the level of satisfaction of organic red rice farmers who partnered with PT. SOI. The research area was determined purposively, and analysis methods using descriptive, analytical methods using CSI and IPA. The results of the study showed that the satisfaction level of the organic red rice farmers who made a partnership with PT. SOI is very satisfying, with a CSI value of 85.31%.  Two attributes cause farmers to feel very satisfied with the services provided, namely the price of grain offered and the time of payment of agro-input loans.

Abstract

The sugarcane supply chain needs to be efficient and highly coordinated to ensure quality and quantity. Contract farming is an instrument used to achieve efficiency and high coordination of the sugarcane supply chain. The efficiency of contract farming depends on how the contract's arrangement satisfies the requirements and characteristics of each party involved. This study aimed to analyze the arrangement and farmer's satisfaction toward the implementation of contract farming. This study was conducted at PG Wonolangan in Probolinggo, East Java, on March, April, and September 2018. The samples used in this study consisted of 100 sugarcane contract farmers in PG Wonolangan and seven employees of PG Wonolangan. Descriptive and rank Spearman correlation analyses were employed to analyze the arrangement and farmer's satisfaction toward contract farming. The results of this study showed that there was a change in the contractual arrangement between PG and farmers. Currently, the role of PG changed from acting as farm credit and inputs supplier into a market guarantor for farmers; the changes reduced the risk and capital requirements of PG. In general, farmers were satisfied with the implementation of contract farming. The farmers' satisfaction increased as farm extension, scheduled planting and harvesting times, and the quickest harvest and transport management. However, they have concerns regarding farm inputs provision and profit-sharing mechanism.Keywords: Sugarcane agribusiness, correlation analysis, supply chainAbstrakKEPUASAN PETANI TERHADAP POLA DAN KINERJA KEMITRAAN USAHATANI TEBU DI PABRIK GULA WONOLANGAN, PROBOLINGGO, JAWA TIMURRantai pasok agribisnis tebu perlu efisiensi dan keeratan koordinasi yang tinggi untuk menjaga kualitas dan kuantitas gula yang dihasilkan. Kemitraan adalah salah satu cara untuk meningkatkan efisiensi dan koordinasi rantai pasok agribisnis tebu. Efisiensi kemitraan tergantung pada bagaimana pola kemitraan tersebut bisa memuaskan kebutuhan dan karakteristik pihak yang bermitra. Penelitian ini bertujuan untuk menganalisis pola kemitraan usahatani tebu dan kepuasan petani terhadap kinerja kemitraan. Penelitian dilakukan pada Pabrik Gula (PG) Wonolongan di Kabupaten Probolinggo, Jawa Timur, pada bulan Maret, April, dan September 2018. Responden terdiri dari 100 petani mitra PG Wonolangan dan 7 pegawai PG Wonolangan. Analisis deskriptif dan korelasi rank spearman digunakan untuk menjelaskan pola kemitraan dan kepuasan petani terhadap kemitraan. Hasil penelitian menunjukkan bahwa terjadi perubahan pola kemitraan antara PG dengan petani. PG berubah peran dari yang sebelumnya sebagai pemberi kredit dan input usahatani menjadi penjamin pasar, perubahan ini menurunkan risiko usaha PG serta modal awal yang harus dikeluarkan PG. Secara umum, petani mitra merasa puas dengan kemitraan yang dijalankan PG Wonolangan. Faktor yang memperkuat kepuasan petani adalah adanya bimbingan teknis dari PG, teraturnya jadwal tanam dan panen, serta cepatnya proses tebang dan angkut. Akan tetapi fasilitas saprodi, sistem bagi hasil dan penentuan rendemen dengan sistem hamparan merupakan faktor yang menjadi perhatian petani.Kata kunci : Agribisnis tebu, analisis korelasi, rantai pasok.

Abstract

The integrated value chain is a prerequisite for the successful industrialization of the agricultural sector. Contract farming (CF) is a useful instrument to integrate the agricultural value chain in developing countries such as Indonesia. The purpose of this study was to identify the determinants of farmer participation in sugarcane contract farming. The data utilized in this study was obtained from the Indonesian Plantation Farm Household Survey 2014 for Sugarcane. The data consists of 8.831 farmers distributed in 8 provinces. Logistic regression was used to estimate the determinants of farmer participation in sugarcane CF. The result shows that age, education, and type of cultivated land negatively affect farmer participation in sugarcane CF. Meanwhile, land tenure, cultivation area, cropping system, certified seed, membership in a cooperative, access to extension services, and membership in farmer’s association positively affect farmer participation in sugarcane CF. The policy implication for increasing farmer participation in CF is to intensify the information of CF to the farmer with a large cultivation area. Since these farmers tend to participate in CF to anticipate marketing risks.

Abstract

The revitalization of farmer organizations has become the central paradigm in agricultural development. In Indonesia, increasing farmer participation in farmer groups, associations and cooperatives is the strategy to revitalize farmer organizations. This study aimed to determine the factors influencing farmers' participation in farmer groups, associations and cooperatives. This study employed data from the Sugarcane and Tobacco Plantation Farm Household Survey in 2014, consisting of 8,831 (70.73%) sugarcane farmers and 3,645 (29.27%) tobacco farmers. Logistic regression analysis was used to identify the factors contributing to farmers' participation in each organization. The results showed that harvest area, access to extension and contract farming positively affect farmers’ participation in organizations. Farmers' age and education positively affect their participation in associations and cooperatives but do not significantly affect their group participation. Land tenure has an ununiform effect on farmer participation in each organization. Tenant farmers are less likely to participate in farmer groups and cooperatives, but they tend to participate in associations. Meanwhile, the owner farmers are less likely to join cooperatives. Government support positively influences farmer group participation, shows a negative effect on participation in associations and has a non-significant effect on participation in cooperatives. Finally, farmers' wealth gives a positive effect on their participation in cooperatives, a negative effect on their participation in associations and a non-significant effect on farmer groups. These results depict that farmer groups are more inclusive than cooperatives and associations.

Abstract

EnglishRecently, the conversion of corn to etanol (biofuel) in international market is currently exist and has an impact on the availability of corn in Indonesia. This study aims at: (1) the analysis of behavior of domestic and international market of corn, (2) the effect analysis of corn conversion to ethanol at international market on corn availability in Indonesia, and (3) the formulation of policies to increase domestic corn availability. Using time series data of 1983-2006 and econometric model of simultaneous equations estimated by employing the 2SLS procedure, the study found that: (1) there is a linkage between domestic and international market of corn through import price variable, (2) corn conversion to ethanol decrease the domestic availability of corn but increase the production share of corn availability in Indonesia, and (3) fertilizer subsidy and import tariff policy would increase corn production to allow thye increase of corn domestic production share on corn availability. IndonesianAkhir-akhir ini di pasar dunia terjadi konversi jagung menjadi bahan bakar nabati (etanol) yang berdampak pada perdagangan jagung dunia dan ketersediaan jagung di Indonesia. Penelitian ini bertujuan (1) menganalisis perilaku pasar domestik dan pasar dunia jagung, (2) menganalisis dampak konversi jagung menjadi etanol terhadap ketersediaan jagung di Indonesia, dan (3) menyusun kebijakan untuk meningkatkan ketersediaan jagung di Indonesia. Dengan menggunakan data time series 1983-2006 dan model ekonometrik simultan yang diduga dengan prosedur 2SLS, dapat diketahui bahwa (1) terdapat keterkaitan perilaku antara pasar domestik dan pasar dunia melalui peubah harga impor jagung, (2) konversi jagung menjadi etanol di pasar dunia menurunkan ketersediaan jagung di Indonesia tetapi meningkatkan pangsa produksi domestik terhadap ketersediaan jagung, dan (3) kebijakan subsidi pupuk dan tarif impor mampu mendorong peningkatan produksi, sehingga  pangsa produksi domestik tehadap ketersediaan jagung meningkat.
