EL-RIYASAH: Merupakan jurnal penelitian yang menghimpun berbagai tulisan dari para akademisi dan praktisi dari disiplin ilmu di bidang Kepemimpinan dan Administrasi. Jurnal El-Riyasah hadir di Fakultas Ekonomi dan Ilmu Sosial Universitas Islam Negeri Sultan Syarif Kasim Riau dan terbit pada bulan Juni dan Desember setiap tahun. Pengelola mengundang para ilmuan, profesional, dan peneliti untuk mempublikasikan hasil riset dan kajiannya setelah melalui mekanisme seleksi naskah, telaah mitra bebestari, dan proses penyuntingan. Naskah boleh ditulis dalam bahasa Indonesia, atau Inggris. Pengiriman naskah melalui proses register terlebih dahulu, kemudian melakukan online submission.

Abstract

Keseriusan sektor swasta dalam melakukan pengembangan dan implementasi berbagai inovasi telah menjadi virus yang mulai menyebar pada sektor publik. Berbagai instansi publik saat ini telah berupaya mengembangkan berbagai jenis inovasi sebagai upaya untuk meningkatkan kualitas pelayanan publik kepada masyarakat. Tetapi sangat disayangkan, sektor publik di Indonesia masih cenderung mengembangkan berbagai inovasi yang berbasis digital. Meskipun demikian, berbagai inovasi tersebut mampu memberikan kebermanfaatan baik bagi instansi publik maupun masyarakat sebagai kelompok sasaranya. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis value added pada inovasi pelayanan kesehatan di Kota Yogyakarta. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif melalui observasi langsung, wawancara terstruktur, dan dokumentasi pada Dinas Kesehatan dan Puskesmas Kota Yogyakarta. Dari penelitian yang telah dilakukan menunjukkan bahwa aplikasi Sistem Informasi Manajemen Puskesmas (SIMPUS) merupakan digital inovasi yang dikembangkan oleh Dinas Kesehatan Kota Yogyakarta yang telah diterapkan diseluruh puskesmas yang ada di Kota Yogyakarta. Aplikasi tersebut dikembangkan sejak tahun 2012. Setidaknya dari implementasi SIMPUS di Kota telah memberikan value added baik bagi Dinas Kesehatan, puskesmas dan masyarakat yaitu a) peningkatan kualitas pelayanan, dan b) peningkatan Indeks Kepuasan Masyarakat.

Abstract

The article aims to explore the restructuring of the bureaucracy in universities in the form of employee transfers from structural positions to functional positions at PTKIN in Kalimantan. This article is a qualitative study with a functional phenomenological approach. The study was conducted from June to December 2021 with 45 informants. Data were obtained in four ways, namely observation, interviews, focus group discussions (FGD), and documentary studies. This study found that PTKIN in Kalimantan was not ready to shift from structural positions to functional positions. This can be seen from the lack of offers given to employees related to the functional positions to be transferred and there are still employees who have difficulty carrying out their functional duties because they are not by the position or previous work experience. Therefore, to maintain performance, employees who experience the transfer join the association of their respective functional positions to obtain information sharing related to their functional positions.

Abstract

Secara faktual yang menjadi masalah  dalam  pengelolaan desa secara efisien dan efektif  adalah  kebijakan dan implementasi program pemberdayaan maupun pembangunan  yang  tidak didasarkan pada data dan informasi yang  akurat.  Salah satu aspek  penting  yang harus dilakukan oleh pemerintah, khususnya pemerintah desa  adalah  melaksanakan  tata kelola Administrasi Pemerintahan yang baik dan benar. Namun demikian, kapasitas penyelenggara pemerintah desa yang minim merupakan masalah utama yang banyak dihadapi desa-desa di Indonesia pada umumnya, termasuk Desa Simalinyang.  Penelitian bertujuan  untuk  mengetahui pengembangan  kapasitas aparatur pemerintahan desa  dalam tata kelola administrasi pemerintahan, sistem pelayanan administrasi desa menggunakan digitalisasi desa berbasis teknologi informasi (e-government) di Desa Simalinyang Kecamatan Kampar Kiri Tengah Kabupaten Kampar.  Metode penelitian ini adalah kualitatif  yang bersifat deskriptif. Observasi, Wawancara dan Dokumentasi adalah  tekhnik yang digunakan dalam pengumpulan data.   Adapun hasil penelitian ini adalah tata kelola adminstrasi pemerintahan desa menjadi lebih tertata dengan baik dan benar sesuai dengan pedoman yang terstandar, peningkatan kompetensi  (pengetahuan dan keterampilan) para perangkat desa Simalinyang, dengan adanya penggunaan sistem Digitalisasi administrasi pemerintahan dan pelayanan administrasi desa.

Abstract

Cases of violence against children during the Covid-19 Pandemic are increasing. Therefore, it is necessary to analyze an appropriate policy to overcome it. The purpose of this paper is to conduct a policy analysis of the problem of violence against children carried out by the population control service, family planning, women's empowerment and child protection in order to obtain policy recommendations to minimize these problems. The data collection method used in this research uses literature study techniques. The author collects various journals, research reports and news related to violence against children. There are several alternative policies that have been formulated, namely prevention and education campaign policies, policies for establishing a child protection task force and policies for developing children's help line services for child protection. Meanwhile, the policy recommendations formulated are kids help line service policies. This policy will be able to develop mechanisms for prevention, early detection and reporting of violence against children. So that in the end this policy will increase social supervision of children. Cases of violence against children are increasing every year. Therefore, appropriate policy interventions are needed to overcome them. The findings of this study included several alternative policies that were formulated, namely the policy of prevention and education campaigns, the policy of establishing a task force for child protection, educational activities in women-friendly spaces, (b) meetings with village government, traditional leaders and community leaders to synergize prevention and treatment efforts. cases of violence against women, (c) family economic development

Abstract

Public satisfaction with public organizations is very important because of the relationship of public trust. Community satisfaction is a basic factor to determine success in a public organization. The public's bad perception of public services causes their level of satisfaction to be low. This also happens to the people of Aceh Singkil today. The purpose of the study was to examine and determine the effect of work quality and work motivation of local government employees on the satisfaction of the people of Aceh Singkil Regency. The research was conducted in Aceh Singkil Regency using an associative quantitative approach. The sampling technique used was convenience sampling (sampling based on subject availability), with a sample size of 100 respondents. Data collection uses an instrument in the form of a questionnaire which is based on variable indicators. This study consists of three variables, namely two independent variables (quality of work and work motivation) and one dependent variable (satisfaction). The previous questionnaire has been tested for validity and reliability. Data collection techniques also use documentation studies using primary data and secondary data. The data was then analyzed using multiple regression analysis after the classical assumption test was previously carried out. The results of the study concluded that there was a simultaneous positive effect of the quality of work and work motivation of local government employees on the satisfaction of the people of Aceh Singkil Regency by 39.6%, with a significant contribution. While partially each independent variable also has a significant influence on community satisfaction, namely 36.1% for the effect of the work quality variable and 26.2% for the influence of the work motivation variable.

Abstract

AbstractThe era of the Prophet Muhammad did not recognize the science of management and leadership, but he applied the science very well and perfectly. This study aims to explain and analyze the leadership of the Prophet as a modern leadership role model. Researchers use qualitative methods with the type of library research. The data used in this study used secondary data derived from books, Scopus-indexed journals (Q1-Q4), Sinta-indexed (S1-S4), and website articles that are relevant to the research topic. The data analysis technique uses content analysis. Researchers analyzed in depth the content of the sources obtained. The results of this study explain that the life of the Prophet Muhammad is inseparable from his function as a pioneer, aligner, empowerment, and role model. The relevance of the Prophet's leadership as a modern leadership role model is related to the leader's method of overcoming problems in modern times based on Islamic leadership principles for the realization of the maslahah of the ummah.

Abstract

Investasi dapat meningkat pertumbuhan ekonomi suatu negara. Namun jumlah investasi domestic di Indonesia terbatas. Oleh karena itu pemerintah mengundang investor luar negeri untuk berinvestasi. Agar investor luar negeri bersedia berinvestasi maka pemerintah perlu memberikan faktor penarik. Semakin banyak investasi asing yang masuk maka akan semakin meningkat multiplikasi ekonomi yang dihasilkan investasi tersebut.  Penelitian ini menggunakan metode literature dan mengobservasi kawasan industri yang telah berkembang di Indonesia. Dengan menggunakan hal itu maka bisa dicari faktor-faktor yang menarik investasi asing. Penelitian ini menemukan bahwa pengembangan kawasan industri melibatkan peranan tiga pihak yaitu pemerintah, pihak swasta dan akademisi. Ketiga ini pihak ini memilik peran aktif dalam menarik investor. Penelitian ini terutama berfokus pada pembukaan kawasan industri di pulau Jawa. Ke depannya perlu diteliti tentang pembukaan berbagai kawasan industri di wilayah-wilayah lain di Indonesia.

Abstract

Penelitian ini bertujuan untuk mengetahui pengembangan wisata halal di provinsi Riau dengan menggunakan model Pentahelix. Penelitian ini dilakukan untuk mengetahui pelaksanaan pengembangan wisata halal pasca lahirnya Peraturan Gubernur Riau No. 18 tahun 2019 tentang Pariwisata Halal.  Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan mengeksplor baik dari data primer maupun sekunder. Hasil penelitian menunjukan bahwa melalui model pentahelix ini mendorong kolaborasi sinergis antar lima aktor, yakni; akademisi, swasta atau pelaku usaha, masyarakat, pemerintah dan media, yang biasa dikenal dengan ABCGM yakni Academy Busines Community Government and Media. Riau menjadi salah satu dari 10 provinsi di Indonesia yang melalui Kementerian Pariwisata dipersiapkan untuk menjadi destinasi wisata halal. Selanjutnya dengan didukung regulasi yang tepat maka stakeholder dapat menjalankan tugas pokok dan fugsi masing-masing dalam pengembangan wisata halal.  Predikat Home of Malay yang melekat pada Riau bertumpu pada budaya, adat istiadat, dan kesusasteraan, yang sangat kental dengan ajaran Islam, menjadi daya dorong bagi pemerintah daerah provinsi Riau untuk mengembangkan potensi pariwisata halal demi meningkatkan perekonomian daerah.

Abstract

The present study is focused on the issue of refugee education in Malaysia and the premise for this study is rooted in SDG 4. As Malaysia has not ratified the 1951 United Nations convention and is not a signatory of its 1967 Protocol, refugee children in the country are unable to access public school systems. Their only means to obtain an education is via an informal parallel system of refugee community learning centres that are run across the country. It is therefore pertinent for policymakers, NGOs, UNHCR Malaysia and local communities to have a clear understanding of the issues concerning refugee education to propose sustainable solutions to ensure that no refugee child in Malaysia is left behind. A systematic literature review approach, guided by the PRISMA statement 2020 was adopted in this study to better understand the phenomenon of concern and outline the key barriers and facilitators in the context of refugee education in Malaysia. A total of 14 articles met the selection criteria and were within the scope of the research question. A thematic analysis was conducted and several themes emerged. The review acknowledges that the educational needs of refugee children in Malaysia warrant attention.

Abstract

The relationship between the local and central governments in the era of regional autonomy should be harmonious because the local government is a subsystem of the national government's that final responsibility lies with the President. In addition, one of the objectives of regional autonomy is to create harmonious relations between the central and local governments. But in fact, there are several regional heads in the Unitary State of the Republic of Indonesia which carried out "defiance" to state minister. The regional head who conducts "insubordination" to the state minister in the Unitary State of the Republic of Indonesia, cannot be dismissed from his position as regional head because Act Number 23 of 2014 concerning Regional Government does not explicitly regulate it as one the reasons regional heads can dismiss from his position, except that disobedience is carried out by the regional head in order not to carry out a national strategic program launched by the central government through non-departmental ministries/agencies.
