Abstract

Land and forest fires in Riau have occurred since 1998 until last year 2015 by a haze emergency status as a result, causing economic losses, ecological and social aspects. The urgency in this study to see why the Riau provincial government off guard so persistent, because the capabilities of the system and the process will involve considering the fire that occurred not once or twice only. The purpose of this research to know the capabilities being run the Riau provincial government has been in control of who impressed off guard because repeated continuously, and whether factors constraints and defience influencing the capabilities of the Riau provincial government.

Abstract

The Saberminpro innovation is a step forward made by the Pelalawan Regency Population and Civil Registration Service which aims to improve the civil registration of Pangkalan Kerinci District. With the presence of innovations that have been formulated by the Department of Population and Civil Registry of Pelalawan Regency, it can make it easier for the community to manage and in particular to provide improvements in population administration services in Sei Kijang District. The purpose of this study is to determine how innovation activities have been carried out and to find out what are the inhibiting factors of saberminpro innovation. This research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data both primary data and secondary data obtained through observation, interviews, and documentation then analyzed based on research problems. The results of this study indicate that: first, Saberminpro's innovation has not run optimally. Second, the inhibiting factors are in addition to the pandemic factor, lack of funds, facilities and infrastructure, lack of human resources, and lack of public awareness of the importance of population administration. Keywords: Innovation, Saberminpro, Population Administrati

Abstract

In order to improve the quality of life and welfare of the public through residential and healthy settlements, harmonious and safe to be needed the improvement of quality to slum and self 2018-reliance housing through the Ministry of Public Assisted housing stimulant assistance is the government facilitation of stimulant aid for low-income communities for the development/improvement of home quality to low-income communities. The phenomenon in this study is yet to in fact the beneficiaries of stimulant self-help housing, has not appropriately targeted the beneficiaries and lack of supervision of a self-help stimulant aid program. The purpose of this research is to know how the effectiveness of a self-help stimulant assistance Program in District XIII Koto Kampar and to know the inhibitory factor of the effectiveness of these self-housing stimulant aid programs. This research was conducted in the district XIII Koto Kampar using qualitative descriptive methods, collected data collected through observation and interviews. The research was conducted using the theory of effectiveness by Makmur, consisting of timeliness, accuracy of cost calculations, accuracy of measurement, accuracy in determining options, accuracy of thinking, accuracy of doing orders, precision determining the objectives and accuracy of determining the target. The conclusion of this research is, the independent housing stimulant assistance Program in District XIII Koto Kampar is still not effective. It is shown that there are still many people who support self-help on the program. This is because the effort done in the program is not maximal in terms of supervision and authority. Keywords : Effectiveness, Self-reliance Programs

Abstract

Built-in oil palm plantations have multiple functions, namely economic, social and environmental functions that are not owned by other sectors outside agriculture. With this multifunctionality, oil palm plantations contribute, both economically, socially and environmentally, to the achievement of the SDGs. This study aims to determine institutional governance related to utilizing palm sap into brown sugar as a source of post-replanting income in order to improve the sustainable economic aspects of the community. This research chooses a descriptive research with a qualitative approach. The results of this study found that in the management of palm sap in the village of maredan barat, tualang sub-district, siak district, during the replanting period, a strong and well-coordinated management system was needed, so that the management of this palm sap could develop, especially to improve the community's economic level in a sustainable manner, considering the potential of palm oil which is still in nature. global and has a long-term advantage. Increasing partnerships in terms of management is also a major aspect for the realization of this sustainability.

Abstract

Abrasion disasters and environmental issues are strategic issues that are widely studied from various study perspectives, this article is the result of research conducted by researchers from the perspective of public administration. The Abrasion Disaster on Rupat Island is a disaster that can cause various social and economic impacts on the community. In 2019, the abrasion rate on Rupat Island reached 6-8 meters. Rupat Island is also one of the outer islands of Indonesia which borders with neighbouring countries, namely Malaysia and is included in the National Tourism Strategic Area (KSPN). Therefore, the abrasion disaster that occurred on Rupat Island, Bengkalis Regency must be managed in order to minimize the impact of theabrasion disaster that occurred. Abrasion disaster management can be done one of them by means of abrasion disaster management or efforts made to regulate the reduction of abrasiondisaster risk. The purpose research is to know abrasion disaster management actors in Rupat Bengkalis and determine what course the limitations in disaster management abrasion in Rupat Bengkalis. This type of research is qualitative research using data collection methods through interviews and documentation. The findings in this study is that the management effort abrasion disaster in Rupat actor countermeasures abrasion in Rupat not maximized This is caused by things still are limitations in disaster management is done. The value in this study is that disaster management actors at the regional and central levels cooperate with each other in order to maximize disaster management efforts

Abstract

The village of Pulau Gadang District XII Koto Kampar, Kampar regency is a village that has an interesting historical value. Starting from the transfer of old Gadang Island Village to the current area due to the Koto Panjang PLTA Project, drowning four villages including Pulau Gadang Village. After 25 years passed the transfer was successful to give a positive impact, although initially received rejection. Improving the economy of local communities, supported by the tourism potential that recently developed in the area of this village and directly managed by the community of Pulau Gadang Village. Tourist attraction that is currently viral enough that Raja Ampat his Riau, at the beginning of the emergence of a very loved but the highest point of achievement only up there only. Tourism sector is a leading sector that is being developed and managed directly by the surrounding community, of course the positive impact of increasing the tourism potential in Riau. this paper will provide an in-depth analysis of the local wisdom of the community of Pulau Gadang Village that manages tourism directly, based on the construction of the concept of local wisdom that is capable of bringing progress to a region. Local wisdom is now an interesting issue as it returns to the foundation of a development theory that post modernism that can succeed a region is when the specialty of the area can be managed properly. Local wisdom that has influence in attitude and action, local local ideas that are wise, full of wisdom, good value, embedded and followed by members of the community.

Abstract

The purpose of implementing this community service is to apply a performance-based real work lecture implementation model with an adaptive program in the new normal period at the implementation of the Riau University Real Work Lecture (Kukerta). Implementation will be carried out in 2021 in all Kukerta locations for Riau University students in 2021. The focus of the model applied is the basis of indicators for assessing Kukerta implementation based on community service performance for universities. In addition, the programs that are prepared are also adaptive during the new normal. The results of the application show that there is a potential for increasing service performance outcomes through the implementation of this Kukerta, namely in the indicators (a) service with non-DRPM funding, (b) publication in the mass media, (c) partners with legal entities, and (d) books.

Abstract

In order to improve justice in land tenure and ownership as well as improve people's welfare, the President of the Republic of Indonesia make policies on Agrarian Reform as stated in Presidential Regulation Number 86 of 2018 where the efforts made are to implement Land Redistribution. This research is intended to see the implementation of Land Redistribution carried out in Indragiri Hulu District in 2020 and 2021, which at the end of its implementation experienced a decrease in targets and still found fragmentation in the bureaucratic process. This research uses qualitative research method thas uses data collection techniques, namely interviews and documentation. The results shown in this research are that the implementation of Land Redistribution carried out in Indragiri Hulu District in 2020 and 2021 has gone quite well, but in its implementation there are still few problems that cause delays in the completion of the program.

Abstract

Teluk Latak Village is located in Bengkalis District, Bengkalis Regency. It has two hamlets, namely Langgam Muara Hamlet and Simpang Baru Hamlet. Teluk Latak Village is one of the coastal villages in the west of Bengkalis Island. This village has a flat topography with an area of approximately 23 km2 or about 4.47% of the entire area of Bengkalis District. Teluk Latak village is 14 km from the centre of government in Bengkalis District. Teluk Latak village has agricultural areas, plantations, and livestock. Teluk Latak village produces goats, native chickens and manila ducks. Like coastal areas, Teluk Latak Village is a fishing village. Teluk Latak Village can be developed based on the coastal village's existing social and economic conditions. Abrasion worries the people of Bengkalis, especially for people who live in the north of the island facing the Malacca Strait. This abrasion caused the oil palm plantations and rubber plantations to collapse one by one by the waves. This community service activity aims to assist village officials and the community in mapping the social and economic potential of Teluk Latak Village so that it can be realized as an independent village on the coast of Bengkalis Island. One of the activities is counselling on preventing coastal damage and managing marine fishery products into nutritious snacks consumed by fishers' families who have an excess fish catch. Teluk Latak Village people can develop snacks made from processed fish to improve the household economy. It is hoped that this activity can contribute to village residents and village officials in mapping the potential of Teluk Latak Village in the social and economic fields

Abstract

Motor vehicle tax is one of Riau's Regional Original Income (PAD), and in the process of implementing the government's motor vehicle tax collection has improved its governance system which refers to Sound Governance. Payment of motor vehicle taxes that were previously manual but have now switched to electronics where this system has been done since 2018. In its implementation there is an increase in users but sometimes the decline still occurs. The research could eventually find several things related to the change in motor vehicle tax payments from manual to digital in the perspective of Sound Governance by Tjahjanulin Domai. In this case the researcher uses qualitative research methods with a descriptive approach. The results of this study from Sound Governance showed that the implementation of digital-based motor vehicle tax payments has not run optimally because the application of Sound Governance dimensions in the implementation of E-Samsat application of Riau Province has not worked effectively and efficiently and there are still obstacles to the implementation of socialization strategies and infrastructure facilities.
