Abstract

The COVID-19 pandemic has had negative implications for the domestic economy such as decline in public consumption and purchasing power, decline in company performance, threats to the banking and financial sector, and the existence of MSMEs. On the corporate aspect, this pandemic has disrupted the performance of companies, especially those engaged in the trading sector. By looking at the current situation and not sure when the pandemic will end, local governments can help MSME actors by providing assistance according to the needs of each MSME actor. As is the case in Tuban Regency where MSME actors are required to be more sensitive and able to innovate quickly. This empowerment of MSME actors needs to be done, for the following three reasons. First, because the UMKM actors in Tuban Regency are suspected to still have not mastered the product marketing mechanism that is in accordance with market demands in the postmodern era as it is today. Second, because of the development of changes in consumer behavior that MSME actors need to understand so that they can produce products that are truly in accordance with the needs and desires of the market. Third, because the competitive climate for products produced by MSME actors tends to be more stringent, thus requiring breakthrough steps from MSME actors themselves to be able to take advantage of technology. Micro-enterprises and village governments need a survival strategy to maintain production and marketing stability. Therefore, an analysis related to community empowerment through MSMEs is needed to maintain economic stability after the Covid-19 pandemic in Tuban Regency.

Abstract

Pengembangan ekonomi kreatif di periode pemerintahan presiden Tahun 2015-2019 mendorong untuk meningkatkan pertumbuhan ekonomi Indonesia. Secara sistematis dimulai dengan instruksi Presiden Nomor 6 Tahun 2009 tentang Pengembangan Ekonomi Kreatif dengan merumuskan Rencana Induk Pengembangan Ekonomi Kreatif Indonesia Tahun 2009-2025 oleh Kementerian Perdagangan Republik Indonesia. Pada tahun 2015 melalui Peraturan Presiden Nomor 6 Tahun 2015, Badan Ekonomi Kreatif untuk memenuhi kompleksitas perkembangan ekonomi kreatif, salah satunya adalah Usaha Kecil Menengah yang bergerak di bidang kerajinan handycraft. Kedurus Sejahtera Bordir atau disingkat Kesra Bordir adalah salah satu bidang Usaha Kecil Menengah di Surabaya yang mengolah limbah perca, digabung dengan bordir untuk pembuatan produk tas dan dompet. Usaha Kecil Menengah Kesra Bordir beranggotakan 21 orang dengan pemasaran produk terbatas dan secara offline. Program PKM bersama mitra sepakat untuk mengatasi permasalahan dengan cara 1) pengembangan desain dan proses pemasaran dalam bentuk online, dan 2) pendampingan pemasaran tas dan dompet secara online. Dari pengembangan desain dan proses pemasaran dalam bentuk online dapat mempercepat dan memudahkan proses pemasaran. Pendampingan pengelolaan pemasaran online dapat memberikan pemahaman dan pendampingan pemasaran online. Metode pelaksanaannya adalah identifikasi mitra, pembelajaran partisipatif dan pendampingan pemasaran online.

Abstract

The problem in Sidoarjo Regency is that there are still many buildings that do not have an IMB, one of which is residential buildings. The purpose of this study was to determine and analyze the implementation of building construction supervision and the supporting and inhibiting factors in supervising the construction of buildings. In this study, the method used is a qualitative research type with a descriptive approach. Data obtained by researchers through interviews, observation, and documentation. In this study using the analysis technique of the Miles, Huberman and Saldana model. Based on the results of the research that has been done, the implementation of establishment supervision requires a solution to solve the problem so that the building is still not optimal in carrying out its implementation, so that there are still residential buildings that are still not monitored. The conclusion of this researcher is that the implementation of the policy for supervising the construction of buildings is not yet optimal because there are still existing problems. Thus, the implementation of the policy for supervising the construction of buildings has not been in accordance with the goals and objectives that have been set.

Abstract

Penelitian ini dilaksanakan di Kantor Pertanahan Kota Mojokerto yang fokus untuk mengemukakan Strategi Pengurusan Sertifikat Tanah Pelayanan Peralihan Hak (Jual-Beli). Penelitian menggunakan data primer dan data sekunder. Informan peneliti bidang seksi penetapan hak dan pendaftaran, loket Kantor Pertanahan. Hasil penelitian Kantor Pertanahan Kota Mojokerto sudah menjalankan strategi pelayanan dengan analisis S.W.O.T dan faktor pendukung dan penghambat.

Abstract

Effective and efficient services in today's era cannot be separated from the role of information technology. The implementation of e-Government has become a necessity for an agency to accelerate access and service acceleration. One of them is on BKD Provinsi Jawa Timur that made the eMaster application to bridge staffing services for all ASN in East Java Province. It can't be separated from the teachers and education staff who have just become part of the staffing system at eMaster in 2017. The purpose of this study was to evaluate staffing services on the eMaster application for education personnel in the city of Surabaya. The research method used is descriptive qualitative with data collection through observation and interviews with several eMaster application facilitators at the branch office level and school level.  Combining e-Government evaluation theory according to Mason (1978) with public service standards according to Law Number 25 of 2008 concerning public services. The results of this study indicate that the indicators in the evaluation of e-Government include user factors, satisfaction and usability have been applied with several public service standards that have been completed. Furthermore, it is analyzed using the evaluation theory of William. N. Dunn which includes effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. In conclusion, the evaluation of eMaster application services for education personnel has been effective. However, there are some things that need to be addressed in terms of users, both facilitators and the ASN itself.

Abstract

The purpose of this study is to describe regional economic development through leading sectors in the city of Surabaya during the Covid-19 pandemic. During the Covid-19 pandemic, the regional economy received quite severe impacts, including reduced working hours, decreased wages, and a more serious problem was increasing unemployment and the inability to absorb new workers. The research uses a qualitative descriptive method with a research focus on four main components of regional economic development, namely the development of the economic base, institutions, human resource development, and technology development – technology adaptation. Data collection techniques were carried out by interview and document study. Sources of data come from Bappeda, the City Cooperatives and Micro Enterprises Service and the Surabaya City Manpower Service. The results of the study show that locality development by the Surabaya City government in the midst of the COVID-19 pandemic is carried out both physically in the form of facilities and infrastructure and non-physical development by conducting training needed by the community. In general, the institutional aspects are adequate, but their participation is still not as desired. In the aspect of human resource development, the development program is carried out by providing briefings to the community both related to honing skills or briefing on the rights they should get as workers. Aspects of technology adaptation are carried out through the development of the Ecobis System such as the MSME product marketplace. However, improvements also need to be made to overcome some of the weaknesses in each of these components.

Abstract

Masuknya Covid 19 ke Indonesia dan ditambah dengan kebijakan PSBB membuat kerusakan ekonomi masyarakat sehingga pemerintah mengeluarkan Kebijakan peraturan Indonesia No. 1 Tahun 2020 yang di keluarkan oleh pemerintah mengenai keuangan kebijakan penangan Negara serta stabilitas system keuangan untuk mengatasi pademi Covid 19 yang tujuannya mengurangi dampak akibat Covid 19 dalam berbagai sektor, sektor ekonomi salah satunya. Selain itu juga, Menteri Sosial Republik Indonesia mengeluarkan keputusan tentang kebijakan bantuan langsung tunai No. 54/HUK/2020 mengenai pelaksanaan bantuan langsung tunai dan bantuan sosial sembako dalam penanggulan dampak Covid 19. Peneliti berusaha mengetahui evaluasi kebijakan bantuan langsung tunai di Pulo Tegalsari. Penelitian ini menggunakan teori evaluasi William N. Dunn. Metode yang di gunakan di penelitian ialah metode kualitatif deskriptif. Bedasarka hasil penelitian yang di lakukan peneliti evaluasi kebijakan BLT yang dilakukan melalui enam indikator terbukti tidak semuanya sesuia dengan hasil yang di inginkan pemerintah meskipun terdapat banyak dampak positif yang diterima masyarakat namun kebijakan BLT dirasa masih memiliki kekurangan dalam beberapa aspek terutama indikator perataan dan ketepatan sasaran.

Abstract

Lembaga Kemenkumham Jawa Timur dengan meluncurkan aplikasi “Sisumaker”yang telah diluncurkan pada tanggal 1 Juni 2018 agar dapat membantu ASN demi memudahkan pengelolaan sistem surat masuk dan surat keluar yang dapat memberikan solusi dalam proses disposisi surat. Sistem manajemen surat memudahkan pengelolaan surat masuk dan surat keluar serta dapat membantu mempercepat proses penentuan kapan surat harus dikirimkan. Sampai surat dapat terkirim secara efektif dan efisien, tindak lanjut akan dilakukan melalui email. Tujuan dari penelitian adalah 1) dapat mengetahui kinerja ASN dalam mengelola surat masuk dan surat keluar dengan menggunakan aplikasi sisumaker, 2) dapat menganalisis perkembangan pengelolaan surat masuk dan surat keluar demi mewujudkan tata kelola pemerintahan yang berbasis digital. Hasil dari penelitian menunjukan fakta bahwa sejauh ini dalam pemakaian aplikasi sisumaker di lingkup Kemenkumham Jatim dapat mempermudah kinerja ASN dalam mengelola surat masuk dan surat keluar. Akan tetapi, fakta berikutnya bahwa pemakaian sisumaker terkadang mengalami kendala pada saat proses surat masuk dan surat keluar seperti kendala jaringan.Kesimpulan adalah pengembangan e-government melalui system surat masuk dan surat keluar untuk mewujudkan good government dimana dalam hal memudahkan pemantauan kinerja ASN terhadap keberadaan suatu surat untuk kemudian dapat ditindaklanjuti secara efektif dan efisien.

Abstract

Kemunculan PT. Pegadaian Syariah (Persero) Cps Sampang Kota dapat meningkatkan ekonomi masyarakat dengan mengeluarkan produk-produk yang tidak melanggar prinsip- prinsip syari’ah baik produk dalam penghimpunan dana atau penyaluran dana atau gadai emas. PT. Pegadaian Syariah (Persero) Cps Sampang Kota ini system gadai berupaya membantu masyarakat. Penelitian ini bertujuan untuk mengetahui kualitas pelayan terhadap kepuasan nasabah dan untuk mengetahui Penghambat dan pendukung dari kepuasan nasabah di kantor pegadaian syariah Cps Sampang Kota. Penelitian ini menggunakan penelitian deskripsi dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, Observasi dan dokumentasi. Sedangkan Analisis Data menggunakan teknik deskriptif kualitatif yaitu prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang- orang atau perilaku yang bisa diamati. Dari hasil penelitian menunjukkan bahwa pelaksanaan kualitas pelayanan dilihat dari aspek bukti fisik (tangibles), kehandalan (reability), daya tanggap (responsiveness), jaminan (Assurance), emphaty (Empati) yaitu : (1) Bagian pelayanan di kantor pegadaian syariah cps sampan kota memenuhi fasilitas sarana dan prasarana seperti: tv, ac, kamar mandi, tempat duduk dll. (2) masyarakat merasa puas dengan pelayanan yang diberikan dalam aspek reavility (kehandalan) mengenai kehandalan dalam menangani setiap keluhan nasabah, handal dalam segi waktudan ketepatan proses pelayanan (3) pegawai dalam hal membantu nasabah yang membutuhkan pelayanan khususnya nasabah yang bingunng dengan pelayanan yang sydah terlihat anatara petugas dan nasabah yang saling berkomunikasi. (4) keamanan di kantor pegadaian syariah Cps Sampang Kota sudah menunjukkan upaya meningkatkan kualitas pelayanannya terkait memberi rasa aman dan nyaman bagi nasabah. (5) aspek empati (emphaty), yang diberikan oleh pihak kantor pegadaian syariah Cps Sampang Kota yaitu memberikan kesan yang menyenangkan. Hal itu dapat terlihat dari sikap pegawai yang menerangkan dengan sejelas-jelasnya mengenai prosedur pelayanan dan menerima kritik maupun saran dengan sepenuh hati sebagai intropeksi untuk layanan yang lebih baik.

Abstract

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.
