Abstract

Retribution parkirng service at the edge of the public road is one of the pocket of local reveue receipts of Semarang. Policies parking of retribution collection services by public road set in Semarang City Regulation No.2 of 2012. Retribution parking services at the edge of the public road itself is the collection of retribution for service by the public treet parkirng is provide by the city of Semarang. Although the existing regulations governing the of retribution collection parking services at the edge of the public road Semarang, the target of retribution is not maximized. In addition, there are still illegal parking and illegal parking attendants. This study aims to determine how to implementation of the policy of retribution collection services by the public street parking Semarang also to know the driving factors and obstacles in the implementation of the polivy. The method use in this research is descriptive qualitative method. In this study the author used four appropriateness of the policy of Riant Nugroho to determine the effectiveness of policy implementation and implementation of Edwards III theory to determine the factors that effect the implementation of the policy. The results showed that the fact service retribution policy on public road flexible edge in the field so as to make the policy is weak and has not been able to overcome the problem of parking in the city of Semarang. The ammount of red tape involved and the limited resources especially supporting facilities for parking attendants become an obstacle to the implementation of policies in the edge of the parking service retribution public roads.

Abstract

Social problems is one big thing in Indonesia that must be dealt with quickly and appropriately. Ministry of Social Affairs is the ministry that handles this problem by creating the Technical Implementation Unit to resolve the social problems that exist in the districk. Social Homes Children Care Tunas Bangsa Starch is one of UPT is responsible for dealing with social problems such as educating disadvantaged children and the displaced as well as do some other social services in Pati Districk. The purpose of this study is to identify and analyze the performance, Skill, and work discipline toward employees performance and to determine the effect of the ability and discipline to employee performance PSAA Tunas Bangsa Pati. This study uses a quantitative explanatory research design with respondents from employees PSAA Tunas Bangsa Pati. The process begins by determining the number of samples of all employees PSAA Tunas Bangsa Pati. Using a questionnaire so we get an answer from each variable. With the effects of the ability and discipline toward employees performance PSAA Tunas Bangsa Pati using correlation formula Kendal Tau, Tau, concordance Kendal, and coefficient determinan there are significant determinant of the ability and discipline toward performance of employees. Based on the results of correlation Kendal Tau, a significant difference between the ability and discipline to the performance of employees. The need for improvements to improve employee performance.

Abstract

This study aims to determine the relationship between discipline and employee capabilities with the performance of employees in Semarang District Secretariat (Observation Study in the General Section). The population of as many as 69 employees to as many as 35 samples taken employees.Hypothesis testing using the formula Kendall's tau-b to determine the relationship between each independent variable with the dependent variable, and the analysis of the Kendall concordance (W) to determine the relationship of the independent variables together on the dependent variable.Analysis of the relationship between two (2) independent variable discipline (X1) and the ability of employees (X2) with employee performance (Y), either alone or taken together show the following:1. Relations discipline with the employee's performance and significant positive correlation with the value of 0.372, which means that the relationship is positive, but weak, whereas the significance level of the coefficient of 0.030, which means its value is below 0.05 (5%), which means significantly.2. Employee relations skills with the performance of employees with a positive and significant correlation value of 0.353, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.035, which means its value is below 0.05 (5%), which means significantly.3. A positive relationship together - collaboration between discipline variable (X1) and the ability of employees (X2) with employee performance variable (Y) with the correlation value of 0.244, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.000, which means well below 0.05 (5%), which means significantly.

Abstract

This research began of interest in the phenomenon of the homeless and beggars the disease being social in semarang city, namely the city which is one of the big cities in indonesia with bears as the provincial capital. Complex development has left a little problem, namely poverty. Homeless and beggars is one shortcut undertaken a group of the community to earn a living with ease on behalf of poverty. Of course the job is not justified , because in addition to disturb public order, get money from mercy can be called around idly. The number of them in Semarang City has also increased even though the government has made various efforts. The number of homeless in 2011 are 29 people, they became up to 151 people in 2012. Beggars has also increased from 117 people in 2011, later became 500 people in 2012. Then what needs to be researched is how the strategy of handling of the homeless and beggars in Semarang City? This study investigates about strategy of handling homeless and beggars in Semarang City, identify things that block and supporter of handling, as well as strategic values that can be used as recommendations to devise a strategy. The research is descriptive qualitative research that uses a method of strategic management to express strategic issues intensively, deep, and comprehensive. Through SWOT Analysis and Litmust Test as an instrument for measuring the environment strategic in the identification of the barrier and supporters, and get the strategy required in handling of the homeless and beggars in Semarang City. The result showed that in handling beggars and homeless are still experiencing a few problems such as the quantity and the quality of human lacking human resources, limited rehabilitation institution facilities, the weak regulations, and others. The strategy which suggested is to optimize the use of human resources and the orphanage of rehabilitation there, through the existing budget can be maximized to improve the quality of human resources and other facilities like the rehabilitation porch and coaching against Gepeng related of the ability and skill. In the handling of a social issue should boost the public participation through many media recently, either the print media or audio visual media.

Abstract

The background of the research is the effort of Semarang state Govermentto overcome the poverty and unemployment citizen in Semarang, named “GerduKempling, the acronym of Gerakan Terpadu bidang Kesehatan, Ekonomi,Pendidikan, Infrastruktur dan Lingkungan. The focus of this research is theperformance of operators Gerdu Kempling programme, especially theimplementation programme in Bulu Lor and Pekunden District, the threat andpromoter of the programme and how to increase the performance of implementorsprogramme. The method of the research and analysing data used qualitativeresearch with intensify interview to many respondens of distinguish status in theimplementation programme and also collect the secondary data of expert’scomments form some medias in Semarang.The result of collecting datas from some interviews and secondary datasshows according by the process, the performance of operators has fulfill GerduKempling’s schedule programme. But on the other side, the outcome of operatorsprogramme are not yet reach Gerdu Kempling’s aim, that is to change thebehavior and mental attitude of citizen target. It caused of lack guidance,less ofsocialization programme and limited of fund. Some respondens suggested toincrease the fund programme, and also to expand stakeholders participation.Last, the conclution of the research are first, the performance of operators GerduKempling’s programme the implementation programme in Bulu Lor and Pekunden District bythe process, they has fulfill Gerdu Kempling’s schedule programme. But the outcome ofoperator’s performance programme are not yet reach Gerdu Kempling’s aim, that is tochange the behavior and mental attitude of citizen target. Secondly, the threat of theprogramme are lack guidance,less of socialization programme and limited of fund. Thesuggestion to promoter of the programme are increase the fund programme, and also toexpand stakeholders participation.

Abstract

The era of globalization is now modern and it is characterized by the presence of increasingly advanced technology. Technology was created to facilitate the public in obtaining information. Information that can be obtained by the public via mass media such as television. With opennes of the pers, television broadcasts are free and need to be controlled so as not to violate the rules of P3SPS. The broadcaster in Central Java has a large number and wide range. The administrative recap provided by KPID of Central Java is not in accordance with the target. This study was designed to explain in more detail the performance of the Regional Indonesian Broadcasting Commission (KPID) of Central Java Province. This type of research is descriptive qualitative. Indicators that become performance appraisals include productivity, service quality, responsiveness, responsiveness, and accountability. The results of this research can be concluded that the performance of Central Java KPID in providing services to the community needs to be improved again. KPID Central Java has problems in the lack of supervision to the broadcaster, the realization of programs and activities also not in accordance with the time set in the regulation, broadcast permit requirements are complicated for the applicant, as well as regulations that have not updated its contents. The factors that inhibit the performance of Central Java KPID covering human resources and limited infrastructure facilities. Suggestions from researchers on the performance of KPID Central Java is the improvement of supervisory function by involving other public organizations, the addition of human resources and infrastructure facilities as needed, and the existing regulations need to be updated again its contents.

Abstract

Public transportation safety is the latest issue that being attention because of the large number on traffic accident in DKI Jakarta who got involving public transportation in there. Traffic accident give disadvantage effect to the victims, a few causes of the traffic accident itself is the drivers of public transportation who drive under control, unworthy transportation public and facilities and infrastructure from public transportation that less on quality and quantity. This research method use qualitative and using the interview result from the seven informant in Dinas Perhubungan DKI Jakarta and Perhubungan Ministry. The interview results related to vision and mission, internal analysis, external analysis and SWOT analysis. After that, formulated the improving strategic based on the interview results and do litmust test to know the main priority from the improving strategic itself. The results showed the support and the blocked factors in the existing strategic of Dinas Perhubungan DKI Jakarta. The writer suggests to give the strategic improvement with improving the socialization and workshop program with invite the community related, optimalization the socialization and workshop program for individual owner of transportation public, additional in infrastructure and facility to give the people awareness about orderly traffic, budget optimalization to train the drivers safety of public transportation and the last is due and function optimalization in Dinas Perhubungan DKI Jakarta to train the drivers safety of public transportation.

Abstract

This study aims are to determine the relationship of work ability, job satisfaction and job performance discipline of Dinas Pasar Kota Semarang. The method used in this study is a research eksplanatory. Samples are taken at random sampling. Sample in this study of 75 respondents. Data analysis techniques using quantitative data analysis.  The findings of the research results show that  The results of this study indicate that the hypothesis that states there is a positive relationship between the variables work ability, job satisfaction and work discipline against officers acceptable performance significantly with the coefficient of determination of work ability, job satisfaction and job performance of official discipline is at a 85.4% pregnancy meaning that the magnitude of the influence of a given work ability, job satisfaction and work discipline on the performance of officers is at 85.4%. While the remaining 14.6% taker is the influence of other variables work ability, job satisfaction and work discipline.  The results of these studies indicate a positive and significant relationship between the variables work ability, job satisfaction and work discipline on the performance of the officer. This means to improve the performance of Dinas Pasar Kota Semarang can be done by making the procedure or standard of work that can be understood and implemented by all officers, personnel arrangement adapted to the educational background, increased participation in education and training of officers, the need for the provision of benefits are adjusted membership / function, granting performance awards to officers, awarding sanctions for officials who violate discipline, increased surveillance stick (waskat).

Abstract

Health is a main priority is the human that which is not separated relation to sanitation.Of the four sanitation sector where among other clean water waste, waste, and drainage, in this research focused on the waste which are managed and it is determined by the performance of semarang city department of hygiene and urban landscapping.The problems underlying this research is waste semarang city as a problem of waste management and less orptimal the performance of semarang city department of hygiene and urban landscapping.This research is written with a method of descriptive qualitative.The purpose of this research is described and analyzing the performance of semarang city department of hygiene and urban landscapping using indicators the quality of services for the society responsiveness, responsibilitas, and accountability.The selection of informants technique with snowball technique and the keyperson is head of planning and evaluation. The result of this research in terms of service quality indicators , responsiveness , in the level of effectiveness and accountability still being awake , but on the responsibility still have obstacles and gave rise to the barrier is a factor of human resources of factor and hygiene facilities and infrastructure and parks department already have a solution that has been applied namely cooperation with third parties and a solution that will be done is the withdrawal of investors in waste management . Based on the results of research that can conclude in a city park agency and less optmal semarang.Therefore, it was the advice given and recruitment in a special team of technical experts in the field, a deep understanding exercise and technical knowledge about the environment and waste to the employee performance to solve the problem, as well as facilities and infrastructure especially by heavy equipment belongs to semarang city department of hygiene and urban landscapping could be more optimal.

Abstract

Health is an important investment to support economic development as well as having an important role in poverty reduction efforts. Seeing the importance of the role of health, the Government is obliged to protect and guarantee the citizens of the various problems related to health. This study will analyze the performance conducted by the Health Department of Semarang and aspects that support and hinder the performance of Semarang City Health Office in monitoring the quality of water refill depot. This study uses the theory of organization and five dimensions of performance that productivity, the orientation of the quality of service, responsiveness, responsibility and accountability with qualitative descriptive approach. Data collection techniques used through observation, interviews, documentation and literature study with informants employee Semarang City Health Office. The results show that the performance is done Semarang City Health Office in monitoring the quality of drinking water refill depot can not be said to be good, still found obstacles such as issues of human resources, budget is limited to community participation is minimal. While supporting the performance aspect of Semarang City Health Department in monitoring the quality of drinking water refill depot is already a clear division of labor, discipline and high responsibility held by employees, the fit between health program created by what is needed by the community. Inside overcome these obstacles there are some suggestions that can be done such as identifying water refill depot, to provide guidance and counseling, pemberikan strict sanctions availability of places to submit claims or complaints, providing budget funds to support the monitoring activities refill depot.
