A family called Kadarzi when has behaved good nutrition is characterized by weighing out the body weight regularly, giving only breast feeding (ASI) to infants frombirth until the age of six months (exclusive ASI), eat variegated, use iodized salt, and drink nutrition supplements as recommended. Decision of the Ministry of Health Republic of Indonesia Number: 747/Menkes/SK/VI/2007 about Operational Guidelines of Family Nutrition Conscious on Alert Village state that the government's target is 80% of families applying Kadarzi behavior. Achievement of Kadarzi in Semarang Regency only reached 29,6% in 2011. Kadarzi implementation from public attitude still very lacking. The main obstacle of Kadarzi implementation is the low public awareness in the exclusive breast feeding. If one of the indicators in the Kadarzi are not met, then a family can not be called as Family Nutrition Conscious. Low public awareness in the exclusive breast feeding caused breastfeeding mothers who still working. The government should be can give shuttle between services of breast feeding for working mother who had baby aged 0-6 months, so exclusive breastfeeding can be met, which Kadarzi also will be achieved later.

Male participation is a sub program of Family Planning and Reproductive Health Programs. By the perspective result of this program is stagnant. Female contraception still dominated until now. The expectation of male participation for a gender equity between maleâ€™s role and womenâ€™s role. Evaluation of Public Policy is needed to prevent a baby boom thus a complicated social problems.

Penelitian ini bertujuan untuk melihat kesiapan pelaksanaan Pendidikan Menengah Universal (PMU) di Kota Semarang serta menemukan faktor-faktor yang dapat menghambat dan mendukung pelaksanaan Pendidikan Menengah Universal. Esensi program PMU adalah merupakan kebijakan keberlanjutan dari wajar 9 tahun menjadi 12 tahun dan merupakan upaya strategis dalam konsep pemerataan dan peningkatan mutu pendidikan. Implementasi kebijakan PMU yang berlandaskan pada Permendikbud No 80 Tahun 2013 melihat ketepatan kebijakan dari ketersediaan, keterjangkauan, kualitas, kepastian, dan sistem penjaminan mutu. Kesimpulan yang didapat adalah PMU berdampak positif apabila sosialisasi selalu dilakukan untuk meningkatkan kesadaran masyarakat akan pentingnya pendidikan wajib belajar12 tahun. Selain itu kesiapan sarana dan prasarana dan penambahan jumlah guru atau tenaga pengajar sangat diperlukan untuk keberhasilan program PMU. Oleh karena itu, perbaikan sarana dan prasarana, penambahan ruang belajar, dan penambahan jumlah guru harus segera diperhatikan oleh semua pihak.

Semarang Cityâ€™s goverment impose the Program of Exclusive Breast Feeding by publishing the Semarang Mayor govermentâ€™s regulation nomor 7 by 2013. The low attainment of breast feeding in Gajah Mungkur compare with the target Dinas Kesehatan and national target were the background of done this research. The research aimed to analyze the implementation process these regulation later on it could be deduced that efforts need to be made in order to be effective implementation. This research was used qualitative research with observation, interview, and documentation to collect the data. The result of this research showed that the mplementation these regulation about the incresing of Exclusive breast feeding in Gajah Mungkur subdistrict have not been appropriate with these regulation. This problem occur because of a shortage in terms of resources, funds and facilities, the breast milk exclusive group support, communication, coordination, training of the officers which insufficient and the social economic effect of the society. Based on that problems, are needed to do some efforts which can be started by give right communication and continue support for the cadre ASI exclusive, coordination among Clinic officers Pegangan with group target and implementing the policies so that effective implementation require these regulation.

In the era of regional autonomy, the service provided by services institutions must be able to meet the expectations of society. In addition, the services provided must also be qualified and satisfy the public. Public service as a focus discipline of Public Administration science remains interesting to observe because of the services provided government services institutions are still considered unsatisfactory. Office Sub-District Purwonegoro in Banjarnegara district as one of the demographic service agencies must be able to provide data recording of e-KTP is good and on schedule. Reality on the ground say there are indications of dissatisfaction on the quality of services that include dimensions : tangible, reliability, responsiveness, assurance, and empathy given Office Sub-District Purwonegoro.The purpose of this study was to determine the quality of service as well as assessing five dimensions of service quality of e-KTP data recording that includes tangible, reliability, responsiveness, assurance, and empathy. This study used quantitative descriptive type of research using SERVQUAL.The results of this study indicate that service quality of e-KTP data recording at the Office Sub-District Purwonegoro weighs the performance of services by 6839 so that the quality of these services in the category of good, but not satisfactory because SERVQUAL score obtained is -634. The weight of expectation of services is 7473 so it is very high category. In addition the level of compatibility between performance and expectations on service quality of e-KTP data recording at the Office Sub-District Purwonegoro is 91.52%, so the service performance data recording e-ID nearly meet respondents expectations of service quality of e-KTP recording data given.Based on the analysis of the Cartesian diagram, tangible dimension in the quadrant A so that it is the first priority in repair. The dimensions of reliability in the quadrant B. This means that the execution (performance) those dimensions are in line with community expectations. Next is the dimension of responsiveness and empathy in the C quadrant so that the need for improvements in low priority. Assurance dimension in the D quadrant because the dimension is considered not very important, but execution (performance) exceed people's expectations. Through this research is expected to improve and enhance the service quality of e-KTP data recording in the Office Sub-District Purwonegoro

Waste handling is one of Semarang Local Governance ways to do the waste management of Semarang. This policyâ€™s implementor is Hygine and Gardens Landscape Agency of Semarang. The purpose of this reasearch is to describe and analyze how the Local Governance of Semarang done the implementation of waste handling at Final Processing Place Jatibarang (TPA Jatibarang) depend on Local Regulation Number 6 in 2012. This research is using a qualitative approache with descriptive type. The Analysis techniques to acquire data through observation, interviews and documentation. This research is looking at five phenomena on this implementations, there are waste sorting, collecting, transporting, processing, and final processing. Waste sorting is the responsibility of household to care and to aware of organic and anorganic waste. Waste Collecting is managed by each district. Waste transporting until Final processing is the responsibility of Hygine and Gardens Landscape Agency of Semarang based on the procedure and the completeness of waste transporting equiments to Final Processing Place Jatibarang by the waste trucks until waste final process to be a methan gas and organic fertilize. Depend on the George C. Edwards III, the driving factor of this implementation are communication, disposition, and bureaucratic structure, meanwhile the inhibiting factor is resources. Local Government of Semarang has been done well based on Local Regulation Number 6 in 2012, even though not optimal yet because both the equipments and the finance resources are limit. So of that, embrace human resources, manage finance for waste handling equipments, also support and teamwork of Government, privat, and people are needed.

The high use of private vehicles and public transportation causing congestion on most roads in the city of Semarang . To reduce the congestion Semarang city government provide an alternative solution , namely policy Trans Bus Rapid ( BRT ) . However , in practice there are few facilities of BRT are not running optimally .

ABSTRACT One of the programs of tourist affair development which is managed by department of culture and tourism of Semarang City is developing tour destination especially developing the tourist area named â€œUpgrading the Semarang Zooâ€. Semarang Zoo area becomes one of flagship programs developed by the government because the area has a great potential to give its largest contribution for PAD. This study used descriptive qualitative method and strategic management theory in explaining appropriate strategic issues for Semarang Zoo development by using SWOT data analysis. The data are collected from interview, field notes , a photograph , documents and observation.The result of this research indicates that tourist area development at UPTD Semarang Zoo has not brought maximal result. It can be seen from the lack of facility maintenance, such as the dirty toilet, peopleâ€™s complaint of sleazy cage, incomplete facility, lack of socialization and promotion. Therefore, it is need new technology in managing and developing the tourist area at Semarang Zoo. For example there is no cage reconstruction but rather there are addition of animal collections, cleaning services and attraction to promote it

Air has a very important function, the required control efforts on the sources of air pollutants is cigarette one. Follow-up of the impact of smoking on human health and the environment, so Semarang goverment made the Semarang Mayor Regulation No. 12 Year 2009 about the No Smoking Area and the Limited Smoking Area in Semarang city. Â This research in order to described how to apply the no smoking area program in Tawang station, Semarang city and the factors that hampered the no smoking area policy in the public facilities especially in the Tawang Station. This research used the phenomenon approacment, it is trying for understand event and interaction on the specific situation. This approach required the assumptions that different with the way which is used for doing approach about the human attitude that purpose finding Â fact and cause. There are locus and fokus of this research is Tawang station as the sequential area that apply the no smoking area. Â The results showed that the implementation of the policy of No Smoking Area has been successful but still less than optimal due to the constraints in terms of communication, responsiveness and coordination among agencies, the lack of influence of the government, the provision of facilities and infrastructure, lack of policy ineffectiveness transformation that occurred, the amount of influence the company's continue to promote the product, there isnâ€™t the policy strategy, and low support of legalization for the policy violation. Â Suggestions submitted from this research is the government should improve the communication, responsiveness and coordination among agencies, the need for evaluation of operational policies by forming a special team, affirmed sanctions against violations of the policy, the need for community empowerment.
