Abstract

Abstract: The political transformation in 1998 introduced a new era of Indonesian media which respects the public interest and implements a democratic model. The changing led to a new media-politics that have democratic character. This article will focus on the self regulation mechanism that becomes very popular in democratic mass media system. Those favouring self-regulation mechanism have usually justified it on the grounds that it is less damaging to freedom of expression than legal control. However this mechanism is not a panacea for all ills, because self-regulation can only work if certain pre-conditions are met. The analysis will be done by several conceptual frames, i.e: the concept of media in political transition, concept of media politics, self regulation mechanism, and statutory vs voluntary regulation.

Abstract

Mass media industries always frame their news based on their perspective and interest. This paper will examine the framing of disaster event and issues of contemporary Indonesia: the media framing on the natural disaster event (Yogyakarta’s earth quake, Mei 2006 and Padang’s earth quake, March 2007); the media framing on the disaster because of human factor (Senopati Tragedy, December 2006 and Adam Air Tragedy, January 2007); the media framing on the natural disaster because of natural and human factor (Lapindo Case, May 2006–March 2007). Based on framing analysis, this paper presents some interesting findins and discussion the different framing of each mass media as friends, foe, adversarial agent and empowerment agent.

Abstract

The creation f new broadcasting laws in Indonesia was hindered by tensions between reformist groups bent on fundamental changes to the broadcasting system and conservative group which wanted to continue the status quo. In comparison to the previous broadcasting regulations under the Suharto regime, the new broadcasting law is aimed to changing the television broadcasting system in Indonesia so that it would be more democratic in ideas, institution and policies. The article argues that efforts were made to implement some of the ideals of democratic broadcasting system, but in practice these were weakly supported and their future in uncertain. Fundamental change in the new broadcasting system are still unclear. A new democratic political leadership does not control there regulation and restructuring of the new Indonesia broadcasting system. Rather, the some bureaucrats have reorganised themselves into new constellations.

Abstract

The purpose of this study is to determine the social capital and communication system of Ettawa goat breeders (Peranakan Ettawa/PE) Kaligesing race in Purworejo. The study used the theory of social capital and communication systems in the perspective of Niklas Luhmann. The method of this study employed ethnography. Social capital of breeders is developed within farmers’ groups (Poktan). The existing social capitals in Poktan include trust, network, and norms. Social capital of trust is seen in the management of membership dues/contribution, poktan board transparency, division of work, and goat farming with nggaduh system. Network appears in the cooperation between Poktan with other Poktan, instructors/educator, traders/markets, universities, villages and districts. Norms are seen in the agreement on the division of dues, waragan group, and the breeders who use goats as debt guarantee and youth Poktan rules that prohibit breeders to sell the goats before lambing.

Abstract

Government communication system encounter extension and selling complexity. The aim of the study is to know how interrelation of government communication sub system in encounter extension and selling complexity in Kaligesing goat farming in Purworejo regency. The theory of the study is communication system in perspective of Niklas Luhmann. The study was used explorative case study method. The result of the study showed that extension sub system and breeding sub system not optimal in interrelation. So, information which produced and reproduced not solved complexity effectively.

Abstract

Abstrak Radio komunitas adalah media alternatif warga dan memberi kesempatan bagi perempuan untuk terlibat dalam produksi siaran radio. Keunikan radio komunitas yang bersifat lokal dan menggunakan bahasa lokal memungkinkan perempuan untuk berpartisipasi dalam menyiarkan acara-acara yang sesuai dengan kebutuhan komunitas. Siaran yang diasuh oleh perempuan adalah siaran budaya lokal karena perempuan mempunyai peran dalam mendidik anak-anaknya sesuai dengan nilai, tradisi, adat maupun budaya masyarakatnya. Siaran budaya lokal tidak hanya melestarikan bahasa dan budaya Sunda melalui partisipasi warga pada siaran on air dan off air; tetapi juga menjawab persoalan-persoalan perempuan di komunitasnya. Namun demikian, keterlibatan perempuan dalam siaran radio komunitas masih terbatas pada acara yang berkaitan dengan kehidupan perempuan atau kehidupan personal, sehingga belum mendobrak stereotip acara-acara yang umumnya ranah laki-laki, seperti persoalan pertanian, konservasi hutan, kesehatan masyarakat, atau pemerintahan desa. Terbatasnya pengetahuan dan pemahaman perempuan tentang radio komunitas membuat perempuan membutuhkan adaptasi yang cukup panjang, pelatihan, motivasi, dan peningkatan rasa percaya diri untuk terlibat dalam pengelolaan ataupun siaran di radio komunitas. Tantangan ini dapat dijawab dengan peningkatan kapasitas diri perempuan dan aksesibilitas perempuan pada informasi, pendidikan dan pelatihan radio komunitas. Kata kunci: radio komunitas, akses dan keterlibatan perempuan, siaran budaya lokal, stereotip Abstract Community radio provides an alternative medium and opportunity for women to involve in the production of radio broadcasts. Generally, radio community is uniquely local and uses local language that enables women to manage programs based on their community needs. One of the broadcast programs managed by the women is the local culture. The local culture program is closely related to women because of their roles in educating the children with the values, traditions, customs and culture. Community participation in on-air and off-air broadcasting of local culture provides opportunities for preserving Sundanese language and culture, as well as discussing the problems of women in their communities. Nevertheless, the women’s opportunities to involve in the community radio are still limited, particularly only in the program associated with the woman's life or personal life. These have not countered the men domain programs, such as the issues of agriculture, forest conservation, public health, or village administration. As women's knowledge and understanding of community radio is still limited; therefore, they require some time to adapt, get motivated, and to be confidence to participate in the community radio. These challenges can be addressed through increasing the capacity of women and accessibility of women to information, education and training of community radio. Abstract

Super Red Arowana breeding activities have the potential to be developed for community and regional improvement in Kapuas Hulu Regency. Initiatives to establish breeding activities through programs that are expected to be a source of regional income and to create suitable self supports for breeders are still experiencing some obstacles due to the lack of interaction on communication and distribution of information between the local government of Kapuas Hulu and the breeders that are not transparent, equal, and smooth. This study aimed to find the interrelation of the Kapuas Hulu local government with the breeders in the development of Super Red Arowana captivity activities and the efforts of the stakeholders in improving interrelation through communication accommodation studies. This study uses a qualitative method for explanative purposes. The results showed that a problem in the internal environment Kapuas Hulu local government and the breeder impinge on the interrelation of them. The efforts of both parties in improving interrelation through joint media have not shown adequate results due to the lack of full and mutual recognition. The local government of Kapuas Hulu and the breeders in the process of accommodating communication have adopted not only convergence but also divergence adaptation.
