Abstract

Accountability of government agency performance embodies an obligation to account for thesuccess or failure of the implementation of policies, programs and activities to stakeholders or general public.In fact, performance accountability can not be optimally realized by many government agencies. From thesestudies were conducted to determine how government performance accountability at Touluaan district ofSoutheast Minahasa regency. Based on a literature review of the criteria used effectiveness, efficiency,responsiveness, and transparency to look government performance accountability at Touluaan districtThe research used a qualitative method. Key informants in this study were officers / employees ofthe sub-district 3 and 2 personnel section chief executive staff; and 2 village officials and 3 leaders /community leaders, so that the total number of informants there are 12 people. The research instrument was aresearcher himself, while gathering data using interview techniques. Method analysis was performed withqualitative analysis techniques interactive model of Miles and Hubernann.The results of analysis indicate effectiveness, efficiency, responsiveness, and transparency in theimplementation of the program / activity generally show a fairly good quality. It was concluded that thegovernment performance accountability Touluaan district seen from the aspect of effectiveness, efficiency,responsiveness, and transparancy has shown a fairly good level of achievement. To improve the performanceof government accountability Touluaan districts it is necessary to increase the number of employees,improving the quality of human resources personnel, increased budgetary allocations, and additional meansof employment.Keywords: performance accountability.

Abstract

The recruitment process is to obtain human resources activities for the benefit of theincrease in public services according to the needs that have been planned in advance. The purpose ofCPNS course to meet in accordance with job vacancies to be filled by reason of the development oforganizations and fulfill vacancies left by his predecessor as occupying retirement, stopping at his ownrequest or dismissed for violating discipline. Politicization of the bureaucracy which often occurs inpolitical parties vying for control of the ministry. It is also an impact to the CPNS recruitment andposition determination is not objective. And problem for the sake of any procurement CPNSrecruitment. Even this is often the case in any civil servant recruitment process in the Talaud Islands.Therefore, it needs to be held more research on the "Implementation of Recruitment Candidates forthe Civil Service Regional Employment Board Talaud Islands".Research the type used in this study is a qualitative method. Informants in this study as manyas 10 people. Collecting data in this study conducted by methods / techniques interview, observation,secondary data collection to data analysis technique is a qualitative descriptive analysis.The analysis of this study in accordance with the theory of the indicator concerned with thisstudy are (1) aspects of communication, (2) aspects of resources (3) aspects of the disposition (4)aspects of organizational structure.Based on the results of research in the Regional Employment Board Talaud Islands seen fromall four (4) aspects of the indicator is quite good but can not say either. Based on the conclusions of thisstudy, it can be recommended as a general suggestion for Regional Employment Board Talaud Islands,in order to optimize the available resources in the Talaud Islands Regional Employment Board andextended care facilities in order to support themselves.Keywords : Implementation, Recruitmen

Abstract

Abstract:This study aims to determine the role of the Regional Planning Board in the preparation of medium-term development plan West Halmahera. To answer the research problem, then apply the descriptive method with qualitative approach, then seven (7) the informant set as a reference in the collection of data or information by interviewing one by one starting from the element of Regional Development Planning Board as many as five people, and two people from the Budget Team Local government (TAPD), then the data was analyzed using qualitative analysis techniques interactive model of Miles and Hubernann.Based on the research results indicate that the role of BAPPEDA Halmahera can be seen from (1) Preparation of a preliminary draft RPJMD. (2) Preparation of a draft strategic plan on education. (3) The drafting of RPJMD. (4) Council planning (Musrenbang) medium term. (5) Preparation of the final draft RPJMD. (6) Determination of local regulation on RPJMDReferring to some of the findings in this study, it is necessary to provide some suggestions as solutions to problems in this study, as follows: (1) Implementation of the good and the right of each stage of the preparation RPJMD (2) an increase in the number of qualified human resources and improve the quality existing human resources as well.Keywords: Role BAPPEDA in the preparation of medium-term development plan

Abstract

ABSTRACT: Camat leadership role is very important and decisive in realizing the implementation of effective public in the district. In this regard, this research is intended to answer the question how the district head's leadership role in the organization of public services in the District Gilobandu Tolikara Papua Province.Based on the literature review, the district head's leadership role in administering public services seen from several indicators, namely: Head leadership role in setting the public service program, in developing and directing the district government apparatus, in encouraging morale in the sub-district government officials, in enforcing labor discipline government officials districts, to monitor and oversee the implementation of tasks sub-district government officials, in assessing and evaluating the performance of the government paratur districts, and in making efforts to improve the performance of public service.This study uses a qualitative method. Research informants who were interviewed as many as 12 people are Head, Sekcam, 2 section head, 3 person executive staff, and 5 the head of the village / town. Collecting data using interview techniques. While the analysis of data using qualitative analysis techniques interactive model of Miles and Hubernan.Based on the results of the study be concluded as follows: (1) sub-district leadership role in administering public services seen from the indicators mentioned above can already be realized with quite effective in districts Gilobandu Tolikora Regency of Papua Province. (2) Head are quite effective leadership has been able to realize the implementation of public service that is quite effective in Gilobandu district, though not maximized.Based on the results of this penellian then it can be recommended some suggestions as follows: (1) Head needs to take action more effective in moving, foster and oversee the subordinate personnel in public service delivery. (2) Leadership camat in the public service in the District Gilobandu need to be supported by the availability of adequate leadership in the form of budget, facilities and working facilities, as well as support the cooperation of all subordinates.Keywords: camat leadership, public service.

Abstract

Procurement of Civil Service is a process of activities to fill the vacancy formation. connection with this, then every Indonesian citizen who meets the requirements set out in government regulations is an equal opportunity to apply and be appointed as civil servants. But the objective conditions showed many honorary workers who have served for so long but not appointed as civil servants Civil. departed from the matter, this study intended to answer the question of how policy implementation appointment of Honorary Workers become candidates for Civil Servants. This study uses qualitative methods, this study using a sample taken at the office of the Regional Employment Agency North Maluku province by using the interview technique 7 questions to 15 respondents. Qualitative analysis consists of 3 steps first word reduction is the process pemelihan focusing on simplification and racial formations that emerge from the rough notes written on the field, the second presentation of the data that is drawing conclusions and taking action. and the third drawing conclusions / Verify that researchers draw conclusions and verify the symptoms obtained from the field. 3 steps apart from the data the researcher is also supported by documents obtained from the office of research. so from these results we can conclude that the government remain objective in the assessment of each participant is concerned and in the recruitment of civil servants Pemerintahpun take into account the ability of the regional budget because it can result in the ability to provide public services. because if the budget is siphoned off to fund the salaries, which is the public harmed. Based on these conclusions, it is suggested that there is good government or government agency does not receive honorary directly, because most of honorary workers who work now without the selection based only kedekakatan kinship and therefore the government should hold a clean selection for all contract officers in government agencies so that the results higher quality and the government should defer to lift the honorary staff of the general path of honorary workers before all the problems can be resolved in their respective areas. Abstract :This research aims to know the performance of produce educators at the Academic University ofSam Ratulangi Manado. " Aspects that should be taken to achieve competence, namely, hard work and agreat desire to want to learn and keep learning without thinking of things that limit us to back off and notwant to evolve, because the science knowledge and skills that will lead us to a success. lazy in Office butshould have a willingness to continue to develop. If we often procrastinate job, lazy in Office and has nowill to develop it will greatly affect our performance. Therefore, with positive thinking for the sake ofimproved performance then with craft, loyalty, as well as creativity can improve performance as work forthe sake of advancing responsibility form the University of Sam Ratulangi University as the pride of NorthSulawesi.In this research uses qualitative research methods in which this research will emphasize researchresults at a depth where the researcher directly involved as an instrument of the research base of theInformant in this research is the head of the academic section of the University of Sam Ratulangi Manado(Informants 1), which is considered able to give further information could also give recommendationsanyone could become a staple in the study informants. u Lo Principal Informants in this study is Part ofthe academic staff of the University of Sam Ratulangi Manado assigned as many as 7 people informant.As for the steps-the steps in the analysis of the data, i.e., what Data still need to be sought, the hypothesisof what needs to be tested, what questions need to be answered, what method should be used to obtain newinformationConclusion based on the above interviews are then compared with the theory and concepts ofCompetence as well as human resource management at connect with Competence human resources inimproving the performance of produce educators at the academic University of Sam Ratulangi Manado,as described later in the tighten up existing theories above it overall indicates that human resources arealready capable in the execution of daily job duties , well, responsible, are to assist and serve, has animpact from the influence of the consciousness of freedom of Association and relationship coaching,managerial competence, cognitive, and personal effectiveness. So the results of this research show that theperformance of produce educators at the academic University of Sam Ratulangi Manado is already good,but even better when retained what already felt good and upgraded again what is felt is still lacking.Referring to the discussion and conclusions in any educational staff is expected to recommend inthe academic section further enhance existing human resources. Don't be satisfied with what we have atthe moment but, let's keep digging up all the potential of ourselves to further improving human resourcesis certainly will also improve our performance. Expected also to the staff of produce educators to be ableto give excellent service to students so that there can be reflected from the human resources which areowned. Expected each produce educators both superiors and subordinates, make up a good workingrelationship among each other so that it can support any work so that it can run well and gainedsatisfactory results without anyone feels aggrieved. Continue to preserve what already exists today, goodnature, self-control, self-confidence, flexibility, and a commitment to the Organization so that the progressof an organization in this case Sam Ratulangi University will be the heartland of the us as well. Abstract

ABSTRACT Labor discipline is a behavioral containing technical aspects that work ethic is the normsthat are binding and are set explicitly and practices such as behavioral attitudes respect, honor, obey, andobey that must be held to be maintained and implemented in government agencies. Problems to beanswered in this study is the work discipline of employees about employee performance affects theproductivity of employees working in the Village Tingkulu Wanea districts of Manado. This study aims todetermine the effect of labor discipline against the employee productivity. These results indicate that thelabor discipline and significant positive effect on the productivity of employees in the Village TingkuluWanea District of Manado City. Based on these conclusions labor discipline must be observed andmaintained on each employee so that the tasks and responsibilities can be a priority terselenggarakan well.Keywords: influence, discipline, performance, employee productivity

Abstract

Abstract: The foreigh to enlarge a district as a movement to increase the ability of the district governmentto make a short control of the government and to increase the human prosperity. As a matter of fact thereare still found the people in the districk has unprosperty. Based on the fact, so this research has to intendto answer the question, “whether the enlarge of districk effective to the level of human prosperity”.The research used the quantitative method. This research is made based on five example areas in thedistrict Bunaken of Manado city, The research sampel is stated for one-hundred respondens which istaken twenty sampel of the respondens for dach area in the district randomly, to collect the data thequestioner methad is used and helping by the interview technique. The data analysis used statistic analysisregression linear and correlation product moment.Based the data analysis show that : The effectiveness coefficient regression of the foreigh to enlarge adistrict area concerning human properity is 0.779 scale for each unit, and Coefficient collation effect in theforeigh to enlarge a district area concerning human prosperity is 0,83, and the determination coefficient is0,69 or 69%. Based of the research, the conclusion is the foreigh to enlarge the district area has a positiveeffect and significant to improve the human prosperity.Based of the coclusion above, suggesting forresponsive of the government to running this program to create the human prosperity.Keywords : The foreigh to enlarge a district, prosperity.

ABSTRACT : Management is a process of organization achievement by efforts from peoples.Management is a kind of special thought from leadership in order to attain the organization goals.The financial management of village is a factor who determined the successful of development andhelp process of the village development. Village financial is a rights and responsible in governmentorganized who can be valued with money included all the type of wealth who related with rightsand responsible of the village.Whereas who including the local government budget (LGB) village is the annual financialplanning of village government are investigated and approved together with the village governmentand LGB who determined by regulation of the village.Effectiveness in village financial process through good financial management system that willincrease the successful in village development. Abstract

ABSTRACT   In accordance with Regulation of the Minister of  Education and Culture of the Republic  of Indonesia on the Organization and Work of Sam Ratulangi University of article 105, paragraph  1, which states that the Information and Communication Technology Unit is a unit of the technical  implementation  in  the  field  of  development  and  management  of  systems  and  information  and  communication technology. And Article 106, namely, Information and Communication Technology  Unit  has  the  tasks  of  system  development  and  management  of  information  and  communication  technology as well as the provision of information and communication technology services.    This study used a qualitative method, data source or informant study of 10 people in the  capture of some elements, such as students 8 people, and Lecturer 2 people. Collecting data using  questionnaires, interviews, and documentation. Based on the research, it can be concluded that the  effectiveness of management information systems at the center of the information technology (PTI)  Sam Ratulangi University, yet effective.    Timeliness, accuracy of information, and human resources must be developed.
