Abstract

The recruitment process is to obtain human resources activities for the benefit of theincrease in public services according to the needs that have been planned in advance. The purpose ofCPNS course to meet in accordance with job vacancies to be filled by reason of the development oforganizations and fulfill vacancies left by his predecessor as occupying retirement, stopping at his ownrequest or dismissed for violating discipline. Politicization of the bureaucracy which often occurs inpolitical parties vying for control of the ministry. It is also an impact to the CPNS recruitment andposition determination is not objective. And problem for the sake of any procurement CPNSrecruitment. Even this is often the case in any civil servant recruitment process in the Talaud Islands.Therefore, it needs to be held more research on the "Implementation of Recruitment Candidates forthe Civil Service Regional Employment Board Talaud Islands".Research the type used in this study is a qualitative method. Informants in this study as manyas 10 people. Collecting data in this study conducted by methods / techniques interview, observation,secondary data collection to data analysis technique is a qualitative descriptive analysis.The analysis of this study in accordance with the theory of the indicator concerned with thisstudy are (1) aspects of communication, (2) aspects of resources (3) aspects of the disposition (4)aspects of organizational structure.Based on the results of research in the Regional Employment Board Talaud Islands seen fromall four (4) aspects of the indicator is quite good but can not say either. Based on the conclusions of thisstudy, it can be recommended as a general suggestion for Regional Employment Board Talaud Islands,in order to optimize the available resources in the Talaud Islands Regional Employment Board andextended care facilities in order to support themselves.Keywords : Implementation, Recruitmen

Abstract

This research is aimed to find out the satisfaction of public service of Social Insurance AdministrationOrganization (BPJS) patient in Puskesmas Bahu. On the basis of Law No. 25 of 2009 on Public ServiceStandards, the service standard has been determined that the service unit of the state is obliged to serve everycitizen and citizen to fulfill his basic rights and needs within the framework of public services. Including servicesprovided by the health services of the Puskesmas unit it is important that the satisfaction of the community canbe measured by the established standards, the satisfaction of service for BPJS patient service at PuskesmasBahu in terms of service, system, mechanism and procedure, Products Services, Facilities, infrastructure, andfacilities, Executing Competencies. Of the seven indicators of public service standards, there is the result thatit states less satisfied with facilities, infrastructure and facilities, service products, is satisfied with short servicetime, BPJS user fee or tariff is appropriate and satisfied with service requirements, system and servicemechanism, at the Bahu Puskesmas from interviews and field observations.Keywords: Public Satisfaction, Service

Abstract

ABSTRACT   The success of the village government can run smooth  and well because it is supported by  many factors, one important factor is the village finances because it is impossible for the village to  be able to carry out  the village  administration effective and efficient  without adequate financial  support.  This  is  due  to  the  financial  capacity  of  the  village  depends  on  the  size  and  variety  of  sources of income as financial resources are owned by the village. Therefore, the leadership of the  village  head  and  village,  excavation  and  management  of  the  financial  resources  of  the  village  should be sought as optimal as possible to reach the village government administration efficient  and effective as well as adhering to the Regulation of the  Minister of Home Affairs Number 37  Year  2007  regarding  the  General  Guidelines  for  Financial  Management  village.  The  aim  of  the  research  is  to  describe,  analyze  and  find  out  how  the  village  head's  leadership  role  in  the  management of village finances (Case  Study in the village of Seretan Timu drag troughs Minahasa  District of East Lembean).   This  study  used  qualitative  data  analysis  method  presented  descriptive  with  purposive  sampling  technique  of  sampling  /  sample  aiming  the  number  of  informants  there  are  fifteen  informants.   From  the  results  of  existing  research,  the  village  head's  leadership  role  in  the  financial  management  of  the  village  has  not  been  complete  worked  well  because  there  is  no  budget  is  unclear or data were incomplete, income and expenses can not be measured because it is not in  accordance with the conditions of the village and village regulations only kinship systems but with  all   the   shortcomings   of   existing   good   cooperation   with   the   village   officials   to   seek   the  implementation of the financial management of the village with transparancy,  accountability and  participation.   Keywords: The Role of Leadership, Financial Management Rural

Abstract

Abstract: The research objective was to determine the role of the Advisory Board Position and Rank in theadministration of personnel transfers structural position as mandated by Law No. 43 of 1999 on changesto Law No. 8 of 1974 About the Fundamentals of Civil Service that in the appointment, transfer anddismissal of employees must be based principles of professionalism of employees which includecompetence, work performance, and level rank Civil Servant. To determine the role of the Advisory BoardPositions and Ranks in the implementation of personnel transfers structural position, the research methodused is qualitative method, which is where the researcher as a key instrument in the study consisted of 13informants.The role of the Advisory Board Position and Rank in the administration of personnel transfers in NorthHalmahera is his duty to give consideration and advice in terms of personnel transfers by taking intoaccount the competence, performance and level of rank is not everything is going well. Because the data isbased on mutations in January that there are many employees who are placed not in accordance with theprinciples of The riht Man On The Right Place even exist in mutation employee has concurrently. And sois the implementation of personnel transfers more attention to long term in-service tasks, proximity orkinship relationships compared with competence, work performance and level rank for employeestransferred. And there is recognition of employees that once issued Decree of the new regent he knowshimself in mutasikan on new positions.To avoid the Spoil System Advisory Board Positions and Ranks need to cooperate with an independentassessment team and has experience in assisting the selection of employees transferred. And to the resultsof the session of the Advisory Board Positions and Ranks recommended to the Regional Personnel Officerin a transparent manner for the sake of accountability in policy mutation. Similarly, to get a goodemployee performance, then it should in the implementation of personnel transfers expected considerationAgency Position and Rank refers to Law Number. 43 of 1999 on changes to Law No. 8 of 1974 About theFundamentals of Civil Service which is technically explained that the appointment or removal shall be inaccordance with the Civil Servants professionalism.Keywords: The role of the Advisory Board Position. Abstract

ABSTRACT: This research comes from the phenomenon that program implementation of pension plan is still notoptimal in Manado city. The goal of this research is to find out how the program implementation of pension plan inManado city. The kind of method that used on this research is qualitative research with measured indicators which are;the insurance of external condition that faced by institute or the implementing agency will not causing major problem,whether for implement to provide adequate resources including source of time, whether the necessary integration ofresources are exists, whether the policy that will implemented based on a reliable causal relationship, how many ofcausal relation becomes, whether minor relationship of interdependence, in deep comprehension and agreement ongoals, that tasks have been detailed and placed in the correct order, perfect communication and coordinate, those withpower of authority can demand and achieve perfect obedience. Informant researcher are 10 people. Technique ofcollecting data are used observation, interview and document technique. While the technical analysis used interactivemodel analysis from Miles and Huberman. based on data analysis development, drawn the conclusion that the lack ofhuman resources to provide maximum service to the participants claim, which lack of socialization implemented, in itsimplementation this program is not able to achieve the goals for ensure the workers in old age, causing by new regulationthat manage the implementation of JHT program. Good communication between peer employees has been consist. Also,good cooperation with related agencies is occurred. With assigning tasks on each employer has been set according theirposition. The recommendation that human source possessed to be further enhanced. Abstract

The method of research that writer use in this research is quantitative research method, that is researchmethod based on philosophy of positivism, which is used for research in certain population or sample. Thesampling technique used is the saturated sample technique from the research in Inspectorate of NorthHalmahera District from 31 ASN. Data analysis techniques used are simple linear regression analysis andsimple correlation analysis.Based on the results of analysis using product moment correlation of people obtained correlation coefficient(r) = 0.343 while the coefficient of determination (r2) = 0.34. These results show that the coefficient ofdetermination is 34%. With this result, it can be explained that ASN performance improvement is determinedby education by 34% while 65% is determined by other factors. Based on the results of the above research,the hypothesis in the post can be accepted that there is a level of relevance and determination between ASNperformance educations in North Halmahera district inspectorate. Based on the significant test resultsobtained t = 2.280 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 29, then table = 2.045.From the data obtained that t arithmetic greater than ttable where t arithmetic 2,280> 2.045. Then H1 isaccepted and HO is rejected. This proves that there is a positive influence between Education onPerformance Asn in Kab. North HalmaheraBased on the results of the study, it can be concluded that education has an influence on ASN performance.But in the category of calculation of interpretation of education fall into the weak category. So the betterthe ASN education, the better the performance will be, so it should improve the program "education bothformal, informal, non formal education, in the process of achieving performance results.Keywords: Education, Performance of Civil State Apparatus,

Abstract

Abstract: This research aims to explain about the role of Village Secretary in Administration Service ofKanonang Village Government 3. This research uses descriptive method of qualitative approach, and datacollection technique done by observation, interview technique and documentation. Number of informants asmany as 10 people. In this study using the administrative theory of village administration in terms of service tothe community, administration of village administration, and other matters relating to the village. The resultsshowed that the administrative service provided by the village government in this case that handles theadministrative process of the village that is the secretary of the village there are still shortcomings. This can beseen from the performance of village secretary in managing the correspondence of archival execution, reports,financial affairs, government administration affairs, development, and society. There are several things thatneed attention in the village officials in handling village government administration is to improve performanceand provide good service to the community by following the existing government administration mechanismsand procedures.Keywords: Role of Village Secretary in Administration Service of Village Government

Abstract

Abstract: This research was conducted to describe the performance of Meyerga village chief from West Moksona District,Teluk Bintuni Regency. The results of this study are expected to provide benefits for the development of publicadministration science, especially about performance, and practically become an evaluation for Meyerga village chief fromWest Moksona District, Teluk Bintuni Regency to improve his/her performance. This research uses qualitative designfocusing on work quality, quantity and timeliness. Data were collected through interviews with informants from the WestMoksona District government elements, the government and villagers of Meyerga village, followed by our own observationand documentation studies. Data analysis were done through data reduction, data display, data conclussionsdrawing/verification. The result shows that the performance of the village chief in the development program is going wellbecause the development implemented until now has been running as planned. The performance in running the governmenthas not been good because of the lack of knowledge and skills possessed by the village chief and other village officials inunderstanding the rules and work procedures of governance, the mastery of village government administration included.The performance of the village chief in the implementation of community development is already good due to his presenceas a respected community leader and also the support of community leaders and religious leaders for the village chief inconducting community development. The performance of the village chief in the community empowerment program hasnot been good due to lack of clarity of village government programs to improve the community's capacity in terms ofeducation, community development and to young generation and women. This research concludes that the performancesof Meyerga village chief of West Moksona District of Teluk Bintuni Regency, West Papua Province based on work quality,work quantity and utilization of working time has been well done in the field of development and community developmentand has not run well in the field of government, and community empowerment. It is therefore advisable to undertaketraining for making village government work plans, complementing work facilities, continuously strengtheningrelationships with religious leaders and community leaders. Adapting the work programs in the field of communityempowerment focused on youth empowerment, community development and women is needed.Keywords: Performance, Village Chief

Abstract

Abstract: Social condition is a state in a country at a given time. Economics is defined as the use ofmoney, power, precious time (Poerwodarminta, 1990). The purpose of the socio-economicconditions in this study were the circumstances or background of a family related to education,employment, income and socio-economic keluarga.Kondisi in this study were standing or positionof a person or family in the community with regard to the level of education, level income propertyor facility ownership and type of residence. The successful development of an achievement ofdevelopment that has been planned in order to create a more advanced state of society and modern.In this case the development is the pioneer of the government, both central and local pemeritah. Aregion is successful in doing development if the people in that area is no longer living under thepoverty line, capable of creating jobs for others, and on the mark with good economic turnaround.The method used in this research is descriptive and explanatory survey using a quantitativeapproach. As for the variables in this study are: socio-economic condition of the family and thesuccess of the development. By Arikunto (2002) argues that "the entire population is a subject ofresearch". the sample is part of the number and characteristics of which is owned by thepopulation (Sugiyono, 2002). Sample location (sub sample) chosen by purposive sampling of 3(three) villages, namely: Malalayang One, Stone City, and Winangun Two. The number ofrespondents 99 based on samples determined through a formula Yamane (Rahkmat, 1991). Resultsof the analysis for 0893 is a positive correlation between socio-economic conditions of the familyand the success of development. Furthermore, the coefficient of determination of 0.79 means thatthe influence / contribution of socio-economic conditions of the family to the success ofdevelopment, obtained by 89.3% and the remaining 10.7% is influenced by other factors. Movingon from the research results mentioned above, it can be said that the socio-economic condition ofthe family has significance in terms of achieving the success of developmentKeywords: Social-Economic Conditions Family, Development Success

Abstract

ABSTRACT Trash has become a national issue that management needs to be done in a comprehensive and integrated headwaters downstream waste management necessary legal certainty, clarity of responsibility and authority of the government, local government, the role of the community and waste management can proceed professional, effectively and efficiently. So the president issued Law Decree No.18 of 2008 on Waste Management which aims to reduce the waste problem in Indonesia. Waste management aims to serve a city of garbage generated population, which indirectly contribute to maintaining public health and create a cleaner environment. To support the establishment of the provincial capital of Manado as a clean, healthy, comfortable, beautiful and environmentally friendly. Mayor of Manado making policy on Waste Management in the city of Manado, the policy was issued to strengthen the Regional Regulation No. 07 Year 2006 concerning Manado Waste Management and General Services Levies. In this study using the model of George C. Edwards III where implementation can be started from the abstract state and a question of whether the conditions for policy implementation to be successful is communication, communication is between implementing policies / programs with community target groups. Resources, is the human resources and financial resources available or provided for the implementation of policies / programs. Disposition, is characteristic that attaches to the executive like honesty, commitment and democratic attitudes. Bureaucratic structure, is the mechanism (SOP) and the structure of the organization implementing the policy. This study uses a qualitative descriptive approach through interviews of 11 informants, observation and tracking documents and research is assisted by an additional instrument in the form of a list of guidelines for interviewing, recording devices (Hand phone) and stationery. The results showed that the overall waste management policy in Manado City Sanitation Department has shown a pretty good rate, in other words the implementation of solid waste management in terms of freight has been carried out effectively, but seen from the time of completion is still not efficient, since there are often delays garbage carry. Over all results of the interview on the results of the implementation of the waste management policy to the conclusion that the success rate in Waste Management Policy Implementation in Manado City Sanitation Department is quite good.
